  • The study looks at the development of new & renewable technology in a latecomer country, Korea. The main question is whether the development is driven by 'green demand' from the people or by the 'growth demand' from the industry. It also asks what are the characteristics of socio-technical constituency behind the development of new & renewable energy technology; growth-centered or environment-centered. It is found out that a 'New & renewable energy technology socio-techical constituency', consisted of NGOs, industry and government in the form of membership to New & Renwable Energy Policy Council of the government program, was established driving the development of new & renewable energy technology development in Korea. Yet, the coalition among them was based on 'the desire for growth' rather than 'the concern for environment'. The changes in authoritarian development state such as the adoption of governance approach to public decision-making process also contributed to the formation of the constituency.

  • The World Summit on the Information Society (WSIS) was held in two phases. The first phase took place in Geneva, December 2003, and the second phase took place in Tunis, November 2005. The objective of the WSIS was to establish the foundations for an Information Society for all, reflecting all the different interests at stake. In relation to, this article explore the vision and paradigm of WSIS. For this, this article review the historical context of International information order and International agreements, and examine the issues of WSIS. As a result, I recognize, It is valuable that the process of WSIS for Global governance was held among governments and other stakeholders, i.e. the private sector, civil society and international organization. In addition, developing countries's voice are deeply reflected on the WSIS. It is noticeable that ITU played key role as coordinator. However, we are anxious that WSIS's vision for Information society have a bias toward Technology determinism. Eventually, this article argue that WSIS discourse is the lack of any serious and critical structural analysis of the politico-economic context.

  • This study verified the relationship between health cognition, subjective quality of life, and intention to continue exercise among participants in an exercise rehabilitation program. The researcher explained the purpose and questionnaire information in detail through the cooperation of the center, and after consenting, 204 copies were selected, excluding 24 copies judged to be unreliable out of a total of 228 copies. For the survey, the researcher explained the purpose and questionnaire in detail through the cooperation of the center, and after consenting, a total of 204 copies of data were collected. The collected data were subjected to frequency analysis, descriptive statistics, factor analysis and reliability analysis, and correlation analysis and regression analysis were applied to identify the relationship between latent variables. As a result of the analysis, it was found that there was a significant effect on the relationship between the degree of health cognition, subjective quality of life, and exercise continuity of exercise rehabilitation program participants. In the future, measures to increase the level of health cognition are needed, and it is considered that follow-up studies are necessary in consideration of the individual's physical and social environment.

  • This paper aims to illustrate how the third generation bike sharing schemes (BSS) are operated in Korea and identify the possible factors that have made cities to adopt and maintain BSS successfully in Korea. For this, the paper selects the case of Nubija in Changwon as the representative and the most successful BSS case in Korea. It identifies three major factors that have made the city to adopt Nubija. First, Nubija was initiated as a part of the bigger project of 'Environmental Capital' aiming to develop the city as a world class green city attempted by the city government. Second, the mayor's willingness to learn and adopt European model cities of environmental capital and green transportation played a decisive role in developing Nubija. Third, the city government was able to implement BSS policy in a top-down manner so the policy process was relatively speedy and effective. Also Nubijia became a stable policy because the city has gained international reputation as a Korea's representative green city, and as a result, the city's BSS policy has passed the point of no return. In the future, channels should be made for active citizen participation in the decision making process of Nubija so that they can cooperate with the city government to develop Nubija further.
