최근들어 환경변화가 가속화되고 기업의 환경적응성이 중요해짐에 따라 R&D 활동의 평가과정이 학습의 핵심적인 단계로서 새롭게 부각되고 있다. 또한 R&D 활동에서 결과 중심적 접근, 사업부와의 연계 등이 강조되면서 구체적 R&D 성과평가가 연구관리(R&D management)의 중요한 이슈가 되고있다. 그러나 그동안 R&D 성과평가는 R&D 활동 자체가 불확실성을 가지는 특성으로 인하여 체계적 접근이 이루어지지 못하여 왔으며 최근에 들어 R&D 성과평가 부문이 연구관리 및 기술경영분야의 도전적 연구과제가 되고 있다. 본 연구는 이러한 R&D 성과평가를 어떻게 접근할 것인지에 대한 접근방법과 성과 지표의 내용, 성과지표의 선택 및 개발절차, 향후 연구과제를 중심으로 제시한다. 본 연구의 세부내용은 다음과 같다. 첫째, 민간기업 연구개발활동의 성과평가에 적용가능한 평가의 분석틀(framework) 및 관점(perspective)을 제시하였다. 기존 평가모형에 대한 문헌고찰을 바탕으로 종합적, 체계적인 평가분석틀을 도출하고, 측정가능한 성과지표군을 제시하였다. 또한 성과지표들을 다양한 기준에 따라 분류하고 각 분류에 따라 적용가능한 성과지표군을 제시하였다. 둘째, 각 기업별 특성을 고려하고 경영전략과의 연계를 명확히 할 수 있는 구체적인 성과지표를 개발하기 위하여 4단계의 R&D 성과 평가지표 개발절차를 도출하였다. 셋째, 향후연구를 위한 성과평가 연구분야의 주요 연구과제들을 5가지로 정리하여 제시하였다.

최근 BIM(Building Information Modeling)은 건설사업의 뜨거운 이슈로 부각되고 있으며 기존의 건설공사에서 2D로 관리되고있는 각종 성과물을 3D로 관리하면서 간섭검토, 에너지분석, 시공성검토 등 기존의 2D로 하기 어려웠던 다양한 의사결정 등을 지원할 수 있는 새로운 기술이다. 하지만 이렇게 다양하게 BIM이 활용되기 위해서는 활용목적에 맞는 성과품 및 산출물이 적절하게 만들어져야 하나 건축분야만 일부 제시되고 있을 뿐 토목분야는 사례를 찾아보기가 힘들다. 이에 국외 토목 BIM 발주사례와 국내 건축 BIM 관련 가이드, 현행 2D 기반의 성과품 납품체계 등을 조사하여 도로분야의 BIM성과품 납품체계 개발방안을 제시하였다.

본 연구는 여러 사회복지조직들이 연대성을 가지고 지역사회 차원의 사업을 구현해 낼 때 활동의 정체성과 방향을 설정하기 위하여 참여주체들이 기대하고 있는 성과를 어떻게 인식하고 있는지를 알아보기 위해 컨셉트 맵핑 활용에 대한 문헌고찰을 시도한다. 컨셉트 맵핑은 복잡하고 추상적인 아이디어를 개념화하는 의사결정방법이다. 이 방법을 활용하면 참여한 조직들의 개별적인 이해와 목적을 체계화시켜 합의된 성과를 도출해 내는데 유용할 수 있다. 컨셉트 맵핑을 활용한 의사결정과정에서 참여자들의 의견이 소외되지 않고 모두 채택되도록 하는 시스템 운용이 가능하며, 그로 인해 다양한 조직의 참여를 극대화 할 수 있다. 궁극적으로 사회복지조직의 성과에 대한 합의도출이 신속히 이루어지고 이후 활동에 대한 방향성도 명확하게 설정될 수 있는 것이다.

Due to the spread of COVID-19, it is rapidly changing from face-to-face to non-face-to-face work environments and is changing to a digital work environment that can be accessed anytime, anywhere, providing convenience to all lives. However, the number of breaches, personal information leakage, and technology leakage targeting SMEs that are vulnerable to security continues to increase. Accordingly, the government has been continuously promoting the information security consulting support project for SMEs every year since 2014. Therefore, this study intends to develop a performance model and measurement methodology for continuous and more systematic support and efficient management of information protection support projects in consideration of the importance of information security for SMEs. It is intended to be used as basic data when setting future operational directions and goals. The main method of this study is to derive performance models and indicators for SME information security support projects based on domestic literature, case studies, and survey results, utilize expert advice to verify the developed performance measurement indicators, and use pilot-test questionnaires. Conduct evaluation through surveys. Based on the verified indicators, we would like to present a performance model and measurement index for the information security support project for SMEs.

This study analyzed the effect of social, economic, and physical improvement in urban regeneration projects using difference in difference method in Busan and Cheongju City, utilizing population, regional economic, and old building data. The results of analysis indicated that the urban regeneration project had no effect on the social, economic, and physical improvement of the project area comparing the neighboring areas. In other words, at the end of the urban regeneration project, the business performance was not evident. Therefore, it is difficult to expect social, economic, and physical improvement if the urban regeneration project does not consider the linkage with the detailed project composition. In particular, it is necessary to carefully select detailed projects that meet the purpose of the project when establishing urban regeneration plans in the future.

Application of system engineering should be realized on necessary condition being to propel National Defense R&D Program. But, these necessity is yet not realized easily to many project managers of Defense Acquisition Program Administration(DAPA). As one person of DAPA project manager, system engineering hard to approaches easily by the word itself. There are a lot of difficult sections where should apply how. With the objective of recording the life stories of Paju's long-time residents, the Paju Central Library has been implementing the "Human in Paju" project by forming the Citizen Oral History team since 2017. Building upon the success of this initiative, Paju Central Library became the first library in the country to establish a Records Management team. Subsequently, regulations were enacted, and a committee comprising citizens and officials was formed to ensure the continuous development of the archival project. Moreover, they emphasized public discourse and collaboration at every stage by creating a system to raise awareness of the importance of archiving throughout Paju and support citizens in becoming active participants in the project. This paper aims to present a case study of this exemplary local government library.

The purpose of this study is to verify the effects of information system quality on business performance (net benefit) in the Korean public informatization business and to verify whether the user has mediating role in the relationship between information system quality and net benefit. In order to prepare empirical tests, factor analyses was conducted and the validity and reliability of the variables were confirmed to be acceptable. The research hypotheses were tested by regression analyses. The mediating effects as well as the main effects were analyzed by SPSS statistical program. The results show that the higher the quality of the information system becomes, the higher the usability by the users of the system increases. Also, it was found that the users had more positive effect on the net benefit of the public informatization project. In addition, it was confirmed that there was a partial mediating effect by the users on the relationship between information system quality and the benefits. The results of the research suggests that we establish a management system to improve the business performance efficiently according to the priorities of detailed success factors from the viewpoint of the public information business, and the users who use the information system quality and system.

Korea has invested heavily in projects related to national rivers, but there is no evaluation technique and system to manage river projects that can evaluate the effectiveness of the river projects after they are completed. Their absence leads to the inability of information on river construction sections, analysis of project effects, and benchmarking between projects. This may cause over-budget, overlapping investment problems due to the implementation of similar projects in the same section, and incorrect business elements may be repeatedly utilized. In order to solve this shortcoming, this study developed river project evaluation techniques and a river project (construction) management system. The development of evaluation techniques enables comparison and analysis between projects and can be utilized in establishing maintenance plans. The system can also provide inquiry of construction information, visualization of construction, and management of performance items. In this study, the evaluation techniques developed through prior research were modified and supplemented, and the effectiveness was verified by applying them to national river projects in A river and B river. It is expected that the evaluation techniques and system utilization measures presented will increase the work efficiency of river projects and enhance the efficiency of river projects.

On 1 July, 2000, the Ministry of Construction and Transportation announced the Earned Value Management System(EVMS) will be applied in public sector soon. However the arguments over the EVMS applied to our unique construction environment still exist and create strong concerns and worries among some experts it would be another mistakes proposed by the government. We do know the EVMS comes from C/SCSC which was first released by the United States Department of Defense in December 1967, and proved very powerful and efficient project management tool from a lot of practices. Although it is an excellent tool, we can not ignore our many experienced failures appling foreign system due to the differences of construction culture and law between the Korean and US construction industries. The purpose of the EVMS's success in Korea, therefore, this paper tests and proves the EVMS's adaptability and credibility to our construction environment by EAC model, that is one of the most important functions in the EVMS, using very scare EV data of the Korean construction projects.
