  • Recently, various problems have been occurred in Apartment reconstruction process. Such as, delaying schedule, additional cost increasing, etc. Those were caused by decision making which is lack of professionality in early phase of reconstruction process. Therefore, in this study proposed improvement plan by application of project management and construction management process in Apartment reconstruction project.

A Study on the Prediction of Initial Sales Rate on Apartment Housing Projects (민간 아파트 사업의 초기계약률 예측에 관한 연구)

  • Apartment developers consider the initial sales rate as an important indicator for their success of apartment development projects. They tried to achieve a secure level of initial sales rate. In spite of its importance, there is little research on the initial sales rate because of the difficulties in gathering proper data for analysis. This study, however, collects the data in initial sales rates in Su-won from various sources such as construction companies, marketing companies, sales companies and so on. By using this rare data, this study analyses the initial contract rate of apartment and estimates the initial contract rate by sales price. The result of this study shows that important of land area ratio, brand, and distance to park. It is expected that the proposed model will be used for apartment developers in sales planning phase.

  • There are various factors affecting the success and failure of an apartment building project. However, after the unit sale price has been determined and the sale has started, the most important factor affecting on the project is the initial sales ratio for one month after the sale. Generally, developers predict an initial sales ratio by various data such as economic situation, the trend of the housing market, and the house price near the business place. However, it is very difficult for these factors to be calculated quantitatively in connection with the initial sales ratio. Therefore, the purpose of this study is to develop a regression model for forecasting the initial sales ratio of apartment building projects. For this study, pre-sales data collection, correlation analysis between influencing factors, and regression model development are performed sequentially. The results of this study are used as basic data for predicting the initial sales ratio in the feasibility analysis of apartment building projects and are used as key data for the development of the risk management model.

  • Recently, Several Mega project are been performing as a multi-dimensional development project in Korea, but some problem has been revealed about deficiency of the history, experience, and skill. A multi-dimensional development project require the technology which can manage mega project to its specific at the level of program management. predicting schedule and schedule management are the most important for mega project, been performing over several years. This research shows the method of predicting and planning schedule in the early stage as a pre-study on developing a technology of schedule management. First of all, it presents the development of database considering the specific of mega project that can accumulate the history of schedule and search the schedule according to the type of single and multi building. Also it suggests the method of prediction schedule by creating scenarios according to owner requirements and cash flow, affecting schedule management in the early stage, and the shortening possibility of schedule duration using CCPM theory.

  • 한국형발사체개발사업은 대형복합시스템 사업이며, 장기간에 걸쳐 개발이 진행되는 사업이다. 따라서 사업적, 기술적 측면의 불확실성과 위험 등이 존재하며, 이를 적절히 관리 통제하지 못하면 비용 상승, 일정 지연 및 기술성능 요구조건 등의 불만족을 초래한다. 따라서 개발사업 초기단계에서부터 일정, 비용, 기술성능 및 위험관리 등을 위한 종합적 사업관리시스템 구축 및 운용은 개발사업 성공의 주요 관건이다. 현재 한국형개발사업단에서는 이러한 요구조건을 만족시키기 위한 일환으로써 일정 및 비용에 대한 효과적 관리시스템인 EVMS(Earned Value Management System)을 구축하여 운용 중에 있으며, 한국형개발사업에 맞는 최적화된 EVMS을 구축하기 위하여 시스템 커스터마이징 작업을 수행 중에 있다. EVMS의 구축과정에서 가장 고심했던 문제는 WBS 개발과 성과(Earned Value) 측정방법의 선정이었다. WBS의 경우, 개발초기단계에서부터 사업 전체를 포괄하는 완벽한 WBS을 개발하는 것은 상당히 어려운 문제이다. 그러나 사업초기에 존재하는 불확실성 및 위험에도 불구하고 개발을 계속 진행해야 하는 상황은 개발 현장에서 자주 접하게 되는 문제이다. 이러한 문제를 해결하기 위해서 적용하는 유용한 기법이 연동계획하기(Rolling Wave Planning)이다. 한국형개발사업을 위한 EVMS 구축과정에서도 이와 같은 문제에 봉착하게 되어 WBS 개발 시 연동계획하기(Rolling Wave Planning)기법을 적용할 예정이다. 성과(EV) 측정방법의 경우, 퍼센트완료기법과 마일스톤+퍼센트완료기법 등을 선정하여 적용 중에 있다. 현재 연구개발사업의 특성을 고려하여 우선 퍼센트완료기법을 적용하여 성과를 측정하였으나, 성과측정 결과의 주관성 문제로 인하여 마일스톤+퍼센트완료기법을 적용하여 성과(EV) 측정 결과의 객관성을 최대한 확보 할 예정이며, 최종적으로 한국형개발사업에 최적화된 성과측정 기법을 개발할 예정이다.

  • Early cost estimation promote efficient budget plan by comparing alternatives and presenting cost information However it is hard to predict accurate cost because of vague cost standard and lack of available information in the early stage. The precious cost model has limitations in the accuracy because they are simple linear model which uses the unit cost per kilometer. This study presents the framework of early cost estimation for road construction projects to overcome the limitation of previous cost model. This study analyzed domestic and foreign cost model and cost data of previous road construction project to present method of cost model framework.

Land Bank Bond for the Diversification of Land Bank Financing Resources: Comparative Case Study and the Improvement of Legal, Accounting System (토지비축의 안정적 재원조달을 위한 토지은행채권 도입방안: 사례 비교를 통한 법·제도·회계처리 개선방안을 중심으로)

  • The financial resources for public land banking enacted by Public Land Banking Act (2009) are LH (Korea Land and Housing Corporation) contributions, LH Bond, Land Bank revenues, etc. But, in real, the efficient funding resource is mainly LH bond. In these days, LH has experienced deep financial distress, and difficulties in issuing it's bond. Therefore, Land Banking project also has been inactivated because of poor financial resources. As Land Banking project depending its financial resources mainly on LH Bond does not have financial sustainability, it is necessary to reform the fundamental funding structure. This is the starting point for the topic of this paper. This paper suggests to reform the funding structure, and to introduce Land Bank Bond guaranteed by Government, and also to modify the accounting method of Land Bank to separate the Land Bank accounts with LH accounts. The funding structure reform can be summarized as follows; In early stage of the Land Banking project, sufficient government support by guaranteeing the Land Bank Bond is necessary. Gradually, the portion of LH's contribution can be increased in company with LH's financial distress being solved and administration being normalized. When the project reached on the stage of maturity, cash inflows by selling the reserved land can exceed the cash outflows for reserve new land. To introduce the Land Bank Bond guaranteed by government, the Public Land Banking Act (2009) should be revised. Along with this, to modify the accounting method of Land Bank, the rule for public enterprise accounting system must be partially revised.

R&BD Performance Analysis of Defense Venture Program Using DEA (DEA를 활용한 국방벤처 지원사업 연구개발 및 사업화 성과 분석)

  • The defense venture support program supports development so that it can be applied to the defense sector based on their technology and ideas to revitalize the private advancement of small and medium-sized enterprises to the defense sector. Since 2015, it has been operated with contributions from the Defense Acquisition Program Administration and has supported 84 projects. Moreover, it is an early stage in which results have been derived after 2018. In this study, the R&BD efficiency derived according to the budget for each project was compared using data envelopment analysis and classified and analyzed according to the characteristics of each project to identify the performance factors for each outstanding project. Based on the analysis results, this study considered support plans for efficient support programs and continuous performance creation in the future. As a result, it is expected that the effectiveness of the defense venture support project will be strengthened, and excellent performance will be expanded based on this study.

  • 최근 급격한 증가세를 보이고 있는 신재생에너지 사업중의 하나인 태양광 발전사업은 아직까지는 기술적, 사회적으로 초기 발전단계를 지나고 있다. 또한 원자재를 포함한 글로벌 실물경제의 변동성이 심하고 에너지 산업분야의 기술수준 역시 급변하고 있으며, 에너지 산업이 과거와 달리 자유경쟁 체제로 변화하고 있어서 태양광 발전사업의 가치를 평가하여 사업에 진입하고자 하는 의사결정을 갈수록 어렵게 하고 있다. 본 논문에서는 실물옵션 기반의 투자가치 평가방법을 적용하여 태양광 발전사업의 사업 투자가치와 최적투자시점을 분석한다. 전력판매가격과 초기투자비용 등의 불확실성에 대해 사업자가 대응 가능하도록 이항격자 모형을 통한 분석을 시도하고, 기존의 현금흐름할인법을 기반으로 한 사업성분석 결과와 비교하였다.
