This study analyzed the influencing factors for urban redevelopment projects with a relatively long project duration in the context of Seoul's increasing urbanization rate and aging. Among the business areas that have been designated since 2005 and have been approved for the management and disposal plan of the entire Seoul area, 75 business areas have been set as targets. A hedonic price model was used to analyze the project area, economic, and locational characteristics as independent variables with the project duration from designation of zones to approval of management and disposal plans as dependent variables. As a result of the analysis, the smaller the project area, the larger the area occupied per union member, the larger the land price change rate, and the smaller the KOSPI index, the shorter the required period. This study has the distinction of empirically analyzing the effect of characteristic variables considering size and economic and locational characteristics on period. It provides implications that the area of the business area, the number of union members, and economic conditions should be considered when establishing a business area.

Republic of Korea has been applying offset to defense acquisition program for some benefits such as modernization of defense industry and enhancement of R&D capabilities since 1983. But in point of implementation, there is the possibility of delay of offset agreements based on the value of proposed technologies. As it often happens that the delay of offset agreement negatively affects the time schedule of main defense deal, it is necessary to prepare for this issue. The purpose of this study is to extract some factors affecting the duration of offset agreement by statistical analysis. Reviewing existing papers and contract process, nationality of enterprise, the number of project participants, properties of project, the number of technologies in the first proposal, level of domestic defense technology in each weapons system, the amount of main contract were used as independent variable and duration of agreement as dependent variable. To hypothesis testing, correlation and multiple regression analysis were conducted using the previous 25 contract cases. As a result of correlation analysis, the amount of main contract, the number of technologies in the first proposal and properties of project have positive relationships with dependent variable. In multiple regression, the amount of main contract and the number of project participants have significant effect on the duration of offset agreement.

지적재조사사업을 효율적으로 추진 시행하기 위해서는 법안, 소요예산, 소요기간, 적용기술, 소요인원, 청산방법, 수행조직 등 다양한 제반 요소들에 대한 계획의 수립 및 정립이 필요하다. 그간 많은 연구와 노력에 힘입어 사업추진을 위한 제반 요소들에 대해서는 어느 정도는 정립이 되어있다. 그럼에도 불구하고 지속적으로 사업의 타당성 부족 등이 언급되는 원인에 대해서는 시각을 달리하여 볼 필요성이 있다. 지적재조사사업의 경우, 지적재조사에 대한 국민들의 올바른 인식과 사업의 필요성에 대한 공감대의 형성이 최우선이나 기존 지적재조사사업의 수립에 있어서는 이 부분에 대한 고려가 미흡하였다고 본다. 본 연구에서는 지적재조사 사업 수행을 위해 기존에서 제기되고 있는 일반적인 홍보 전략들과 이에 대한 문제점들을 고찰해 보고 이를 통해 보다 실질적인 홍보 전략을 모색하고자 하였다.

Technology commercialization creates effective economic value by linking the company's R & D processes and outputs to the market. This technology commercialization is important in that a company can retain and maintain a sustained competitive advantage. In order for a specific technology to be commercialized, it goes through the stage of technical planning, technology research and development, and commercialization. This process involves a lot of time and money. Therefore, the duration and cost of technology commercialization are important decision information for determining the market entry strategy. In addition, it is more important information for a technology investor to rationally evaluate the technology value. In this way, it is very important to scientifically estimate the duration and cost of the technology commercialization. However, research on technology commercialization is insufficient and related methodology are lacking. In this study, we propose an evaluation model that can estimate the duration and cost of R & D technology commercialization for small and medium-sized enterprises. To accomplish this, this study collected the public data of the National Science & Technology Information Service (NTIS) and the survey data provided by the Small and Medium Business Administration. Also this study will develop the estimation model of commercialization duration and cost of R&D performance on using these data based on the market approach, one of the technology valuation methods. Specifically, this study defined the process of commercialization as consisting of development planning, development progress, and commercialization. We collected the data from the NTIS database and the survey of SMEs technical statistics of the Small and Medium Business Administration. We derived the key variables such as stage-wise R&D costs and duration, the factors of the technology itself, the factors of the technology development, and the environmental factors. At first, given data, we estimates the costs and duration in each technology readiness level (basic research, applied research, development research, prototype production, commercialization), for each industry classification. Then, we developed and verified the research model of each industry classification. The results of this study can be summarized as follows. Firstly, it is reflected in the technology valuation model and can be used to estimate the objective economic value of technology. The duration and the cost from the technology development stage to the commercialization stage is a critical factor that has a great influence on the amount of money to discount the future sales from the technology. The results of this study can contribute to more reliable technology valuation because it estimates the commercialization duration and cost scientifically based on past data. Secondly, we have verified models of various fields such as statistical model and data mining model. The statistical model helps us to find the important factors to estimate the duration and cost of technology Commercialization, and the data mining model gives us the rules or algorithms to be applied to an advanced technology valuation system. Finally, this study reaffirms the importance of commercialization costs and durations, which has not been actively studied in previous studies. The results confirm the significant factors to affect the commercialization costs and duration, furthermore the factors are different depending on industry classification. Practically, the results of this study can be reflected in the technology valuation system, which can be provided by national research institutes and R & D staff to provide sophisticated technology valuation. The relevant logic or algorithm of the research result can be implemented independently so that it can be directly reflected in the system, so researchers can use it practically immediately. In conclusion, the results of this study can be a great contribution not only to the theoretical contributions but also to the practical ones.

IT분야에 대한 정부의 각종 R&D사업 수행 시 과제 선정 및 연구결과에 대한 평가의 투명성, 객관성 및 효율성을 확보하여 사업의 신뢰성을 확보하고 성과를 제고하여야 한다. 1999년 대학기초연구지원 사업에 시범적으로 적용한 전자평가시스템 개발 내용과 그 결과를 위원회 평가와 비교 분석하였다. 1999년에 처음 시도한 전자평가시스템은 과제 제안자 관점에서는 과제접수가 용이하고, 과제 공고부터 결과 정리 시 소요되는 총 소요기간 단축으로 과제 선정을 조속히 확정 가능하여 대민 서비스 제고 차원에서 유용한 평가시스템으로 판단되며, 과제 관리 차원에서도 총 평가비용의 30% 정도의 예산절감 및 10배정도 업무량의 감소 효과를 주는 것으로 분석되었다. 이와 같은 결과를 바탕으로 전자평가시스템이 적용 가능한 사업을 발굴하여 점진적으로 확대 적용하는 것이 타당하며 향후 추진 과제로 산업체가 제안하는 과제내용이 제안자 동의 없이 외부로 유출 방지 등 검토가 필요하다.

The development project of a public rental housing require the accurate and systemical feasibility analysis for the successful performance owing to the long project duration. But, the item and procedure of the existing feasibility analysis are not standardized and the correlation among each of items is not clear. Therefore, analysis has much difficulty. The purpose of this study is to present the basic data for the modeling of the feasibility analysis system, through the domestic public enterprise-oriented survey and interview and collection of the report about the feasibility analysis.

JSF사업은 다수 군이 사용할 수 있는 공통항공기를 생산하여 항공기 전 운영기간의 운영경비를 줄이는데 중점을 두고 있기때문에 소요군 각각이 전투기를 개발하는 것에 비해 개발비를 50% 정도까지 줄일 수 있을 것으로 추정하고 있다. JSF 항공기는 공대지 임무에 중점을 두게 될 다목적 전투기로, JSF 사업실은 경합중이던 3개 업체의 사업 제안서를 제출받아 보잉, 록히드 마틴 2개업체를 선정한 바 있으며 현재는 개념 시범 단계에 진입해 있다

For the Navy to acquire the desired vessels in time, it is necessary to plan the schedule accurately for warships. On the other hand, until now, there has been only a subjective prediction of the period of warship construction through a survey by a group of experts. No academic studies have been conducted based on actual data. Therefore, this study presents a model for predicting the construction period of a warship through linear regression based on actual data. Experts first identified the factors that can affect the warship construction period. Actual data of the factors were collected, and regression analysis was performed to estimate the ship construction period. As a result, the key factors selected that influence the construction period of a ship were the number of operational test items, number and type of equipment, and the number and type of R&D equipment. The resulting regression model revealed 96.5% accuracy in terms of internal validity.

The Cadastral Renovation is a National project to investigate and survey the registration of Cadastral Record and replace the existing Cadastral Record with a new Cadastral Record by digital, and to correct the registration of Cadastral Record if the registration of Cadastral Record does not match the actual status of the land. The Business Period generally takes about one year and six months to two years. The time required is getting longer due to problems that occur in the course of the Adjustment amount after the cadastral resurvey survey due to complex structure and internal conflict due to the interest between landowners. After Boundary Decision of the real boundary, the land area is confirmed by the landowners, and the cadastral office is to settle the Cadastral Renovation by calculating the Adjustment amount according to the confirmed area and the increase and decrease of the cadastral area. Therefore, the solution plan was suggested so that reasonable Adjustment amount can be applied through empirical research applied to the time of calculation of Adjustment amount and the method of calculation of Adjustment amount. The improvement method showed the expected effect that can lead the agreement with the landowner to the shortest period, and it was also possible to set the real boundary that meets the purpose of the Cadastral Renovation. This study suggests improvements in the method of calculating standard Adjustment amount, the method of imposing Adjustment amount, and the method of boundary adjustment that does not impose adjustment amount through the cadastral Renovation and parallel studies, and it is expected that the Cadastral Renovation will be completed by 2030.
