  • When the mountain accident occurred, the accident victims should inform anyone of information of the location and accident situation rapidly. But if you are in the radio shadow area where you cannot use GPS, 3G/4G, and wireless communication, you can't inform someone your accidents. In this paper, we suggest the emergency rescue request notification service in situation that victims can't report their accidents. This service is to send request message for rescue in radio shadow area, in mountain accident, by BLE(Bluetooth Low Energy).

  • This paper proposed an accident prediction model in order to prevent accidents in mountain areas using a big data analysis. Data of accidents in mountain areas are shown as graphs. We have analyzed cases: the number of accidents per year, day of week, time of day to find patterns of the negligent accident in mountain areas. The proposed prediction model consists of weighted variables of the accident in mountain through visualized big data analysis. The model of danger index performance is demonstrated by showing accident-prone areas with weighted variables.

  • 최근에 집중 호우, 돌발 강수 등의 국지적인 강수 현상의 발생이 증가하고 있으며, 산악 지역에서의 국지성 강우에 의한 사고 발생이 증가하고 있어 이에 대한 감시가 필요하다. 현재 기상청의 지상관측자료는 약 13 km의 공간해상도로 남한 지역 전체에 대해 제공하고 있으나 북한, 해상, 산악 등의 지역에 대한 감시는 상대적으로 빈약하다. 반면 레이더는 1 km의 고해상도의 공간자료를 산출할 수 있으므로 산악 지역에 대한 분석에 레이더 자료를 활용할 수 있다. 국립기상연구소(National Institute of Meteorological Research; NIMR)는 공간보정 기법을 적용하여 2009년에 대해서 격자($1{\times}1km^2$) 및 유역(117개 중권역, 국토해양부)에 대한 일, 월누적 강수량을 산출하였으며, 지상 우량계 자료와 비교하였다. 2009년 여름철 사례에 대해서 일누적강수량을 분석하였으며, 월누적 강수량의 경우에는 2009년 전체에 대해 지상 우량계의 월누적강수량 자료를 이용하여 MAE, RMSE 등을 산출하여 검증하였다. 본 연구는 레이더 강수량 정보를 활용하여 지상 관측 공백지역의 강수량에 대한 감시를 통해 산악 지역에서 발생하는 사고에 대비하고, 유역별 레이더면적강수량 산출을 통하여 효율적인 물관리를 위한 기본 자료로 사용함으로써 수문 기상 분야에 활용할 수 있을 것으로 사료된다.

  • Interest in mountain accidents among the technical trends of disasters in Korea is increasing continuously. When accidents occur, the most common methods are location tracking and accident reporting using smartphones, and rescue activities are being carried out by using them. In this paper, we proposed an improvement of wireless safety system for mountain climbing safety using 447 FSK. Using the 447 MHz band transmitter / receiver, it accumulates position coordinates and data through position transmission and rescue signal transmission in case of anomalies. If a sender is out of the threshold of the set area range, a danger warning notification can be generated to quickly exit the danger zone. Provide services. In addition, it is considered that the health condition of the sender is continuously checked and the receiver is warned when the specified threshold is exceeded, so that it is possible to respond to the sender's disaster.

  • The Gaussian plume model is widely used to calculate the concentrations of gaseous radioactive effluents in the atmosphere. This model assumes that the terrain is flat, so that the dispersion coefficients which are the most important parameters in this model must be compensated in complex terrain such as in Korea. In this study the compensation of vertical dispersion coefficient in two dimensional x-z plane has been accomplished by comparing the Gaussian plume model with numerical model. The results show that the concentractions of radioactive effluents over complex terrain are more dilluted than those expected over flat terrain.

The traffic accident factors and reduction method in the hazard zone of mountain sightseeing roads -focused on Jeju local roads- (산악관광도로 위험구간의 교통사고 요인분석 및 감소방안 -제주도의 지방도를 중심으로-)

  • In Jeju-Do, there is the 1100 Road, 516 Road, and Bijarimro, which are typical mountain sight-seeing roads in Jeju. These roads are local roads that have been the location for many traffic accidents. This study focused on these roads, categorized the type of traffic accident and analyzed the accident characteristics. The major accident factors were analyzed through trip AHP analysis, Comparative analysis of the velocity distribution and the factors affecting traffic accidents were analyzed. Tourists took many trips on these roads. The mixing rate of the rental cars was 36.70%~71.60% in 1100 road and Bijarimro. Currently, these local roads are regulated by a speed limit of 60km/h. However, it might be necessary to reduce the speed limit to 40km/h considering the geometric line form of the road and the climate in these areas. The speed limit of more than 40km/h is found 87.0% on 516 Roads, 88.57% on 1100 roads, and 93.1% on Bjarimro, In these roads, the speed ratio is higher as described above. Therefore, these roads have been found to have a higher risk of traffic accidents by overspeeding driving. The overspeed driving ratio of these roads was 87.0%~93.1%, The overspeed driving enforcement method at one spot has only the effect of reducing the speed at that enforcement place; the effect cannot be expected for the other places or sections. It is necessary to introduce a section overspeed driving enforcement system utilizing the average velocity in these areas to prevent traffic accidents.

  • 고속도로를 주행하는 차량에 작용하는 순간적인 강풍은 차량의 주행경로이탈, 차체의 수평회전 과다와 전도를 발생시키는 원인이 되며, 이로 인한 교통사고는 치명적인 대형사고로 이어질 가능성이 높다. 최근에 건설되거나 추진중인 고속도로는 고속운행에 필요한 도로선형을 확보하기 위해 계곡부를 통과하는 높은 위치에 교량을 건설하거나 산악터널을 내는 경우가 많으며, 지형적인 특성으로 발생하는 국지적인 강풍의 영향이 매우 크기 때문에 적극적인 강풍저감대책이 필요하다. 본 연구에서는 강풍 발생지역을 주행중인 차량의 안전성 및 쾌적성확보를 위하여 차량의 동역학적 거동을 규명하고 차종별 주행속도와 순간풍속의 상관관계를 정립하였다. 또한 차량사고의 영향인자별 분석을 통하여 기존에 제시된 연구결과와 기준안에 대한 고찰을 실시하였고, 강풍발생 지역을 통과하는 차량에 대한 규제와 운영방법에 대해 위험풍속을 정의하고 차량속도규제(안)을 제시하였다.

Atmospheric Dispersion Assessment for Potential Accidental Releases at Yonggwang Nuclear Power Plants (영광원전에서 가상 사고시 대기확산 평가)

  • XOQ_DW code is currently used to assess the atmospheric dispersion fur the routine releases of radioactive gaseous effluents at Yonggwang nuclear power plants. This code was developed based on XOQDOQ code and an additional code is required to assess the atmospheric dispersion for potential accidental releases. In order to assess the atmospheric dispersion fer the accidental releases, XOQAR code has been developed by using PAVAN code that is based on Reg. Guide 1.145. The terrain data of XOQ_DW code inputs and the relative concentrations (X/Q) of XOQ_DW code outputs are used as the inputs of the XOQAR code through the interface with XOQ_DW code. By using this code, the maximum values of X/Q at exclusion area and low population zone boundaries except for sea areas were assessed as $1.33{\times}10^{-4}$ and $7.66{\times}10^{-6}$ sec/$m^3$, respectively. Through the development of this code, a rode system is prepared for assessing the atmospheric dispersion for the accidental releases as well as the routine releases. This developed code ran be used for other domestic nuclear power plants by modifying the terrain input data.

  • Generally, traffic accidents can be influenced by variables driving conditions including geometric, roadside design, and traffic conditions. Under the circumstance, homogeneous roadway segments were firstly identified using typical geometric variables obtained from field data collections in this study. These field data collections were conducted at highways located in several areas having various regional conditions for examples, outside metropolitan city; level and rolling rural areas. Due to many zero cells in crash database, a Zero Inflated Poisson model was used to develop crash prediction model to overestimated results in this study. It was found that EXPO, radius, grade, guardrail, mountainous terrain, crosswalk and bus-stop have statistically significant influence on vehicle to vehicle crashes at rural multi-lane roadway segments.

  • 사용중인 OC의 사고가 외물접촉, 자연현상, 일반인 과실 등으로 인하여 전체 배전선로 일시고장의 대부분을 차지하고 있음으로, 피복의 트래킹 성능을 개선하여 수목 및 조류와의 접촉으로 인한 접촉부 전개 집중 시 또는 지지금구의 바인더부에 고전계 인가 시 트래킹에 의한 절연물의 탄화, 침식 등에 의하여 발생할 수 있는 절연파괴 등의 사고 위험을 줄이기 위하여 개발된 제품으로 산악지역 등에서 내트래킹, 내부식성, 수밀성 및 전기적인 특성이 우수하다. 본 평가기술에서는 알루미늄 묘|복강선, 연선 및 절연체의 일반적인 특성과 트래킹성, 도체수밀, 내후성, 밀착도, 교류파괴전압 등의 주요한 평가시험에 대한 방법을 검토하여 평가시험에 적용하여 평가시험시 문제점을 도출하고 평가시험방법을 정립하고자 한다.
