최근들어 우루과이 협상의 진전이 가사화됨에 따라 서비스업의 개방이 현실적인 사항으로 인식되고 있고, 서비스업으로 분류되는 건설업도 개방압력에 직면해 있다. 건설시장의 개방에 따라 가장 크게 우려되는 부분은 국내업체의 설계 및 엔지니어링 분야를 들 수 있으며 선진외국 건설업체와 비교했을 때 매우취약한 실정이다. 이에 대처하기 위해 설계 및 엔지니어링 기술을 육성시킬 수 있는 기술경쟁입찰 풍토를 조성할 필요성이 있으며 설계 및 시공단계의 상호조정을 통하여 공사수행을 보다 효율적으로 수행할 수 있는 일괄입찰제도의 확대운용은 필수적이라 하겠다. 따라서 본 연구는 국내 일괄입찰공사의 확대시행을 위한 현행 일괄입찰제도의 개선방향을 설정하고 일괄입찰제도 절차의 개선안을 제안하여 설계입찰자의 평가 및 낙찰자 선정에 대한 구체적인 개선안을 도출하고자 하였다. 이와 같은 개선방안의 마련을 위해 설문 및 면담조사가 실시되었으며 최종적으로 실무자들과의 총의회를 통하여 최종안을 제안하였다. 본 연구의 주된 내용은 일괄입찰공사유형의 제시, 사전자격심사, 입찰서류 및 입찰기간, 입찰자평가시 발주처참여, 낙찰자선정, 실시설계판정, 건축$\cdot$토목$\cdot$기계$\cdot$설비에 대한 새로운 평가체계 제시 등으로 요약할 수 있다.

국가를 당사자로하는 계약에 관한 법률 시행령∙시행규칙 및 회계예규가 일부 개정되었다. 이번에 개정된 주요 내용은 입찰참가자격 사전심사 대상의 확대 및 의무화, 최저가낙찰제 대상공사의 확대, 건설재해 및 제재처분 사항 관련 신인도 평가제도 개선(본지 법령과 고시① 참조), 공사의 현장설명제의 보완, 계약이행보증방법의 변경제도 도입, 부정당업자의 입찰참가자격 제한 범위 확대, 입찰방법 심의기구의 일원화 등이다. 본지는 국가계약법 시행령∙시행규칙 및 회계예규의 주요 개정 내용을 게재한다.

정부는 지난 8월 11일 건설분야 기업환경 개선대책을 확정 발표했다. 정부가 발표한 '건설업 기업환경 개선대책'에 따르면 앞으로 최저가낙찰제 공사의 덤핑입찰을 차단하기 위해 노무비와 품질 안전 환경 등의 공종에 대한 저가심의가 한층 강화되고, 하도급대금 지급 확인제도를 모든 공사에 확대 적용하며, 주 계약자 공동도급제도도 개선한다. 또한 중소 지역업체의 경영환경 개선을 위해 건설공사 도급하한액을 상향 조정하고 입찰참가자격 사전심사 시 지역업체 시공참여 배점제를 도입한다.

Inspection system which was performed in the past selected the final winning bidder by separating Pre-Qualification, the basic design evaluation and price evaluation. However, turnkey and alternative bidding construction has selected way to determine the successful bidder as the best design and the most low cost method, comprehensive evaluation method (bid price adjustment, design score adjustments, weights standard), the best design and the fixed amount method from january 1, 2010 to the present. Due to these institutional problems, orders institutions were often a way to determine the successful bidder to apply differently for identical or similar construction. Therefore this study winning bidder selection criteria through analysis of construction the number and construction order performance, order performance by work division and institutional orders, the weights bidder order performance and orders status of turnkey alternative tendering construction to civil part performed in domestic.

As the Fundamentals of Construction Business Act was revised in December 2004 and its implementing ordinances and enforcement regulations were adjusted in June 2005, the screening system of low price subcontracting has been an obligation to the public owners, having brought about arguments for and against since it enacted in 1983. The statutes for low price subcontracting have been reinforced from this year; for example, it underlines to submit to a project and builds an information network of subcontracting works. The system's original intention was that prevents shoddy and fraudulent constructions caused by low price subcontracting and precludes disturbances of fair trade by screening that whether it satisfies the conditions or not in advance. But, the criterion for the existing low price subcontracting has several issues having held up a true mirror to the real situation. It is arguable to discharge an important task with the primary purpose. This dissertation have researched the problem with a deposit of subcontract and the low price subcontracting basic rate are being used by the criteria for deciding whether it is a low price subcontracting or not, so showing the plan of reformation based on the findings, it wishes to contribute toward making the most of the system's essential intent.

The converted accident rates that included in Pre-Qualification (PQ) are to evaluate the results of accidents which have occurred. Therefore, it is demanded the development of proactive evaluation contents to evaluate the safety management activities and efforts on construction companies. The purpose of this study is to provide basic data for the establishment of proactive evaluation contents at public construction project in Korea through the collected and analyzed the PQ documentation applied by public agencies in Los Angeles, USA. The results indicated that diverse reactive safety evaluations are implemented to examine accidents which occurred in past projects such as occupational health insurance, regulation violation. And also, when the accidents occurred, it is evaluated the proactive safety management actions such as safety education, accident prevention programs, and safety management plans are reflected on the evaluation. Thus, if proactive safety related evaluation contents are established and reflected in PQ examinations together with diverse existing reactive safety evaluations considering converted accident rates, not only the existing function of converted accident rates can be reinforced but also businesses' active safety management activities can be induced and decreases in the construction industry's accident rate can be expected.

Recently, overseas plant orders of domestic enterprises are steadily increased, and the amount of orders in the first half of 2014 were 93% increased compared to the previous year. In addition, now which is the third quarter of 2015, overseas plant orders are already over 249.8 billion dollars so the interests of plant industry research has been increased. In the life cycle of the plant project, CM before the construction stage is to complement the uncertainties that are inherent in the early stages of the project, and from the viewpoint of supporting the rational decision-making, the importance of its role is on the rise. Among them, excavating and investing participation plan in the planning stage is an important work that has a large impact force to influence the success and failure of future project. However, the work has become a problem with frequent consultations due to decision-making, continuous modification, and inefficient repetitive tasks. Therefore, it is needed that work process should be changed to effectively accommodate. The purpose of this paper is to derive the major work items for excavating and investing participation plan in the planning stage of the plant project, and establish a standardized work process through the Delphi analysis. The result of this study is expected to be utilized for EPC companies in ensuring the technical competitiveness in planning on overseas markets, and improve the efficiency of work.
