정경택 교육과학기술부 국제과학비즈니스벨트기획단장은 '해결사'로 불린다. 지난해 교과부 과학기술정책실 정책조정기획관으로 부임해 국가 연구개발 컨트롤타워인 '국가과학기술위원회'를 성공적으로 출범시켰다. 다음 해결 주제는 '말도 많고 탈도 많던' 국제과학비즈니스벨트(과학벨트) 사업이었다. 그는 민간 전문가들로 구성된 '국제과학비즈니스벨트위원회'를 구성해 2년여를 끌어온 과학벨트 입지 선정을 지난 5월 마무리했다. 과학벨트 사업은 여전히 국내외 과학자들의 관심 대상 0순위다. 올 연말 기초과학연구원이 설립되고 내년엔 기초과학연구원 산하 연구단 25개가 선정된다. 과학자들에게 새로운 연구 기회가 생기는 셈이다.

정보통신부 IT839 차세대성장동력 사업중 IT SoC 및 부품 분야의 2006년도 선도과제 신규기획 방향을 소개한다. 본문에서는 신규과제의 추진배경 및 관련산업의 현황분석을 간략히 다루고, 이에 따른 기획방향 및 추진과제에 대해 기술한다. 관련 산업체/연구소/대학의 많은 참여로 경쟁력 있는 수행기관이 선정되고, 성공적인 R&D를 위한 힘찬 출발이 될 수 있기를 기대한다. (2006년 1월 11일경 사업공고 예정)

Recently, overseas plant orders of domestic enterprises are steadily increased, and the amount of orders in the first half of 2014 were 93% increased compared to the previous year. In addition, now which is the third quarter of 2015, overseas plant orders are already over 249.8 billion dollars so the interests of plant industry research has been increased. In the life cycle of the plant project, CM before the construction stage is to complement the uncertainties that are inherent in the early stages of the project, and from the viewpoint of supporting the rational decision-making, the importance of its role is on the rise. Among them, excavating and investing participation plan in the planning stage is an important work that has a large impact force to influence the success and failure of future project. However, the work has become a problem with frequent consultations due to decision-making, continuous modification, and inefficient repetitive tasks. Therefore, it is needed that work process should be changed to effectively accommodate. The purpose of this paper is to derive the major work items for excavating and investing participation plan in the planning stage of the plant project, and establish a standardized work process through the Delphi analysis. The result of this study is expected to be utilized for EPC companies in ensuring the technical competitiveness in planning on overseas markets, and improve the efficiency of work.

웹캐스팅 비즈니스에 있어서 콘텐츠의 중요성은 굳이 언급하지 않아도 될 정도로 크다. 쥬피터 커뮤니케이션즈의 조사에 근거하면, 미디어 사업에서의 콘텐츠의 중요성이 사업성을 좌우하는 절대적인 기준으로서 콘텐츠 기획 제작 보급이 70%정도 차지한다고 할 정도이다. 특히 웹캐스팅 비즈니스는 웹미디어 비즈니스이기 이전에 콘텐츠 비즈니스이므로 콘텐츠의 중요성은 더욱 크다. 콘텐츠 기획과 제작능력이 웹캐스팅 비즈니스의 최대의 관건이자 최고의 경쟁력임을 명심해야 한다.

본 연구는 Kingdon의 다중흐름모형(MSF: Multiple Stream Framework)을 통하여 정부연구개발예산 중 미래성장동력 부문에 대한 예산결정 과정을 살펴보았다. 연구 대상은 대통령 의지로 의제가 발기된 정책의제 국가전략프로젝트이며 비합리적 의사결정에 대한 견제수단으로 활용되는 예비타당성조사가 예산의 결정단계로 이어지는 일련의 과정을 살펴보았다. 연구의의는 3개 흐름에서 행해지는 비합리적 의사결정 케이스를 확인하고, 정부 R&D 사업의 예산결정과정에서 온-오프 스위치 역할을 하고 있는 게이트 키퍼(gate keeper)인 사업 평가자(PM), 구체적 사업계획안을 만드는 부처의 사업기획자, 그리고 자문역할을 하는 전문가집단을 정책혁신가로 바라볼 수 있다는 의의를 발견했다. 공공부문의 정책혁신가는 사업을 기획한 부처와 같이 자기(부처)이익을 추구하지는 않지만 공공가치를 추구하는 독립적인 위치에 있었고, 어느 일면에는 과학기술분야의 성장과 발전을 바라고 있었다. 다시 말해, 연구는 정책혁신가라는 존재가 특정한 개인 또는 집단일 뿐만 아니라 2개 집단 이상의 복수의 정책혁신가가 있을 수 있는 가능성을 확인하였다. 특히, 예비타당성조사에서 PM이 흐름 간의 중개를 상향적 직접적으로 수행하지 않지만, 하향적으로 사업기획자 등 주체들 간 의견을 조정하고 합의를 이끌어 내는 모습은 중요 활동을 하고 있음이 확인되었다. 연구는 정책혁신가의 새로운 형태를 발견하였지만, 정책결정의 전 주기가 아닌 정부예산 이후 국회예산이라는 특정 시기를 대상으로 하였는데, 분석 과정에서 예산과 시간의 제약으로 사업기획을 담당했던 부처 및 기재부공무원, 해당기술 분야 연구자, 국회 관계자 등 관련 주체들의 견해를 고루 담아내지 못한 아쉬움이 있다. 향후 다양한 참여자들의 의견을 수렴할 수 있다면 정책 결정 과정에 정책혁신가의 다층적(Multiple) 존재 여부와 특성을 면밀히 들여다 볼 수 있을 것이다.

우리협회 '94 사업 방향의 주요기조는 급변하는 환경에 능동적으로 대처하기 위한 의식, 사업추진체계, 목표개념의 재설정이다. 이에 따라 각 사업의 전문화, 고도화, 국제화를 추진하기로 하고 '94 중점사업을 기획사업, 조사연구사업, 국제협력사업으로 선정했다. 2월중 개최될 제7차 정기총회에서 확정될 '94 사업계획서를 요약 정리한다.

A judgment on the redevelopment projects' predicted profitability is an essential decision-making element for the success of the redevelopment projects. It is necessary to review the literature on profitability of redevelopment project and draw risk factors that could affect profitability through the risk analysis based on surveys. It is also necessary to judge profitability prediction toward the business value of the redevelopment project in the planning phase according to the risk analysis results which can affect the profitability prediction. In order to prevent the growing difficulties in executing the projects, a profitability prediction model is proposed using the method of management and disposal based on a proportional calculation that can estimate the share of expenses in order to judge profitability in the planning phase. With the improvement of profitability prediction models, it is possible to appropriately judge profitability in the planning phase in order to allow the prevention of suspension, reduction of project term, reduction of cost, and making of rational decisions.

Recent advancement in ICT and IT infrastructure drives the construction industry towards a IT-based industry. Accordingly, the importance of the planning phase of a project is significantly highlighted due to recent large-scale national development projects such as U-city and multifunctional administration city. various development and studies are conducted on the convergence of 3D CAD and GIS in order to support the decision making by simulation of each phase of construction prior to the actual construction of a building. However there has been limits to the implementation of the IT technology in the planning phase due to its characteristics such as high reliability on the experts knowledge and the compliance of the administration work. In this study, a trendy issue of the convergence of the GIS technology with the 3D CAD design data is suggested to improve the efficiency of a decision support in the planning phase.
