The purpose of this study is to suggest a systematic procedural model for selecting competent project promoter. The proposed model was made by comparing domestic regulations and procedures with foreign nations', and through interviews with experts and literatures survey. The summaries of this paper are as follows. The current promoter selection procedure was evaluated by reviewing relevant papers, regulations and existing model. Some obstructions which hinder PPI project activation were identified, those are inadequacy of promoter qualification and negotiation process, lack of communication between parties, etc. Some alternatives which remove major obstructions are embodied in the model. The suggested model is comprised of PQ(prequalification), two phased evaluation for the technical proposals which include alternate, communication meeting, etc. To manage the overall procedure well, an involvement of professional "project promoter selection team" would be highly recommended. They will participate in each evaluation stage with full activities, and provide government with some technical materials for selecting promoter as coordinator.

The purpose of this study was to investigate the effect of project selection procedures such as information provision and transparency and project application conditions such as required documents and conditions on the satisfaction of agricultural subsidy support policy and re-application intention to support pig farmers in Jeju. The results of analysis are summarized as follows. First Need to improve the satisfaction of the business selection procedure rather than to relax the business application conditions in order to improve the satisfaction of the subsidy support business. Second, Need to improve the satisfaction of the business selection procedure rather than to relax the business application conditions in order to increase the subsidy re-application intention through the income increase effect by the subsidy support project. It is shown that the efforts to improve the satisfaction of the selection process can improve the satisfaction of the subsidy support project as well as re-application intention at the same time. Therefore, It is necessary to focus on improving the satisfaction of the project selection process, such as providing information and reflecting opinions on the subsidy project.

본 논문에서는 정보기술을 활용하고자 하는 정부 관리자들의 보다 전술적인 문제로써 정보 기술사업의 선정방안에 대해서 미국 뉴욕주의 사례를 중심으로 논하였다. 뉴욕주의 정보기술사업 선정에 대한 분석은 선정절차, 선정기준, 평점방법, 그리고 선정조직의 측면에서 이루어졌다. 뉴욕주 기술사업 선정은 평가절차가 정확성에 보다 치중하고 있으며, 평가기준도 제안조직의 능력보다는 제안된 사업의 개발로 인한 영향 평가에 초점을 두고 있다. 평점모형에서는 구체적인 가중치를 부여하여 계량화하기보다는 영향의 (+)와 (-)를 밝히고 있다. 평가조직은 내ㆍ외부 전문가를 충분히 혼합하여 활용하고 있다. 이러한 특징은 의사결정의 문화성, 합리성, 그리고 합법성의 측면에서 다시 논의되었다. 뉴욕주정부의 정보 기술 사업 선정과정에서의 특징이 정보정책에 갖는 함의 또한 논의되었다.

Construction Management tends to create a formal procurement resulted from recent legislative procedures system in domestic construction industry. However, the fact that construction Manager(CMr) has been chosen, in practice, under a poor circumstance in selecting and discriminating specialty requires the more optimal procedures. Therefore, in this research, we analyze the existing shortcomings. the various procedures, influence factors, and the criteria to be considered in selecting and evaluating CMr. Also. this study suggests the improved method based on the facts above. To accomplish the construction project successfully, it is one of the advanced schemes to choose an adequate CMr needed to the project through the precision in the formation and application of the procedure as well as the suggested criterion in selecting CM.

To enhance the competition of National power, the investment of SOC is an essential factor for infrastructure construction. The capital for SOC is so gigantic and the national finance is limited, engagement of various subject is necessary. So, Government is promoting the private sector to invest capital in SOC development. Nevertheless the increasement of SOC investment, various problems were issued in selection & operation of BTL. Therefore, to raise the probability of success for BTL project, escalation, unification and specialization of BTL affairs, BTL selection process were suggested in this study.

정보화 사업에서 발생할 수 있는 위험(Risk)은 다양하다. 정보화 사업 관련 위험 요인 중 가장 대표적이고 보편적인 것은 발주 및 제안단계에서 발주자가 가진 요구사항의 불명확을 꼽을 수 있는데, 이로 인해 정보화 사업 수행 도중 요구범위 증가와 변경, 그리고 사업원가 구조의 악성화가 발생하게 됨은 자명하다. 그러나 안타까운 현실은 그 동안 우리나라 정보화 사업의 관행이 요구사항 불명확이라는 잠재적 위험 아래에서도 발주자와 사업자 간의 계약이 보호장치가 미흡한 확정가(firm fixed price) 방식으로 수립되어 왔다는 것이다. 확정가로 계약이 수립될 경우 사업자는 발주자의 요구사항 불명확으로 인해 파생된 원가 위험까지 불합리하게 책임져야 하는 고리에 묶이게 된다. 이러한 문제를 본질적으로 해결하는 한가지 방법은 발주자와 사업자간의 정보화 사업 획득 절차를 혁신하는 것인데, 본 논문은 이를 위해 가칭, 한국형 정보화 산업 활성화 획득 절차(KIPAP: Korea If Proliferation Acquisition Process)의 기본 개념을 고안하여 소개한다. 이 획득 절차는 정보화 사업이 내재하고 있는 요구사항의 불확실성을 계량화, 가시화하여, 그 정도에 따라 차등화된 계약방식의 선정방법 을 제시한다.

The objective of this study is to illustrate the procedures, processes, and considerations of site selection for the construction plan of a new main library in a metropolitan city. The case to be discussed in this paper is the new library of Busan. As a regional main library supported by the law, the new main library can serve as a representative public library for the citizen, which will serve as a community center, an intellectual archive, and the policy hub for the regional information services. In this paper, the site selection strategy and specific evaluation methods for the new Busan central metropolitan library have been discussed. It also strived to illustrate elements to be considered for the planning of a regional central library as other cities and provinces may refer to for their own regional central library planning.

최근 건설사업시장의 개방과 건설사업관리제도(이하CM)의 도입으로 국내 건설업계 및 생산시스템에도 많은 변화가 일어나고 있다. 이에 따라, 건축물의 초기시설비는 물론 유지관리 및 최종 폐기단계까지의 비용을 종합적으로 고려한 건물생애주기비용(이하 LCC)에 대한 중요성이 증대되었으며 특히 기계장치의 유지관리비 중 많은 부분을 차지하는 공기조화시설 부문에서 LCC가 주로 검토되고 있다. 그러나 국내에서는 공기조화 설비의 LCC에 대한 절차 및 기준 등이 미비하여 효과적인 LCC분석이 이루어지지 않고 있다. 본 연구는 최근 수행된 국내 공기조화 설비분야의 LCC분석 사례를 조사하여, 국내 공조설비의 LCC분석의 문제점을 분석하였다. 또한 사례 분석을 중심으로 공조설비의 LCC분석 절차를 제시하고 이 절차에 따라 7개의 사례를 비교분석하였다. 그 결과, LCC측면에서 최적 대안을 선정하는 경우 각 대안 별로 뚜렷한 차이를 보이고 있는 에너지비용과 초기투자비를 주된 비용요소로 고려하는 것이 가장 효과적인 것으로 나타났다.

A life cycle cost analysis model for public water supply systems should be different from the ones for other civil and architectural facilities as the operation and the maintenance cost of the water supply systems mainly come from the various mechanical systems and the pipeline systems of the collecting/treating/distributing facilities. This paper presents a cost classification scheme and a life cycle cost analysis model for public water supply systems. A value analysis (VA) procedure that is well suited for practical purposes is also presented. The presented life cycle model and the value analysis procedure were applied to a real world project, and this case study is discussed in the paper. The model and the procedure presented in this study can greatly contribute to the value-oriented design alternative selection, the estimation of the maintenance cost, and the allocation of budget for water supply system construction projects.
