통신사업자 구도에 일대 변혁의 바람을 몰고올 신규기간통신사업자 선정이 지난 6월 10일자로 마무리 되었다. 그 선정과정과 의미에 대하여 작업에 직접 참여한 정보통신부 관계자로부터 들어본다.

This study analyzed the trends of broadcaster licensing policy during 1990-2001 in Korea. It is to seek the answers about how the examination standards and procedures applied to broadcaster licensing has been changed for the last decade. For the purpose this study inquired six cases such as private broadcasting licence (1990 October), cable TV program provider licences(1993 July), cable TV system operator licences(1994 January), private local broadcaster licences(1994 July), satellite broadcaster licence(2000 December) and cable TV home shopping channel licences(2001 March). It examined the degree of specification and measurement of the standards based upon the government white paper; average points per item, average points per quantitative item, and average points per qualitative item etc. The government hadn't opened the standards and procedures how it licensed broadcasters until 1990 and the uncertain attitude brought distrust on the government broadcasting policy. The first white paper about broadcaster licensing was made in 1994 after cable TV broadcaster licensing was finished. The results indicated that Korean broadcasting licensing policy rapidly developed in the dimension of transparency from 'a secret room policy' to 'a sunshine policy' for the last decade. But it still needs improvement in the dimension of fairness of examination. Now one of the main distrust is the ratio that the one of qualitative examination standards are much more than the qualitative one.

정부는 2000년에 차세대이동통신(IMT-2000) 사업자 선정을 완료하고 2002년부터 서비스를 시작한다는 계획을 발표했다. 차세대이동통신은 통신장비 및 기술규격의 국가별 차이가 줄어들고 기존의 국내, 국제, 유선, 무선전화, 위성통신, 인터넷, 고속 테이타 송수신 등 모든 현존 신규통신수단을 하나로 통합하는 혁명적 신기술로 사업권을 따내려는 업체들간의 경쟁 및 기존 통신업체들간의 경쟁이 치열해질 전망이다. 정부는 2000년 6월까지 차세대이동통신 면허발급 숫자와 사업자 선정방식을 발표할 계획을 가지고 있다. 정부는 아직 어떤 방식으로 차세대 이동통신 사업자를 선정하고 전파대역을 할당할지 확정하지 못하고 있으나 경매에 의한 주파수 할당제를 도입할 것을 검토중이다. 지금까지 정부의 전파자원 배분은 뚜렷한 원칙이 없고 그때그때 필요에 따라 정하였다. 최근에는 면허제를 채택하여 신청자들의 기술능력, 자금능력 등을 심사하여 전파자원을 할당하는 방식을 써왔다. 그러나 이와 같은 자원배분 방식은 중복투자와 과잉경쟁으로 이어져 무선통신 서비스의 비용상승과 품질저하를 초래하고 있다는 비난을 받고 있다. 전파자원의 효율적 이용을 위해서는 기존의 기술심사에 의한 면허제보다는 경제원리에 입각하여 가장 높은 자원사용료를 지불할 수 있는 사업자에게 주파수자원이 배정되도록 하는 것이 바람직하다.

‘구역전기사업제도’의 도입을 주된 내용으로 하는 전기사업법시행령 개정안이 지난 2004년 6월 국무회의를 통과함에 따라 같은 해 7월 1일부터 시행에 들어갔다. 구역전기사업은 비교적 소용량의 발전기를 이용해 전기를 생산, 이를 전력거래소를 통하지 않고 특정한 공급구역 내의 소비자에게 직접 공급하는 새로운 형태의 전기사업이었기에 제도 시행 전부터 사업자들 사이에서 많은관심을 불러일으키기에 충분했다. 특히 구역전기사업은 분산형 전원개발의 촉매제 역할을 할 것이란 기대감 속에 많은 관심을 받아왔다. 하지만 현실적으로 부담스러운 허가기준 등으로 인해 사업이 활성화되기까지 쉽지 않은 과정을 겪고 있다. 그 과정에서 2005년 11월 케너텍은 서울 동작구 사당동 신동아 아파트 현장에서 시설을 완공, 구역전기사업자중초로 생산한 전기를 공급하기 시작했다. 그리고 현재 20여개의 사업자가 탄생했고, 올해 초에는 도시가스사업자들이 주축이 된 구역전기사업자 협의회가 정식 발족하기도 했다. 사실 구역전기사업은 이제부터가 시작이다. 그동안은 사업자로만 선정이 됐지, 일부 업체를 제외하고는 사실상 건설에만 치중해 왔고, 실질적으로 전기를 생산·판매하지는 못했다. 그러나 이제 사업자들이 속속 발전설비 건설을 마무리 하고 본격적으로 전기를 공급하려 하고 있다. 이제 기지개를 켜려 하고 있는 구역전기사업의 과거와 현재, 미래를 짚어본다.

The information protection security diagnosis institution was applied services since 2004, for the leveling up of public information protection and the establishment of the stability and reliability of information communication. And this security diagnosis was however, recognized by the some firms as one of the unnecessary regulations. And there are some difficulties with collecting the subjective and reliable source data for establishing the information protection security diagnosis target. In this research, the enhanced model on the selection of information protection security diagnosis target firms was suggested by the interview with some expert and the analysis for the related actual data. By the model which are introduced from the statistical analysis of the related data and the summary of some expert's suggestions, information protection security diagnosis target can include the information telecommunication service providers taking 5 billion won as sales in a year, and web service providers like as shopping mall site, with the personal records of 2 million subscribers.

지난 3월 28일, '8.31 부동산대책'의 하나로 도입된 기반 시설 부담금 제도의 근거법령인 '기반시설부담금에관한법령'이 폐지됐다. 새 정부가 국정 '100일 과제'로 선정.추진한 결과다. 주택 사업 추진의 큰 장애 요인 하나가 사라진 셈이다. 그러나 주택 개발 사업 승인의 조건으로 승인권자가 사업자에게 기부 채납을 요구하는 경우 과도한 요구로 인해 사업 승인이 지연되거나 사업자의 초기 부담이 크게 증가하는 문제점은 크게 해소되지 않고 있다. 학교 시설 설치 요구 또한 계속되고 있다. 기부 채납 요구의 문제점과 개선 방안에 대해 알아보자.

통신시장 전면개방을 앞두고 지난 7월 발표된 "통신사업 경쟁력 강화를 위한 기본정책 방향"에 따른 95년 사업자 선정과 관련 '전자공청회'가 실시되었다. 컴퓨터통신을 통해 이루어진 이 공청회를 통해 관심있는 인사들의 자유로운 의사 개진이 이루어졌는데, 8월 16일 정보통신부가 질의문 요지를 종합정리한 내용은 다음과 같다.

Design-build that a single entity performs whole construction process under singular responsibility is one of the project delivery system comes to take expectation effects of time savings, cost saving, and quality assurance. On the other hand, a current domestic method for selecting a design-build contractor is difficult to reflect the purpose of owner and the project characteristics when owner selects the design-build contractor. The purpose of this research is to suggest a model for deciding evaluation weights in design-build which can reflect the purpose of owner and the project characteristics. This research can help owner to select the best suitable design-build contractor for the project.
