A Study on the Current Status and Characteristics of Fine Dust Generation in Construction Waste Intermediate Treatment Plants and Neighboring Areas (건설폐기물 중간처리 사업장과 인근 지역의 미세먼지 발생 현황 및 특성에 관한 연구)

  • The objective of this study is to investigate the environmental impact of fine dust generated at the construction waste intermediate treatment plants, and to propose engineering data and measures to suppress the generation of fine dust to cope with the expected strengthened environmental regulations of the government. The following study conclusions are drawn. 1) T he maximum concentration of fine dust in the workplace was measured as 160㎍/m3 from the crushing operation followed by the point of waste unloading, where focused suppression plan of the fine dust generation is needed in the future. 2) Fine dust concentrations of 113㎍/m3 in wet road conditions and 50㎍/m3 in dry conditions were measured, indicating that fine dust could be reduced by 50% with watering alone. 3) The effect of distancing from the dust source was studied. PM10 during operation of the workplace was measured as about 25㎍/m3 higher than those of the neighboring areas. Whereas there was no significant difference in case of PM2.5 between workplace and neighboring areas. 4) The measurement results of the heavy metal contents showed that these metals did not affect neighboring areas.

  • 환경부는 폐기물관리정책의 방향을 종전의 안전처리 및 단순 재활용에서 발생억제와 자원화 확대로 전환하고자 제명을「자원순환사회형성과 재활용촉진에 관한 법률」로 변경했다.법 전반에 걸쳐 자원순환의 개념과 원칙의 반영을 강화하고, 제품 및 개발사업의 자원 순환성 평가∙사업장 폐기물의 감량화∙부품 등의 재사용 촉진∙순환자원을 이용한 에너지회수시설의 설치 및 운영∙폐기물 전처리시설의 설치 및 운영 등을 새로 규정하거나 강화하여 자원순환사회를 조기에 정착하고, 현행제도의 운영과정에서 나타난 일부 미비점을 개선∙보완하기 위해 다음과 같이 법률을 개정했다.본 고에서는 주요 내용을 살펴본다.

  • The government is promoting recycling of waste resources through the enactment of Fundamental Law on Resource Circulation, the revision of the Wastes Control Act and zero-landfilling of untreated waste through improved processes such as recycling and diversification. As of 2015, the total amount of landfilled waste is 38,308 ton/day in Korea. The amount of landfilled waste from industrial sectors is 23,577 ton/day, accounting for 62 % of total landfilled waste. In the study, we investigated the characteristics of the thermal treatment residue among inorganic wastes and estimated the landfill reduction potential according to the relevant recycling criteria, which can go through recycling paths. As a result, it is estimated that about 5~42 % of the landfilled waste can be reduced in case mandatory recycling and landfill suppression policies such as recycling criteria for thermal processing residues and expansion of recycling obligation targets should be implemented. In order to minimize landfill disposal, it is necessary to expand the diversity of waste recycling type and the usage of recycled products.

  • This work aimed to analyze current status of by-products generation and industrial symbiosis network in Pohang steel industrial complex, South Korea. Pohang is the largest generating city of both total and the non-recycled industrial waste in Gyeongsangbuk-do, and most of the waste is generated from Pohang steel industrial park. Symbiosis map in Pohang steel industrial park shows that most of the current material symbiosis in the industrial park is for waste refractories and slag.

  • 1990년 이후 생활폐기물보다 사업장 폐기물이 많아지면서 총 폐기물 발생량은 점차 증가하고 있는 상황이다. 날로 증가하는 폐기물을 국내 실정상 매립처리하는 것은 한계가 있으므로, 효율적인 감량화 정책으로 폐기물 발생량을 저감하고, 소각에 의한 처리가 요구된다. 그러나 폐기물 소각처리는 소각 재와 유해가스를 배출하기 때문에 많은 문제점이 있다. 특히 인체에 맹독성인 다이옥신류(polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans:PCDD/Fs)가 배출되면서 현재 사회적 문제로 크게 부각되고 있기 때문에 소각시 다이옥신을 처리할 수 있는 장치의 개발이 필요하다.   • The level manufacturing technique for refuse derived fuel (RDF) is possible to produce them itself by a domestic process which is appropriate in Korea. However, very few facilities were used for industrial combustible waste. The objective of this research is to develop the technique for refuse plastic fuel (RPF) of industrial waste. RPFs were prepared by mixing of plastic, paper and wood based on amount of regional waste. The physical properties of the RPFs prepared were investigated. RPFs prepared at mixing ratio(plastic : paper : wood) of 87.55% : 8.15% : 4.3% show the highest lower heating values in wet-base (LHVW) and the LHVW decreases as the mixing ratio of paper and wood increases.

  • This study was performed to investigate the contents characteristics of hazardous oil wastes and wastes of liquid fuels from different industrial process. In order to establish a hazardous waste list, samples of various industrial discharge have been analyzed for 16 non-regulated inorganic hazardous substances (i.e., Cu, Pb, Cd, CN, Hg, As, T-Cr, $Cr^{6+}$, Sb, Ni, F, V, Ba, Zn, Be, Se). In more detail, hazardous waste samples including waste hydraulic oils, waste engine, gear and lubricating oils, waste insulating and heat transmission oils, bilge oils, oil/water separator contents processing were collected from 37 workplaces and analyzed. We observed that the most of the inorganic substances exceeded the proposed criteria in many samples. Especially the concentration of Sb in heat transmission oil, bilge oil and gear & lubricating oils were ranged from 6 to 419 mg/kg whereas the proposed criteria is 50 mg/kg. The assessment result of hazardous waste in Korea according to the EWC showed that the out of 24 processes, 16 belongs to absolute entry and 8 belongs to mirror entry. In conclusion, we expect the outcome of this study to align the classification system of hazardous waste management in South Korea with international legislations, and consequently contribute to reduce environmental pollution as well as health risks by toxic wastes.

  • 우리 나라의 년간 폐기물 발생량은 약 8,551만톤으로 이중 96.7%가 생활폐기물과 사업장의 일반 폐기물로 발생량의 대부분을 차지한다. 페기물 처리방법은 매립, 재활용, 소각 및 기타 방법 등이 있다. 90년대 초반에는 전체 처리량 중 54.1%를 매립에 의존했으나, 1995년을 기점으로 재활용의 비중이 커지면서 2000년 기준 매립은 22.1%, 재활용은 67.1%로 분석되었다. 총 폐기물 발생량 중 소각처리 비중은 높지 않지만 매년 꾸준히 증가하여 2000년에는 7.3%를 나타냈다 소각에 의한 처리량이 서서히 증가하면서 소각처리로 인한 오염물질 배출량도 커질 것이 예상된다.   • Industrial combustible waste is very valuable source for refuse derived solid fuel since its heating value is usually over 3,000kcal/kg. Especially, synthetic high molecular compound which is high of productivity and heating value is used as raw material in many cases. Film type plastic has been widely used for producing RPF because their shaping is easy and they has high heating value. On the other hand, the possibility of various type of waste as a source for RPF in this study. It has been found that resin compound drived and tire derived solid fuel showed more than 6,000kcal/kg of heating value. But the heating value decreased by adding paper and wood waste.
