디지털 융합시대 방송통신 정책방향

  • 지난 2008. 2월 정부조직 개편에 따라 방송통신위원회가 출범함으로써 디지털 융합환경에 능동적으로 대응할 수 있는 제도적 기반이 마련되었다. 신설된 방송통신위원회는 공공성과 산업성을 조화시켜 "품격있고 활기찬 커뮤니케이션 일류국가"를 구현하는 것을 비전으로 삼고 있다. 2009년에는 전반적인 경기침체 속에 방송통신 서비스 및 기기 분야도 예년에 비해 저성장이 예상되고 있어, 경제 살리기 차원에서 고용효과가 높고 경제적 파급효과가 큰 방송통신 서비스를 집중 육성할 계획이다. 우선 IPTV의 조기 산업화를 위해 네트워크 및 콘텐츠 투자확대, 공공분야 시범사업, 기술개발 등을 집중 추진하고 방송의 디지털전환에 대한 국민적 인지도를 획기적으로 향상 시키려고 한다. 나아가 수평적 규제체계로 나아가는 통합 사업법 준비에 본격 착수하고 다매체 다채널 시대에 적합한 방송통신 콘텐츠 활성화에도 노력을 경주할 것이다. 방송분야에서는 세계적 추세에 맞춘 규제 개혁이, 통신분야에서는 본원적 설비투자에 대한 투자활성화 유도가 핵심이다. 아울러 소중한 전파자원의 효율적 이용을 강화하고 방송통신망의 고도화도 계속 추진할 것이다. 끝으로 기술 발달과 산업 성장이 궁극적으로 이용자 복지 증진에 기여하도록 세심한 주의를 기울일 계획이다. 우리는 방송통신 융합 활성화에 유리한 물적 인프라와 인적 특성을 보유하고 있어 민관이 공동으로 노력한다면 다가오는 시대에도 방송통신 강국의 지위를 유지할 수 있을 것이다.

  • 이동통신 산업의 급격한 발달로 모바일 관련 서비스가 급성장하고 있다. 특히 모바일 인터넷과 연계된 서비스 중 모바일뱅킹이 인터넷 뱅킹에 이어 비대면 금융거래의 채널로 활성화되고 있다. 본 논문에서는 모바일뱅킹 서비스의 정의, 등장배경 및 현황에 대해 먼저 살펴보고 최근 3세대 이동통신서비스인 WCDMA의 확산에 따라 부각되고 있는 USIM 기반의 모바일뱅킹 서비스에 대해서도 살펴본다. 마지막으로 향후 모바일뱅킹 서비스의 전망에 대해서도 살펴본다. 현재 모바일뱅킹 관련 서비스가 활성화되지 않는 이유는 기술적인 문제 보다는 법제도적인 문제와 사업자간의 이해관계 문제 때문이다. 최근 일부 사업자간 합의에 따른 표준화 및 업무제휴 등의 사례가 등장하고 있으며 WCDMA 가입자가 급격히 증가하고 있어 차차 보급이 활성화 될 것으로 전망된다.

  • 최근 국내에서도 이동망 경쟁활성화를 위한 방안으로서 MVNO 규제제도를 도입해야 한다는 논의가 진행되고 있다. 이미 주요 선진국들은 이동통신망의 경쟁활성화, 유무선통합의 추진, 이동통신네트워크 여유용량 해소, 모바일 인터넷의 활성화를 위해 다소 입장의 차이는 있지만 MVNO 규제제도를 일반적으로 도입하는 추세이다. 또한, 새로운 MVNO 규제제도 하에서 다양한 신규사업자들이 이동통신시장에 진입하고 있다. 지난 2002년 10월 1일에는 영국의 유선사업자인 BT가 자회사인 MMO2를 MNO로 하여 MVNO시장에 진입하여 이동통신 이용자들을 대상으로 서비스를 개시하였다. 국내에서도 MVNO 제도가 도입될경우 BT와 같은 유선사업자들이 시장에 진입할 수 있을 것으로 사료된다. 따라서 본 고에서는 국내의 유선사업자들이 MVNO로서 국내 이동통신시장에 진입할 수 있는 제도적 방안을 검토하였다.

  • 이 연구에서는 건강가정지원센터의 프로그램 활성화를 위해 가족의 가치관, 의사소통, 가족관계성 수준에 따라 개설하고자 하는 프로그램 필요도가 다르게 나타날 것이다라는 연구문제를 규명하기 위한 목적에서 출발하였다. 이러한 연구목적을 달성하기 위해 G광역시 서구지역에 거주하는 주민 299명을 대상으로 자기기입식 설문지 방식을 사용하였다. 분석결과, 가족의 가치관, 의사소통, 가족관계성 수준에서 평균미만집단이 평균이상집단과 비교하여 건강가족지원프로그램에 대한 필요도가 유의미하게 높게 나타났다. 따라서 건강가정지원센터의 사업 프로그램은 지역주민의 가족의 가치관, 의사소통, 가족관계성 수준을 반영한 필요도 중심의 활성화 방안을 모색해야 할 것이다.

  • This study presents the results from an investigation into ABS to revitalize small and medium construction enterprises, and to analyze merits and demerits of ABS introduction using sensitivity analysis some realistic cases. According to some available procedures, this study suggests ABS introduction structure of new education facilities construction in BTL projects of two different types. In order to analyze the effectiveness of introduction, a model was built as new education facilities construction in this paper. In addition, this study tried to put a figure on finance interest changes by analyzing changes for earning rates and money that payed by the government. Moreover, this study also presents merits and demerits of ABS introduction.

  • In Korea, no institutional tool or regulation exists by which a retail business in charge of gathering and maintaining subscribers can be guaranteed independence from the wholesale business division of a fixed incumbent provider of essential facilities such as ducts, poles and copper or fiber cables, which may also be offering the same products to its rivals. For that reason, a wholesale division may have an incentive to intentionally disrupt the sharing of facilities requested by competitive operators in cooperation with the retail division. Ultimately, the facility sharing process will remain inactive when there is a lack of equivalent access to the fixed access network. Therefore, this paper analyzes recent cases of access network separation and suggests long-term measures for the successful implementation of the sharing of facilities.

  • The Construction Management(CM) System in Korea is systematized both in name and reality by being prescribed in Construction Industry Act('97) and Construction Management Act('01) through various discussions considering reformation of construction industry structure and enhancement of construction technology competitiveness. Specially in the public construction works, CM Pilot Project is promoted by central government for the activation of CM system introduced for efficiency of public construction project. The promotion of Pilot Project is not only the settlement and activation of CM system but also the process to embody and diversify the CM system. Now we should develop various CM application type such as Owner type, PM type and type for private capital project in doing so. And with this efforts, we could expect that CM system should play an important role to enhance the efficiency of public construction works and should affect private construction sector.

  • Publicly funded project centered urban regeneration projects have limitations in the implementation to fit the urban regeneration plan system under the 'Special Act on Promotion of and Support for Urban Regeneration.' Since urban regeneration projects have been promoted with publicly funded project centered uniform plans and non-planned systems as such, many problems have arisen such as increases in the time to establish plans such as many strategic plans and activation plans and resultant increases in social costs. Therefore, in this study, with a view to finding methodologies for the establishment and flexibilization of urban regeneration plan systems, the actual state of operation of the urban regeneration plan system was analyzed to find problems and present improvement plans for reestablishment of the South Korean urban regeneration plan system.

  • The domestic railway parts and equipment manufacturing industry is mainly focused on SMEs, and the majority of them are suffering from profitability because they cannot build economies of scale. Besides, they have survived in the form of importing technology products from overseas advanced countries and delivering them to domestic railway operators rather than having in-house technology. Therefore it is necessary to study whether the problems of the current railway industry can be identified and improved and at the same time, whether the government's railway industry development policy is properly reflected. literature studies related to technology commercialization, and conduct surveys of AHP questionnaires on the experts of the manufacturing industry of SMEs, academics / research institutes of the railway industry. After that, the Level 3 activation method AHP analysis was additionally performed on the important factors of Level 2 that have the highest importance and priority in Level 1. As a result of the AHP analysis, 'Technical Connectivity' was the most important method in the technical factor, and SME experts and academic and research institute experts were highly evaluated for 'commercialization ability' Competence in terms of importance. As for external support factors, it was analyzed that SME experts "support for manpower development" was important, while the other two group experts research and development support was important. In this study, the priority of the government support and policy priorities are suggested according to the capabilities of the railway manufacturing SMEs before the future R&D support.

  • There are various ways of the conventional market boost are suggested for an urban renewal recently. Presently, the government has decided to invest total 8 hundred and 10 billion dollars, including a budget of 4 hundred and 60 billion dollars and a capital of the local government, for it for the next 3 years. But, Since Its business has been focused on the redevelopment of the surroundings; remodeling, building parking lots and elevators etc, it has not solved the basic problems of the traditional marketplaces themselves. This research shows the right way to boost the traditional markets with the characteristic of them through case studys from the different cities, revaluation of their images besides the western styled wholesale markets. The survey targets on the traditional marketplaces and the wholesale markets around Tea-Hwa river in Ulsan. And, the different impressions of them are evaluated based on SD(semantic differential method) with citizens' general point of views of them, the sampled pictures and relevant adjectives. The conventional market boost finds the way to be succeeded through the analysis of a primary element base on the survey.
