An Analysis of Reciprocal Borrowing Programs in the U.S. (미국의 통합대출서비스 사례 조사 및 분석)

  • As today's information environment changes rapidly with the development of information technology, users expect a variety of the library services that meet their emerging needs. This paper reports the concept of reciprocal borrowing and analyzes the cases of reciprocal borrowing programs in the US. Particularly, this paper introduces (1) three cases of state-wide library cards such as Georgia's PINES card, Maryland's MPower card, and Michigan's Michi card. (2) Public library systems in the U.S. also are introduced as a type of reciprocal borrowing. Another type of reciprocal borrowing mentioned in this paper was (3) an mutual agreement between and among libraries. The author sought the deeper understanding of reciprocal borrowing by mapping the cases described in this paper into three models of reciprocal borrowing Kwak et al.(2010) suggested. This paper concludes with a few important considerations in implementing reciprocal borrowing services in Korea.

  • The purpose of this study is to identify the problems of the reciprocal borrowing service in Korea and to develop the reciprocal borrowing model. Using interview and survey method were used for collecting data. Results show that public librarian had positive thought about reciprocal borrowing service and there were many problems to solve before operating the service. Main problems were: leaking of private information, responsibility of lost materials, budget and staff, borrowing regulation, non-competitive libraries. Also three reciprocal borrowing system models were introduced: integrated system model, distributed system model, and reciprocal arrangement model.

  • The purpose of this study is to investigate the feasibility of establishing the national reciprocal borrowing scheme for academic libraries in Korea. The national or regional borrowing schemes could be operated to further the resource sharing among academic libraries as an alternative or supplement to ILL. In this research, the characteristics of those borrowing schemes in other countries are discussed, and some strategic plans, including the organization in charge and the operating principles, are suggested for the national borrowing scheme in Korea.

The Interaction between Bank Lending and Housing Prices in Korea (은행대출과 주택가격 간의 상호작용)

  • This paper empirically explores the pattern of causality between bank lending and housing prices in Korea over a period of the early 1990s to the end of 2000s by employing a long term cointegration and short-term time series regression analysis. Although the contemporaneous correlation between bank lending and housing prices is large, the analysis shows that the intense interaction between credit growth and bank lending to household arises from a growth in banking lending responding to an increase in housing prices. In addition, the regulatory change such as the introduction of financial constraints on bank loans such as LTV and DTI in the early and mid-2000s has played a significant role in stabilizing financial and real estate markets.

An Experimental Study on Small Library Collection Evaluation Utilizing Circulation Statistics and Interlibrary Loan Data (대출 및 상호대차 통계를 활용한 작은도서관 장서 평가에 대한 실험적 연구)

  • Small libraries, with their insufficient quantities of materials and lack of diversity within the collection compared to larger general public libraries, may need to be assessed and develop collections based on empirical analysis. This study suggests a method for collection evaluation with other cases analyzing ILL (interlibrary loan) data, which is especially heavy in Small libraries in addition to the holdings and circulation data that are traditionally used in collection development. Collecting and analyzing materials proceeded from 14 Small libraries which operate ILL in a city and tried to figure out features of each library comparing collection statistics with usage statistics including circulation and interlibrary loans. It also identified subject areas heavily used in a Small library, based on the analysis of collection and usage statistics, for the purpose of formulating future policy.

The Effect of Financial Condition in Saving Banks on Loan Portfolio (저축은행 재무상황이 대출포트폴리오에 미치는 영향)

  • The purpose of this study is to analyze the impact of individual savings banks' financial conditions on their loan portfolio after savings bank restructuring. The analysis results are as follows. First, it was estimated that the relationship between the rate of change in the NPL Ratio and the ratio of household loans has a significant positive value. Second, it was estimated that the interaction effect between the rate of change in the ratio of fixed and below loans and the spread of the deposit-to-deposit rate has a significant negative (-) value with the household loan weight. Third, the relationship between the asset size and the proportion of household loans was estimated to have a significant positive (+) value. In other words, it was analyzed that the financial situation of the savings bank affects the loan portfolio, and it should provide important implications for establishing policies for each financial situation of the savings bank. Depending on the financial situation in the future, there is a need to avoid excessive asset expansion of specific loans and preemptive soundness management.

Statistical Prediction for the Demand of Life Insurance Policy Loans (생명보험의 보험계약대출 수요에 대한통계적예측)

  • This paper is concerned with the statistical analysis and development of stochastic models for the demand for life insurance policy loans. For these, firstly the characteristics of the regression trend, periodicity and dependence of the monthly demand for life insurance policy loans are investigated by a statistical analysis of the monthly demand data for the years 1999 through 2008. Secondly, the causal relationships between the demand for life insurance policy loans and the economic variables including unemployment rate and inflation rate for the period are investigated. The results show that inflation rate is main factor influencing policy loan demands. The overall evidence, however, failed to establish unidirectional causality relationships between the demand series and the other variables under study. Finally, based on these, univariate time series model and transfer function model where the demand series is related to one input series are derived, respectively, for the prediction of the demand for life insurance policy loans. A statistical procedure for using the model to predict the demand for life insurance policy loans is also proposed.

Vehicle Routing for Maximizing Interlibrary-Loan Requests under Time Constraints (상호대차 요청 도서 운송량 최대화를 위한 차량 이동 방법 연구)

  • There are many systematic approaches to manage Interlibrary loan (ILL) efficiently. In this paper, we propose an operating method reducing user-waiting in ILL. Users are usually informed to wait around two to three days in a regional ILL service. The reason of the waiting is that there is inefficiency in running material-delivery vehicles. A mixed integer programming is employed to resolve this issue. It provides an optimal vehicle-route maximizing material-deliveries subject to time availability. We used an actual data of a regional ILL system to provide optimal vehicle routes under different time settings.
