Issues of the German Social Insurance Reform Proposals and Their Implications (독일 사회보험 개혁론의 쟁점과 함의)

  • This paper aims to reveal the background and issues of the current reform proposals for social insurance in Germany and to draw their implications for Korea. The essence of the German social insurance crisis is that of normality of industrial society on which it has been based, revealing itself by the dual crisis of finance and dualization. Reform proposals are regarded as diverse responses to the crisis of the normality within individual social insurance schemes. They are searching for transforming health insurance into citizen's insurance, pension insurance into various alternatives including all worker's insurance and citizen's pension, unemployment insurance into employment insurance. One of the commonalities of the them is that they attempt to reconstruct the old normality. However, due to the economic recovery, the historical experiences of improving social insurance, and high satisfaction, they are expected to struggle with the gradual improvements rather than radical shift from their tradition. In Korea, where the maturity of social insurance is low, it is necessary to mark the crisis faced by German social insurance as a teacher. We need to go back to the fundamental spirit of social policy and redraw the blue prints of social policy by opening minds to plentiful alternatives in the eyes of normality reconstruction.

사회보험(社會保險)의 적정은퇴시기(適正隱退時期) 결정(決定)에 관한 효과분석(效果分析)

  • 사회보험(Social Insurance)은 노령(老齡) 등 미래(未來)에 확실(確實)히 발생(發生)할 사안(事案)뿐 아니라 질병 등 불확실(不確實)한 사안(事案)에 의한 소득(所得)의 상실(喪失)을 보상하기 위한 보험(保險)의 역할을 한다. 대부분의 사회보험연구는 이 불확실성(不確實性)이 배제된 모형의 분석을 하고 있는데 본고(本稿)에서는 그러한 불확실성(不確實性)이 존재(存在)할 때 사회보험이 개인의 은퇴시기 결정에 미치는 영향을 분석하였다. 사회보험은 노동기(勞動期)로부터 은퇴기(隱退期)로의 소득이전(所得移轉)일 뿐 아니라 일을 할 수 있는 상태로부터 질병 등의 불확실한 사안(事案)에 의해 초래된, 일을 할 수 없는 상태로의 소득이전(所得移轉)도 된다. 이 두 번째의 역할 때문에 사회보험은 개인(個人)의 은퇴시기(隱退時期)를 늦추는 효과를 보일 수 있다. 특히 사회적 최선적정은퇴시기(最善適正隱退時期)(first best optimum)는 사회보험이 전혀 없는 경우의 은퇴시기가 보다 늦다. 반면 어느 일정(一定)한 시점(時點) 이후에만 사회보험(社會保險)의 수혜(受惠)가 가능(可能)하다면 이는 오히려 조기은퇴(早期隱退)를 초래(招來)하게 된다는 것을 보였다.

Historical Origins of Taiwan's Status-Differentiated Social Insurance Scheme (대만의 분절된 사회보험 체계의 역사적 기원: 노동보험과 공무원보험을 중심으로)

  • Highly Differentiated and segmented social insurance scheme in Taiwan shows its salient dimension of stratification, which has been considered as a general feature of conservative welfare regime. However, compared to Western conservative welfare states, Taiwan's social insurance scheme shows a distinct feature. First, Taiwan's social insurance scheme has offered a full coverage for various benefits. Secondly, Labor Insurance and Government employees' Insurance reveal distinct features of stratification. Labor Insurance has developed a universalistic system based on status equality and cross-class solidarity of working classes while Government employees' Insurance includes a myriad of occupational- and status-based programs. This article aims to articulate the historical origin of Taiwan's unique social insurance scheme and explains it as an unintended result of state's political intervention and various interests of each insured groups, especially, politically, economically, and ethnically conflicting identities of government employees and working classes.

A Study on the Typology of Social Insurance Policy Instruments in Korea (우리나라 사회보험 정책수단의 유형에 관한 연구)

  • This study tries to find the policy instruments that have used in the process of social insurance policy implementation. The results can be summarized as follows: First, in case of compulsory policy instrument, the government uses the regulation, public enterprise and government insurance in the process of implementing of all the social insurance policy. Second, in the case of mixed policy instrument, the government use the user' contribution in the process of implementing of all the social insurance policy but the subsidy was used in the process of implementing of the medical, pension, unemployment and long-term care insurance for the aged policy. Also, the information and discipline was used in the process of implementing of unemployment insurance policy and the partnership was used in the process of implementing of long-term care insurance for the aged policy. Third, in case of voluntary policy instrument, the government uses the family and community in the process of implementing of almost the whole social insurance policy.

  • This paper analyzed the integration cases of the social insurance systems of Germany, Sweden and United Kingdom. On the basis of the two dimensions - institutional and organizational integration, this study reviewed the historical processes of the social insurance integration of the three countries. In Germany, the institutions and the organizations are divided still now and the sickness insurance funds take charge of the entitlement and collection services. In Sweden, the social insurance system is divided by institutions but the organizations were united. the Inland Revenue has charge of the entitlement and collection. In UK, the institutions and the organizations were united and the entitlement and collection services is assigned to the Inland Revenue. Regarding these historical processes of the social insurance integration of developed countries, this paper evaluated the transfer of the collection service to the National Health Insurance Corporation in Korea, which was enforced in 2011.

The Introduction of the Japanese Public Long-Term Care Insurance as a Neo-Liberal Social Reform (신자유주의 사회개혁으로서의 일본 공적개호보험: 시행 5년간의 사회적 결과를 중심으로)

  • Japan has remained a welfare laggard among advanced industrial democracies. Therefore, the introduction of the public long-term care insurance(koteki kaigo hoken in Japanese) in April of 2000 looks very unique in terms of the Japanese social security tradition, because it can be interpreted as the expansion of social security system and the weakening of the market power over the livelihood of the ordinary people. In the era of globalization, in which even the highly developed welfare states are forced to shrink their social security systems, Japan, a welfare laggard, looks like being headed to the opposite direction. This article aims to define the character of the public long-term care insurance, and thereby, to evaluate the recent social policy of the Japanese government. This study follows the social democratic model in the study of the welfare state development, which assumes that, under the condition of a weak social democratic party and a fragmented labor movement, the introduction of the long-term care insurance is not equal to the improvement of the Japanese social security system. The main argument of this article is that the long-term care insurance, notwithstanding its appearance as an expansion of public sphere, is part of market-oriented neo-liberal social reforms, which have remained the main feature of the Japanese social policies since the mid-1970's. For this, this study will do a longitudinal analysis on the social consequences of the long-term care insurance incurred to the Japanese social security system for the long-term care, focusing on the income redistribution, the marketization of long-term care sector and the changes in the financial burden of the government, social insurers and general citizens.

  • 현대사회에서 정보기술의 급격한 발전은 사회전반에 걸쳐 큰 영향을 미치고 있으며, 이러한 변화 속에서 국민에게 보다 편리하고 효율적인 행정서비스를 제공하려는 정부의 노력도 끊임없이 진행되고 있다. 전자정부 11대 중점과제의 하나인 "4대 사회보험 정보연계시스템 구축" 사업은 2002년부터 운영 중에 있으나, 정보연계사업 고유의 성과를 평가하는 체계가 마련되어 있지 못한 실정이다. 평가체제의 미비는 사업목표의 객관적인 달성정도를 파악할 수 없을뿐 아니라 향후 달성목표치 설정을 위한 기준선정이 불가능하며, 나아가 대국민 서비스의 질적 향상을 극대화 하는데 필요한 객관적인 자료의 부재로 이어진다. 본 연구는 4대 사회보험 정보연계시스템이 구축목표에 부합되게 운영되고 있는지를 평가하는 지표가 필요하며, 그 필요성에 따라 IT조직 및 기술에 관한 성과평가기법인 IT-BSC 성과평가모델을 활용하여 4대 사회보험 정보연계시스템의 특성에 최적화된 성과평가모델을 제안하고자 한다. 제안된 성과평가모델는 4대 사회보험 정보연계시스템의 성과평가지표로 활용됨으로써 향후 운영방향설정 및 목표달성도 측정의 주요한 정보로 활용될 것이다.

  • This study is about the suggestion of reduction method for social insurance cost of startup SMEs based on the study abroad. We suggest several methods (direct and indirect support, exemption, deferment or loan) based on the pros and cons, government's financial situation, the ease of implementation and effectiveness of mitigation methods, creating conditions for the implementation of social insurance mitigation.

An Empirical Study on the Effect Mechanism of Labor Market Structure on Access to Social Insurance (노동시장 구조가 사회보험 배제에 영향을 미치는 메커니즘에 관한 연구)

  • This study examined empirically the effect mechanism of labor market structure on access to social insurance. Data were derived from the second wave of Korea Welfare Panel Study in 2007 with a sub-sample of 3,790 of wage workers. Path analysis and structural equation model were used to analyze the effect mechanism. Findings confirmed the inequality of labor market by revealing high causal relationships among occupations and jobs, size of the firm, employment forms, and income. The results suggest that access to social insurance depends on the structural interaction of labor market rather than on the individual worker's trait. Small enterprises and non-standard employment were indicated as the main element explaining the unequal access to social insurance. Finally this study identified women's experience of intensive inequalities in the labor market status and access to social insurance.

Who Needs Life Insurance? - Focusing on Recognition of Insurance and Socioeconomic Values - (어떤 사람이 보험을 필요로 하는가? - 보험 인식 및 사회경제적 가치관을 중심으로 -)

  • The study identified 1,500 adult consumers aged 25-54 years with life insurance within the last year as three groups, top, middle and bottom of need recognition, and demonstrated differences in insurance and finance perception and socioeconomic value perception. In particular, the study sought to identify the influence of socioeconomic value recognition factors in addition to overall recognition factors related to insurance and finance, the number of insurance held and insurance satisfaction. Overall recognition factors related to insurance and finance were classified as 'recognition of insurance as a means of professional management and finance', 'self-directed insurance design and contract' and 'recognition of economic burden on insurance'. Socioeconomic value recognition factors were divided into 'socioeconomic self-sufficiency', 'work-life value pursuit' and 'economic value pursuit'. We identified factors that affect the recognition of a higher need for insurance needs as a higher recognition of need for insurance needs. In particular, the most influential factor for the median group was the recognition of insurance as a professional management asset-tech product, and the upper group was found to be a work-life balance factor. The second influential factor was self-directed insurance design and contract factors for both groups. In order to increase the rate of insurance subscription in the future, insurance should be recognized as an essential product to pursue work-life value, and continuous improvement in information exploration conditions for consumers to explore information and compare products will be important to revitalize the insurance market.
