Beyond Developmentalism and Neoliberalism: Development Process and Alternative Visions for Korean Geography (발전주의와 신자유주의를 넘어: 한국 지리학의 발전과정과 대안적 전망)

  • This paper is to consider the developmental process of Korean geography on the context of socio-spatial transformations of Korea, and then to suggest briefly its alternative visions. The development of knowledge including geography seems to be made under imperatives of social functions and structure in a given period, and knowledge in turn gives power for a further development of society. Modem geography in Korea has progressed on the context of capitalist development of Korean society which can be divided into two phases, that is, the period of developmentalism and that of neoliberalism. Korean geography has been developed under influence of ideologies of developmentalism and neoliberalism, and in turn has made some contributions to socio-spatial policies. Korean geography in the future, it can be suggested, should go beyond both developmentalism and neoliberalism, and put socio-spatial welfare, civil society or community, and environmental justice into its central issues.

An Economic Analysis of the Migration Decision: The Case of Korea (우리나라 인구이동결정에 관한 경제적 분석)

  • Going beyond the previous formulations of development theories, the present paper explores the effects other than political economy on quality of life in a rapidly developing country. The major analysis takes up the historical trend and nature of the developmental transformation that is partially a consequences of state structures and partially autonomous form it in South Korea. Also, it diagnoses developmental pathways for the future track by constructing a baseline model for state transition on the basis of power game between the state and civil society in the country. The results of the historical analysis show that civil society has been transformed in the course of confrontations and interactions between the state and nationalist social movement. The distinction between developmental(or bureaucratic authoritarian) and democratic state is presented to show that these are two qualitatively different aspects of state of state power, requiring separate analytical treatment. Furthermore, the state-centric approach which emphasizes the active role of the state at the sacrifice of societal fabric-constraining social conditions for quality of life - appears to be modified. On the contrary, the impact of civil society is transmitted both directly and indirectly via labor and ecological movement for quality of life, which is critical to the formation of the welfare state in the country. The prospect for sustainable development in Korea lies in providng and expanding quality of life in terms of the financial feasibility of the state through the public-private cooperation, and abstaining from drastic and radical commitment to welfare services as is the case with the European declines in welfare state, Further studies are needed to examine the interrelationships in different historical and cultural settings of developing counties to estimate a theory of quality of life and social justice.

An Analysis of Keywords on 'School Space Innovation' Policies using Text Mining - Focused on News Articles - (텍스트 마이닝을 활용한 '학교 공간 혁신' 정책 키워드 분석 - 뉴스 기사를 중심으로 -)

  • The goal of this study was to investigate the implementation and related issues of the school space innovation issued by key Korean mass media using text mining. To accomplish this goal, this study collected 519 news articles associated with the school space innovation issued by 54 Korean mass media companies. Based on this data, this study performed the frequency analysis and network analysis regarding the keywords. Based on the findings, the characteristics of school space innovation are summarized as follows: First, school space innovation has progressed in response to future education. Second, users are actively participating in school space innovation. Third, experts are supporting the innovation of school space by establishing a cooperative system. Fourth, the community is actively considering the innovation of school space. Fifth, the main projects of the Ministry of Education and the Provincial Offices of Education are actively conducted in a mix of top-down and bottom-up approaches. The findings of this study will contribute to providing a clear direction for contemporary school space innovation and implications for future research agenda and implementation.

  • 선진국은 인터넷 시대의 전성기를 맞아 새로운 하나의 사회를 구성하고 있는 사이버 공간에서의 복지를 구현하기 위한 노력들을 하고 있다. 사회복지가 잘 이뤄진 나라들은 늘 그렇듯이 가난한자 소외된 자, 노약자들을 위한 끊임없는 연구를 하고 한발 앞선 움직임을 보여왔다. 그들이 선진국일 수 밖에 없는 이유는 바로 거기에 있는 것은 아닐까? 아직도 우리나라는 공공적인 차원에서 장애인이나 노약자를 위한 사회복지정책이 미흡한데 하물며 정보통신분야까지 신경 쓸 겨를이 있을까?라는 생각을 가져본다. 일본은 정보통신분야에서도 고령자나 장애인을 위한 다양한 기술개발과 복지를 구현하는 준비에 한창이다. 이러한 움직임은 그들이 앞서나간다는 것만으로는 설명하기 어려운 부러운 점이다. 이에 일본의 고령자와 장애인을 지원하는 정보기술에 대한 얘기를 들어보는 것도 좋을 듯 싶다.

A Study on Smart Aging System for the Elderly based on Metaverse (고령자를 위한 메타버스 기반의 Smart Aging 시스템의 연구)

  • Recently, the number of elderly living alone suffering from loneliness and depression is also increasing significantly due to the rapid aging of the population and nuclear families. In this paper, we propose a smart aging system that increases life satisfaction by providing the elderly with the optimal service tailored to the elderly with the help of IT according to their residential environment and health status. It is possible to provide an advanced customized support system for the elderly by fully utilizing IoT, AI, and Metaverse techniques not only for the elderly who want to live an active life in society but also for the elderly who need care in a nursing hospital. The proposed system provides human satisfaction by providing social connection in real space and virtual space in accordance with the residential environment and health status to the elderly suffering from loneliness in hospital (hospital care) facilities and at home. This paper proposes a new path for future-oriented welfare policy for the elderly by providing a user-customized smart aging system by combining AI and Metaverse technology with a rapidly changing social environment.

Investigating spatial clusters of single-person households and low-income elderly single-person using penalized likelihood (벌칙가능도함수를 이용한 1인가구와 저소득 독거노인의 공간군집 탐색)

  • Single-person households recently have been rapidly increasing and one reason may be the increment in elderly single-person. Since the change of living patterns is relevant to the government policy direction, it is important to understand how single-person households are clustered and which factors have influence on them. In this study, we tried to detect spatial clusters of single-person households and low-income elderly single-person households after adjusting for deprivation index. A recently developed fused lasso for Poisson data was used for data analysis and we provided the details on how to use it in R. From these analysis results, we observed the effect of socioeconomic level on the clusters and explained the reason why spatial clusters are shown after adjusting for deprivation index.

Jeju Free International City and Neoliberal Space of Exception (제주국제자유도시, 신자유주의 예외공간, 그리고 개발자치도)

  • While Jeju Free International City was promoted to overcome the economic crisis and build a new national competitiveness in the era of globalization, its development vision as 'the hub city of Northeast Asian economy in the $21^{st}$ century' has not been realized. This paper argues that Jeju Free International City to aim for the 'ideal free market model', 'neoliberal space of exception', and 'a new testing ground for neoliberal deregulation policies' has failed due to worsening of socioeconomic and environmental contradictions, growing conflicts in local community, and the logic of equity enforced by the central government. To support this claim, this article reviews the theoretical discussions of special economic zones, examines the shifts in the development visions of Jeju Free International City, and analyzes how Jeju has become a space of exception with the introduction of various exceptional policies and spatial mechanisms.

New Economic Spaces and Directions of Geographical Research in the Knowledge-Based Information Society (지식정보사회의 신경제공간과 지리학 연구의 방향)

  • The purposes of this paper are to examine the mechanism of the new economic spaces and to suggest directions of geographical research in the knowledge-based information society. It introduces the background of the formation of the new economic spaces and examines network, embeddedness, and agglomeration and dispersion as mechanisms of the new economic spaces. Based on the result of case studies of Kangnam area, the most active innovation region in Korea, and of Sunchang, one of the backward regions in Korea, the paper points out that new economic spaces are now developing even in the peripheral areas. Considering the result of theoretical discussions and case studies, the paper suggests three directions for future geographical research such as research from a integrative viewpoint, development of new methodologies of geographical research, and policy directed research in geography.

  • The spread of computer and network gets various social and economic activities done quickly and efficiently. As a result, it makes a crime using network easy and increases the vulnerability of a social system. As there is a crime as a social being, we need to give careful consideration to the crime occurring in virtual space. Accordingly, the purpose of this paper is to investigate the regulatory need of the Criminal Procedure concerning the network security issues as the new legal and regulatory space that begins to be realized from the late of 20th century because of the extent of social threat. Above all, we addresses whether the amendment of existing legal regulations is necessary, based on the special characteristics of the virtual space.
