(2)건강기능식품법의 하위법 제정에 즈음한 방향 제안

  • 21세기는 과학기술의 비약적인 발전으로 정보통신기술, 환경기술, 나노기술 그리고 생명과학에 의한 바이오기술이 고부가가치 지식산업으로서 국가경쟁력 강회를 위한 국가전략 핵심산업으로 대두되고 있습니다. 특히 바이오기술의 응용산업인 건강기능식품은 국민의 질병예방과 건강증진을 통한 삶의 질 향상에 이바지하고, 21세기 미래 고부가가치산업으로 발전할 것으로 기대하고 있습니다. 이러한 시기에 국민보건과 건강기능식품산업의 발전을 위한 건강기능식품에 관한 법률(건강기능식품법) 이 의원입법으로 국회에 상정되어 1년 이상의 검토를 거쳐 지난 7월 31일에 국회 본회의를 통과하였습니다. 그후 8월 26일자로 이 법을 정부에서 공포하였으며 내년 8월 26일부터는 발효할 예정입니다. 그러나, 건강기능식품법의 제정은 건강기능식품관련 제도의 완성이 아니라 시작입니다. 즉, 건강기능식품법의 기초는 마련하였지만, 그 하위법인 시행령, 시행규칙, 고시등이 제대로 된 모습을 갖추어야 비로소 국민이 만족하고, 산학연의 동반 발전을 이룰 수 있는 이 분야의 산업발전을 기할 수 있습니다. 그리고, 건강기능식품담당 정부부처인 식품의약품안전청은 현실적으로 그 하위법을 금년 말(2002년)이나 내년 초(2003년)에 준비한 후 입법 예고하여야하는 시간적 제약을 안고 있습니다. 이러한 연유로 단기간 내에 하위법을 준비하다 보면 자칫 애초에 정부와 산학연이 바라던 바와는 다른 엉뚱한결과를 초래할 우려가 있는 만큼, 법 제도의 명확한 방향설정이 매우 중요합니다. 그래서, 한국식품과학회 건강기능식품분과위원회는 이 문제의 중요성을 깊이 인식하고 산학연 전문가그룹(식품과학자, 영양과학자, 학계, 연구계, 기업계: 16인)을 구성하였습니다. 전문가그룹은 지난 7 - 8월, 2달 동안에 수 차례 회의를 통하여, 건강기능식품법 하위법 준비 중 핵심사항은 건강기능식품의 기능성 표시와 평가 라는 점에 착안하고, 이에 대하여 중점적으로 검토하였습니다. 그 이외에도 섭취량 설정 , 심사자료의 인증요건 , 기능성분의 표시 등에 대하여도 부수적으로 검토하였습니다. 그 결과, 동물실험을 이용한 기능성평가 방향 (이미 본지의 전호에서 게재한 바 있어생략)을 제외한 주요사항을 다음의 별도 기사로 각각 소개합니다. 또한, 이 내용은 지난 9월 13일, COEX에서 제1회 건강기능식품 전시회 및 학술세미나 행사의 일환으로서 개최된 학술세미나에서 발표하고 토론회를 거쳤습니다. 또한, 지난 10월 26일, 무주리조트에서 식품과학회 추계학술대회 행사의 일환으로 개최된 건강기능식품분과위원회의 토론회에서도 좋은 의견을 교환한 바 있습니다. 두 차례의 토론회를 통하여 건강기능식품분과위원회가 제안한 초안이 대체적으로 매우 바람직한 것으로 평가받았으며 많은 동의를 얻었습니다. 이어서 토론회의 내용을 반영한 식품과학회의 안을 최종적으로 준비하고 이를 11월초에 식품의약품안전청에게 정책 건의하였습니다. 다음의 별도기사에 덧붙여서, 토론회를 통하여 수정(또는 강조)하고자 하는 부분은 아래와 같습니다. 1) 동물실험 등에서 흡수, 대사 등으로 표기한 서술 용어는 흡수, 분포, 대사, 배설 로 대체합니다. 2) 기능성 평가방법의 표준화와 관련하여 분과위원회에서 제시한 안은 평가방법은 심의위원회가 사안에 따라 기능성 평가시에 그 평가방법의 적합성을 검토함이 바람직하다 라고 하였습니다. 그러나, 이를 부분적으로는 평가방법을 표준화할 필요가있다 로 수정하고자 합니다. 즉, 평가방법이 전혀 제시되지 않으면 막막함으로, 기본적인 방법이면서 여러사람들이 참고로 할만한 방법에 대하여는 표준화를 병행함이 더욱 좋겠다고 생각합니다. 또한, 표준방법으로 제시된 것만이 유일한 방법은 아니므로 다른 방법으로 평가하는 것도 가능함으로 제시합니다. 3) (가칭)건강기능식품 인체시험 관리지침과 관련하여 이는 식약청장이 정할 사안이지만, 그것은 국내 의약품 임상시험 관리지침 과는 뚜렷이 차별화되는 것으로 실제로는 의사의 도움없이도 인체시험을 시행할 수 있음을 명확히 할 필요가 있습니다.

Development of a Test of Science Inquiry Skills for Elementary School Fifth and Sixth Graders (초등학교 고학년 학생의 과학 탐구능력 측정을 위한 평가 도구 개발)

  • The purpose of this study is to develop a valid and reliable evaluating instrument for elementary school fifth and sixth graders. The instrument is developed through R&D procedure, which includes two checks of science specialist and two field trials of the instrument. Evaluating items are content-free for each science inquiry skill. Each science inquiry element is based on SAPA and the 7th curriculum. This study has selected 10 science inquiry skills(observing, classifying, measuring, predicting, inferring, recognizing of a problem, controlling variables, interpreting data, drawing a conclusion, designing an experiment), formulated a clear definition of the elements of science inquiry skills, and established the objectives of evaluation. The content areas are divided into three categories, material and energy, life and environment, and the earth and circulation. Each category contains 10 items. So the instrument consists of 30 items. The content validity of items, objectivity of the scoring keys, and clarity of the items has been checked twice by specialists in science education. At the same time, two field trials were performed to produce the reliability of the instruments, discrimination index, and item difficulty index. The instrument has the content validity is 91.6%, reliability 0.79, objectivity 93.3%, discrimination index 0.30, and item difficulty index 66.1%.

A Study of the Diversity and Profile for Extracellular Enzyme Production of Aerobically Cultured Bacteria in the Gut of Muraenesox cinereus (갯장어(Muraenesox cinereus) 장으로부터 호기적 조건에서 분리된 미생물의 다양성 및 세포외 효소 생산능 분석에 관한 연구)

  • This research confirmed the diversity and characterization of gut microorganisms isolated from the intestinal organs of Muraenesox cinereus, collected on the Samcheonpo Coast and Seocheon Coast in South Korea. To isolate strains, Marine agar medium was basically used and cultivated at $37^{\circ}C$ and pH7 for several days aerobically. After single colony isolation, totally 49 pure single-colonies were isolated and phylogenetic analysis was carried out based on the result of 16S rRNA gene DNA sequencing, indicating that isolated strains were divided into 3 phyla, 13 families, 15 genera, 34 species and 49 strains. Proteobacteria phylum, the main phyletic group, comprised 83.7% with 8 families, 8 genera and 26 species of Aeromonadaceae, Pseudoalteromonadaceae, Shewanellaceae, Enterobacteriaceae, Morganellaceae, Moraxellaceae, Pseudomonadaceae, and Vibrionaceae. To confirm whether isolated strain can produce industrially useful enzyme or not, amylase, lipase, and protease enzyme assays were performed individually, showing that 39 strains possessed at least one enzyme activity. Especially the Aeromonas sp. strains showed all enzyme activity tested. This result indicated that isolated strains have shown the possibility of the industrial application. Therefore, this study has contributed for securing domestic genetic resources and the expansion of scientific knowledge of the gut microbial community in Muraenesox cinereus of South Korea.

The Adoption Model of Institutional Repositories: Which Constructs Attract Scientists to Share Their Research Outputs? (기관리포지터리 수용모형 연구: 과학분야 연구자를 중심으로)

  • The purpose of this study is to develop an adoptive model of institutional repositories (IRs) by identifying the key factors affecting adoptive intention of IRs and explaining the relations among these factors. Through a survey of 270 researchers and 12 in-depth interviews in the field of physics, mathematics, and life science in Korea, performance expectancy, perceived risks, socio-organizational influence, and individual characteristics were found to have substantial influences on the adoptive intention of IRs. Among the key factors, individual characteristics showed the greatest effect on the adoptive intention of IRs, followed by performance expectancy and other socio-organizational influences except for the perceived risks. Strategies to enhance the adoptive intention of IRs based on analyses of the results were suggested, in terms of the reformation of research assessment system at the national level, strengthening of role of the operational institution, and the need for voluntary scientists-participating service.

African great apes (chimpanzee and gorilla) : feature, phylogeny and evolution (아프리카 대형 유인원(침팬지, 고릴라) : 특징, 계통 및 진화)

  • The chimpanzee and gorilla are classified into hominidae, catarrhini, primates. These species are originated from Africa, so called African great apes. Recently, primatologists have classified that there are 2 species 5 subspecies of the chimpanzee and gorilla, respectively. Since the human genome project has been finished, the chimpanzee genome project has been launched to understand human evolution and genetic diseases. The sequences of chimpanzee chromosome 22 homologous to human chromosome 21 were completed, and then the Y chromosome of chimpanzee is being analyzed. Comparative analysis of human, chimpanzee and gorilla could provide the key for understanding of various human diseases and human origin. By detecting human specific-functional genes or mobile genetic elements (HERV, LINE, SINE) through primate research, we could understand what is human being\ulcorner gradually, For these comparative researches, we summarized fundamental knowledge of the feature, phylogeny and evolution of African great apes including humans.

  • The 4th industrial revolution has made our life convenient, and the development of new technologies has brought affluent life. Considering that the 4th industrial revolution is a next-generation industrial revolution led by robot technology, life science, and artificial intelligence, the need for convergence research in sports field stimulated the continuous efforts for the academic foundation of sports. Recently, as interest in home training has increased due to the COVID-19 pandemic, the Pilates has also attracted much attentions demand for related supplies has increased. This is an demonstration that COVID-19 has had an impact on the sports industry ecosystem. The purpose of this study was, accordingly, to identify current trends through accurate patent information related to Pilates and to provide basic data for future studies on sports convergence industry and sports intellectual property. For the purpose, based on the data from Jan. 1 to Dec. 31, 2021 provided by KIPRIS (www.kipris.or.kr), the patent information search service provided by the Korean Intellectual Property Office, patent status analysis, international patent classification (IPC) patent analysis, and detailed patent analysis by classification were performed.

Ethnozoological Study of Medicinal Animals for Orally Transmitted Knowledge Utilized in the Local Communities of Songnisan National Park, Korea (한국 속리산 국립공원 지역집단에서 이용되는 약용동물의 구전 전통지식에 대한 민족동물학적 연구)

  • Objectives : This study aims to record and conserve oral traditional knowledge of medicinal animals from the indigenous people living in the local communities of Songnisan National Park, Korea. Methods : Data was collected by participatory observations and in-depth interviews with semi-structured questionnaires. Quantitative comparative analyses were accomplished through data received from the following three methods: informant consensus factor (ICF), fidelity level (FL), and network analysis. Results : The investigation reveals that the indigenous people have used 49 species of medicinal animals distributed within 45 genera, belonging to 39 families with 336 different usages. According to the distribution of recorded families, the most representative families were Scolpendridae and Phasianidae, which were utilized 36 times each (10.71 % each). The category with the highest degree of consensus from informants was disorders related to the nervous system (0.97). 16 species were classified with a fidelity level of 100 %. The network analysis revealed that a lack of vigor was related to 23 species, including Agkistrodon blomhoffii, Gallus domesticus, and Canis familiaris, among the total 49 species investigated. Conclusions : This documentation can help preserve the traditional knowledge and local health traditions of Korea that are disappearing due to rapid industrialization, urbanization, and death of the elderly with traditional knowledge. Additionally, the animals investigated in this study can be developed into medicinal food and drug for treating specific health conditions through further research.

  • The essential role of the Division of Earth Sciences(EAR) in the Directorate of Geoscience(GEO) of National Science Foundation of America(NSF) is to support basic research aimed at acquiring fundamental knowledge of the Earth system that can be directly applied to the United States' strategic needs. The 2011 Committee on New Research Opportunities in the Earth Sciences(NROES) of the National Academy of Sciences(NAS) identified specific areas of the basic earth science research scope of the EAR that were poised for rapid progress during the next decade. Quantified by interdisciplinary approaches, the Committee highlighted the following topics relating to the EAR Deep Earth Processes and Surface Earth Processes sections: (1) the early Earth; (2) thermochemical internal dynamics and volatile distribution; (3) faulting and deformation processes; (4) interactions among climate, the Earth surface processes, tectonics, and deep Earth processes; (5) co-evolution of life, environment, and climate; (6) coupled hydrogeomorphic-ecosystem response to natural and anthropogenic change; and (7) interactions of biogeochemical and water cycles in terrestrial environments. We also promote future research challenges such as the critical zone studies. In order to promote more active such a huge future research challenges, additional research support policies are needed.

Developing a Scientific Creativity Test to Explore the Relationship between Elementary Students' Creative Process and Product - Focusing on Biology - (초등학생의 창의 과정과 산물의 관계를 탐색하기 위한 과학 창의성 검사 도구 개발 - 생명 영역을 중심으로 -)

  • This study aims to develop a scientific creativity test for exploring the relationship between elementary students' creative process and product. For this, the researcher reviewed the literatures of scientific creativity and developed the items based on the constructs of creative process and product. After a review conducted by nine science education specialists, a pilot test, and additional revision and supplementation of observation test, the test, consisting of two sets-"animals" and "plants"-was finally conducted on 105 fifth-grade students. The test results were analyzed by using statistical analysis software. WinSteps, SPSS, and AMOS. The main findings from this study are as follows. First, when it comes to scientific creativity, creative process consists of science knowledge, inquiry skills, and creative thinking skills (divergent, convergent, and associative thinking skills). Creative product in science is a new and scientifically useful idea realized in a certain form. Second, observation, which was selected as a representative inquiry skill in this research, should not be related to creative thinking skills. Third, among the rest of the items, usefulness had the lowest averages, as it was, perhaps, difficult to satisfy the teachers' criteria for the scientific validity and usefulness. Fourth, the Spearman correlation coefficients between the items of "animals" and "plants" to find out the parallel-form reliability were significant, except for the item of originality. Fifth, the test was satisfactory with regard to the three aspects of construct validity-convergent, discriminant, and nomological. This study concludes by discussing the usefulness of this test, which has the possibility of exploring the relationship between creative process and product and of playing a role as an authentic evaluation tool in school.

Environmental Controversy and the Role of Science - The Case of Saemangeum Reclamation Project in Korea (새만금 논쟁과 과학기술의 역할)

  • In this paper, I have attempted to show how the environmental controversy surrounding the Saemangeurn Reclamation Project in Korea has been framed as narrow scientific debates. First of all, science, or specifically the Expert Review Pane, has played dual roles in the controversy. On the one hand, it has contributed to illuminating the future environmental impacts of reclamation, by so doing, to providing a momentum to reconsider the project. This has significant meaning that environmental concerns successfully checked the symbolic national project of developmental era through adopting a joint-investigation scheme that guaranteed participation of environmental groups on an equal footing with the government. On the other hand, by limiting the scope and participants of discussion, it fundamentally blocked the possibilities of public debates and deliberative decision-making with full considerations of the political, social, and cultural aspects of the controversy. I have shown that this is due to the realist belief shared by both the developers and the environmentalists in Korea that 'proper' science would disclose the truth. Environmental groups, in particular, were naive in evaluating the role of scientific expertise in the controversy and neglected the political role of the Expert Review Pane as a ritual. In opposition to the realist argument, I have shown through the analysis of the water quality debates concerning the future fresh water lakes that scientific 'facts' were not discovered but constructed through complex negotiations, conflicts, and compromises among related actors. The framing of the controversy as an experts' debate has resulted in the exclusion of an important actor from the discussion. Little attention has been paid throughout the controversy to the very people who have lived in the Saemangeum area for generations and will lose their livelihood all together soon. About 20,000 fishermen are living on the Saemangeum tidal flats.
