  • 우리나라는 깨끗한 상수원수를 확보하고 각종 오염과 유해물질의 유입을 원천적으로 차단하여 상수원의 수질보전을 위해 필요하다고 인정되는 지역을 상수원보호구역으로 관리하고 있다. 상수원 수질관리를 위해 상수원보호구역 내에서는 명백한 오염유발행위 일체를 금지하고 있으며 건축물 신축 등 개발행위에 대해서는 공익시설 및 보호구역에 거주하는 주민의 소득기반 및 생활환경 개선을 위한 최소한의 행위만을 허가하는 등 강한 규제를 시행하고 있다. 상수원보호구역제도의 상수원 관리효과와 비례하여 상하류 지역의 사회적 갈등에 대한 개선요구도 증가하고 있다. 상수원보호구역 내 강한 규제로 인해 상류주민들은 재산권의 제약으로 사유재산에 대한 형평성문제 및 수처리 기술개발이 향상되어 과거와 같은 강한 입지규제에 대한 합리적 규제기준 조정을 요구하고 있으며 하류 지역에서는 상수원보호구역의 완화로 인해 발생할 수 있는 수질악화를 고려하여 강한 규제의 유지를 요구하고 있다. 이와같이 상수원보호구역제도로 인한 상류와 하류의 이해관계가 달라 이에 대한 합의가 이루어지지 않고 있다. 본 연구는 상류주민들의 재산권제약에 대한 피해정도와 하류주민들의 수질보호로 인한 편익을 정량적으로 비교해 봄으로써 상수원보호구역으로 인한 사회적 갈등 조정에 대한 정책적 시사점을 도출하고자 한다.

  • The objective of this study is to develop a Cost-Benefit analysis system which would help us to make optimal decision among safety investment alternatives, calculating and comparing costs and benefits for facilities in chemical plants. So, the accident frequency analysis module and the accident damage prediction module were developed for estimating quantitative risks in chemical facilities, and domestic societal risk criterion was presented after the comparative analysis of major industrial cases and societal risk criteria of advanced countries like the Netherlands, Australia, U.S.A., U.K., and Germany. Also, the Cost-Benefit Analysis System which compares the safety investment alternatives based on their deduced net present values was developed through the selection of proper cost and benefit items by field studies

The Impacts of Proposed Landfill Sites on Housing Values

  • This study utilizes the meta-analysis for the benefits transfer (MA-BT) approach to measure social costs the 7 target sites in the City and County of Honolulu. The estimated MA models (MA-1 and MA-1) were evaluated in terms of validity and reliability criteria. This study utilized a parametric t-test and a non-parametric sign rank test for checking validity. A transfer error measured by an absolute percentage difference was utilized to check reliability their similarity. The GIS was utilized for data collection in order to measure social costs for each target site. The results clearly demonstrated that social costs were substantially higher thant direct costs and varied market conditions and different methods used. In terms of validity and reliability criteria, MA models were preferred to the mean transfer value approach. MA-BT approach is desirable for measuring social costs for a project designed to measure social costs for these 7 proposed landfill sites with inaccessible data, on short time frames, and with little money. If researchers and planners have enough time and money, they can implement primary research. If not, the meta-analysis for the benefits transfer approach can be much better than no framework. The use of a GIS can help to identify secondary data within a specific radius of each target site.

  • `Information measure model' and 'Information benefit model' for road plan are developed. In result of application to actual road project, 'Information measure model' showed same result with actual road plan, it can express qualitative element by 'Information' like safety, public discontent, etc. and 'Information benefit model' can evaluate present plan in the side of provider's and demader's 'benefit'.

  • This essay is a landscape of core values and relevant evidences about Creative Leadership in order to make sketches of Korean-style leadership framework. Glancing through this work, you can smell the distinctions of Korea creative leaders, particularly, in the aspects of procommunity pragmatism and ordinary innovation. Most Korea creative leaders were social mentors and masters who had enlarged their influences from the individual domain to social area in all the dimensions of human life. At the individual stage, the Creative Leadership suggests 'Jungki(正己)' as a core value of themselves, which is materialized as such competencies as self-assertiveness, observation and experimentation, and strong inquiry. Because most of them were technical masters dealing with new methodology and new knowledge including alchemy, medicine and weapons, the creative leaders show us very unique core values and competencies in the life sequences of the individuation, relationship, organization and community unlike other Korean-style leaderships and global practices. You can taste and compare these things: 'Kihyulsangtong(氣血相通)' as a core value and respect- for- others, style analysis, persuasion as core competencies in the stage of relationship, nextly, 'Suhshi(授時) & Jungeum(正音)' as a core value and coordination and adjustment, teamwork as core competencies in the stage of organization, finally, 'Hunmin(訓民) & Hwalin(活人)' as a core value and vision-building, social benefiting, ordinary innovation as core competencies in the stage of community. Performance Evaluation of Road Stripe Removing Equipment Using High Pressure Water-Jet (워터젯을 이용한 노면표시 제거장비의 성능평가에 관한 연구)

  • Current removing process is labor intensive and time consuming, employing a conventional grinding type manual machine. From a social and economic point of views, these kinds of manual tasks bring about social inconvenience and economic loss including traffic jam and high labor costs. The objective of the study was to develop and evaluate a road stripe removal equipment using water jet technology. The following shows the results. First, It was analyzed that the obtainable productivity from the equipment developed in the study is 280% compared to the current equipment. In this study, it was also calculated the Benefit/Cost Ratio and the result showed that the ratio is 3.28, so it is expected that the equipment can produce great benefits for the relevant companies. Second, an analysis was also conducted on the traffic congestion cost, and the equipment could save about \2,550 million per day compared to the conventional equipment. Therefore, it is analyzed that the economic viability of the equipment is sufficient.

Economic Valuation of the Taehwa Field Ecological Park: An Application of a Contingent Valuation Method with Preferance Uncertainly (태화들 생태공원의 경제적 가치추정에 관한 연구: 선호불확실성을 고려한 조건부가치측정법의 적용)

  • This study estimated the social benefits of establishment 01 the Taehwa Field Ecology Park in Ulsan Metropolitan City, using CVM(Contingent Valuation Method) with multiple choices in consideration of respondent's uncertainty. The estimation results 01 lour logit models show that the probability of willingness-to-pay increases significantly with higher income, higher evaluation on the relevancy of establishment of the Park, and male gender, and decreases significantly with the bidding price. Truncated mean household WTP is estimated as 2,409.4 KRW in the MBYES model with the most efficient estimates of WTP among four models. On the basis of the WTP estimates, the present values of total social benefits in Ulsan Metropolitan City are estimated as 236.5 bill ion KRW when applying the 5% discount rate. This result shows that the present values of total social benefits are greater than the total costs in all models, and thus may prove the economic relevancy of the investment for the ecology park establishment.

  • In this study, a GIS-supported system is used to measure the effect of social infrastructure improvements. Benefit evaluation approach is based on two types of approaches -the simple hedonic approach and Rosen's two step approach. The land attribute data for both approaches are efficiently collected and generated in a GIS-supported environment. Moreover, it conveys more objective and correct data. The benefits are estimated on real locations by using GIS. The potentiality of the developed system for practical application has been verified by its application to Joban New Line in Tokyo metropolitan area. By incorporating benefit evaluation routines into GIS, the proposed system will be a useful tool for decision making on the improvements of social infrastructure.

Impacts of Relationship Benefits on Relationship Learning and Cooperation of Buyer-Seller in Food Material Industries (식자재 구매자-판매자의 관계편익이 관계학습 및 협력에 미치는 영향)

  • Relationship learning is very important to grow and develop interorganization. Greatly to ours regret, relationship learning study have left unexplored with regard to interfirm's relationship. The purpose of this study is to analyze the effects of relationship benefits on relationship learning and cooperation of buyer-seller in food material industries. We collected statistically usable data from 228 questionnaire respondents who deal with food firms and analyzed them with SPSS 20.0 and Amos to achieve research's goals. Analysis results revealed that, first, relational benefits of economical benefits and psychological benefit had impacts on relationship learning between buyer and seller in food material channel market. Second, the survey found that relationship learning has impact on collaboration. Third, on the other hand, relationship benefits of social benefits had no effect relationship learning. Summary and strategy implication will be mention in conclusion.
