As the paradigm shifts from treatment and provider-centered healthcare to prevention and consumer-centered healthcare, the integration of ICT convergence technology is calling for an era of digital healthcare industry revival in the Fourth Industrial Revolution. It is possible to provide individual customized medical services utilizing various medical data, and it is possible to provide various medical services that transcend time and space through integration with other industries. Such digital healthcare includes health, nutrition, exercise, and patient care, while the digital healthcare industry includes healthcare and IT related to medical devices, medical information systems, and healthcare platforms that can provide personal health and medical information. Due to the social demands of the aging and the increase of chronic diseases, digital healthcare is considered as an important policy in the fourth industrial revolution in Korea. In order for the digital healthcare industry to contribute to the prolongation of human life and the improvement of quality of life, it is urgent to develop related infrastructures, legal institutions, and prepare policies. In addition, it is important to activate convergent education to foster talents who will lead the digital healthcare industry. The purpose of this study was to examine the trends of the digital healthcare industry in the era of the fourth industrial revolution and the direction of government R & D policies, and to derive directions and suggestions for future development.

This study is to provide insights for developing strategies and policy of MICE industry in Korea. Identifying current global statuses, trends, characteristics and analysing the strategic opinions of MICE experts', some strategies and policies were driven, which to activate MICE industry. Compared to Korea, America has comparative advantages in the size and configurations of MICE infrastructure. In order to get competitive edge, Korea needs to utilize various fused contents and stories of K-Series in MICE industry. Unique Venue and MICE destination development, which provide special experiences during the MICE participation, family friendly and children education oriented MICE environment policies are needed. Also, providing fun and Entertainment for MICE participants, demand for 'Green MICE' and medical tourism for the participants should be counted in developing strategic MICE policies.

세계는 1990년대 중반 '정보화 혁명'에 이어 2000년대 중반 이후에는 '디지털 융합 혁명'이라는 새로운 물결에 직면해 있다. 디지털기술의 발전과 전송망의 광대역화에 따라 전통적으로 서로 다른 영역이었던 통신과 방송이 네트워크, 서비스, 단말기, 콘텐츠 차원에서 경계가 허물어지는 통신.방송 융합현상이 가속화되고 있다. 이에 따라 IPTV, DMB, 웹캐스팅, 데이터방송 등 기존의 통신과 방송의 속성을 모두 가진 서비스가 우리들의 실생활에 속속 등장하고 있다. 이러한 융합현상은 이용자에게는 새로운 융합서비스 이용을 통한 편익 증진뿐만 아니라 통신.방송 전반의 산업구조까지 근본적으로 변화시키고 국가 경쟁력을 높일 수 있는 좋은 기회가 될 것으로 보고 있다. 이미 세계 주요국은 IPTV서비스를 도입하고 있으나, 세계 최고의 정보통신 인프라를 보유하고 있는 우리나라는 안타깝게도 법제도 정비의 지연으로 아직 도입을 못하고 있다. 우리나라는 IPTV 도입뿐만 아니라, 디지털방송 활성화, 디지털콘텐츠 육성 등 풀어나가야 할 현안들이 산적해 있다. 또한 방송과 통신 전반에 걸쳐 정책과 규제체계를 융합환경에 맞추어 새롭게 설계해야 하는 과제도 있다. 이러한 과제를 순조롭게 해결하기 위해서는 우선적으로 정책과 규제기구를 융합환경에 맞게 개편하는 것이 시급하다. 이번호에서는 방송통신 융합의 주요 이슈 가운데 가장 시급하게 해결해야할 방송.통신 기구개편과 대표적인 방송통신융합서비스인 IPTV서비스 도입정책방안 그리고 방송통신융합법에 대해 전문가들의 특별기고를 통해 살펴보는 자리를 마련한다.

"The certification of compliance of new products of industrial convergence" (hereinafter referred to as "certification of compliance") is a legal certification system in accordance with the Industrial Convergence Promotion Act through which a convergence new product can be officially certified without legislation when the certification standards applicable to the product are not yet provided. Unlike other certification systems, the certification of compliance is characterized by the role of resolving the certification difficulties driven by the regulatory lag of convergence new products. Nevertheless, studies that analyzed the certification of compliance in detail from the viewpoint of regulatory improvement were surprisingly rare. Through the sequential matching of the steps of certification of compliance with the process from the occurrence of a regulatory problem to resolution, our study provided clear understanding as to how the regulatory lag could be reduced by the procedure for certification of compliance. Furthermore, we divided the perspective on regulatory lag management into quantitative and qualitative, and the structures and practices of certification of compliance were then analyzed from the two perspectives. By doing this, the present study emphasized that the fundamental reason the certification of compliance could effectively solve the regulatory lag problem of convergence new products was not only the quantitative elements such as legal deadlines for each step but also several qualitative approaches to securing the quality of every stage.

The researches and discussion for regenerating the deprived urban residential areas are proceeding actively. But urban agriculture is regard as a simple tool for participation of resident and its value as primary industry is discussed in part. Now discussion about increasing the place capital is needed to overcome the existing urban development methods that maximizes the space capital as a new alternative. So this research is to give a theoretical basis for sustainable urban regeneration. It studies the place value improvement through urban agriculture which is applied creative industry convergence. For these, it indicates problems of the methods of existing urban development, reveal the strengths of urban agriculture applied creative industry convergence in the aspect of place value improvement, and suggests a new paradigm for urban regeneration.

The management of professional manpower with expertise in performing specific tasks can be said to be a very important issue at the national level. Recently, interest in industrial technology protection experts continues to expand, but difficulties are growing due to the lack of policy evidence. Considering these points, this study conducted a fact-finding survey on personnel in charge of industrial technology protection, and through this, quantitative, qualitative, and job path analysis were performed for related job performers. These results are considered to be significant in that they can be used as basic information for fostering industrial technology protection experts in the future.

해상관제시스템에서 다양한 레이더 정보는 선박관제에 있어서 안전운항에 매우 중요한 역할을 수행한다. 하지만 각 로컬 사이트에서 운영되는 레이더 시스템들은 별도의 시스템으로 운영되거나 이를 통합한 시스템은 대부분 완제품 위주의 수입으로 기술경쟁력이 매우 취약한 상황이다. 특히, 최근에 융합기술수요가 전통산업을 중심으로 급격히 증가하면서 레이더 정보의 융합기술은 자동차/항공/해양/환경 등 다양한 산업분야에 매우 중요한 기술로써 부각되고 있다. 이 연구에서는 이러한 배경하에 다양한 레이더 정보 융합을 효율적으로 수행하기 위한 체계적 접근 방안과 고려사항들에 대해 논의한다.

본 연구는 산업조직이론과 자원기반관점을 통합하여 사업 다각화에 대한 산업환경요인과 기술역량의 결정요인들로 구성한 통합모형을 설계하고, 제안한 모형을 스마트공장 ICT융합기술(애플리케이션 및 플랫폼 분야) 특허 출원기업 272개사의 6개년(2010년~2015년) 특허 및 재무데이터를 이용하여 실증적으로 분석하였다. 고정효과 패널모형을 분석한 결과, 기업의 사업다각화 의사결정에 영향을 미치는 요인들 가운데 기술경쟁력은 사업다각화 수준을 높이는 긍정적 효과가 검증되었다. 추가적으로 2단계 최소자승 고정모형을 분석한 결과, 출원특허수 보다 특허의 기술융합수준이 기술경쟁력을 증대시키는 유의미한 긍정적 효과가 있음을 검증하였다. 본 연구 결과에 근거하여 기업의 ICT융합기술자원 및 역량을 바탕으로 한 사업 다각화 전략기획방향과 정부 R&D 정책과 관련하여 융합기술자원의 사업화 지원방안에 대한 시사점을 제공하고자 한다.

본 연구에서는 항만클러스터에 대한 온라인과 오프라인의 융합요소를 도출하고 이러한 융합요소가 항만클러스터의 성공에 어떠한 영향을 미치는가를 분석하였다. 온라인과 오프라인의 융합요소에는 첫째, 정보화, IT화, e-transformation화 수준 등을 포함하는 e-비즈니스화 정도 둘째, B2B 전자상거래 수준 셋째, 관련 온라인기업들의 활성화 수준, 넷째, 항만클러스터에 특화된 e-비즈니스 지원 산업 수준 그리고 마지막으로 E-Logistics 수준 등이 있다. 항만클러스터의 오프라인 요소와 온라인 요소가 융합됨에 따라 얻어지는 효익항목, 항만클러스터 SCM 가치사슬 구성요인에 대한 항목, 그리고 항만클러스터에 속한 기업이 얻을 수 있는 성과항목에 대한 요인을 추출하기 위하여 요인분석을 행하였으며, 요인분석에서 추출된 온라인과 오프라인의 융합요소가 거시적인 측면에서 항만클러스터 SCM 가치사슬 요인과 미시적인 측면에서 클러스터내의 개별기업 성공에 어떠한 영향을 미치는가를 분석하기 위하여 회귀분석을 수행하였다.

K. Suwab, a chairman of the World Economic Forum (WEF), reported the emerging of the $4^{th}$ industrial revolution by the convergence of artificial intelligence and robot as well as the fusion of true and virtual reality in the WEF 2016. He suggested the $4^{th}$ industrial revolution would change greatly the paradigm of industry and society in the future, and damage the security and quality of the human job severely. In this review the argument of terminology, the impacts on economics, industry technologies and jobs by the $4^{th}$ industrial revolution have been discussed. And the role of magnetics on the 2-4th industrial revolutions was reviewed briefly.
