  • 위험에 대한 인문사회학적인 고찰은 물리적이고 기술적으로 대응하는데 주력하는 재난관리 연구에 새로운 통찰을 제공하고, 재난관리가 국민들에게 제공되어지는 국가의 서비스라는 측면에서 많은 시사점을 제공할 수 있다. 한국에서의 위험에 대한 인문사회학적 논의는 산업사회의 다음 단계로써 현대사회가 바로 위험사회라는 사회변동론적인 접근을 하는 울리히 벡의 "위험사회론"에 경도되어 풍부한 논의와 발전이 이루어지지 못하고 있다. 루만의 위험사회학은 소통에 기반을 둔 방대한 사회체계이론으로 위험에 관련한 소통을 위해와 위험으로 구별함으로써 현대사회에서의 위험에 대한 인식과 대처에 새로운 안목을 제시함과 동시에 문제점을 파악할 수 있도록 한다. 또한 루만의 위험사회학이 이론적으로 정교한 체계이론에 기반하고 있기 때문에 행위자기반 시뮬레이션을 통하여 위험과 관련된 체계들, 즉, 재난관리체계, 정치체계, 법체계, 경제체계, 환경 체계, 언론체계, 등의 다이나믹스를 이해할 수 있는 토대를 마련할 수 있다.

  • 미국은 관습법(시민사회의 자생적 발전에 기초한 풀뿌리 민주주의를 토대)으로서 아래로부터(Bottom-up) 상거래 관행이 상표법에 조문화된 보통법 (common law) 체계인 반면, 한국은 시민사회의 기반 없이 정부주도로 바람직한 현상(1천년이 넘는 오랜 권위주의 체제를 토대)으로서의 법규범을 형성하기 위해 상표법을 제정한 대륙법(Continental law) 체계라는 법철학적 차이점이 있다.

The Improvements of the Social Welfare Field in the 6th Edition of KDC (한국십진분류법 제6판 사회복지학 분야의 분류체계 수정 전개 방안)

  • This study investigated general problems concerning the social welfare field in the KDC 6th edition based comparative analysis academic characteristics and classification system, and suggested on some ideas for the improvements of them. Results of the study are summarized as follows. First, a main field of the social welfare is generally divided into a general social welfare, social works, and social welfare services to special classes and groups including people with disabilities, young people, aged, women, and families. Second, I analyzed on social welfare from the collection database at the National Library of Korea. Based on analysis of the data. the keyword frequency of social welfare policy and management, pensions, care services, and support works for the underprivileged was relatively high. Third, modified classification of items was basically performed through the academic characteristics of the social welfare and the keyword analysis, and maintaining the existing KDC classification system caused less confusion as much as possible.

  • Can law be combined with television entertainment programs? This paper explores the ways in which law systems and law culture are reflected in and reflect the television legal series. TV legal series, such as legal dramas and infotainment shows, provide platforms for the audiences, who otherwise have few opportunity in real life, to engage with legal systems in societies. Adopting loosely dramatized reality programs, these legal series not only entertain and inform audiences but also educate citizens. This paper combines analyses of theoretical debates on law and television with analysis of TV text. The result shows that , dramatized enactment based on true stories and criminal cases, may have an important ideological role in which fictionalized dramas mask the hard realities and authoritative legal systems. By doing so, TV legal shows play their roles not as mere symbolic representation but as powerful institutions that construct the image of law and reality.

  • Using a method of Community-Based Research, Reconstructed action plaining for community change within the rural community is to mobilize and develop community resources, to develop and change community service delivery system, to communicate on community issues and advocacy. Research findings are as follows: Firstly, community outreach, its utility is finding some needy client within the lack of resources absolutely. Secondly, one is linking communities between a poor community and a wealthy community. Finally, one is building initiative social capital. The results suggest that social policy for rural community should built up service delivery system. It needs for local government to maintain community change by financial support. It has to link social welfare system and medical system.

System and Prospects of Social Welfare Law (사회복지법의 규범체계와 과제)

  • The social welfare law concerning the children, the elderly and the disabled has been sufficiently in the center of the discussion in the academic as well as practical arena. One can find however rarely academic proposals about the way of understanding, spheres affiliated with this legal system, and systematic characteristics. So these problems stay now vague. This article aims to approach to these points of issue. First, it tries to reveal the physical, psychological and psychic characteristics of these group of people. These situation are not to be effectively protected by norms and measures provided by other instruments of social security, i.e. social insurances and social assistances. Second, based upon these functional limits inherent to these instruments of social security the own system of the social welfare law is explored in this article. The discussing points are as follows; 1. the concept of social welfare law, 2. as core principles; realization of the personality and freedom based upon self-determination right, universalism and equality. 3. rearrangements of the legal provisions to bring harmony with the legal purpose and function of social welfare law. Finally, it is pointed that the evaluation of the relevant legislation is essential, since in this area the difference between the norm purpose and the reality could be immense.

  • The present study aims to examine the assistive technology service operation system[ATSOS] of the support system for independent living[SSIL] which was introduced after the enactment of the Law of Assisting the Independence for Persons with Disabilities[LAIPD] and to discuss its implications in the development of the assistive technology service delivery system[ATSDS] and the related measures for promoting the assistive technology industry in Korea. For this purpose, the literature review and the field study were employed. The research findings showed that the Japanese SSIL, which adopted the user payment system as measures to establish the sustainable ATSOS, arranged the consumer participation structure through substantial cooperation among related government departments. The result of this study indicates the need to secure the consumer's right to choose in a comprehensive utilization process of assistive technology services as for the establishment of the ATSDS in Korea. Furthermore, the arrangements for practical cooperative strategies among related government departments are encouraged.

지역복지협의체, 제대로 가고 있나?

  • 지난해는 본격적인 지역사회 중심의 사회복지서비스 시대의 원년이라는 수식어가 따라다닐 만큼 사회복지서비스 영역에 중대 변화를 예고했던 몇 가지 일들이 있었다. 사회복지서비스 관련 사업의 지방이양과 그에 따른 재정분권, 사회복지사업법 개정에 따른 지역사회복지체계의 구축, 지역복지계획의 수립, 사회복지사무소의 설치 등이 바로 그것이다. 이미 2001-2002년에 전국 15개 지역을 대상으로 지역사회복지협의체 시범사업이 실시되었고, 2003년 6월 사회복지사업법을 개정하여 2005년8월부터 전국234개 기초자치단체를 대상으로 지역사회복지협의체(이하 협의체)를 구성, 운영하도록 하였다.
