최근 들어 창조경제의 추진동력으로서 창업생태계에 대한 관심이 높아지고 있다. 하지만 플랫폼의 관점에서 창업생태계를 활성화하는 시도는 아직 본격화되지 않고 있다. 이에 본고에서는 보육, 자금, 혁신과 같이 창업생태계가 지향해야 할 주요 기능별 플랫폼을 살펴보고 그 중 혁신플랫폼을 중심으로 연구를 수행하였다. 창업기업에게 혁신의 기회를 제공하고 빠른 제품개발과 실행을 지원하는 혁신플랫폼을 유형화하였으며, 나아가 국내 외 운영사례 분석을 통해 창업생태계의 활성화를 지원하고자 하였다.

This study investigated the local humanities ecosystem and the application of local humanities. A plan(measures) was suggested to vitalize the humanities ecosystem for local residents through this stduy. First, We looked at the support measures for local humanities. Second, we tried to find a measure to utilize research manpower for the development of local humanities. Third, We study ways to train researchers for the development of the local humanities ecosystem. Fourth, In this study, we analyzed the contents of the job creation plan for the development of local humanities.This analysis aims to establish a support plan for vitalizing research on the regional humanities ecosystem that reflects the local culture and regional specificity.

현재 4차산업혁명시대에 창의적인 아이디어와 적극적인 도전정신으로 무장한 스타트업이 글로벌 산업을 주도하고 있다. 정부에서도 지역별 스타트업 생태계 활성화를 위해 전국 17개의 창조경제혁신센터 운영을 지원하며, 각 센터별로 '개방성, 자율성, 다양성'의 운영 원칙 하에 지역별 스타트업 창업 생태계 허브, 공공 액셀러레이터, 그리고 오픈 이노베이션 플랫폼 역할을 담당하고 있다. 최근 수도권 스타트업 생태계는 활성화되고 있는데 비해, 지역의 스타트업 생태계는 인력, 자금 등 스타트업 성장에 핵심적인 요소 확보에 큰 어려움을 겪고 있다. 특히, 부산은 일자리를 찾아 수도권으로 떠나는 등 청년층의 이탈로 고령화가 가장 빠른 도시로서, 지역 일자리 문제를 해결하는 주요 방법 중의 하나로 스타트업 생태계 활성화가 중요한데, 스타트업 지원기업 중에서도 초기 스타트업 창업 및 성장 지원 업무에 집중하는 부산창조경제혁신센터의 역할이 매우 중요하다. 본 연구에서는 부산창조경제혁신센터의 운영 개선 방향을 내부 직원 설문조사로 도출하고, 타겟 고객을 창업가/초기 스타트업(Creator), 교육기관(Campus), 대기업(Company), 그리고 커뮤니티(Community)의 4C로 정의하였다. 부산창조경제혁신센터의 일관된 방향성 정립을 위해 미션과 비전을 각각 정의했으며, 그것을 달성하기 위한 전략 및 실행 방안을 도출하였다. 마지막으로 센터와 직원들이 공동 성장할 수 있는 센터 업무 협력 체계와 역량 강화 교육 체계를 제시한다.

The Korean mobile telecom market has undergone a sea change since Apple created a new mobile ecosystem with Appstore and iPhone. Many non-telecom operators have been trying hard to come up with new business strategies to gain a competitive edge. The shifting competition landscape requires a new communications policy that can further stimulate the evolving market. This is why countries around the world are upgrading their communications policies: to renew the market foundation and better respond to the ever-changing industry environment. Using the ANP(Analytic Network Process) model, this study identifies policy variables and performs quantitative analysis on their priorities. The analysis results will help prioritize policy variables under the limited amount of resources, and serve as useful guidelines for making mobile ecosystem policies.

벤처업계와 정부는 우리 경제의 미래를 짊어질 대안은‘역시 벤처뿐’이라는데 의견을 같이하고 있다. 지난해 이헌재 부총리는 석유를 뿌려서라도 벤처산업을 회생시키겠다며 강력한 벤처육성 의지를 표명한 바 있다. 나아가 지난 12월 23일, 정부는 벤처산업 회생을 위한 긴급처방으로‘벤처 활성화 대책’을 발표했다. 대책이 발표된 후 벤처인의 사기가 고조된 것은 물론 코스닥시장이 7개월만에 400선을 돌파하는 등 매우 긍정적인 모습으로 나타나고 있다. 지난 해 발표된 대책은 벤처 생태계 복원을 위한 여러 조건 중 선결과제인 자금 및 세제지원부분에 초점을 맞췄다. 벤처산업은 자금부분 이외에도 시장, 인력 등 생태계의 균형을 이루어야 바람직한 모습으로 활성화될 수 있다. 이번 호 VD이슈는 지난 호‘다시벤처다1-벤처 활성화 대책’에 이어 좀 더 거시적인 관점에 서‘다시벤처다2-바람직한 벤처 생태계 조성’을 주제로 다룬다. 벤처생태계 조성을 위한 필수요소들을 정리하며 바람직한 대안을 강구해 본다.

These days open source softwares are being introduced and applied in many countries in the world. Especially, both government and private companies tend to become an spearhead in vitalizing the open source software. In this paper we try to check the degree of vitalizations in open source GIS software and to draw implications in vitalizing ecosystem of open source GIS software. Key players of open source GIS software ecosystem are government, private companies, academic and research institutes, and nonprofit foundations. Government does not have very little policies related to the investment and the support of open source GIS software. Private companies related to the open source GIS software are very few in the number and do not have any clear business model to make a profit. Academic and research institutes are weak in using the open source GIS software, which can be an major obstacle to cultivate software developers. OSGeo Korean branch, established in 2009, is the only nonprofit foundation in Korea which makes an effort to vitalize the open source GIS software, but its results are not very strong up to now in view of both quality and invigoration. In order to vitalize the open source GIS software ecosystem, lots of efforts of key players are needed. Especially, government efforts are very important because it can provide a trigger in vitalizing the open source GIS software ecosystem. The tasks that government should propel are R&D investment, test bed projects in the area of public sector, professional manpower training, and international cooperation and marketing.

The paradigm of IT ecosystem has been rapidly changing into open ecosystem irrespective of the territory on which the device, software and contents are located. IT venture ecosystem which can compete and collaborate with the global companies is really needed because the global opportunity of IT venture company has been expanding. Research model based on PEST-SWOT-AHP(Analytic Hierarchy Process) model was employed to analyze the current status and problems of IT venture ecosystem in Korea. Survey was conducted with 20 experts who are involved in venture companies, university, R&D research institute, and investment companies as a working group supported by the Ministry of Knowledge Economy (MKE). The empirical result showed that global promotion of IT ventures, coexistence and development of large enterprises and ventures, revitalization of investment infrastructure, and building of smart venture ecosystem are derived to revitalize IT venture ecosystem and suggested global revitalization model for smart IT venture ecosystem.

This study looked at the blockchain technology as an ecosystem side and examined the role of each component. In this study, the blockchain ecosystem is a network structure in which members share and collaborate with each other in order to create new value(service) based on the distributed ledger. Hence compare to bio-ecosystem, the components of blockcahin ecosystem are consists of service providers(producer), service users(consumer) and the distributed ledger owners(decomposer). Distributed ledgers, who act as decomposers in the blockchain ecosystem, play an important role. In order to maintain and activate the value of the blockchain ecosystem, the ecosystem can be effectively operated by constructing an environment in which the distributed ledger owners can handle effectively. This will help us to understand the relationship between ecosystems and not only to contribute to the study but also to activate the blockchain ecosystem. The limitations of this study are based on exploratory research, and specific discussion is needed based on objective data.

본 고는 클라우드 기반의 스마트TV 활성화를 위한 과제를 살펴봄을 목적으로 한다. 이를 위해 먼저 클라우드 개념과 사업 동향을 대표 기업과 국가별로 살펴본 후, 왜 갑자기 스마트TV 비즈니스 생태계에서 클라우드가 주목받게 되었는지 배경을 논의한 후에 클라우드 기반에서 스마트TV를 활성화시키기 위해 어떤 과제들이 있는지에 대해 알아본다. 본고는 다섯 가지 방안을 제시한다. 첫째는 혁신의 중심을 이용자 경험으로 보고 N스크린 환경을 구축하는 것, 둘째는 검색과 비서기능을 탑재하는 것, 셋째는 네트워크 비용 효율화를 위해 WiFi에 클라우드를 접목하는 것, 넷째는 네트워크 투자 유인을 위해 생태계내 수익배분 모델을 활성화하는 것, 그리고 마지막으로는 HTML5와 클라우드 환경을 접목하는 것이다.

현대사회가 당면한 다양한 문제를 해결하는 주체로 '제4섹터(the fourth sector)'가 주목받고 있다. 제4섹터는 사회적경제 기업으로 대표되는 제3섹터의 지나친 정부 의존도와 서비스 모델 동형화의 문제점을 해결하고자 등장하였다(Meadows, 1972; Howaldt and Schwarz, 2010). 이러한 제4섹터의 핵심 주체로서 소셜벤처가 언급되고 있다(경기연구원, 2018). 그러나 아직까지 소셜벤처에 대한 학술적 및 정책적 개념이 모호한 실정이다. 따라서 본 연구에서는 사회의 포용적 성장을 도모하기 위해 제4섹터로서의 소셜벤처 정의와 특성을 명확히 하고, 소셜벤처 생태계 활성화를 위한 발전전략을 연구하고자 한다.
