This study focuses on the emergence of collective intelligence and its impact on the democracy in the information era. Scholars have posed very different-optimistic and pessimistic-views on the possibility of collective knowledge produced by the public. Focusing on the cases of a free online encylopedia known as wikipedia and 2008 Candlelight Demonstration against the imports of US beef in Korea, this paper analyzes the mechanism of collective intelligence and its political implications on the democracy. Specifically, this article approaches changes in new knowledge paradigm with two different variables: the degree of connectivity and the quality of deliberation. Applying two different sets of variables helps us to distinguish the possibilities of collective intelligence and anti-intelligence, which would suggest social and political implications for the democracy in a country. This study finds a critical difference in terms of the quality of deliberation, measured by the indicators such as diversity, independence, and integration mechanism for online deliberation.

Simulation using the virtual reality has been applied in various fields such as exercise, education, disaster simulation training, but there is a little research on disease caused by virus transmission. In this study, we conducted simulation studies and analysis of avian influenza disaster response training. The annual avian influenza virus is recurring every year in Korea, but there are still few solutions and preventive measures for the preventing the avian influenza. The avian influenza can cause a great deal of societal harm and enormous economic damage. Prophylaxis is important because livestock epidemics, such as avian influenza and foot-and-mouth disease, have a large impact on farm households. Therefore, we proposed and analyzed contents that can be avoided through simulation of avian influenza disaster response presented in this study.

Although Flipped Classroom(FC) which has recently attracted attention of educational field, showed its various educational effects such as learning academic achievement, attitude, collaborative learning and self-regulated learning. other studies also showed a number of significant problems and challenges in practically implementing. Thus, this study aims to investigate in-service and pre-service teachers awareness of FC in order to explore its educational feasibility for successfully adopting it to classrooms through the alternative solutions to its limitations. To achieve this goal, we firstly conducted literature review on teaching and learning models and guidelines to draw educational prerequisites and then analyzed needs of 156 pre-service teachers and 42 in-service teachers. According to survey results, 80% of teachers are willing to apply FC to their classes and hope to be offered with pre-learning activity materials and guidelines. They consider junior high school students and college students as appropriate learners, social science, science, Korean, and English as suitable subjects, and video content as optimal materials for pre-learning activities.

In a recent survey conducted among Seoul citizens, the demand for crime prevention in addition to settlement of environmental problem and traffic system improvement turned out to be the highest. In particular, the demand for prevention of crimes in residential areas was higher than any other items. The crime rates are especially high in deteriorated residential districts, which indicates the relation between crimes and physical environmental factors. In other words, proper measures for surroundings can prevent crimes. While there may be various ways to keep the residents from crimes safely, CPTED, a crime preventive method in a way of improving the physical surroundings is one of the most noteworthy solutions. The principles of CPTED involves the basic principles such as Natural Surveillance, access control, and securing of territoriality and additional principles of strengthening of Activity Support and Maintenance & Management. This study aims to present a method to lower and prevent crime occurrences by applying the principles of CPTED in deteriorated Apartment Housing in the middle of a city.

Demand analyses often assume perfect substitution and some level of aggregation before analysis and data collection. Earlier works on this subject are carried out in the context of ordinary demand systems. However, perfect substitution is a degenerate special case in the systems and it is much more easily handled in a system of marginal value functions and no previous analysis has used the marginal value functions to test for perfect substitution and make possible aggregation with prior restrictions. In this article, we present the empirical results on a system of marginal value functions in fisheries and pose testable results of perfect substitution and aggregation. The contribution of this article is new establishment of a set of restrictions implying perfect substitutability among all commodities and the application to the problem of commodity aggregate. A system of marginal value functions is estimated in fisheries and its implication of perfect substitution is reasonably drawn.

Countries around the world have recognized the importance of personal information protection and have discussed protecting the rights of data subjects in various forms such as laws, regulations, and guidelines. PbD (Privacy by Design) is one of the concepts that are commonly emphasized as a precautionary measure for the protection of personal information, and it is starting to attract attention as an essential element for protecting the privacy of information subjects. However, the concept of PbD to prioritize individual privacy in system development or service operation in advance is still only at the declarative level, so there is relatively little discussion on specific methods to implement it. Therefore, this study discusses which principles and rights should be prioritized to implement PbD based on the basic principles of GDPR and the rights of data subjects. This study is meaningful in that it suggests a plan for the practical implementation of PbD by presenting the privacy considerations that should be prioritized when developing systems or services in the domestic environment.

Recently, automatic text summarization, which automatically summarizes only meaningful information for users, is being studied steadily. Especially, research on text summarization using Transformer, an artificial neural network model, has been mainly conducted. Among various studies, the GSG method, which trains a model through sentence-by-sentence masking, has received the most attention. However, the traditional GSG has limitations in selecting a sentence to be masked based on the degree of overlap of tokens, not the meaning of a sentence. Therefore, in this study, in order to improve the quality of text summarization, we propose SbGSG (Semantic-based GSG) methodology that selects sentences to be masked by GSG considering the meaning of sentences. As a result of conducting an experiment using 370,000 news articles and 21,600 summaries and reports, it was confirmed that the proposed methodology, SbGSG, showed superior performance compared to the traditional GSG in terms of ROUGE and BERT Score.

최근 웹 2.0과 시맨틱 웹의 대중화와 더불어 Open API와 링크드 데이터를 이용한 시맨틱 웹 융복합(매쉬업) 서비스가 주목을 받고 있다. 다양한 링크드 데이터와 Open API들을 조합함으로써 새로운 서비스들을 쉽고 빠르게 만드는 것이 가능하기 때문이다. 하지만 사용자가 링크드 데이터와 Open API 서비스를 사용하기 위해서는 서비스 입력 값이나 출력값 등의 해당 정보를 얻어야 하며 이를 위해 링크드 데이터와 Open API를 제공해 주는 사이트를 직접 방문해야만 하는 불편함을 가지게 된다. 본 논문에서는 시맨틱 웹 매쉬업 서비스를 위한 통합 링크드 데이터 및 Open API 관리 시스템을 설계하고 구현하였다. 제안한 시스템에서 사용자는 사전 지식 없이 통합 관리 시스템을 통해 원하는 링크드 데이터와 Open API 서비스를 검색하고 실행할 수 있다. 또한 실행된 결과는 XML 형태로 저장되어 추후 매쉬업 시 재사용이 가능하도록 한다.

Computer Communications and networks have been revolutionized by technological advances in the last decade. There has been an increasing interest in the network security because of the growing popularity of Internet and the importance of networking in business area. With this growing interest, Network engineers come to more concern about improving network survivability. In this paper, we suggest the method that improves the survivability of wired and wireless network. To achieve this goal, we propose the integrated IP management with monitoring network nodes in the same network and controlling its activities.

Self-Organizing Map (SOM) is an unsupervised learning neural network and it is used for preserving the structural relationships in the data without prior knowledge. SOM has been applied in the study of complex problems such as vector quantization, combinatorial optimization, and pattern recognition. This paper proposes a new usage of SOM as a tool for schema transformation hoping to achieve more efficient genetic process. Every offspring is transformed into an isomorphic neural network with more desirable shape for genetic search. This helps genes with strong epistasis to stay close together in the chromosome. Experimental results showed considerable improvement over previous results.
