The Structure and Characteristics of the Care Manager Systems in the Long-term Care Insurance of Japan (일본의 개호보험체제상의 개호지원전문원제도의 구조와 특징)

  • The purpose of this article is to analyze the structure and characteristics of the care manager systems of the long term care insurance in Japan's social welfare institution. In order to realize such purposes, this paper develops the discussion process as follows. Firstly, this paper examines the developmental processes and contents of the long term care insurance system and the care plan services which are the services to aid the utilization of long term care services. Secondly, this paper describes the care manager which conducts the role of care plan services intentively. Thirdly, this paper makes the research framework which is formulated as the legislative views about the care manager on the long term care insurance act, task systems, recruitment and retraining systems, and research data of care manager. Summarizing the contents of care manager's circumstances and characteristics about the long term care insurance, the results are explained as follows. that is to define care manager's status as the components of care plan center, to control indirectly the activities of care manager's care plan by operating care service center and care plan center in equal corporate, to set role and task ambiguously, to recognize care manager's role as the attributed role of care service center, to give licence and qualification in local government. Therefore, it's difficult to realize care plan depending on speciality and neutrality for the service user. The essential parts for the reform of care manager systems may be to separate care service center and care plan center and to redefine the task and role of care manager, the role and task of which should be put on care plan services.

  • 1988년 한국이동통신서비스 주식회사에서 휴대폰 서비스를 개시하고, 1994년 한국통신에서 인터넷 상용서비스를 실시할 때 만해도 2007년 현재 우리의 삶이 휴대폰과 인터넷이라는 정보통신 환경에 이렇게 깊이 의존할 것을 예측한 사람은 거의 없었다. 이제 인터넷과 휴대폰은 우리 생활에서 없어서는 안 될 삶의 일부가 되었고, 사회를 구동시키는 중요한 요인이 되었다. 현재 우리는 누구나, 언제, 어디서나, 어떤 기기를 사용하더라도 원하는 정보에 접근할 수 있는 유비쿼터스 시대를 향해 나아가고 있다. 유비쿼터스는 단순히 정보통신 컴퓨팅 환경이라는 기술적 의미를 뛰어넘어, 사회를 변혁시키는 유비쿼터스 혁명이라는 시대적 패러 다임의 변화를 의미하게 되었다. 유비쿼터스의 특징으로는 센싱, 네트워킹, 지능화를 들 수 있다. 센싱은 센서를 이용하여 사람, 사물(기기)에 대해서 모니터링하는 것이며, 네트워킹은 네트워크 통신기술을 이용하여 사람, 사물(기기)간 모니터링된 정보, 서비스될 정보를 서로 연계하는 것이며, 지능화는 기기, 사물이 단순히 정보와 지식을 전달하는 것에서 자동화 단계로까지 발전하는 것을 의미한다. 유비쿼터스 기술이 뒷받침되는 유비쿼터스 사회는 개방, 공유 참여가 가능한 열린 사회이며, 사물, 기기가 지능화되는 지능형 사회이며, 기기, 산업, 조직, 시스템간 융복합이 이루어지는 융복합 사회이며, 개인의 기호와 요구에 부웅하게 되는 개인중심 사회이며, 지식과 문화, 예술, 아이디어가 가치를 창출하는 콘텐츠 사회라는 특징을 보일 것이다.

  • Since 2000, Korean Society has developed social service program, facing the increasing social needs. With the semi-public goods' factor, social service has shown the original limitation in the private market. This paper analyses social services for children and older citizens in 6 metro cities, exploring the current condition and limitation. Program were collected through research institute and metro city's social service support groups. Analysis shows that most cities have similar programs without reflecting regional specialty. Therefore, the diverse and expanded supply of social services, professional service providers, reflection of regional specialty, easier accessibility of services are suggested. More participation of users in the process of program decision-making process and networking of service providers are also proposed.

Effect of social support on the organizational commitment and the service quality of the labors in the convergence service industry (사회적지원이 융복합서비스산업 종사자의 조직몰입과 서비스품질에 미치는 영향)

  • This study aims to explore the influence of the social support services that have an effect on the organizational commitment and service quality of the labors working in the convergence service industry. Data for this study were collected from 233 labors working in the convergence service industry;20 smaller businesses located in Seoul and the metropolitan area. Structural equation modeling analysis method was performed for analyzing key data. As a study result, support of seniors and colleague, which is regarded as the variable of social support, had a significant positive effect on organizational commitment of the labors working in the convergence service industry. It also had a significant positive effect on the service quality that organizational commitment went through the support of the seniors and colleagues. I discussed theoretical and empirical implications with these findings and described the future research.

  • 지식정보화사회가 도래함에 따라 지식과 정보의 중요성이 더욱 대두되고 있으며 IT 기술의 급속한 발전은 지식의 기술 기반화, 정보 환경화를 가져왔다. 인터넷 사용이 급속도로 증가하면서 필요한 정보들은 지식 검색서비스를 이용해 찾는 것이 일상화 되었다. 이에 검색기술환경의 변화에 따른 지식검색서비스의 등장과 일상화 추세를 통해 지식의 개념과 특징, 지식검색서비스의 체계를 살펴보는 것은 지식 정보화 사회를 살아가는 이들에게 의미 있는 연구가 될 것이다.

A Study on Community Governance of Public Sector and Service Agencies : Focusing Differences of Perceptions Between Local Officials and Workers in Social Service Agencies Working for Poor Female-headed Households (빈곤여성가장을 위한 서비스 제공에 대한 민-관 인식 차이에 관한 연구: 지역사회 거버넌스 실현의 현실적 간격을 중심으로)

  • The study is to investigate the extent to which public sector and private sector have established local governance at the community level. Also, it examines similarity and dissimilarity in the perception of unmet needs in the community service delivery system among local officials and workers in social service agencies for poor female-headed households, using survey questionnaire. It finally aims to propose more effective way of local governance between officials and workers in service agencies, and to improve living conditions for poor female headed households. Results show that first, about 70% of survey participant assess community governance and network system do not work well. Second, the more positive people evaluate their outreach efforts and the network level among community service agencies, the more they perceive that unmet needs are satisfied and recipients are well benefited. Third, the perceptions are significantly different in the extent of service delivery and the unmet needs between local officials and service workers who implement direct social service to female-headed households, after controlling for other related factors. In conclusion, suggestions are given to develope more effective service delivery system for poor female-headed households.

  • Service user satisfaction in the community service is also an important factor that leads to the improvement of the quality of the social service and the self - reliance of the service provider. The purpose of this paper is to examine the satisfaction factors affecting service continuity intentions in community service users, and provide direction and demand forecast information to improve user satisfaction and service satisfaction. In this study, the reliability test was conducted to check the reliability of each measurement tool and descriptive statistics and frequency analysis were conducted to identify the general characteristics of the study subjects. Logistic regression analysis was conducted to determine the effect of user satisfaction factors on service continuity. As a result of this study, it was confirmed that service user satisfaction in the community service is an important factor for improving the quality of social services and for the independence of service providers.
