In this paper, we studied a policy direction for promoting radio industry by analyzing the ecosystem. For this, we drew the growing structure and mechanism of radio industries according to wireless technology and service development. We suggested policy elements for radio industry promotion, which is composed of technology development, service development, advancement of law and regulations, business model development, assistance of production and use, publicity enforcement for promotion. The concept and radio industry sector practices of the ecosystem analysis are analyzed by survey of experts. From this result, the 5 policy options are proposed.

'기업 생태계'에서 '유니콘'이란 표현법은 2013년 'Aileen Lee'에 의해 명명된 이래, 특히 한국에서 '스타트업 생태계'의 국제적 수준 비교의 차원에서 활발하게 다루어졌다. 정부 차원에서는 이를 정책적 목표로 설정하여, '2022년까지 유니콘 기업 20개 목표'를 제시한 바 있다. 이와 같이 '유니콘 클럽 기업'에 대한 현상이 정책적 목표 차원에서 다루어지며, 대중적으로 더욱 확산된데 반해, 이에 대한 실체적 및 본질적 이해 목적의 학술적 연구는 충분치 못하였다. 본 연구는, 첫째, 2018년 기준 '유니콘 클럽' 기업 326개 및 2019년 479개의 기업을 대상으로 이들의 특성을 심층적이고 다면적으로 분석하였다. 그동안 주로 국가 별 '유니콘 기업' 수 및 산업 분류 기준 일반현황 중심의 대중적 소개가 주된 내용이었다. 그러나, 본 연구는 투자자를 포함한 기초 현황을 상세 분석하였고, 사례분석을 포함한 질적 탐색을 수행하였다. 또한 군집분석, 판별분석, 다층 회귀분석 등 양적 탐색을 함께 수행하였다. 개별기업의 '기업가 요인-산업(시장)환경 요인-자원 요인-전략 요인', 즉 'ERIS 모델'에 기반하여 그 특성을 살펴보았다. 둘째, 기업가치에 영향을 미치는 요인들을 앞서 분석한 특성 요인 및 투자자 특성과 연계하여 살펴보았다. 그리고 마지막으로는 이들을 토대로 '기업 생태계' 관점에서 유니콘 현상'을 바르게 이해하고, 또한 정책적 측면에서 이를 생산적으로 활용하는 방향을 제시하였다.

The concept of ecosystem services is important for the effective management of regional ecological resources. Multiple ecosystem services provided by regional ecosystems are represented as ecosystem service bundles, which define the co-occurrent ecosystem services in a specific region. Bundles provide useful information to identify regional characteristics of ecosystem services and categorize sub-regions with similar patterns of ecosystem service provision. We assessed eleven ecosystem services using modeling approaches and statistical data and produced bundles of cities in Gyeonggi-do.We also conducted principal component analysis and cluster analysis to categorize these cities according to the characteristics of ecosystem services. The results indicated that the cities in Gyeonggi-do were categorized into three groups depending on the types of provision,regulation, and cultural services, and were designated as urbanized, urban-forest, agriculture, or forest cities. These groups were influenced by land use patterns reflecting regional social-environmental features. The results provide useful information for identifying regional ecosystem services and facilitate decision-making in regional ecosystem service management.

본 연구에서는 건설 사업의 수행과정에서 나타날 수 있는 환경훼손을 최소화하거나 저감하고, 자연과의 조화를 이루기 위한 다양한 기술과 공법, 정책 및 제도를 도출하고자 하였으며, 구체적인 사례로 댐건설 사업에 대한 친환경 기술과 공법을 분석하였다. 이를 위해서 기존 연구사례 및 문헌을 고찰하여 친환경 요소를 도출하였고, 이미 조성되었거나 조성 중인 댐을 대상으로 실제 적용되고 있는 친환경 요소를 분석하였으며, 이를 종합하여 건설사업에 도입될 수 있는 친환경 항목을 설정하고 기술 및 공법을 제안하였다. 그 결과 생태계 보전, 생태계 복원, 새로운 생태계 조성, 친수환경 및 위락, 경관 및 역사문화 등이 친환경요소로 도출되었다. 또한 환경친화형 건설사업의 지속적인 추진과 성과를 위한 정부차원의 정책과 제도적 방안을 제안하였다. 이러한 적극적인 생태환경 보전 및 복원을 위한 노력이 지속적으로 이루어짐으로써 건설사업에 의한 환경파괴를 최소화하고 새로운 생태환경을 창출하는 친환경 건설의 대표적인 사례로 자리매김될 수 있으며, 나아가 건설 분야의 친찬경 사고 확산을 위한 근거가 될 수 있을 것으로 판단된다.

The importance of startups and ventures in the Korean economy is growing. This study measured whether the start-up and venture ecosystem is growing, including the growth of startups and ventures. The startup and venture ecosystem consists of startups and ventures, investors, and government, which are the main actors of the 'ecosystem', and their movements were measured with 25 quantitative indicators. Based on the original data of the time series from 2010 to 2020, the startup and venture ecosystem index was calculated by applying weights through the comprehensive stock index method and AHP. In 2020, the startup and venture ecosystem grew 2.9 times compared to 2010, and the increase in the government index had a significant impact on growth. Also, the individual indicators that make up each index in 2020, the corporate index had the greatest impact on the growth of the number of 100-billion ventures, while the investment index had a recovery amount and the government index had a significant impact. Based on the original data, the startup and venture ecosystem index was analyzed by dividing it into ecosystems (startup ecosystem and venture ecosystem), industry by industry (all industries and manufacturing industry), and region (Korea and Busan). As a result, the growth of the startup ecosystem over the past decade has been slightly larger than that of the venture ecosystem. The manufacturing was lower than that of all industries, and Busan was lower than that of the nation. This study was intended to use it for the establishment and implementation of support policies by developing, measuring, and monitoring the startup and venture ecosystem index. This index has the advantage of being able to research the interrelationships between major actors, and anyone can calculate the index using the results of official statistical surveys. In the future, it is necessary to continuously update this content to understand how economic and social events or policy support have affected the startup and venture ecosystem.

4차 산업혁명 시대 인터넷이 소비자 중심에서 산업계 중심으로 진화함에 따라 주요국은 기존 산업의 경쟁력 강화를 위한 정책방안을 마련하여 추진하고 있다. 글로벌 기업 CEO들은 장기적인 불확실성을 최소화하기 위해 산업인터넷 융합의 가치사슬, 비즈니스 모델, 시장전망, 그리고 생태계 조성에 관심이 높다. 본 연구는 산업인터넷(Industrial IoT: IIoT) 분야 국가경쟁력 제고, 효율적 시장 창출 등을 지향하는 방향으로 국가 차원의 거버넌스, 출연(연) 융합 연구개발 및 표준화, 테스트베드 전국화, 법제도 정비 등 정책 마련을 위한 산업인터넷 가치사슬(Value Chain), 비즈니스 모델, 시장조사 기관의 시장전망, 미국 중심의 생태계 조성 동향을 제시하고 있다.

공간정보산업의 분석은 전통적으로 산업가치사슬 분석방법에 기초해 수행되어 왔으나 가치사슬 접근방법의 난점으로 이에 근거한 기업 전략과 정부정책의 성과가 미미한 실정이다. 최근 다양한 분야에서 전통적인 산업분석의 틀을 벗어나 기업생태계와 플랫폼의 개념을 이용해 기업 및 산업 활동을 조망하려는 시도가 활발하다. 본 연구의 목적은 동태적 혁신이론에 기반하여 생태계내 구성주체들과 플랫폼이 공진화하면서 공간정보생태계가 형성되고 발전하는 과정을 표현할 수 있는 단계적 진화 모델을 제시하는 것이다. 이를 바탕으로 공간정보생태계 조성을 위한 기업의 전략과 정부 정책 수립에 주는 시사점을 도출하였다.

As the risk of biodiversity reduction and extinction becomes serious due to climate change and indiscriminate development, the importance of conservation of the natural environment and ecosystem is increasing. In this situation, Ireviewed that overseas cases of the ecological outlook and evaluation system aimed at providing information on natural resources and ecosystem change. As a results, other countries showed that various research institutes have been carrying on field surveys by classification group, but it was different from us that the investigated data are collected and managed in an integrated manner and repeatedly provided within a short period of time. In addition, it was analyzed that it was highly utilized in policy and environmental impact assessment by providing evaluation-based prediction and outlook information along with basic survey data. Based on this, the limitations of information use in our wildlife surveys and environmental impacts assessments were analyzed, and the estabilishment of a ecology outlook and evaluation system and policy support measures were considered. In addition, based on the proposed outlook and evaluation system preparation plan, a policy direction that can be effectively used in domestic natural ecosystem policies was proposed.

전세계적으로 스마트 항구 및 스마트 해상물류 시장의 패권을 장악하고자 EU, 싱가폴, 일본, 중국 등 범국가적으로 스마트 물류(해운, 내륙, 항공) 생태계 촉진을 위한 정책을 추진하고 있음, 이에 각 국의 스마트 해상물류 정책 동향과 향후 기술 개발 방향성을 전체적으로 조사하고 시사점을 공유하고, 특히, 네덜란드 로테르담 항만청와 로테르담 시는 전 세계 항만 시설 중에서도 체계적인 전략과 방법으로 혁신적 스마트 물류 시스템을 빠른 속도로 만들어 나가고 있기에 스마트 해상물류와 연관된 로테르담 항구의 혁신 (Innovation) 전략과 디지털화 (Digitalization)를 중심의 정책 현황과 ICT기술의 적용 전략과 주요 프로그램을 소개함.
