Study on Assessment Institution of Urban Ecosystem in Korea (우리 나라의 도시생태계 평가제도 고찰)

  • Assessment institution of urban ecosystem is divided into ‘Urban Planning Act’and ‘Environmental Management Act’in Korea. The assessment institution of urban planning is divided into ‘Standard of land development approval’and ‘Environmental assessment of urban planning’. The institution of environmental management is divided into ‘Environmental impact assessment’and ‘Advance environmental assessment’. Assessment institution of urban ecosystem is progressed very slowly, because of development oriented policy. And so there are many problems that objective assessment method is not invented except ‘Degree of growing tree number per unit area’and ‘Degree of human disturbance of vegetation’, and insufficiency of conservation measures or post evaluation, etc. Activation of assessment institution of urban ecosystem is necessary followed countermeasures in Korea. (1) Development of objective assessment method for urban ecosystem as biotope map, (2) Appointment of censer-vation zone or consideration of damage for high value in conservation, (3) Parallel establishment of development and ecosystem conservation plan, and enforcing post evaluation

  • 근래에 들어 환경문제의 사회적 부각과 함께 생태파괴적인 하천 정비 방식에 대한 대안으로 자연형 하천 환경 복원기법에 대한 시험 적용이 활발하게 진행되고 있다. 그러나 하천 복원에 앞서 하천 환경의 상태를 파악하고 진단할 수 있는 방법에 대한 연구가 미흡한 실정이다. 기존에 개발된 하천 질 평가 방법은 수질에 편향된 경향이 있으나 수질의 개선만으로는 생물 다양성의 발생 기반으로서 물리적 구조가 훼손된 상태에서는 생태적 복원의 효과를 달성하기 어렵다. 따라서 하천의 물리적 조건에 의한 구체적이고 비교적 객관적인 평가가 필요하며, 본 연구에서는 상기 평가를 바탕으로 작성된 하천 자연도 평가 지침에 의거하여 곡릉천 하류 일부 구간과 곡릉천의 지류인 벽제천을 대상으로 자연도를 조사하였다. 평가 결과 곡릉천 봉일천교 상류 2km구간의 저수로는 사행을 보였으며, 강변 사주 및 하중도는 없었으나 갈대 등과 같은 저수로변 식생이 있고 흙으로 조성된 인공제방으로 되어 있어 도심지의 정형화된 하천들에 비해 비교적 자연에 가까운 모습을 하고 있었다. 한편 하천 인근에 있는 아파트 등 주거지와 논, 밭 등의 경작지로 인한 오염원 유입 및 자전거 도로와 산책로 등 사람의 접근이 용이한 제외지의 이용으로 동식 물서식처로서의 기능이 저하될 것으로 우려된다. 곡릉천의 지류인 벽제천은 저수로가 사행을 유지하고 하중도와 사주가 형성되어 있으며 여울을 확인할 수 있었다. 하천 인근에 경작지와 제방도로가 있으나 인적이 드물고 차량 통행량이 적어 생태환경 훼손에 대한 우려는 적은 것으로 판단되 었다.

The Sustainability Assessment Model for Upo Wetland as a Eco-Tourism Resources (생태관광자원으로서의 우포늪의 지속가능성 평가모형)

  • To evaluate the sustainability assessment of eco-tourism resources, the assessment of Upo wetland was conducted by defining mathematical assessment models, by developing assessment indicators and by calculating the weight of main factors affecting on the sustainability through questionnaires analysis of 135 eco-tourism experts group. After that, the current sustainability grade level for Upo wetland was confirmed, and grade-level enhancement measures on each items were proposed. Although, this paper was focused on Upo wetland, but it is meaningful to prepare for the foundation in the sense of assessing scientifically and systematically the sustainability by providing concrete research model and method for the sustainability assessment of eco-tourism resources.

Economic Value Evaluation of Ecosystem Services in Organic Rice-Fish Mixed Farming System in Paddy Wetland (벼-담수어 유기농 복합생태 논습지의 생태계서비스 경제적 가치평가)

  • This study aims to economically evaluate rice production and various ecological services provided by organic rice paddy carrying out rice-fish mixed farming. It was also conducted to find a stable structure for increasing the income of rice-producing farmers and promoting ecological services by evaluating the economic feasibility of organic rice paddy for rice-fish mixed farming. As a result of the analysis of expected effects by ecological service functions according to the types of agriculture in the rice-fish mixed farming, general conventional paddy fields were evaluated to have an effect of continuously decreasing biodiversity such as amphibian reptiles, aquatic insects, bird habitats, experience and ecological education, and vegetation diversity, while the biodiversity of organic and rice-fish mixed paddy fields was assessed to increase. As a result of evaluating the economic value, as the area for fish production increases compared to the common practice and organic paddy fields, rice production decreases, but fish production increases and total income was analyzed to increase. In addition, if the value of ecosystem service functions is assessed in the future, it will increase further. It is hoped that these findings will be used as basic data for solving oversupply problems in the rice industry, preserving safe farm income, and improving sustainable farming and ecosystem service functions.

  • 본 연구는 오늘날 범지구적 차원에서 심각한 수준에 있는 생태계 파괴에 대한 사회학적 함의를 정립하는 데 목적이 있다. 이를 위해 먼저 생태계의 개념과 구조를 살펴보고, 다음으로 인간활동으로 인한 생태계 파괴의 메커니즘을 분석하고, 마지막으로 그 메커니즘에 기초하여 생태계 파괴에 대한 사회학적 함의를 정립하였다. 생태계로서의 자연은 인간 없이 존재할 수 있지만 인간은 자연 없이는 생존할 수 없다. 따라서 생계위기는 곧 인간의 위기다. 그럼에도 불구하고 18세기 산업혁명 이후 풍요성과 편리성 추구를 위한 인간의 활동 결과 지구는 점용환경용량을 2.5배 초과되었다. 이것은 인간이 범한 모순이다. 이 모순을 해결하면서 사회발전을 추진하자는 이념으로 1987년 지속가능발전이 제창되었고, 지속가능발전은 1990년대 중반에 지속가능사회로 대치되었고, 2000년대에 와서는 지속가능사회가 생태적 근대화로 대체되었다. 18세기 산업혁명 이후 풍요성과 편리성 증대를 위한 인간의 활동으로 생태계가 파괴되기 시작한 후, 생태계를 보전하면서 사회발전을 추진하자는 생태적 근대화 이념이 출현까지의 역사적 과정은 정(正)-반(反)-합(合)의 변증법 과정으로 이론화될 수 있다. 산업혁명 이전의 농업사회 때는 인간의 활동이 점용환경용량 범위 안에서 이루어졌기 때문에 환경문제가 없었다. 이 시대는 생태적 지속가능성이 유지되었기 때문에 생태적 합(合)의 상태라고 할 수 있다. 산업혁명 이후 인간의 활동이 생태계의 점용환경용량을 초월시킨 것은 생태계에 반(反)이 작용한 것이다. 따라서 범지구적 차원에서 환경문제의 심각성을 인식하고 지속가능발전을 위한 정책이 도입되기 이전까지 생태계는 정(正)과 반(反)이 대립상태에서 공존하였다. 1990년대 이후 생태적 지속가능성을 위한 각종 지속가능발전정책의 도입은 정(正)과 반(反)의 대립을 통해 다시 생태학적 합(合)의 상태를 지향하는 과정이라고 할 수 있다.

Understanding the Difference in Residents' Perception of the Vulnerability of Local Ecological Assets - Focused on Paju, Gyeonggi-do - (지역 생태자산의 훼손 취약성에 대한 거주민의 인식 차이 - 경기도 파주지역을 대상으로 -)

  • This study targets the city of Paju, Gyeonggi-do, where many challenges are facing ecological assets management due to the increase in recent development. Using the survey data provided by the National Institute of Ecology in Korea, the study analysed the differences in the local residents' perception of local ecological assets. The Q methodology, which is useful for revealing differences in opinions, was applied to classify the narrative groups, which had different points of view in evaluating each asset. Next, the study compared the differences in perceptions of the vulnerability of ecological assets. As a result of the analysis, the city of Paju was divided into two main narrative groups: a 'Nature Conservation Group' and a 'Heritage Conservation Group'. The Nature Conservation Group wanted to prioritize ecologically valuable assets, such as wetlands, brackish zones, and forests. The Heritage Conservation Group preferred preserving ecological assets having a cultural contexts, such as royal tombs, graves, and the surrounding landscape. Evaluating the ecological assets, the two groups identified 23 ecological sites under threat from development among the 25 ecological sites considered. The Nature Conservation Group noted the importance of sites such as the Sannam Wetlands, Gongneungcheon, Gongneungcheon Brackish Zone, and Simhak Mountain. These were considered to be the most vulnerable ecological assets in the city. The study found differences in the perceived values for each ecological asset by residents. The results can serve as useful data for decision-making on ecological asset management in the city of Paju.

Rapid Ecoassessment Technique about Anthropogenic Disturbance Potentiality of Land Use (토지의 훼손 잠재성에 대한 신속한 생태평가기법)

  • In order to determine the degree of anthropogenic disturbance potentiality (ADP) of the area a rapid ecoassessment technique was developed on the basis of actual vegetation map. ADP degree of relevant unit cell was computed by using four criteria of land use patterns such as forested area, open water and stream, agricultural area, and urbanized area. Ultimate ADP degree of each cell was obtained by means of direct and indirect computation process. Finally the map of ADP was drawn and analyzed. Vulnerable cell and disturbance nuclei were determined according to disturbance vector which is a kind of potential disturbance pressure of relevant cell influenced by surrounding cell. A case study was accomplished in the Gijang area of Pusan metropolitan city. 973 meshes (500m×500m) were analyzed and a total of 79 meshes were currently threatened. Present technique of rapid ecoassessment was practically useful for diagnosing and planning land use.

Categorization of Citiesin Gyeonggi-do Using Ecosystem Service Bundles (생태계서비스 번들을 이용한 경기도 도시의 유형화)

  • The concept of ecosystem services is important for the effective management of regional ecological resources. Multiple ecosystem services provided by regional ecosystems are represented as ecosystem service bundles, which define the co-occurrent ecosystem services in a specific region. Bundles provide useful information to identify regional characteristics of ecosystem services and categorize sub-regions with similar patterns of ecosystem service provision. We assessed eleven ecosystem services using modeling approaches and statistical data and produced bundles of cities in Gyeonggi-do.We also conducted principal component analysis and cluster analysis to categorize these cities according to the characteristics of ecosystem services. The results indicated that the cities in Gyeonggi-do were categorized into three groups depending on the types of provision,regulation, and cultural services, and were designated as urbanized, urban-forest, agriculture, or forest cities. These groups were influenced by land use patterns reflecting regional social-environmental features. The results provide useful information for identifying regional ecosystem services and facilitate decision-making in regional ecosystem service management.
