지난 6월 22일부터 7월 6일까지 한국오리협회 회원 36명은 로스앤젤레스를 비롯한 샌프란시스코 등 미서부 지역을 12박 15일간의 일정으로 2023년 해외연수를 다녀왔다. 이번 해외연수는 국민소득 증가 및 웰빙 붐에 따른 고품질 축산물에 대한 소비자의 욕구증대에 대응하기 위한 전략을 마련하고 자조금 사업 홍보 확대 및 시장개방에 능동적으로 대처할 수 있도록 축산인 스스로의 전문성을 함양하기 위해 진행됐다. 총 36명의 해외연수단이 방문한 미국은 전세계 식품 시장의 50% 이상을 차지하고 있으며 세계 경제의 중심지이자 최대 식품 수요처로 글로벌 식품회사들의 '꿈의 무대'로 인식되고 있다. 이번 해외연수를 통해 미국 식품시장의 현주소와 트렌드를 살펴보고 미국 현지 농장을 방문해 경험한 새로운 형태의 복합농을 소개한다.

Eco-town development projects have often prevailed throughout the World to initiate the new form of sustainable development plans. As a future development type, the eco-town project shares underlying notions with sustainable development, which has been recently revised into a wider definition; (i) energy efficiency, (ii) climate adaptation, and (iii) socio-economic development. There are four types of eco-town projects based on its characteristics and aims depending on project sites, regions, or countries. This paper tried to demonstrate the types of eco-town projects and summarizes its strategy plans from each type. Many eco-town cases can be placed in one of types, however there cannot be strictly discrete classification by its complicated and composite characteristics of them. In conclusion, the analyzed types can be a useful strategy plan for pursuing further eco-town projects in domestic as well as in international regions.

본 논문에서는 한국사회 내 2014년 이후 2022년 현재까지 진행되고 있는 다양한 생애주기별 재난안전교육 체계를 분석하여 재난 발생 시 자신의 생명과 재산을 보호할 수 있는 재난안전교육 인프라 구축을 위한 제언을 통해 시민 대상별 최적화된 재난안전교육 체계화를 모색하고자한다. 2014년 4월16일에 발생한 세월호 침몰 사고는 2015년 '재난 및 안전관리 기본법' 시행규칙의 일부 개정 및 이에 근거한 '국민안전의 날'이 국민안전의 중요성을 되새기자는 의미로 제정된 계기가 되었을 뿐만 아니라, 재난안전교육에 관한 전반적인 변화의 필요성을 깨닫게 해준 가슴 아픈 사건이었다. 이에 서울시 소방재난본부 현장대응단에서 2014년 말부터 시민대상 초기대응을 위한 재난안전 교육체계를 기획하고 10만의 안전리더 양성을 추진했다. 동시에 다양한 형태의 시민대상의 재난안전교육이 시, 도별로 진행되었다. 특히 서울 시민의 1%인 10만 시민안전파수꾼 양성을 위해 진행되었던 시민안전파수꾼 정책 사업을 위한 재난안전 교육체계는 시민을 대상으로 황금시간 목표달성을 통한 초기대응으로 재난규모를 최소화 할 수 있도록 안전에 관한 소양교육의 기본을 구성해 교육했고, 이는 시민 대상 재난안전교육의 방향에 대해 시사하는 바가 크다. 정책사업 초기 대학생 이상의 성인을 교육 대상으로 선정하여 교육이 진행되었고, 그 후 2018년 이후 고등학교 이상으로 교육의 대상범위를 확대하여 진행했지만 안전리더로서 역할은 한국사회 전체 구성원들의 인식이 필요한 부분으로 어린 시절부터의 반복 교육을 통한 안전문화가 시스템으로 구축되어 자연스럽게 습득되어 질 수 있도록 해야 한다는 필요성을 절감하게 되었다. 이에 다양한 생애주기별 재난안전교육 체계를 분석하여 국민스스로 재난 발생 시 자신의 생명과 재산을 보호할 수 있는 재난안전교육 인프라 구축을 위해 시민대상 재난 안전교육을 '황금시간 목표달성'을 준거틀로 기존의 중앙, 서울시, 부산시, 경기도 및 산하 교육청에서 실시해온 재난안전교육 체계 관련 문헌의 비교분석을 통해 시민 대상별 생애주기별 최적화된 초기대응을 위한 재난안전교육 체계를 모색하여 재난안전교육의 방향을 제시해 보고자 한다.

Urban regeneration projects tingeing the shape of mixed-use development, due to the nature of the business, involve risk factors such as protracted business conflict among participations, subjects, complex approval and permission procedure, frequent policy changes, etc. Therefore, systematic risk management is needed to effectively manage the numerous risk factors that may occur during the process course of project. However, risk management of large and complex development projects such as urban regeneration projects is in the introduction stage yet and somewhat one time risk management plan has been established. Therefore, in this study, in order to systematic risk management of urban regeneration projects inhered numerous risk factors, risk factors for urban regeneration projects through preceding studies and case studies were presented. Also risk factors are classified in accordance with business propulsion phase, by estimating the importance for these, step by step emphasis on managed subjects of risk management was proposed.

u-City projects are different with the existing urban development projects progress via convergence with IT technology. Therefore, it inheres many risk factors more than the existing development projects as including more complexity and variety. The risk management system to systematically manage those risks which get identified and quantified is required. Especially, the planning phase that is appeared the various forms has a large effect on the success of the business. However, the management of risk factors remains in the passive form. So the problems on u-City project in the planning phase and risk factors of existing development business were analyzed for the continuous growth and the successful performance of u-City project, and those risk factors was identified and quantified by using statistical technique. In the results of it, the core risk factors were obtained through which way and the basis for the effective risk management in u-City business is provided.

정유사들이 오는 7월부터 2년 동안 바이오디젤을 자발적으로 구매해 경유에 혼합 공급한다. 바이오디젤이란 콩이나 유채, 팜 등에서 추출한 식물성 유지나 폐식용유 등을 원료로 생산한 경우 대체연료로 정부가 지난 2002년부터 시범보급사업이 진행중이다. 그간의 시범보급사업에서 정부는 바이오디젤을 경유에 2:8로 혼합한 BD20 형태를 유지했지만 올해부터는 사정이 달라졌다. 주유소에서 판매가 허용되던 BD20 형태를 유지했지만 올해부터는 사정이 달라졌다. 주유소에서 판매가 허용되던 BD20은 7월 이후 자가 정비시설 등을 갖춘 연료 자가소비처로 유통을 한정하고 그 대신 모든 경유에 5% 이하의 바이오디젤을 혼합, 공급하는 'BD5' 방식을 선택했다. 하지만 'BD5'가 의무적인 것은 아니다. 현재 경유의 법정 품질기준에는 바이오디젤을 지칭하는 '지방산메틸에스테르 함량이 5% 이하까지 혼합할 수 있도록 하는 'BD5'기준이 설정되어 있지만 최저 혼합비율을 설정하지 않아 정유사 마음먹기에 따라서 전혀 혼합하지 않아도 된다. 혼합 가능한 상한선만 정해 있을 뿐 하한선은 없기 때문이다. 이와 관련해 정부는 2008년 월 이후부터 법으로 최저 혼합비율을 명시해 정유사들이 의무적으로 바이오디젤을 섞어 판매할 수 있도록 하겠다는 복안이다. 이에 앞서 정유사들은 지난 3월 산업자원부와 협약을 맺고 올해 7월부터 2008년 6월까지 2년동안 바이오디젤을 자발적으로 구매해 경유에 혼합 공급하겠다고 선언했다. 구매 물량은 연간 9만톤 수준으로 정부가 의도중인 2008년 7월 이후의 본 보급에 앞선 사실상의 마지막 실험 무대가 될 수 있다는 측면에서 중요한 의미를 갖게 된다. 바이오디젤이 대중적으로 보급되기 위해서 필수적으로 갖춰야 하는 원료의 안정적인 수급이나 품질의 안정성, 가격경쟁력 등이 향후 2년간의 과정에서 충분히 검증돼야만 본 보급에 착수할 수 있기 때문이다. 이처럼 중요한 시점에서 바이오디젤시장이 안고 있는 문제점을 점검해 보고자 한다.

최근 한국전력의 일선 사업소에서 배전선로 계통운영 업무에 많은 어려움을 겪고 있다. 분산형전원의 보급이 확대되면서 단방향 고장전류로 처리하던 보호협조 및 배전자동화 업무에 문제점이 발생되면서 혼선이 생기고 있는 것이다. 현행 배전선로 보호협조 업무는 모두 방향성이 없는 형태로 OCR, OCGR과 Recloserfh 대변되는 배전용 차단기의 협조방안으로 운영되어 왔으며, 배전자동화의 경우에도 부하측 공장에 대해 고장표시기(Fault Indicator)를 발생시키는 로직을 활용하여 배전선로의 안정화에 크게 기여하여 왔다. 하지만 최근 급속도로 발전하는 신재생에너지 사업과 관련하여 배전선로와 연계된 분산전원이 점차로 많아지고 있으며, 따라서 이제는 양방향 분산전원를 고려한 보호협조가 적용되어야 할 상황이다. 이에 발맞추어 최근 여러각도에서의 분산전원 연계기술에 대한 많은 연구가 진행되고 있다. 본 논문에서는 현행 배전선로에서의 분산전원 연계시 나타나는 문제점과 그 대책에 대해 알아보고자 한다.

국토해양부는 지방국토관리청의 도로공사와 관련하여 발생하는 공사비 정보의 교환 및 공유를 목적으로 작업분류체계 기반의 공사비 관리 항목을 추가하여 전자설계도서 작성 납품 지침을 개정하였다. 이를 반영하고 문제점 개선 및 활성화를 위하여 5개 지방국토관리청에서 관리중인 10개 도로건설공사를 시범적용 사업으로 지정하여 발생하는 공사비 정보를 디지털 수량산출정보로 관리하고 있다. 시범사업을 진행하면서 건설공사에 발생하는 설계변경 업무를 전자화하여 관리하는 기능을 개발하고 추가 적용하였다. 이를 통해 건설사에서 생성한 설계변경 정보를 건설사와 발주처가 동일한 형태로 공사비 정보를 공유 및 관리 가능하도록 하였다.

최근 4대강 사업이 진행되면서 하천의 보가 설치되고 있다. 하지만 이러한 구조물은 수체 거동의 특성을 변화시키며, 수질의 분포 또한 일반 하천과는 다른 특성을 지니게 된다. 흐름 방향보다 수심 방향으로의 특성이 강하게 작용하는 저수지 형태의 하천에서는 1, 2차원적 모델의 적용에서 벗어나 3차원 수리 수질 모델링을 적용함으로써 하천과 다른 특성을 반영한 모델을 구축해야 한다. 따라서 본 논문에서는 4대강 사업에 따른 보 설치로 인한 금강 수계 일부 구간을 대상구간으로 선택하였으며 EFDC(Environmental Fluid Dynamics Code)의 수리헉적 부분과 조류중심의 해석 구조를 지닌 WASP(Water Quality Analysis Simulation Program)의 수질부분을 연계하여 하나의 모델로 구축하여 보설치에 따른 수질변화를 모의하였다.
