전범위 복제형 시뮬레이터에 의해 이루어진 원자력 및 화력발전소에서의 운전원교육은 훈련원에게 실제 발전소 주제어실에서 운전한다는 인식을 시켜 실제감을 느끼게 한다는 면에서 장점이 있으나, 막대한 하드웨어 개발비용과 또한 동일 장소에 훈련원들이 모여야 한다는 공간적인 제약성을 가지고 있다. 이에 전력연구원은 3차원 웹기술을 접목하여 가상으로 주제어실을 개발하여 네트워크를 통하여 하나의 사이버 공간에서 공동으로 하나의 작업을 수행케 하는 Collaboration 기능을 탑재한 강의실용 가상주제어실 교육훈련 시스템(VRMCR : Virtual Reality Main Control Room)을 개발하였다. VRMCR은 3차원 웹(Web) 기술을 적용하여 공간을 이동하면서 버튼, 계기판, 경보판 등의 형상을 파악할 수 있으며, 주요 계기들은 시뮬레이터와 연동되어 있어서 특정 스위치를 조작하면 경보판의 울림, 계기판의 변화 등을 감지할 수 있도록 개발하였다. 또한 교육생들이 하나의 팀을 구성하여 네트워크상의 자신의 컴퓨터에서 각종계기의 조작 및 문제 상황 대처 방법을 학습할 수 있을 뿐 아니라, Cyber Glove, HMD 둥의 가상현실 장비를 이용하여 사용자로 하여금 한층 더 몰입감을 느낄 수 있도록 하였다.

This study aims to devise reasonable future-oriented librarian training program development plan for satisfying on-site demands of librarians nationwide by examining and finding out the operation of managing the nation's only one librarian training program of National Library of Korea. Based on a survey targeting 2,044 people participating in training program, meeting of interested persons, doing self-operation rating, it tries to find problems of training programs, examine ways to improve them and suggests solutions such as reforming of exclusively designed organization for educating, training of lectures, increasing training budget, promoting cyber training and balancing the testing systems. In addition, as part of improving librarian training programs, it considers Sejong National Library(currently being constructed) to be responsible for sharing its work and management.

This study sets out to examine training courses for newly government-employed librarian for developing training contents to learn their basic knowledge, and suggests development model about training contents' planning, designing and making-process. In addition, in order to evaluate cyber training contents it devises self-evaluating tool, conducts a reviewing of questionnaire and measure by Delphi method. The final content made under the cyber contents development model proposes the six areas and 28th trials. Feasibility assessment for the purpose of evaluating educational contents, based on 17 questions to measure the factor analysis results, it yields, it yields 4 factors having more than .40 variance. Though differences in perception depending on factors did not show statistical significance, the difference in the adequacy of questions results significantly lower in some of them.

서로 다른 지역에서 서로 다른 과정의 실습 중심의 정보보호 단기 교육을 진행하기 위하여 SaaS 기반 가상훈련 시스템을 사용하였다. 본 논문에서는 SaaS 기반 가상훈련 시스템을 이용한 정보보호 실습 교육의 장단점을 정리한다. 강사 및 수강생들은 교육 과정 중 데스크톱 가상화를 사용하여 실습 환경을 구축하는 시간을 절약할 수 있었다. 또한, 원격 실습 지원, 진행 상황 확인도 가능하였다. 관리자는 강사 및 장소와 무관하게 균등한 실습 교육을 제공할 수 있다는 점이 가장 큰 장점이었다. 향후에는 서버 가상화와 데스크톱 가상화가 결합된 하이브리드 형태의 실습 환경 개발을 고려할 필요가 있다.

As face-to-face education becomes difficult due to the spread of COVID-19, the use of e-learning content and virtual training is increasing. In the case of information security education, practice to learn response techniques is important, so simulation hacking and vulnerability analysis activities have been supported as virtual training for a long time. In order to increase the educational effect, contents should be designed similar to real situation, and learning activities to achieve the learning goals should be designed. In addition, excellent functions and scalability of the system supporting learning activities are required. The researcher developed an LMS evaluation index that supports non-face-to-face education by considering the key elements of non-face-to-face education and training. The developed evaluation index was applied to the information security education platform to verify its practical utility.

The purpose of this study is to explore the perception to Technical Vocational Education and Training (TVET) and General Higher Education (GHE) of students, teachers and TVET institutes' directors in Cambodia. As a research method, the study conducted the focus group discussions at Regional Technical Centers in the five representative regions from May to June in 2019. The result was TVET graduates have better chance with linkage in the labour market than GHE graduates through skill-focused curriculum and public private partnership between institutions and enterprises in Cambodia. The study recommend to implement a national strategy to improve the status and awareness of technical skills related jobs and the career pathways for the technical skill level courses.

교육훈련은 기업의 인적자본을 축적하고 혁신을 자극하여 공급측면을 확장한다. 또한 기업 경쟁력 강화에 따른 임금상승과 소비증대, 투자 확대 등 총수요 확장효과도 있다. 그러나 만성적인 현장의 인력 부족, 높은 비정규직 비율 등의 특성을 안고 있는 중소기업의 경우 근로자에 대한 교육훈련 비율이 상대적으로 낮은 것으로 나타나고 있다. 본 연구는 미래신산업으로 평가받고 있는 보건산업분야 교육담당자 및 교육생을 대상으로 교육참여 애로사항을 조사하고 정책적 시사점을 도출하였다. 첫째, 업종 및 기업규모와 관련 없이 가장 큰 애로요인은 교육에 참가할 시간부족이 나타났다. 업종별로는 병원분야가 제조업인 제약, 의료기기, 화장품분야 보다 시간적 제약에 대한 지적이 많아 병원분야 인력부족 문제가 교육 참여에도 영향을 미치고 있는 것을 보여주었다. 둘째, 지방소재 기업일수록 지리적 접근성을 애로요인으로 지적하고 있어 지역 교육 및 기업 현장으로의 찾아가는 교육의 필요성이 도출되었다. 셋째, 중소기업에서 교육정보 인지도를 문제로 지적했는데, 이는 교육 관련 조직이 미비한 중소기업일수록 교육정보 확보 및 사내전파가 낮기 때문으로 추정된다. 이러한 연구결과는 단기 다수교육과정 즉 카페테리아식 교육과정과 사이버과정을 통한 종사자들의 선택권 강화, 지역 및 기업 현장으로의 찾아가는 교육, 중소기업에 대한 지속적인 교육정보 제공 및 사내 전파, 교육참여 우수기업과 종사자에 대한 표창 등의 유인체계가 필요함을 시사한다.

최근 다양한 분야에서 Virtual Reality(가상현실) 기술을 이용하여 개발 및 응용시스템 환경을 구축하고 있는 실정이다. 본 논문에서는 효과적인 입체 3-D 시각적인 인터페이스, 내비게이션(Navigation)과 주요설비(facilit) 조작 등을 통하여 효율적인 교육효과를 지원하는 사이버환경 구축에 관하여 서술한다. 이러한 환경구축의 목적은 학생들(발전소 운전원 및 신입생)에게 원자력발전소에 대한 적절한 지식과 기술을 제공하고, 이러한 액티비티들을 통하여 효과적인 경험 취득 및 지식습득에 도움을 주려하느데 있다. 본 논문은 영광1호기 원자력발전소를 대상으로 3D 입체영상을 구현하여 발전소 운전 중에 가보지 못하는 위험한 시설물 및 기기들을 사이버 환경에서 볼 수 있도록 도와주며, 인터넷 인증을 받고 들어온 사용자에게 시설물 및 주요설비를 web browser를 통하여 자습 및 복습할 수 있는 환경 구축에 관하여 서술한다.

South Korea has been guaranteed the efficiency and the convenience of administrative work based on long-term experience and well-established ICT infrastructure. Vice versa, South Korea is always exposed to various scale cyber-attacks. It is an important element of national competitiveness to secure cybersecurity resilience and response in the public sector. For this, the well-trained cybersecurity professionals' retention and support for their capacity development through retraining are critical. As the Special Act on Balanced National Development, most public agencies moved to provincial areas, but the provincial areas are not ready for this, thus the workforce can't get enough retaining courses. We study to analyze whether there is a gap in cybersecurity educational opportunities or needs in the public sector depending on regions, institution type, and personal traits. This paper aims to suggest solutions for the cybersecurity education gap in the public sector based on the empirical analysis results.
