This paper checked on the status of research on current social service delivery system in order to explore new research and policy directions. Analysis study consisted of 79 pieces and the framework was divided into dimensional analysis, content analysis and analytical standards. Research on the papers of social service delivery systems showed from the initial stage of the policy discussion to the phase of the individual services. Summarizing the study is as follows. First, This studies confirmed that at this time the quality studies on social service delivery system is needed. Second, this indicates that right now, the government budget of social services and the data relating to social service agencies will be opened to the public for the expansion of social services studies. Third, to expand social services delivery systems research, it showed that social services demand forecasting research such as budget allocation, population characteristics, equality of public service and local information is needed. Finally, since the quality of service is reduced by the oversupply, the discussion of the entry regulations of social service providers is required.

  • This study investigates the current features of social service provision system focusing on the core institutional traits of the system and community environment. Specifically, the study analyzes the differences in the contents and characteristics of social service provision, according to the community types, such as metropolitan area, medium size cities, and rural area. Also, the study explores the relationships among the three major subsystems in the social service provision system based on the types of financial provisions. Furthermore, the interaction effects between the community factors and financial traits on the relationships among sub- components in the service provision system are investigated. In this study other organizations, service users and public sector are regarded as three major sub-components in the provision system. The study utilizes the raw data from '2015 Social Service Demand and Provision Survey', which interviewed 4,100 social service organizations. Results from analyses show that the gap among metropolitan area, medium cites, and rural area is not so much bigger in the diverse provision features(e.g. the competition level, the major focus on the users, and policy demands on public sector) of provider-provision-organizations than in those of both of user-provision-organization and of market-way-organizations. User-provision organizations show the distinct differences in terms of the focus points on the users, while marketed organizations do in terms of the policy demands to the public sector. In rural area, user-provision organizations act like provider-provision-organizations whereas they do market-way-organizations in the urban area. Research findings show that the social service provision types utilizing market mechanism(such as user-provision, and market-way) are not so well fit into the characteristics of rural area.

On the other hand, Social Services is made up of the traditional social welfare delivery system and new delivery system which is composed of profit organizations and non-profit organizations. Considering this, Study attempted to compare the performance evaluation of supply type-profit and non-profit social service organizations. Performance evaluation method was applied to net income, except for expenditure in total revenue. Net income difference between profit organization non-profit organization was assessed by T-test. We conclude that the two population means are different at the 0.05 significance level. Looking in detail, the non-profit organizations were found to be higher than the non-profit organizations, labor costs, operating costs, facility cost and consumable costs, but part of the business expense costs, the non-profit organizations was higher than the profit organizations.

  • This study aims to explore the characteristics of platform for social service delivery and the electronic voucher system as an instrument for the delivery. The paper discusses the concept and characteristics of platform and reviews the factors by which firms migrate to platform. Social service e-vouchers are an example of a government platform that pays e-vouchers to consumers and gives them the choice of services. Then it analyzes the case of platform establishment to deliver social services. The demand on welfare services has changed with demographic structure. The change in demand requires innovation in the social service delivery system and adoption of strategies to move to the platform. Factors that enabled the social service delivery platform to build both demand and supply sides include access to employment policies, industrial connection, workforce training, and requirements for social service eligibilities.

  • This paper analyzed the social cost function of a congestion-prone service system, which is developed from the social cost minimization problem. The analysis focused on the following two issues that have not been explicitly explored in the previous studies: the effect of the heterogeneity of value-of-travel-times among customers on the structure of cost functions; and the structure of the supplier cost function constituting the social cost function. The analysis gave a number of findings that could be summarized as follows. First, the social marginal cost for one unit increase in system output having a certain value-of-travel-time is the sum of the service time cost for that value-of-travel-time and the marginal congestion cost for the average value-of-service-time of all the system outputs. Second, the marginal congestion cost equals the marginal supplier cost of system output under the condition that supplier compensates the customers for the changed service time costs which is incurred by the marginal capacity increase necessary for economically facilitating an additional system output. Third, the compensated marginal cost is the multiple of the marginal capacity cost and the inverse of system utilization ratio, if the service time function is homogeneous of degree zero in its inputs.

  • The aim of this study was to analyze research trends of social service quality from 2007 to 2020 based on text mining and topic modeling. Our focus was to provide foundational materials for social service improvement by discovering the latent meaning of relevant research papers. We collected 97 scholarly articles on social service, social welfare service, and quality from RISS, and implemented two segments of text mining analysis. Our results showed that the first section included 38 papers and the second 59, indicating 6.9 articles annually. Word frequency results demonstrated that the common keywords of both sections were 'service', 'quality', 'social service', 'satisfaction', 'users', 'quality control', 'reuse', 'policy', 'voucher', etc. TF-IDF suggested that 'social service', 'satisfaction', 'users', 'customer satisfaction', 'revisiting', 'voucher', 'quality', 'assisted living facility', 'quality control', 'community service investment business', etc., were represented in both categories. Lastly, topic modeling analysis revealed that the first segment displayed 'types of care services', 'service costs', 'reuse', 'users based', and 'job creation', whereas the second presented 'service quality', 'public value', 'management system of human resources', 'service provision system', and 'service satisfaction'. Future directions of social service quality were discussed based on the results.

  • As policy areas are widened and more complicated, policy coordination becomes a challenge to the public administration. New Labour's promotion of the joined-up government was a holistic attempt to redress the fragmentation of the government in social policy. It promoted the joined-up activities by setting up joining-up units and agencies at the core of the government, the Prime-Minister's Office and the Cabinet office, and between the public, private and voluntary sectors. The joined-up government was criticised as being hierarchical and fragmented, and as confusing the line of accountability. Policy coordination has growing importance in Korea, and the experiences of the joined-up government will have implications on more coordinated promotion of social policy.

  • This study examines determining factors of effectiveness and satisfaction of Veteran Medical Service Delivery System. Especially, the association between the relevant variables of the effectiveness of the Veteran Medical Service Delivery System and the variables of the satisfaction from the perspective of beneficiaries was studied. Multi-level analysis was utilized to separate results of the evaluation of effectiveness in organizational-level and the evaluation of satisfaction in individual-level. This study tests key posited hypothesis by using survey data collected from 5 medical center of country(Seoul, Busan, Daejeon, Daegu, Gwangju). In terms of the result of the hypothesis testing on the effectiveness variable, integrity(${\beta}=.156$), accountability(${\beta}=.376$, financial sufficiency(${\beta}=.109$), and adequacy (${\beta}=.367$) are the determinants among various factors in evaluating veteran medical service delivery system, statistically reflecting the perception of directors of the veteran medical service delivery facilities on effectiveness. In other word, professionalism variable(${\beta}=0.99$) and effectiveness variable(${\beta}=-1.09$) are statistically reflecting the perception of directors of the beneficiaries satisfaction with employee. The findings suggests that the theoretical and practical implications will improve Effectiveness and Satisfaction of Veteran Medical Service Delivery System.
