The suggestions that follow are about the plan for the cooperation between private security and local government and the enhancement of its service for facing the change of public peace environment. Fist, by a local government collecting funds, the business for revitalization of local economics should be done to enhance local economic independence. Second, the autonomous right of a local government should be reinforced and the center for taking complete charge of local security should be established in the self-governing body. Third, the private security should be connected with the local characteristics, the role of which enlarged as well. For this developing the model of security service for the local area and working together between private security and police should be achieved. Fourth, it is necessary for a local government to entrust the private security with its public security service. For this it should be achieved to set up the range of local security service and inform local residents of the advantage of security service entrusted to private security. Finally, in connection with the new system of local police, it is necessary to have clear grasp of the work related to the private security among local police services and private security business and local police should take partial charge of the public peace service. Through the cooperation between private security and local government, the role of private security will be enlarged and its business revitalized as well.

Based on the close investigation of Lade elasto -plastic model, this study proposes a new elasto -plastic constitutive model for foundation composed of granular soils. The new model contains 1st stress invariant in plastic potential function as well as yield function, which is different from Lade original model. Both these functions called a correction function include a correction term. To validate the new analytical model, it was compered with some previous models. Comparison between the test results and numerical results using Lade and new model was carried out concerning Sacramento River sand, U.S.A and Backma River sand. The conclusion was obtained that more refined model well be deft.eloped throughout this research.

Regional communities have recently tried to change themselves in order to cope with rapidly changing circumstances. Giving attention to their strategic responses as well as consequences as a result of their countermeasures, this study attempts to suggest a theoretical framework to analyze the process of locality reconstruction in a dynamic and comprehensive way. To achieve this purpose, after figuring out the previous studies' methodological and theoretical limitations, we suggest that locality should be understood as a outcome of the mutual interactions between local, state, and global scale networks.

본 연구의 목적은 발전소의 정상적인 출력운전을 위해 필요한 주요 계통의 기능에 영향을 미쳐 발전소 불시정지를 유발할 수 있는 핵심 기기, 즉, 발전정지유발기기의 설치 개소를 체계적인 방법을 통하여 정밀 분석하고, 해당 기기의 고장모드와 그 영향을 검토하여 이를 방지하기 위한 대책을 수립하도록 하는 것이다. 발전정지유발기기의 평가는 발전소 종사자로 하여금 가동 중 발전소에서 발생 가능한 발전정지 영향기기와 그들의 상호관계를 이해하고, 정량적 평가를 통해 해당기기들의 발전소 발전정지 영향을 시각적으로 확인하여 불시 발전정지를 예방할 수 있는 대응 논리를 인지할 수 있도록 하는데 그 목적이 있다. 원자로냉각재계통에 대한 발전정지유발기기(SPV, Single Point Vulnerability)를 분석하기 위해 고장모드영향분석(FMEA, Failure Mode Effect Analysis)을 수행하고 상세 고장수목을 개발하여 통합단위의 계통 분석을 수행하였다. 분석결과 원자로냉각재계통의 발전정지유발기기는 원자로냉각재 펌프와 가압기 주살수 밸브의 제어회로에 집중되어 있는 것으로 나타났다.

In order to extract motion features from an input image acquired by a static CCD-camera in a restricted area, we need a robust algorithm to cope with noise sensitivity and condition change. In this paper, we proposed an efficient algorithm to extract and track motion features in a noisy environment or with sudden condition changes. We extract motion features by considering a change of neighborhood pixels when moving objects exist in a current frame with an initial background. To remove noise in moving regions, we used a morphological filter and extracted a motion of each object using 8-connected component labeling. Finally, we provide experimental results and statistical analysis with various conditions and models.

Quad band p-HEMT SP6T switch for handset applications was developed. To achieve the low insertion loss and high isolation, trade-off between "On" state and "Off" state was considered by optimization of unit cell. Especially, in case isolation between transmit port and receive port, it was achieved by large capacitors and miniaturization of chip size was achieved by common voltage control and ground using back via process. Designed SP6T switch has size of $950um{\times}100um$ and take into consideration the gate recess error, excellent loss and isolation was confirmed in operating frequency.

최근 기후변화에 따른 생태계의 파괴, 해빙, 해수면 상승 등의 현상이 발생함에 따라 코펜하겐에서는 유엔기후변화협약 당사국 간의 온실가스 감축 논의를 위한 총회가 개최되는 등 전 세계적으로 기후변화에 대한 관심이 고조되고 있다. 국내에서는 기후변화가 지구환경시스템과 서로 밀접한 관계가 있음에 따라, 기후변화에 따른 환경의 변화를 함께 고려하는 연구가 진행되고 있다. 그러나 현재 기후-환경 통합 연구에 필요한 자료는 산재되어 있고, 필요한 자료의 확보에 많은 시간과 노력이 필요로 하기 때문에 원활한 연구 진행이 어려운 실정이다. 따라서 본 연구에서는 기후-환경 분야의 분석 지원을 위한 통합DB의 구축방안에 대해 연구하였다. 통합DB의 구축 시 발생하는 문제점에 대해 분석하고, GIS의 적용에 필요한 위치체계의 정의, 데이터 포맷에 따른 관리 방안과 통합 DB 구축을 위한 데이터 표준화 방법을 이용하여 GIS기반 기후 환경 통합DB 구축 방안에 대해 제시하였다. 본 논문을 통해 구축되는 통합DB는 기후-환경 데이터의 원활한 공유를 통해 기후 환경 상호작용의 분석 기반을 마련하고, GIS기반의 공간분석에 지원이 가능하리라 기대된다. 나아가 기후-환경 변화에 대한 분석, 모의를 통해 기후-환경 변화에 따른 대응 전략 수립이 가능할 것으로 사료된다.

The effect of soundscape has been analyzed by questionnaire results. Nowadays, EEG is used to identify the human reponses due to exterior stimuli such as soundscape sound sources. So, it is very meaningful to know the EEG response to soundscape sound sources. In the present study, the sound sources of soundscape were heard to subjects in order to find out the relationship between questionnaire results and electroencephalogram results through lab test. And stimulated part of brain for evaluating words were sought in this experiment too. The results of the study are as follows : the sound source of bird+music causes more ${\alpha}$-wave rise than other sound sources and the ${\alpha}$-wave stimulated region of brain is occipitallobe. In case of ${\beta}$-wave, the left part of brain is excited. ${\delta}$-wave is on frontallobe and ${\Theta}$-wave is on right part of brain. The evaluating words for soundscape can be categorized into four groups. These results could be used for basic materials of soundscape effects analysis.

의사소통에서 대화자 간 감정의 이해는 메시지의 내용만큼이나 중요하다. 비언어적 요소에 의해 감정에 관한 더 많은 정보가 전달되고 있기는 하지만, 텍스트에도 화자의 감정을 나타내는 언어적 표지가 다양하고 풍부하게 녹아 들어 있다. 본 연구의 목적은 인간언어공학에 활용할 수 있는 감정 온톨로지를 설계하는 데 있다. 텍스트 기반 감정 처리 분야의 선행 연구가 감정을 분류하고, 각 감정의 서술적 어휘 목록을 작성하고, 이를 텍스트에서 검색함으로써, 추출된 감정의 정확도가 높지 않았다. 이에 비해, 본 연구에서 제안하는 감정 온톨로지는 다음과 같은 장점을 갖는다. 첫째, 감정 표현의 범주를 기술 대상(언어적 vs. 비언어적)과 방식(표현적, 서술적, 도상적)으로 분류하고, 이질적 특성을 갖는 6개 범주 간 상호 대응관계를 설정함으로써, 멀티모달 환경에 적용할 수 있다. 둘째, 세분화된 감정을 분류할 수 있되, 감정 간 차별성을 가질 수 있도록 24개의 감정 명세를 선별하고, 더 섬세하게 감정을 분류할 수 있는 속성으로 강도와 극성을 설정하였다. 셋째, 텍스트에 나타난 감정 표현을 명시적으로 구분할 수 있도록, 경험자 기술 대상과 방식 언어적 자질에 관한 속성을 도입하였다. 이때 본 연구에서 제안하는 감정 온톨로지가 한국어 처리에 국한되지 않고, 다국어 처리에 활용할 수 있도록 확장성을 고려했다.

클라우드 컴퓨팅 서비스의 많은 장점에도 불구하고 아직 기업들이 서비스의 가용성 및 데이터 보안, 자사 데이터에 대한 통제권 확보, 종속성 등의 문제로 클라우드 컴퓨팅 서비스의 이용을 꺼리고 있다. 이 같은 문제들은 기술개발, 표준화, 표준약관, 서비스수준협약(SLA) 등으로 어느 정도 해결이 가능하다 그러나 데이터가 여러 국가에 복제되어 분산 저장될 경우 데이터의 국외이전 금지 문제, 데이터의 보관 및 파기 의무, IT 컴플라이언스 수탁자의 불법행위에 대한 위탁자의 책임, 자신의 데이터센터에 저장된 불법정보에 대한 클라우드 서비스제공자의 책임범위, 클라우드 서비스제공자의 책임제한 등 현행법상의 법적 규제와 충돌되는 부분에 대해서는 법. 제도적 접근과 검토가 필요하다. 클라우드 컴퓨팅 산업의 촉진 및 이용 활성화를 위해서는 구체적으로 다음과 같은 사항이 법 제도적으로 검토되어야 한다. (1) 클라우드 서비스나 솔루션을 시험할 수 있는 테스트베드 구축 등 시범사업 근거 마련, (2) 분야별 특화된 클라우드 서비스 모델 개발 및 사업화를 위한정부시책 추진 및 지원 근거 마련, (3) 민 관의 포괄적 협력 기반조성 및 정부의 기술 개발연구 지원체계 마련, (4) 사전 인증 및 사후 보증체계 구축을 통한 클라우드 서비스의 신뢰성 및 안정성 제고, (5) 클라우드 서비스의 상호운용성 확보를 위한 표준화, (6) 클라우드 컴퓨팅의 정보보안, 개인정보보호 등 각종 법률 이슈와 예상되는 다양한 이해관계 충돌 문제에 대응할 수 있도록 서비스제공자와 이용자 대상의 지침 근거 마련, (7) 클라우드 속에 있는 기업의 정보지산에 대한 접근권 보장, (8) 정보자산의 실제 위치와 선택권 보장, (9) 정보자산의 부적절한 접근 방지와 오남용 방지, (10) 클라우드 서비스 제공기업 또는 서비스 자체의 영속성 보장, (11) 서비스 장애 책임범위와 분담, (12) 소프트웨어 라이선스 등에 대한 규정이 고려되어야 한다.
