It is generally discussed rail tour trains in connection with rail tour business. But KORAIL is trying to promote various subsidiary business and tour business together with transport business. Various policies are adopted to make the trains as a object of tourism not just as a means of transportation. In this study we give preliminary plan for revitalizing KORAIL tour business.

In order to maintain construction industry and to improve efficiency, the Korean government legislated private investment system. Private sector takes advantages by adopting CM (Construction Management) project system, however, public sector has relatively less capability and experience than private sector. In this paper, PSM (Partnership Support Management) is addressed in order to actively strengthen the project capabilities for public sector. PSM maintains existing CM project system because it is a concept of expended business model of CM. PSM needed to categorize the private participated project into 5 phases; project development phase, project announcement phase, project evaluation phase, project agreement phase and agreement changing phase. PSM business structure and business process considering stakeholder's interrelationship and participation are suggested in this research. Suggested PSM business model may not only increase a comprehensive understanding of government and project capability, but also may reduce work load and responsibilities for project momentum of private participation in infrastructure.

This paper investigates the impact of the School Library Revitalization Project of the Daegu Metropolitan City. The Project started in 2003, and by 2009 it revitalized 374 school libraries or 86% of all school libraries in Daegu. Utilizing statistical analysis and questionnaires, this research is divided into two parts. Part 1 analyzes the progress of annual budgets, facilities, collection, personnel, and the circulation data of the libraries. The other part surveys the following: the effects and the satisfaction level of the Project; the teacher's perception of the library's functions; the qualification of the libraries' personnel; the initiatives for developing the library, policy and future plans of the Daegu Metropolitan Office of Education for the libraries. Three groups participated in the survey: principals, class teachers, and teacher librarians.

'뚜렷한 사업 아이템이 없다.' '아이템이 고갈된 것은 아닌가?' 최근 자판기 산업의 부진을 바라보는 시각에 있어 사업아이템 부재에 대한 우려의 목소리가 커지고 있다. 과거보다 새로운 아이템의 발굴과 상품화에 대한 업체들의 의지가 크게 꺽여, 시장 활성화를 주도할만한 뚜렷한 신제품이 많이 보이지 않는 상황에 있다. 침체에 빠진 산업에 활력을 부여하기 위해서는 새로운 아이템에 대한 투자가 활발히 진행되어야 하는 게 가장 시급한 과제이다. 큰 변화 없이 기존 제품 위주로 자판기 산업의 무한한 가능성을 묶고 있을 시점이 결코 아니다. 금호 기획특집에서는 자판기 산업의 아이템 다변화 동향이 부진한 이유를 규명해보고, 신시장 활성화를 주도할 만한 아이템 개발의 묘책은 과연 어디에 있는 지를 살펴봤다.

As coming smart computing era, the government and leading telecommunication companies have actively supported the development of mobile applications. However, since it is processed apart from the characteristics of small businesses, policy problems and support ways have continuously been pointed out. In this study, we selected priority of support project for the activation of the mobile application development, then proposed support ways for the success of small development business. Firstly, we researched the mobile business literatures, support projects and policy trends of the Korean government, academia and private sector. Next, we developed the activation model for small development business by synthesizing of support projects, literatures and expert group interviews. Based on this model, we selected priority of support projects according to AHP (Analytic Hierarchy Process) analysis results. In conclusion, we categorize the five support ways for the activation of mobile application development. We are expecting that these support ways will be useful to the development of effective policies and selection of detail tasks for the support of small business or developers.

This study aims to investigate Marseille's Euromméditerranée project and provide policy implications for revitalizing domestic urban regeneration projects. First, we identify Euroméditerranée as a pivotal urban regeneration effort, executed by EPAEM-an organization fostering governance-driven project advancement through collaboration and investment from both central and local governments. This endeavor has significantly contributed to revitalizing Marseille, enriching the quality of life for its residents. Second, this urban regeneration project has the following notable features: consolidated approach with combination of full redevelopment and rehabilitation, integrated regeneration covering hardware-like physical regeneration and software-like economic, cultural, and environmental regeneration; government-type urban regeneration project structure. Finally, we suggest that policymakers should consider the economic scale in urban regeneration projects, national-level government organizations, and efficient public-private partnerships.

As a part of the Saemangeum development, the Gunsan Bi-eung port is underway to be developed for a tourism complex. Since the perception and preferences of the residents are one of the most important steps for the project, those were surveyed and analyzed to generate a proposed vitalization plan. Based on the survey, most of residents had negative opinions on the current development and condition as well as the effectiveness of the development in the future. Residents also pointed out that leisure facilities and higher level of accommodation were necessary, and desired a coastal deck in the Bi-eung beach. Therefore, for vitalization of Bi-eung port area, construction of a comprehensive resort with sports and leisure facility is suggested to attract visitors. Also, efforts from residents and administrative supports are required in marketing, advertizement, and sound business environment.

최근 건설산업은 공공 및 민간부문의 발주물량 감소가 가시화되고 있으며, 최저가입제에 의한 사업수익율 하락 추세는 향후 건설업 붕괴위기, 건설산업 사양산업화라는 비관적 견해가 떠돌 만큼 건설업 전반이 심각한 위기를 맞고 있다. 정부는 재정 부족으로 인하여 SOC사업의 축소조정이 불가피하지만 국가경제의 악영향 해소와 신속한 경쟁력 회복을 위해 SOC사업에 대한 투자확대와 푹소범위 최소화의 필요성을 인식하고 있으며, 이에 재정부족과 SOC 확충이라는 두가지 문제를 해격하기 위해 민간투자사업이 활성화되고 있는 실정이다. 현재, 정부에 의해 주도되고 있는 민간투자사업의 제도 및 법률의 개정방향은 피간 건설업체가 주도하던 민자사업에 대하여 연기금 및 금융권으로의 전환을 예고하고 있으나, 현실적으로 금융권이 자체적으로 SOC 사업에 대한 투자를 위한 사업 타당성 분석이 어려운 실정이므로 이에 대한 대안으로 SOC 민간투자사업에 대한 노하우를 축적한 건설업체의 SOC 민간투자사업 분야에 아웃소싱 개닐념 도입, 특화하여 효율성을 극대화 시킴으로써 사업의 안정성 확보와 동시에 투자 수익 실현을 통하여 SOC 민간투자 활성화에 견인차 역학을 할 수 있는 전문운영회사의 도입에 대하여 논하고자 한다.
