Development of simulation-based technology evaluation model reflecting the specificity and uncertainty of marine fisheries industry and its case study (해양수산 산업의 특수성과 불확실성을 반영한 시뮬레이션 기반의 기술력평가 모형개발과 시범사례 연구)

  • 기술력평가는 기술사업화 주체가 기술을 사용하여 수익을 창출할 수 있는 능력을 평가하기 위한 것으로, 국내 기술성 평가기관들이 각자 독자적인 평가 모형을 활용하여 평가를 수행해오고 있다. 특히 최근에 개발된 해양 및 수산 산업 분야의 기술력 평가모형은 타 산업 대비 열악한 기술개발 환경과 연구개발 성과를 대상으로 평가를 수행해오면서 기존의 평가체계 내에서는 많은 평가대상 기술들이 부적합 판정을 받아오고 있었다. 이러한 것은 기존 평가체계가 타 산업에서 활용되고 있는 공통적인 평가지표와 평가척도를 유사 또는 동일하게 사용하면서 발생되는 문제점으로 인식되었고, 또한 해양 및 수산 산업의 특수성이 반영되지 않은 평가체계에서 비롯된 것으로 파악되고 있다. 따라서 본 연구를 통해 기존 평가체계를 해양수산 산업의 특수성을 반영할 수 있는 평가체계로 개선하여 해당 산업에 특화될 수 있는 평가체계를 새롭게 제안하고자 하며, 이를 위해서 기존 평가지표의 개선, 시뮬레이션 기반의 평가척도의 재설정 방법과 평가등급 산출방법에 대한 새로운 제안을 하고자 한다. 마지막으로 개선된 기술력평가 체계를 활용하여 시범사례평가를 수행하여 기존 평가체계를 통한 평가결과의 Gap분석을 수행하고자 한다.

  • 본 논문은 거주 성능 관리 시스템을 이용하여 수원시 인계동 반경 1km지역에 대한 거주 성능 평가 적용 사례이다. 수치지도가 가지고 있는 기본 데이터를 EasyMap을 이용하여 1차, 2차의 단계로 가공한 후 Geomania를 통해 데이터베이스를 구축한다. 구축된 데이터 베이스는 거주 성능 관리 시스템을 통해 분석/평가 자료로 사용된다.

International Case Study on the Public Participation Procedure in Environmental Impact Assessment (환경영향평가의 시민참여 절차에 관한 해외사례 연구)

  • Various policies and institutional efforts are being made for mature democracy and more sustainable administration of our society. In this respect, the importance of civic participation, considered essential in environmental impact assessment, has been consistently emphasized in the relevant theories and practices. Although various methods and forms of public participation are taking place in Korea, criticism is widely understood that collecting citizens' opinions in the decision-making process has become ineffective and formal. Starting from these issues, this paper seeks to learn lessons from the foreign cases in the international context. Extensive literature review was conducted to examine the meaning and objectives of public participation in EIA and the tactical principles. Based on this, the participatory systems and procedures in the United States, Britain, Germany, Japan, and Canada were critically reviewed, and the implications were derived through specific cases. The results are, first, the provision of specific public participation guidelines, second, the securing of transparency in the decision-making process, third, the expansion of procedural participation levels, and lastly, the guarantee of participation opportunities. This paper is meaningful as a basic study to enrich discussions on public participation in the domestic EIA hoping to help research through more diverse empirical cases in the future.

Secondary School Science Teachers' Actual and Preferred Types of Assessment (중등 과학교사의 과학 평가 실태와 지향)

  • In this study, we investigated secondary school science teachers' actual and preferred types of assessment with focus on the purpose and the method of assessment. Participants were 92 secondary school science teachers. We developed a questionnaire asking science teachers about the types of assessment they have actually used and the preferred types of assessment for hypothetical situations that have been generally reported as the prototypical examples of constructivist assessment. The characteristics of the science teachers such as teaching career, experience on in-service training about assessment, and perspective toward constructivist assessment were also examined. The analysis of the actually implemented assessments in their responses revealed that most science teachers tended to aim at traditional purposes such as summative assessment, and that multiple-choice was the most prevailing assessment method followed by experiment, report, and essay. For hypothetical assessment situations, science teachers exhibited their preferences for various types of constructivist assessment methods, whereas their purposes of the assessment still remained to be traditional. The science teachers who have had a relatively constructivist perspective toward assessment showed a statistically significant preference for using formative assessment than their counterparts in the hypothetical assessment situations.

  • Today, the civil society plays a key role not only in criticizing and monitoring the functions of the state and the market, but also as an active producer of public services by complementing the government and the public sector. Public records management is also becoming more and more popular. In the case of appraisal and selection, which is the core area of record management, discussions about citizen participation are becoming more serious than any other areas. The concept of 'proactive appraisal', which has emerged as a paradigm of citizens' participation in appraisal, reminds us that citizens themselves are the subjects of public records and are no longer alienated from the appraisal system. The problem is, while the growth of the Korean civil society about institutional participation is spreading rapidly, but citizen participation is hard to find in the field of public records. The purpose of this paper is to examine the role of citizen participation in the process of appraisal of public records, and to debunk the role of citizen participation in the appraisal processes by exploring the examples in the UK, Canada, and Australia. This paper emphasizes that the appraisal system of the national public records in crisis today could be largely restored through the domestic application of this active citizen participation cases. First of all, this study presents a conceptual appraisal model that could reflect citizen participation in the field of record management along with the analyses of the advanced cases in some western countries. Specifically, this paper focuses on presenting the models of 'appraisal documentation' and 'governance-based appraisal', reflecting the active citizen participation. This study suggests that these citizens' participatory evaluation models should be settled in Korea in the future and we should urgently discuss 'citizen participation appraisal'.

  • Health impact assessment is implemented within the Environmental impact assessment for the purpose of minimizing health damage by predicting the impact on human health following implementation of the development project. In health impact assessment, manual revision is required due to the lack of consistency in the method of estimating hazardous air pollutants emissions. This study estimated the emissions by calculating the emissions of hazardous air pollutants based on the actual industrial complex development cases and completed health impact assessments. As a result of risk assessment based on exposure concentration using CALPUFF model, the risk assessment results were different for each of the emission estimation methods, and manual improvement on the emission estimation method is needed.

  • This study aims to develop the case management activities inventory relevant to community-based mental health settings. The comprehensive literature review was conducted to define the concepts and activities for the case management process. After the content analysis from the professional scholar and the mental health-related worker, 83 items were constructed. A survey was conducted to 265 case managers in community mental health centers. Through exploratory factor analysis, reliability and validity analysis, finally 8 factors and 43 items were identified.

  • At a time when it is urgent to establish a management system for landscape quality assessment of offshore wind farms in Korea, we analyzed foreign cases to draw implications for improving the landscape quality assessment of offshore wind farms in Korea and to explore the direction of efficient landscape assessment. The main contents derived from the analysis of overseas cases and systems are as follows. First, offshore wind farms are large-scale projects, and it is necessary to consider the landscape from the pre-planning stage, as in overseas cases. Second, the evaluation items for marine landscape quality should be expanded and systematized. Third, a flexible evaluation system that can consider new landscape impacts is required. In order to identify the landscape impacts of offshore wind farm projects, we refer to the landscape assessment items and procedures derived from overseas cases, but reflect them appropriately to the domestic maritime conditions, and specifically introduce a plan to minimize the landscape impacts that may occur during offshore wind farm projects to contribute to the sustainable use of offshore wind power.

A Case Study of Course-Embedded Assessment for Program Outcomes in Computer Science & Information Engineering (컴퓨터·정보공학 분야의 교과기반 학습성과 평가 사례연구)

  • This paper deals with the practical experience and lessons to develop a method of course-embedded assessment for program outcomes in Computer Science & Information Engineering. In engineering education, ABEEK(Accreditation Board for Engineering Education of Korea) has been nominated as an official accreditation from Korean government under some conditions of fulfillment. One of the conditions is enforcement of course-embedded assessment for program outcomes. In this paper, a method of course-embedded assessment in Computer Science & Information Engineering is suggested. The case study was done in a basic project course which includes the special assessment methods in project courses. The case study of course-embedded assessment in a basic project course was given with consideration for each step, that is, set up of program outcomes which are highly related to the course, selection of assessment tools such as written examination and project-based assessment, set up of assessment criteria, implementation of course-embedded assessment, and analysis of results. The proposed method is expected to be a good example to construct the whole strategy for course-embedded assessment in Computer Science & Information Engineering.

  • This study intends to discuss the theories and case studies related to the selection and evaluation of information resources. The studies for the selection and evaluation of information resources can be divided into as follows : statistical methods, cost-effectiveness methods and expert system methods. Auther tried to discuss problems and prospects of the theoretical backgrounds and applications of expert system for the selection and evaluation of information resources.
