This study focuses on Hokkaido University Research & Business Park in Japan as an example of establishing a regional innovation ecosystem on campus based on the outstanding research and university-industry collaboration capabilities of local universities in non-metropolitan areas with weak foundations for start-ups and corporate growth. Hokkaido University Research & Business Park established a mid-to long-term plan using the idle sites on campus, and was developed through a gradual development process since 2003. The promotion of university-industry collaboration was pursued through an industrial-based approach of establishing a bio-industry cluster considering the characterization of local universities and the foundation of local industries. It also provides various corporate support services through cooperative governance between local industry, universities, research institutes and the government. This strategy for creating Hokkaido University Research & Business Park provides important policy implications for various policies and projects that promote regional development by utilizing university campuses like the campus innovation park project.

본 논문에서는 전문대학 교육역량강화사업의 일환으로 수행된 교수의 산업체현장연수가 수업에 미치는 영향을 설문을 통해 분석하였다. 최근 활발하게 전개되고 있는 산학협력활동 중에 교수의 산업체현장에서의 재교육 차원의 연수는 학생들의 취업, 현장실습, 교수의 연구활동, 기술지도 등 지역대학의 내실을 기하고 경쟁력 기반구축과 밀접한 연관성이 있음을 확인할 수 있었다. 또한 지속적인 교수 산업체현장연수를 통해 전문대학 학생의 수업 만족도 및 현장적응능력을 향상시켜 현장중심교육으로 접근함을 알 수 있었다.

참여정무가 동북아 물류중심국가 건설을 위해 노력해 온지도 2년이 지났다. 그동안 수많은 산학연관 물류관계자들의 의견을 수렴하고 정책을 추진한 결과 물류업계도 눈부신 발전을 거듭하여 글로벌 기업화 되어 가고 있다. 정부부처 중 특히 강동석 건설교통부 장관은 물류분야의 전문가로서 종합물류기업 인증제도 실시, 한중 물류협력회의 창설 등 동북아 물류중심국가로의 도약을 위한 그 역할을 충실히 수행해 온 인물 중의 한사람이다. 건설교통부 수장으로서의 지난 한해 그에 대한 평가와 2005년 새해 계획에 대해 어떠한 구상을 가지고 있는지 들어보았다.

전세계적으로 전기차에 대한 개발 및 보급과 연계하여 국제 표준화 작업이 활발하게 진행 중에 있다. 이에 우리나라도 전기차 표준화 작업을 위해 지식경제부 기술표준원을 중심으로 산학연관이 유기적으로 협력하여 국제 표준에 신속하게 유연하게 대처하는 한편, 국제표준을 선점하기 위한 노력에 힘쓰고 있다. 전기차의 연구개발 현황과 국제 표준화 동향, 전기자동차 표준화 로드맵을 통해 전기차의 국제표준에 대응할 수 있는 방안을 모색해 보았다.

대한설비건설협회 본회는 건설진흥사업 외에 기술 가스진흥사업, 회원봉사 및 조사사업, 정보화 사업, 기획 관리사업, 홍보사업 등 다양한 사업활동을 함으로써 설비건설업계 발전에 견인차 역할을 담당하고 있다. 본지는 지난해 12월호부터 전국 13개 시 도회를 대표하여 설비건설업계의 발전 및 위상강화, 회원사의 권익보호 등을 추진하고 있는 본회에 대하여 소개하고 있다. 이번 호에는 설비건설업계의 기술정책 및 기술지원 업무를 담당하고 있는 기술지원실을 소개한다.

The policy objective of leading industries for an economic region is to increase industrial competitiveness by regional cooperation and linkage and so the economic impact analysis of R&D by region is required. This research utilizes regional input-output tables of the Bank of Korea to analyze the economic impact of 'next-generation wireless communication devices' project in 'New IT' sector of Chungcheong economic region.

광역경제권 선도산업은 지역 간 협력 및 연계를 통해 산업 경쟁력을 높이는 것을 정책 목표로 하고 있어 R&D 경제적 파급효과에 대한 권역별 분석이 요구된다. 본 연구에서는 충청광역경제권 선도산업 중 'New IT' 분야 '차세대무선통신 단말기 부품소재 글로벌 경재력 강화' 프로젝트에 대한 경제적 파급효과를 한국은행에서 발간한 지역산업연관표를 활용하여 분석하였다.

The value chain of a country is achieved in cooperation with other countries. Accordingly, the international technical cooperation in the field of R&D is known to be one of the innovation strategies. But the efforts on research in the international technological cooperation is lacking in Korea. Europe expects technological progress in the industrial area in order to create employment in the near future but Science and Technology Research should also create this endeavor for the future. EU recognizes that the current trend of scientific and technological research will have a negative impact on future job creations in Europe. Therefore EU has developed the 2020 strategy. The purpose of this paper is to seek the technological cooperation policy especially on the basis of the EU's 2020 strategy. In accordance with the results of this paper, our government will pursue future EU FP 8 policy to be developed on the basis of EU's 2020 strategy.

This research focuses on the case studies for operating scheme of technology venture incubation centers located at science parks, technology parks, and foreign universities. Technology venture incubation centers in foreign countries commonly vitalize local economy, create job markets, and promote new venture industry. There is a distinct difference in many ways between foreign and domestic incubation centers. Foreign countries consider the position of incubation centers at national policy level. They characterize the operation of incubation centers into technology fields. They install the networks cooperating with experts and promote the management. Tenant companies moved in incubation centers enhance the degree of completion through industry-university cooperation. Universities and research centers utilize the results of R&D to make the business, accelerate to venture establishment with technical skills, and foster technology entrepreneurs by spin-offs. Through case studies we propose implications helpful to manage domestic technology incubation centers and management methods to be successful centers.

Upcoming 4th industrial revolution era and the post-covid19 made procedure, contents, and the ways of education innovative changes. Thesis analyzed the changes of educational procedures of universities unsing Bigkinds of 'KPF', (which is Korea Press Foundation) and DataLab system of 'Naver'. The following three results were derived from relational analysis, monthly keyword trend, and related word analysis with 633 cases searched for the keyword of "university curriculum innovation, creativity, and convergence." Firstly, the frequency of relationship keyword analysis of recent 4 years(2016~2020) was ministry of education(190), industrial revolution(154), system(137), career(136), global(131), smart(97), and enrolled students(95) in order. Secondly, The frequency of keywords related to the related words was Human Resources Development (136), Industrial-Academic Cooperation (119), Education Ministry (86), Specialization (69), and LiNC (62), which showed the importance of supporting the government (Ministry of Education) and fostering human resources, industry-academic cooperation, LiNC, and characterization in order to foster human resources in universities. According to this study, the paradigm of education is the artificial intelligence environment of the fourth industrial revolution, which is meaningful in presenting the direction of specialization, industry-academic cooperation, smart, and globalization, and the future direction of education that fosters creative talent in the era of the fourth industrial revolution.
