물류센터의 유형별 산업재해 발생형태를 분류하여 대책을 수립함으로써 동종 및 유사 재해를 사전에 재해를 예방코자 한다. 국내물류센터에서 발생된 6년간의 유형별 발생형태를 세부적으로 분석하여 개선책을 수립하여 물류센터에서 발생한 산업재해 분석을 통해서 재해감소 방안을 모색할 수 있었다. 물류센터의 산업재해 분석을 통해서 재해감소 방안을 제시하므로써 물류센터의 재해율 감소에 도움이 될 것으로 기대된다.

산업현장에서 발생하는 산업재해, 특히 중대재햬(사망사고)는 중대재해처벌법이 시행 후에도 줄어들고 있지 않아 2023년부터 자기규율 예방체계를 중심으로 사업장 스스로 위험요인을 발굴·개선하여 산업재해를 감소하도록 산업재해 예방정책을 실시하고 있다(관계부처합동 산업재해 감축로드맵(2022.12.08.). 23년도 상반기 중대재해는 22년도(301명) 대비하여 17명 감소하여(284명) 다소 감소세를 보이고 있다. 산업재해의 88%는 인적요인으로 발생하고 있어 작업자의 실수를 줄이는 것이 중대재해를 줄일 수 있어 JSA를 활용한위험성평가를 실시하여 산업재해를 줄이는 효과를 기대한다

산업재해의 발생추이는 통계가 집계되기 시작한 64년 이후 65년 5.91$\%$를 정점으로 등락을 거듭하다 83년부터는 계속해 감속, 98년에는 0.68$\%$를 기록했다. 그러나 사망자수와 영구히 장해가 남는 신체장애자의 발생은 증가하는 추세에 있고, 최근 들어서도 건설현장의 대형재해와 석유산업단지의 폭발사고 등이 연이어 발생하고 있다. 정부는 이에 따라 향후 매년 사망$\cdot$재해자 10$\%$, 근로손실 5$\%$ 감소를 목표로 하는 산업안전선진화 3개년 계획을 추진하기 위한 `신 산업안전선진화기획단`을 출범시키고 본격적인 활동에 들어갔다. 산업재해 발생현황에 대해서 살펴보고 신 산업안전선진화계획의 세부내용을 알아보도록 한다.

최근의 재해발생 추이를 보면 1997년 이후 감소하던 재해자 및 사망자는 증가추세에 있다. 2001년도 산업재해통계의 경우를 보면 사망 만인율은 전년동기와 비교하여 감소(2.67$\longrightarrow$12.59)한 반면, 재해자는 11,297명이 늘었고 재해율도 증가하였다. 특히, 50인 미만 소규모 사업장에서 발생한 재해자가 전체 재해자의 69.5%를 점유하며, 전년대췽 전체재해자 증가 11,297명을 상회하는 11,392명이 50인 미만 사업장에서 증가하였다.(중략)

Purpose: It is intended to prevent similar and similar disasters in advance by classifying the types of industrial accidents by type of distribution center and establishing countermeasures. Method: Development of improvement measures by analyzing in detail the types of occurrences of each type of 5 years in the distribution center. Result: Through the analysis of industrial accidents that occurred in the distribution center, it was possible to find ways to reduce disasters. Conclusion: It is expected to help reduce the disaster rate of the distriution center by presenting a disaster reduction plan through the analysis of industrial accidents in the distribution center.

본 연구에서는 비즈니스 연속성 경영시스템(ISO 22301)이 현재 선진국에 진입해 있는 대한민국 사회에 당면과제이며 이슈가 되고 있는 중대산업재해 감소에 미치는 영향을 자동차 제조업을 중심으로 분석하고자 한다. ISO 22301은 2012년 처음으로 HLS (High Level Structure)작성되었으며 이를 통하여 조직의 비즈니스에 대하여 비즈니스 연속성을 수립하여 조직에서 발생할 수 있는 비즈니스 중단에 대비하고 있다. 또한 중대재해는 「산업안전보건법」상 산업재해 중 사망자가 1명 이상 발생하거나, 6개월 이상 치료가 필요한 부상자가 2명 이상 발생하거나, 동일한 유해요인으로 직업성 질병자가 1년에 3명 이상 발생한 경우를 말한다(법제처, 2021).

국내의 산업재해 통계 산출방법은 재해자가 제출한 요양신청서 중 업무상 재해로 인정된 재해만을 대상으로 통계를 산출하고 있고, 산업재해발생에 대한 원인분석도 재해발생형태, 기인물, 관리적 원인, 불안전행동, 불안전 상태등의 단순 빈도에 대해서만 행해지고 있다. 이것은 재해건수 감소에 목표를 집중시킨 결과로서 효율적인 안전관리가 실시되지 않고 있는 이유이고 또 그 목적을 충족시키기에는 미흡하고, 근본적인 재해발생 원인 규명에도 한계가 있다. (중략)

With regard to industrial accidents, large corporations and public institutions are continuously reducing disasters through systematic management. However, industrial accidents continue to increase in small-scale workplaces. In order to ensure the safety of workers, the government supports the purchasing of industrial accident prevention equitments through financial support projects for small business. However, despite the financial support, the effectiveness of the project is hardly verified. In this study, we analyze the policy effectiveness of the financial support program for industrial accident prevention in a small-scale workplace using the difference-in-difference method. To achieve research purposes, we used the data on the occurrence of industrial accidents, the status of workplaces by year and the data on the status of workplace benefiting from financial support program for the past 10 years. This study is significant in that it analyzed the net effect of financial support programs for disaster reduction in the small business site.

다사다난했던 2012년. 지난해에는 유난히 사회적인 이슈가 된 사고가 많았던 한 해로 평가된다. 이로 인해 최근 2년간 이어졌던 재해감소세가 다시금 증가추세로 접어들 수 있다는 우려의 목소리도 나오고 있는 상황이다. 그렇다면 지난해 산업안전보건 분야에서 화두가 됐던 사고들은 어떤 것이 있을까.
