  • The employment prospects of graduates in the Library and Information academic has largely concentrated in the field of librarianship as well as the curriculum of the academic itself. Since there are limitations in increasing the number of libraries and the available posts in the librarianship, the full-time jobs in the field are also limited. Even for the available posts in the field of librarianship, the majority is in contract based posts which does not guarantee a good working environment. The purpose of this research is to make policy implications to improve the employment rates of librarians. The main research methods include literature review of the previous studies and available statistical data, and a questionnaire targeting students and librarians. The targeting policy implications can be categorized into 4 factors, including, as supply side, improvements in the qualification of librarian certificate, in training for librarians, and as demand side, laws on library employment, and improvement of library services for co-operatives. There are 15 detailed strategies to support the 4 factors. For the improvement of strategies in library related laws, the following elements will be considered; supporting system for temporary jobs, the title of librarian post and the library itself, and librarian placement criteria in terms of its realization and mandatory, and obligations in library evaluation. The Council discussions propose the expansion of librarian award system, provision of information systems for librarian jobs, and developments in promotional materials and their deployment for librarians.

  • In order to achieve effective human resource development in LIS fields, it is essential to have strategies to nurture and utilize those human resources, in relation to supply and demand as well a sound legal foundation supporting those strategies. Such strategies and legal foundation can only be developed from a complete knowledge of the current status of human resources in the LIS and related industries. This study, therefore, conducted research on the basic employment status, employment environment, and an overall analysis of related issues, in order to address policy implications on the effectiveness of human resource development in the LIS field. This research included the current status of policy environments that involve social environment, and related institutions and laws, and human resources developments as well as the current requirements of librarians in the field, based on a demand survey of LIS employment. It was found that first, there are three distinguishable factors in LIS employment: a feminization of librarianship, an increase in temporary posts, and a high entering ratio into the library workplace. Second, while there were only little differences in the given tasks between full-time and temporary employees, the differences in salary and welfare were considerably larger. Third, field requirements for librarian education included a mentoring system with field experts, short-term internships, and librarian apprenticeships, while job requirements included internship or apprenticeship, language skills, various license acquisition, and career management. Fourth, librarians with licenses for related organizations held 20% more librarian licenses overall.

  • This study aimed to propose the approach to identify and solve the problems by analyzing the present occupation index of librarians and the future occupation index of librarians after 10 years through the comparison with other jobs. In accordance with the investigation on the LIS students and librarians, the present wage level and the estimated wage level after 10 years were lower than that for other jobs and the employment demand was also lower. Both the students(58.4%) and the librarians(64.2%) considered that the number of full-time employment and the turnover were lower than other jobs. As a result of the analysis, first, this paper proposed to change part-time workers into full-time workers for improving the low wage issue of librarians. Second, '1 public library per 50,000 citizen' was suggested to increase the employment of librarians. Finally, it is proposed to cancel the project to contract out the operation of public libraries and BTL implementation.

  • The power of human capital in a library is the main resource that determines the level of library services, which in turn should play a pivotal role in forming the intellectual power of the country. This research conducted a survey on the employment perspectives of LIS undergraduates, which resulted as follows. First, among the LIS undergraduates, 40% of students responded that their desire was to be employed in the library as librarians. Although there were some negative opinions regarding the working environment of the industry, the undergraduates appreciated the developmental possibilities. Second, the most desired task was working with cultural programs. Third, the respondents were satisfied with the current curriculum overall, acknowledging the extra need for job search support programs, which include career support, employment-related mentoring, and internships. Fourth, the main requirements for their future employability were perceived as grade point average, language skills, obtaining licenses, internship and apprenticeship experience, and career management. Fifth, influential factors on employment decision making were divided into two aspects: environmental and personal factors.
