A Study on Development of Digital Nautical Publication (전자항해서지 개발 연구)

  • Nautical Publications is a special purpose book, or a specially compiled database, that is issued officially by or on the authority of a Government, authorized Hydrographic Office and is designed to meet the requirements of marine navigation such as SOLAS and PSC. Nautical publications include List of Lights, Sailing directions. The SNPWG(Standardization Nautical Publications Working Group) from the IHO is working to implement in computer systems all those elements of interest for Hydrography and Navigation Concerning nautical publications' digitization process, the SNPWG has defined three types of nautical publications: Type 1 : Hard copy(NP1), Type 2 : Digital version, A slight modification of type 1(NP2), Type 3 : Digital version for ECDIS(NP3). Nautical Publications is essential with nautical charts as reference information to navigate. Development of digital nautical publications is needed for liaison with the chart production system, up-to-dateness of hydrographic information, improvement of service. But, Korean status is positioned in NP1. In our study, we surveyed the present status of nautical publications for development strategy of digital nautical publications. We build database of south coast of sailing direction, develop a manager program, convert the contents to KML( Keyhole Markup Language), develop a user program.

Improving the Port-Reception-Facility System (선박 배출 오염물질 항만처리시스템 확보방안 연구)

  • In this study, we sought to establish a vessel-discharge pollutant-treatment system recommended by IMO by first investigating advanced facilities overseas to help us understand and evaluate our domestic facility and needs. IMO recommends the installation and operation of port pollutant-storage facilities to adequately treat pollutants emitted by ships entering the port, and we reviewed the registration and operation of these facilities in IMO member countries, focusing on the IIII Code. Due to recent environmental regulations, additional facilities are required to treat the washing water discharged from equipment such as scrubbers mounted on the ship so pollutant-storage facilities must be established. Currently, Korea's ship-discharged wastes are being moved from ports to land waste-treatment plants, and their quantity and properties are not being monitored. Therefore, in this study, we improved monitoring of the discharged pollutants and investigated the proper arrangement of pollutant storage facilities as recommended by IMO. The system we established can help provide smooth service to incoming ships - and appropriate treatment of pollutants and will greatly benefit international maritime operations.

A Case Study - IT Outsourcing of the Korea Development Bank (산업은행: 금융 IT 아웃소싱 - 공동협력으로 안전한 문을 연다)

  • The Korea Development Bank promoted a total outsourcing for IT operation in 1999 for the first time in the banking industry. The Korea Development Bank became the center of public attention because the most banks were unwilling to take an outsourcing with external sources for the reason of financial operation accidents, securities, and threats of strikes. After the introduction of the total IT outsourcing, the Korea Development Bank has continuously diagnosed the problems of the IT outsourcing and adopted various proper complements for the enhancement of the IT outsourcing. As the result of the enhancement, the IT outsourcing of the Korea Development Bank marched into the joint liability operation period after going through the outsourcing operation period and the co-operation period. The joint liability operation which is the most leading outsourcing system which is adopted by the Korea Development Bank for the first time in the banking industry. Through the joint liability operation, the Korea Development Bank could accept the most up-to-date IT, concentrate internal manpower on the core capability, and secure flexibility of manpower. Also, the bank changed the relationship between the bank and the external sources from the one-sided relationship between a producers and a consumer to the joint liability relationship on which both sides are responsible for the operation, and could integrate the internal capacity with the professional know-how of the external IT outsourcing company. In this paper, we testified the soundness and validity for the worries of banks about the total IT outsourcing with external sources. And, we arranged the advantages and outcomes of the total IT outsourcing with external sources compared to the IT outsourcing with internal sources. Moreover, we expect that we can improve the closed financial IT outsourcing industry structure and raise the world competitive power of domestic IT outsourcing companies by correcting wrong ideas on the IT outsourcing with external sources.
