Saemangeum Newport plan was included the whole national newport development plans in 1996, and finished the basic execution plan in 1998. Then the government announced that Saemangeum Newport development was selected as the leading project in the field of SOC for the great-sphere economic bloc on September 10, 2008. After the announcement, this paper assumed the new quantity of goods transported and the plans to develop Saemangeum Newport as the specialized port. If Saemangeum Newport and the Food processing complex of the rear area are related to the supplied food materials by developing the overseas agriculture, it's possible to create the effect of synergy. When Saemangeum Newport is developed as the exclusive port for the foodstuffs, we can solve the food problem and this port will be the hub of North-eastern Asia's food production and distribution. This port also will be a proper transit port for the storage of fresh agricultural products to meet the change of the food trend. Therefore, if Saemangeum Newport is developed as the exclusive food port, it will be developed as the competitive port by holding a dominant position.

The purpose of this study is to construct the logistics infrastructure for the exploitation of Saemangeum New Port that will be constructed in near future. To accomplish the purpose, this paper grasp the change of port logistics circumstances firstly. find out the project of the new port and construct the logistics infrastructure for the new port with the basic facts of the port competitiveness. The construction of the logistics infrastructure for the exploitation of Saemangeum New Port will be conducted as follows ; (1) Construction of logistics environment (2) Planning the port marketing for the extension a logistic market share (3) Construction of logistics chain and IT Network and finally (4) Construction of logistics community.

Development strategies of Saemangeum New Port are as follows : First, get port terminal areas to be larger. Second, establish the strategy of investment attraction in consideration of the cargo to be handled in Saemangeum New Port. Third, attract regional cargo from such Chinese provinces as Gangso and Sandongseong so as to differentiate it from the existing ports. Finally, construct such connecting programmes as the strategy of the Hub-and-Spoke calling at ports that can make a mutual win-win competition rather than an opposing competition to attract the cargo from the existing port.

Today FTAs(Free Trade Agreements) are revving up among countries in the course of glocalization. Dubai, Pudong of Shanghai, Binhai shinku of Tianjin are actively pursuing Free Zones, and Saemangeum District in Korea is under development as growth base in North East Asia. This study aims to present the proper development scale and other development schemes for Samangeum Newport. In conclusion, following several schemes are required; firstly more sophisticated forecasting of demand and supplementation for Saemangeum Newport, secondly development of dedicated container terminals and dedicated food terminals, and finally cruise terminal for the tourist activation.

This study aims to define which factors will contribute to vitalization of Saemangeum New Port to secure international competitiveness in order to attract international shipping companies, shippers and forwarders in constructing Saemangeum New Port, and to propose subsequent implications. For research methods of the current study, a factor analysis and a decision making method of analytic hierarchy process(AHP) were used. Through precedent studies, total 11 measuring variables were selected including short entrance and exit channels, main infrastructure development project, tax cut and deregulation, and through a factor analysis, total 3 high rank evaluation factors including 'location and facilities', 'surrounding infrastructure and hydrophile property', and 'local policy and environment'. Analysis results summarizing a test of reliability of measuring variables in this study indicate that as Cronbach alpha coefficient of total 11 measuring variables were turned out to be over 0.8, it is surpassing general average 0.6, which means there is reliability.

China's rapid growth of economy and developing logistics facilities such as sea and air ports can give the good effects to increase the trade and logistics cargo volumes within Pan Yellow Sea Economic Bloc which consists of Korea, China, Japan and Russia. These phenomenon also stimulate the development of the West Coastal Integrated Belt in South Korea. In the past 20th century, South Korea's advanced and developed areas were located on the Kyeong-Bu Axis, the straight line of Seoul and Busan. However, due to the china's effect, this axis is moving into the West Coast area between Incheon (Seoul) and Mokpo, which is closely located to China. In this aspect, sea ports located in West Coast of Korea have shown the steep increase in container and non-container cargo volumes. With regard to the changing environments in sea ports, this paper's aim is to investigate the developing potential of Gunsan (Saemangum) area located on mid of West Coast. As results, targeted area have shown the potential in terms of port network, supply chain management and transferring location for container cargoes. Moreover, for implementing the suitable roles, construction of New Saemangun port, closely located in Gunsan port, is needed to overcome the limitations of Gunsan port.

현재 국내 마리나시설은 법제도적인 제한으로 인해 공공이 개발주체가 되며, 해양레포츠 수요의 미온적 증가추이에 따라 독특한 공간구성 특징을 지니고 있다. 한국적 상황에 적합한 마리나클럽의 설게를 위해, 기존 마리나클럽의 사례분석과 플로팅 마리나클럽 설문조사를 토대로 한국형 마리나클럽 설계를 위한 스페이스프로그램을 기준을 정립한다. 이에 따른 스페이스프로그램 산정프로세스를 정리하고, 플로팅건축물 건립의 적지 중 하나인 새만금을 대상지로 한 마리나클럽의 스페이스프로그램을 제시한다.
