As time to market and rapid reaction to changes in demand is much required, agile software development methodologies whose characteristics are great adaptability and short iteration developments are getting more popular. Though there have been a number of literature suggesting the great potential of agile software development, some recent studies have also mentioned its limitations. We believe there remains much confusion as to whether agile approaches are good to introduce or not. In an effort to provide 'real' characteristics of agile development, this paper evaluates Scrum, one of the most used agile approaches, using a software measurement framework. It also presents a Scrum measurement case study of a web portal company. We believe this study will provide some concrete guidelines as to whether Scrum is worth, what are weak points, and how to control the agile process in order to get over the weakness.

최근 들어 많은 정보 시스템들이 클라이언트/서버 환경에서 개발되고 있다. 클라이언트/서버 정보 시스템은 기존의 정보 시스템에 비해 복잡도가 높은 시스템이므로, 시스템 개발 시 체계적인 개발 방법론의 적용이 필요하다. 객체 지향 개발 방법론은 객체 지향 개념에 기반하여 시스템의 재사용성, 확장성, 신뢰성, Scalability를 증진시킬 수 있는 방법론이다. 본 연구에서는 객체 지향 방법론에서 클라이언트/서버 정보 시스템 설계 작업을 체계적으로 수행하기 위한 기법과 절차를 제시한다. 이러한 기법은 설계 작업시 사용자 인터페이스에 대한 충분한 고려가 가능하고, 설계 객체의 규명을 체계적으로 지원하고, 응용 시스템 논리를 일관성 있게 배분할 수 있도록 도와준다. 한국과학기술원의 인텔리전트 캠퍼스 프로젝트에서 개발된 학사 시스템의 적용 사례와 함께 본 연구에서 제시하고 있는 객체 지향 설계 기법에 대해 소개한다.

신 재생에너지 산업의 확대를 뒷받침하고 산업의 지속적인 성장을 달성하기 위해서는 지속적인 인력의 공급이 무엇보다 중요하다. 뿐만 아니라 신 재생에너지는 기존 에너지원과 다르게 자국 내에서 생산 및 소비가 함께 이루어진다. 따라서 신 재생에너지의 확대는 국가의 일자리 창출과 직접적으로 연관된다. 하지만 지금까지 국내에서는 신재생에너지 인력수요 전망을 위한 방법론 연구가 충분히 이루어 지고 있지 않은 실정이다. 이에 본 연구에서는 인력수요 전망을 위한 연구를 실시한 호주와 미국 사례를 고찰하여, 국내 신 재생에너지 인력수요 전망을 위한 고려요인 및 전망 방법론 연구를 실시하였다. 연구결과 미국은 기존화석에너지와의 인력수요 차이를 고찰하는데 초점을 맞추어 분석을 실시하였다. 또한 호주는 시나리오 기법을 통하여 미래 신재생에너지 보급상황에 따라 달라 질 수 있는 인력의 수요를 예측 하였다. 두 국가의 경우 신 재생에너지 부문의 인력수요가 급격하게 증가할 것으로 보고 있다. 호주의 경우 2008년 기준으로 10천명이던 신 재생에너지 인력수요가 2020년 24천명~30천명으로 증가할 것으로 예상(연평균 16.7% 증가)하고 있다. 미국에서는 2007년 500천명의 신 재생에너지 산업 인력이 재직 중이며, 신 재생에너지 확대와 함께 2030년에는 7,300천명의 인력수요가 있을 것으로 분석하고 있다. 신재생에너지 인력수요에 대한 연구를 실시한 사례를 살펴보면 국가는 목적에 부합하는 기준을 바탕으로 연구를 수행하여 있음을 알 수 있다. 따라서 우리나라도 향후 신재생에너지 인력 증가에 대비하여 관련 인력양성 정책을 올바르게 세우기 위해서는 관련 연구가 뒷받침 되어야 할 것으로 사료된다. 해외 사례 고찰 내용을 바탕으로 향후 국내 신 재생에너지 인력 수요 예측 시 고려해야 할 요인들을 다음과 같이 정리할 수 있다. 먼저 인력수요의 예측을 위해서는 현실적인 신 재생에너지 성장 시나리오의 설정이 요구된다. 미국의 사례와 같이 신 재생에너지와 재생에너지의 인력수요 차이를 비교하는 것도 신 재생에너지 인력수요를 정량화 하는데 큰 도움이 될 수 있다. 또한 인력의 범위를 직종별, 학력별로 구체화 하려는 노력이 필요할 것이다. 마지막으로 신재생 인력수요 전망을 바탕으로 효과적인 인력양성 프로그램을 구체화 해야 할 것이다.

본 연구는 Zeigler가 제시한 DEVS 모델링 및 시뮬레이션 방법론에 전문가 시스템 및 기호적 시뮬레이션기법등 다양한 추론기법들을 결합시킴에 의해, 캠퍼스 네트워크의 설계 및 성능분석 자동화 방법론과 도구의 개발을 주 목적으로 한다. 이를 위하여, 본 연구에서는 SES/MB를 이용하여 정보시스템의 구성설계 및 성능분석 자동화 방법론을 제시하였고, 캠퍼스 네트워크에 대한 사례 연구를 통하여 그 적용 가능성을 검토하였다. 기존의 연구들과의 차별성은 다음과 같이 요약된다; 첫째, 구성 전문가의 지식베이스를 활용한 구성 설계 자동화, 둘째, 해석적 기법이 아닌 시뮬레이션 기법을 이용한 성능분석, 셋째, 요구조전 및 제약조건들에 따른 행동궤적의 자동생성 및 이를 이용한 성능분석 자동화등을 들 수 있다.

기존 국내원전의 화재 PSA는 EPRI가 개발한 방법론을 이용하여 화재 PSA를 수행하여 오고 있다. 미국 NRC는 EPRI와의 공동연구를 통하여 새로운 화재 PSA 방법론(NUREG/CR-6850)을 개발하였고, NFPA-805 코드를 적용하는 미국 원자력발전소들에 대해서 이 방법론을 적용한 PSA를 수행하는 것을 권고하고 있다. 본 논문에서는 국내원전에 신규 PSA 방법론 적용시 논의되어야 할 사항들 중 지진화재 연계성(또는 지진-화재 상호작용)평가 방법론에 대한 제안 및 고려사항을 기존 해외 사례를 참고하여 기술하였다.

Living Lab은 기존의 전문가 위주의 R&D 방법론을 탈피하여 각종 사용자가 연구 주체로 포함시키며 사회가 직면한 도면과제의 직접적 해결은 물론 R&D 성과물의 용이한 사업화가 가능하도록 한다. 본 연구에서는 이러한 Living Lab의 정의를 파악하고 각종 운영사례와 환경 분석을 통해 R&D에서의 Living Lab의 적용 방법과 보완점을 도출하여 Living Lab의 새로운 개념을 제시하고 이를 통해 향후 R&D 과제에서 어떻게 적용할 것인지에 대한 시사점을 제시하고자 한다.

FTA 시대를 살고 있는 대한민국의 농업인은 무한경쟁시대를 살고 있다. 본 논문에서는 농촌에 살고 있는 농업인은 부유하게 살수 없는 것인가? 라는 주제로 정보활용능력이 탁월한 전문가들이 운영하는 기존의 쇼핑몰 위주의 전자상거래 방법론과는 다르게 농촌에 살고 있는 농업인들이 활용하여 성공한 전자상거래 사례 형태를 분석한 논문이다. 이에 본 연구에서는 전자상거래를 활용하고 있는 농업인의 사례연구를 통하여 전자상거래의 현황과 문제점을 파악하고 농업인 전자상거래의 활성화 방안과 전략적 운영방안을 제시하고자 한다.

This case study aims to describe the principles and methods of records management applied to the systematic management of records in the KDI School of Public Policy and Management, and the process of its practical implementation. It provides more extensive coverage than most existing studies on records management, dealing with all procedures from the theoretical modeling to the records management system building. The School has built the Records Center that can integratively manage its administrative records and archives that have been erratic and unsystematic over the years. As a result, the introduction of records management has become a basis for succeeding the achievements of the KDI School and its history as well as supporting administrative and knowledge resources. As well, it is intended to be a guide for other schools or institutions when building the records management system.

Although a study on documentation strategy has been steadily releasing recently in the archival study field, it is rare that the cases or studies applying the institutional functional analysis methodology that Helen Samuels had suggested. The institutional functional analysis is a methodology to provide a comprehensive understanding of the record by defining the essential features of the institution at a macro level. The documentation area derived from the institutional functional analysis functions as a priori framework for an archivist to select and keep the records of the institution. In other words, by analyzing the function of the institution through the institutional functional analysis methodology, it makes possible to identify the functions not covered under the current records retention schedule at a macro level ensuring accountability of the organization's business activities. The documentation project of the United States is a prime example to comply with this background. In this study, by analyzing the case of the United States Congress, it is proposed the derived implications for applying the institutional functional analysis to the National Assembly of the Republic of Korea, where is the similar national institution to the U.S. Congress. For this purpose, firstly, the theoretical debate on the institutional functional analysis as the previous studies. Secondly, the documentation project of the United States Congress has been case analyzed by each function according to the institutional functional analysis. Thirdly, on the basis of the case study results, the implications are derived and it is suggested that the documentation areas applicable to the National Assembly of the Republic of Korea.

21세기 지식경제사회의 우위를 선점하기 위해 세계 선진국에서는 미래전략 연구에 대한 연구를 활발히 추진하고 있다. 반면에 우리나라의 경우 미래전략 연구에 소홀한 실정으로, 지난 2007년 한국전자통신연구원(ETRI)에서는 IT 기반 융합기술 시대를 대비함과 동시에 신성장 동력 발굴을 위한 비전연구를 진행하였다. 2012년과 2020년을 각 각 중기와 장기목표로 구분하고, '즐겁고, 편리하고, 안전한 인간중심 IT 비전'을 topdown 방식으로 설정하였다. 설정된 비전 달성을 위해 비전위원회를 구성하여 bottom-up 방식으로 메가 트렌드 분석, 델파이, 시나리오 기법, TRM 설계를 통하여 미래 전략을 수립하였다. 본 고는 국외에서 활발히 진행되고 있는 미래예측 및 기술예측 등 미래전략 연구 방법론과 사례에 대해 연구결과를 중심으로 정리하였다. 그리고, 이러한 미래전략 방법론을 ETRI 비전수립 과정과 접목한 사례 일부 결과를 고찰하였다. 본 고를 통해 아직 초보단계에 있는 국내 비전연구, 미래예측 및 전략수립에 대한 방향을 제시한다.
