This research will examine the probabilities of future global resource crisis and what significance and effect will come upon our economy through the rise of the cost of resources. From now on, the lack of the supply of global resources will dull the world economic growth. Not only that, but the direction of each country's economic development will be decided by the appropriate measure to the resource crisis. If we are to sustain this inefficient industrial structure, as a country with high dependancy on foreign resources, Korea might face macroeconomic shock and the loss of industrial competitiveness. Therefore, we must increase the efficiency of the resource usage in the manufacturing industry such as the chemical and steel industry, and now is a period when we must add high value to our products. Henceforth, the structural constraints of supply will be the root cause of resource crisis. Thus, we must lead the subject of the economic agencies, such as companies and consumers, so that they will be able to adapt to a new paradigm called the fundamental lack of resources, rather than temporal crisis management. The Korean economy must adjust the environment for industry transformation to be achieved.

21세기 해양시대를 맞이하여 선진 해양수산 경남으로의 발전 도약을 위하여 2002년부터 2006 년까지 5개년에 걸쳐 지역특성을 살린 자율적이고 미래지향적인 해양수산업 및 삶의 질이 향상되는 해양수산종합발전계획을 수립하였다. 해양수산업의 현 실태는 대외적으로는 신 해양질서의 재편, 대내적으로는 해양환경오염 등으로 어업여건이 악화되고 있으며, 또한 체계적인 어업관리 미비로 인하여 잡는어업 관리의 문제점이 노출되었다. 양식어장 관리부실 및 수산물 수입 급증으로 양식기반이 위축되고, 소득기반 및 정주환경 열악으로 탈어촌ㆍ노령화 현상이 가속화되고 있는 실정이다. 이와 같은 문제점을 극복하기 위해 연근해 어업의 구조조정 및 어업자원 관리를 통해 연근해어업의 경쟁력을 강화시키고, 기르는 어업의 육성과 연안어장 목장화 및 쾌적하고 생명력 넘치는 해양환경 조성으로 수산물 생산량을 향상시키는 수산업에 대한 종합발전계획을 수립하였다. 또한, 수산물 수출촉진과 유통혁신 및 가공산업 현대화를 통해 수산물 가공업의 영세성을 탈피하여 풍요롭고 활력이 넘치는 어촌개발, 해양레져타운 건설 및 선진 어업인을 육성하기 위한 해양산업발전계획도 수립하였다.

이 글에서는 그 동안 단년도 예산회계제도를 적용함으로써 발생되어 온 조달관리상의 한계를 극복하고 군수지원부대와 사용부대간 무상거래형태로 운영되는 보급거래제도를 제한된 시장거래 개념의 유상거래 형태로 전환함으로써 군수자원관리의 책임성.효율성을 제고하는 한편 예산사용의 투명성을 보장하고 기존의 국방관리 회계제도의 실효성도 확보할 수 있는 제도적인 장치로써 군수분야에 회전기금 성격의 기금을 설치하는 방안을 나름대로 제시하고자 한다

최근 지하수 이용률이 해마다 증가하고 있지만 지하수의 체계적인 관리 부족으로 생활 오수 및 산업 폐수, 침출수에 의한 오염이 꾸준히 진행되고 있으며, 특히 가뭄을 비롯한 기상재해는 극심한 물 부족 현상을 낳고 농작물의 수확량을 감소시켜 식량 문제를 야기시키며, 먹는 물과 산업생산에 필요한 용수확보에도 곤란을 주어 삶의 질을 낮추는 직접적인 요인이 되고 있다. 더구나 오염된 지하수의 장시간의 방치로 사용 가능한 지하수량이 급격히 줄어들게 되며, 지하수 자원 이용률이 높은 음용수와 농·공업용수가 절대 부족하게 되어 농업 및 산업 전체, 그리고 인간생활 자체에까지 큰 악영향을 미치게 된다.

정부의 신성장 동력산업으로 스마트 그리드 분야가 대두되고 있다. 전기사용량 절약, 전력 예비율 확보와 전력망의 신뢰성 확보를 통해 에너지 자원의 효율적 이용이 필요한 시대이다. 산업현장의 차단기를 디지털화하고, 각각의 전력 정보를 자동으로 수집하여 모니터링 시스템으로 설계함으로써 효율적인 전력 관리 및 긴급상황에 대처할 수 있게 된다. 산업현장의 전력 에너지 모니터링 시스템 설계를 바탕으로 타 분야에서도 응용할 수 있도록 설계하였다.

The domestic marine healing industry is undergoing significant revitalization efforts, with a focus on understanding the efficacy and effectiveness of marine healing resources. This study establishes utilization and management standards through a detailed analysis of the active components within well-recognized marine healing mud materials. Samples of mud materials were collected from domestic tidal flats. These samples exhibited an average composition of 7.87% sand, 74.95% silt, and 17.17% clay, with a combined mud content (silt+clay)(silt+clay) consistently exceeding 90%. Notably, SiO₂ emerged as the most prevalent effective ingredient at 68.4%, followed by Al₂O₃ (13.3%)>Fe₂O₃ (4.0%)>K₂O (2.9%)>Na₂O (2.3%)>MgO (1.6%)>CaO (1.0%)>TiO₂ (0.7%), in terms of average content. Subsequently, through an analysis of effective ingredients, Si, Al, Fe, K, Na, Mg, and Ca were identified as elements demonstrating significant functionality. Among these, key indicator ingredients were selected for quality control, all of which were found to possess efficacious properties. Notably, K, Mg, and Ca exhibited particularly high concentrations. Based on these findings and referencing existing literature, it is recommended that domestic tidal flat mud resources earmarked for utilization as marine healing resources should possess a raw material mud content of no less than 70.0%. Moreover, the cumulative index components K₂O+MgO+CaO should meet or exceed a threshold of 5.0% for optimal effectiveness.

Due to growing problems securing stable mineral and energy resources with international political and economic changes, China has dedicated itself to strategies and policies to enhance its stable mineral and energy resources security. China has established a rare earth elements(REE) industry policy after the abolition of the REE exports quota system. China's six large REE companies have also been integrated into REE mining, smelting and refining companies. Efforts have been increased to enhance China's energy security through unconventional oil and gas exploration and development investment, as well as effort in R&D. The country will focus on technology development and exploration to promote commercial production of unconventional oil and gas based on countries with shale gas. China is making long-term contracts and joint ventures to ensure the acquisition of reliable mineral and energy resources from abroad. Government of China has proposed a range of initiatives, such as the integration of resources development strategies and environmental development strategies, internationalization of resource management, supply diversification and advancement, strengthening industry linking strategy, grouping and diversification strategy.
