이동통신서비스의 증가와 관련 산업의 비약적인 발달은 필연적으로 그 매개체인 이동통신사업용주파수 수요의 폭발적인 증가를 가져왔는데 현재의 주파수배분표는 그 공급이 매우 제한적임을 보여주고 있다. 이러한 변화에 발맞추어 전파관리의 패러다임도 바뀔 수밖에 없는데 기존의 국가관리체제에는 변함이 없을 것이나 이미 할당받은 주파수이 이용을 활성화하기 위하여는 시장 기반의 거래로 그 관리철학이 바뀌어야 한다. 그 제도적 뒷받침을 위하여는 우선 주파수할당시의 용도와 기술기준을 주무부처가 일일이 지정해야 하는가에 대한 근본적인 검토가 필요하고 주파수 양도 임대시 정보통신부장관의 승인제도는 그 법문에 맞게 최소한의 것에 행사되어야 한다. 이는 배분된 주파수대역에서의 주파수이용기술의 발전을 민간레벨에서 촉진시킨다는 의미에서도 매우 중요한 것이다. 더불어 주파수 할당을 비롯하여 전파자원의 분배는 행정절차법이 정한 그 것에 따라야 하며, 나아가 일정한 전파자원의 분배는 관리주체인 정보통신부가 아닌 제3의 독립기관이나 국회의 소관사항으로 하는 것이 바람직하다.

국내 게임 산업은 여타 문화 산업과 비교하였을 때 상업화의 시기는 가장 늦었음에도 불구하고 2002년을 기준으로 3조 4천억에 이를 정도로 급성장을 하였다 그러나 게임 제작사의 95% 이상이 적자에 시달리고 있는데 이는 게임 제작과 관련하여 개발 단계에 있어 담당자의 역할 분배 및 각 단계에 대한 적절한 관리를 하지 못해 팀원간 의사소통, 게임제작 공정 생성물 관리, 핵심 기술 및 관리 등의 문제가 발생하기 때문이다. 이러한 문제점들은 CASE 툴을 통해서 해결이 가능하다. CASE 툴을 통해 게임제작 공정에 있어 팀원간의 의사 소통과 인력 자원 관리, 공정 자료의 버전컨트롤 및 이력관리의 정보를 체계적으로 관리할 수 있도록 한다. 이에 본 논문에서는 ISO12207 과 RUP 프로세스를 기반으로 게임제작 공정의 생산성과 효율성을 증가시킬 수 있는 게임제작 지원도구(GDSS)를 설계 및 구현하였다.

대부분 선진국 수산업은 국가경제에 차지하는 비중은 미미하나 해양생태 보전이나 해양식량안정 등의 중요성을 고려하여 국가개발 전략적 관점에서 큰 관심을 둔다. 그리고 인구나 식량소비 규모에 비해 수산자원이 풍부한 저개발국의 수산업은 국가경제 발전의 주요한 산업적 역할을 수행한다. 최근 한국을 포함한 일부 선진국에서는 창조경제적 수산업을 통하여 새로운 성장동력을 개발하여 수산업의 산업적 역할을 보다 산업화하는 전략적 발전을 지속적으로 추진하고 있다. 수산업의 창조경제적 발전은 주로 수산자원의 합리적 보존관리, 어업인의 소득증대와 어촌사회 복지향상뿐만 아니라 새로운 수산물 시장수요 창출 등에 주안점을 두고 있다. 본 연구에서는 수산창조지수(ICSF; Index of Creativity Space for Fisheries)를 분석하여 수산업의 지속적 개발 내지 회복에 있어 창조경제적 요인의 역할과 중요성을 평가하였다. 수산업의 창조성을 결정하는 수산창조지수(ICSF)는 기술(technology), 재능(talent), 다양성(tolerance)의 결합적 결과로 구성된다. 이를 통하여 창조경제적 측면에서 수산업의 지속적 발전 가능 잠재력을 평가하게 된다. 수산창조지수(ICSF)를 이용하여 한국 수산업이 지니는 창조성을 분석한 결과 대부분 수산분야에서 창조성을 기반으로 하는 지속적 수산업 발전 전략에 높은 관심을 보였다. 특히 한국 수산업은 보다 효과적인 자원 및 어업관리 정책의 이행을 통하여 창조경제적 편익의 증대를 모색하는 전략이 높이 평가되었다.

수천 년 전부터 인간생활에 이용되어온 일라이트-운모는 다른 광물자원에 비하여 사용량은 많지 않지만, 요업, 도료, 종이, 건축용 재료, 화장품 소재 및 전자부품과 전기 재료 등 여러 산업 분야에 널리 사용되고 있다. 일라이트-운모는 광물학적으로 같은 계열의 광물군임에도 불구하고 산출상태, 입도 및 용도의 차이에 따라 다른 광물자원으로 취급되고 있다. 특히 국내에서 일라이트는 용어상의 혼란과 불명확한 법정 등록광종 때문에 효율적인 자원관리와 연구개발이 곤란한 실정이다. 그러므로 일라이트를 비롯한 점토광물 자원에 대한 광업법규상의 개선과 제도적 정비가 시급히 요구된다. 국내에서 개발되고 있는 일라이트-운모의 광석 유형은 그 광물상과 산출상태에 따라 페그마타이트상 백운모, 운모편암상 백운모, 납석상 일라이트 및 점토상 일라이트로 구분된다. 일라이트와 운모는 서로 다른 용도로 사용되고, 그 용도에 따라 그 품위 및 품질 개념이 다르다. 일라이트-운모 광석의 품위 및 품질 면에서 가장 기본적인평가방식은 (1) 육안 및 편광현미경 관찰, (2) X-선회질 분석 및 (3) 화학분석인 것으로 생각된다. 특히 리트벨트법을 응용한 X-선회질 정량분석법은 일라이트의 품위를 산정하는데 유력한 수단이 될 수 있을 것으로 여겨진다. 국내 일라이트-운모 자원의 자원잠재성과 부가가치를 향상시키기 위해서는 광석에 대한 정확한 품위 평가를 바탕으로 가장 적절한 이용 분야를 모색해야 할 것으로 판단된다.

Today's human life is more conveniently advantaged and abundant as industrial society advanced. However, the development has been creating a serious environmental crisis. Environmental pollution and exhaustion of natural resources recently became an important issue in construction industry as well as the concern about construction waste management and recycling the resources has arisen. Because the industrial wastes are not only increased quantitatively but also qualitatively intricate and various, groping for ways of reducing the use of resources primarily and recycling is urged on promotion. Currently, only about 33% of the wood wastes produced in construction site are recycled and the others are incinerated or disposed through irregular circulation process. In this study, I will investigate the present status of generating, processing, and recycling construction wood wastes and compare domestic disposal trend to other countries. In addition, I will analyze the actual condition of processing wood wastes in the construction site, verify the irrational causes, and simplify anomalous factors for the purpose of more efficient and correct activation of wood waste treatment and recycling on construction field and protection of environment in the long run.

2020년 7월 정부는 포스트 코로나 시대를 선언하며, 한국판 뉴딜 정책을 발표하였다. 한국판 뉴딜은 디지털인프라 구축, 비대면 산업육성, SOC 디지털화를 기본방향으로 내세웠으며 빅데이터, 인공지능(AI), 사물인터넷(IoT) 등 4차산업 핵심기술의 육성방안을 제시하였다. 최근 인천공항은 한국판 뉴딜 정부정책에 부응하기 위해 인천공항 K-뉴딜 프로젝트를 추진 중이며, 세부 전략과제로 자산관리의 디지털전환을 위한 IoT기반 스마트 자산관리시스템을 구축 중이다. IoT기반 스마트자산관리시스템은 인천공항에 위치한 실내외 이동형 자산에 대해 끊김없는 위치정보를 제공하는 시스템으로 기존 시스템(RFID) 대비 약 4억 원의 인적, 물적 자원을 절감하는 효과를 나타낼 것으로 예상된다. 본 논문에서는 IoT기반 스마트 자산관리시스템의 핵심기술인 실내외 연속측위 스마트 트래커와 네트워크의 구성, 저전력 위치정보 제공방법을 제시한다.

현재 전 세계 각국은 지식 경쟁력 확보에 혈안이 되어 있으며, 우리나라는 풍부한 인터넷 인프라를 구비하여 지식 강국으로 발돋움하기 위한 충분한 토대를 마련하고 있다. 특히, 인력은 인터넷 시대의 핵심적 지식 자원으로서, 전문가 두뇌 연계 망(네트워크)의 구축과 운영을 통해 해당 분야 전문가간 협력 및 교류가 진행되면, 지식 정보의 동시 생성, 공유, 활용 체제의 확립이 가능하다 전문가 커뮤니티의 구성원은 정보의 공유와 확산에 자발적으로 기여하는 지식의 선 순환 구조를 이루게 될 것이다. 본 논문에서는 국내외 과학기술 전문가로 구성된 한민족과학기술자 네트워크(KOSEN, www.kosen21.org)를 사례로 전문가 네트워크의 역할과 특징을 살펴보고, 지식 기반 사회에서 전문가 네트워크의 발전 방향을 제안하고자 한다. KOSEN은 지식의 생성, 공유, 활용 등의 지식관리 프로세스를 지원하는 과학기술 전문가 커뮤니티이다. 향후 인적 자원 및 정보 자원의 적절한 연계를 통해 지식의 활용 측면을 더욱 확대하여 본격적인 지식 정보 활용의 장으로 거듭나야 한다. 컨텐트 가치증대를 통한 전문가 참여 확대, 전문가들간 상호 연계의 확대를 통한 소 공동체 형성, 전문가들간 상호 학습, 정보 거래 메커니즘 구축 등의 다양한 방안을 통해 보완될 것으로 기대한다.

This research is mainly aimed at finding out about the effects of the safety and health management system on corporate performance through systematic operation by efficiently allocating material and human resources within the company by participating all employees and stakeholders in order to prevent and maintain industrial accidents and the optimal working environment, and how to maintain and activate the safety and health management system at the center of electric contractors.The analysis results are as follows. First, management, organizational management and resource preparation will have a positive impact on the management capability of the electric power corporation. It was assessed that the more well-transmitted and understood within the organization, the better the construction plan, the better the equipment management status, the more positively the management capability of electric works was to be achieved. Second, management, organizational management and resource preparation will have a positive impact on corporate management performance.This seems to have a positive effect on a company's business performance when the standards of OHSAS are met with construction plan and construction equipment management are high as related information such as industrial safety and health laws are strengthened and companies' safety and health activities, advanced safety and culture are released to facilitate organizational management.Third, the management ability of the electric power corporation will have a mediated effect on the effect of management, organization management and resource preparation on the performance of the enterprise. This means that the direct effect of the independent variable management organization on corporate management performance is .401 The indirect effect is .168.658 shows that the direct effect of resource preparation on corporate management performance is .423, the indirect effect is .178 and the total effect.It was analyzed at 643.

This study has the purpose to make a conceptual model which can explain the relationship between the research performance, and the fitness of environmental property and the technology development strategy. The environmental property consists of the competitiveness, the complexity of environment, and the market growth. The technology development strategy consists of the innovativeness of technology, the upgrade of product, and the usage of the out resource. And the ability to manage knowledge resource is a very important variable which can modulate the fitness of environmental property and the technology development strategy.
