This paper attempts to present critical issues of the information society and an alternative research addressing the challenges of ensuring that ICT is applied in ways that are enabling and responsive to social contexts in which people live their lives. Drawing the question of why insights arising from the mainstream vision are rarely useful in policies, the study highlights some developmental paradigms linked to ICT. It explores how ICT is seen as a means to development, and elaborates on the limitations of how current issues are related to the quality of life. The results indicate that ICT reduces quality of life while economic growth entails the opposite. The research framework here involves some meaningful components of cultural residues: independence, risk-taking, government responsibility by mapping how the level of ICT is distributed in the topology of values around the world. Moving to the next phase, ICT policy design and implementation need to be set up practically in a broad perspective that can be pursued by those concerned with social and technological innovation.

The purpose of this study is to investigate the factor that brings about information literacy gap by comparing and analyzing the group with high level and not so high level information literacy for migrant workers and to seek policy to clear the information literacy gap. To accomplish such purpose, the author found the operation of various factors that bring about information literacy gap through in-depth interview of migrant workers and working level NGO staff. The result of interview revealed that information literacy gap of migrant workers is generated by the complex operation of personal characteristics, technical factor, social and economical factor, government policy factor and so on.

Now society has been extending to ubiquitous information society under the information telecommunication facilities. So it is importance to install and design those for the core business. If there is a serious problem on the information telecommunication infra-facility, it could be seriously effected to the life of the people and the national economy. To prevent the those problems, information telecommunication infra-facilities have been installed/supervised due to the proper telecommunication specialists. In this paper, firstly invested the current supervision system and then proposed how to upgrade information telecommunication services through the proposed supervision system for the telecommunication infra-facilities.

The purpose of this study is to extend the role of Academic libraries as a local information center to link with communities. Information that can be shared by everyone, need a certain social device that makes everybody to be served equally. 세계 각 국은 산업 및 정보의 의존성에 의해 모든 정보를 한눈에 볼 수 있는 시대로 변모하였으며, 사이버 공간 그 자체가 정치, 경제사회, 문화 등의 기본적인 생활 공간으로 자리 매김하고 있다. 따라서 사이버 공간을 보호하지 않을 경우 안정된 정보사회 구축은 불가능하다. 특히, 정보보호의 대상이 특정 국가적인 정보 보안에 국한되지 않고 기업 및 사회의 정보 등으로 확대되고 있어, 국가적으로 국가 안보뿐만 아니라 개인의 정보보호를 위한 새로운 제도와 조치가 절실히 요구되는 시점이다. 따라서 본 고에서는 복합 기능을 갖는 정보보호 제품의 보호 프로파일 개발을 위한 기반 연구로 요구되는 대체 평가 방법론에 대해 고찰해 보고자한다. 특히 북미를 중심으로 표준화가 진행 중에 있는 CEM을 기준으로, 영국을 중심으로 유럽의 적합성 표준으로 추진 중에 있는 SCT와 ISO/IEC에서 제시되고 있는 적합성 테스트 방법론인 ISO/IEC 9496 및 보증 프레임워크인 ISO/IEC 15443에 대한 자체 취약성 분석을 수행하고 자각의 평가 방법론간의 상호 연관성과 비교 분석을 통해 복합 기능을 갖는 정보보호 제품의 보호 프로파일 개발의 가이드라인을 제시하고자 한다.

21세기는 지식 정보사회이며, 이 지식 정보사회에서 가장 중요한 것은 말 그대로 정보이다. 정보를 수집ㆍ가공하여 새로운 정보를 창출해 낼 수 있는 능력이 있어야만 21세기를 능동적으로 대처할 수 있다. 이러한 지식 정보사회에서 정보과학영재에 대해서도 새롭게 인식되고 있으며 그에 따른 연구도 활발히 전개되고 있지만 타 영역의 영재에 비해 정보과학영재의 연구는 아직 초보적인 수준에 머물고 있다. 그 중에서도 특히 초등정보과학영재교육은 실제적으로 자리 잡을 수 있는 여러 가지 여건이 매우 부족한 실정이다. 초등정보과학영재교육의 활성화를 위해서는 교육과정 개발, 적합한 영재의 선발 등 많은 노력이 필요하겠지만, 더불어 초등정보과학영채의 교육의 실제를 담당하고 있는 영재교사에게 필요한 자질과 소양이 무엇인지에 대한 분명한 논의가 필요하고, 이러한 소양과 자질을 향상시킬 수 있는 방안에 대한 연구도 활발히 전개되어야 할 것이다.

There have been technologically distorted naturalization and overzealous digital culture in the formation and development of digital society in Korea. While the suppressive aspects of the 'neo-'authoritarian control and regulation have been excessively centered on the Internet, the autonomous actions of online users from below, with regards to their roles in agenda-setting function, have been evolved as the political. This paper aims to investigate the specificities in the developmental mode of digital technology in Korean society since the mid-90s. In this paper, 'techno-surplus' depicts the state that the abnormal is embedded within a technological artifact beyond its receptive ability. 'Techno-surplus society' designates such an extreme case of specifying technological surplus. In fact, the term of 'techno-surplus society' can be used for a metaphor symbolizing our society, in which social distortion and abnormality caused by 'techno-surplus' have been quite frequently happening, in its comparison to a degree of normality in the institutional politics. This paper explores the local specificities of 'techno-surplus society', in which the regressive aspects have stand out as being more different from the technological developments in China, Japan and the U.S.
