Frequency and Pattern of Traffic Accidents in Different Atmospheric Phenomena (기상(氣象)에 따른 교통사고(交通事故) 발생양상(發生樣相)과 빈도(頻度))

  • In order to fine out the relationship between traffic accidents and atmospheric phenomena, we have analyzed 2,562 cases, one tenth of the total traffic accidents occurred in Taegu city for a year in 1988. The meteorological elements observed by Taegu Weather Bureau were used. It was divided into two largy categories : the patterns of accident as human injuries and destructions of car. When the accidents were overlapped in each other, it was considered as human injury. Human injuries were subdivided into three parts : death, severe wound and slight in, when more then two cases were overlapped, we choiced severe damage. The average number of daily traffic accidents including human injuries were lowest in winter of four seasons. The accident patterns in accordance with the seasons showed statistically significant difference. The frequency was the highest as 3.3 cases in an hour at $25.1-30.0^{\circ}C$ of atmospheric temperature, the rate of human injury showed the increase by the increased temperature. But there were not significant. Also it was the highest as 3.7 cases in less than 31% of humidity and the rate of human injury as the highest at 41-50%, but not significant. And it was the increasing tendency as wind speed increase, and the rate of human injury was the highest at 6.1-7.0 m/sec, but it was not significant. In relation to precipitation, and visibility, were the highest as 5.4 cases at 5.1-10.0 mm of rainfall, the rate of human injury was increased by the increased precipitation and showed statistically significant. And it was highest within 6 Km of visibility, but the rate of the human injury was the lowest within same distance, and also showed significance. The accidents were higher with snow on the road, but the rate of human injury was comparatively lower, but no significance.

Overview of Major Oil Spill at Sea and Details of Various Response Actions -1. Number and Volume of Marine Oil Spills in Korea and in the World (대형 기름유출사고와 방제조치에 관한 연구 -1. 국내외 해양기름오염사고 건수와 유출량)

  • In order to obtain quantitative basic data for marine oil pollution prevention, the statistics of oil spill incidents in Korea and in the world for 20 years from 1993 to 2012 were collected and analyzed with relation to the number of oil spills and the amount of oil spilt. In Korea for 20 years, total number and average annual number of oil spills were 6,608 cases and nearly 330 cases/year, respectively, and total volume and average annual volume of oils spilt were 57,328 kL and nearly 2,866 kL/year, respectively. Due to major oil spills from oil tankers, annual volumes of oils spilt in Korea were sharply increased to 15,388 kL in 1993, 15,773 kL in 1995, 3,428 kL in 1997 and 13,008 kL in 2007. In case of worldwide oil spills for 20 years, total number and average annual number of oil spills of 8 kL (or 7 tonnes) and above were 420 cases and 21 cases/year, respectively, and total amount and average annual amount of oils spilt 8 kL (or 7 tonnes) and above were about 800,000 kL (or 704,000 tonnes) and about 40,000 kL/year (or 35,200 tonnes/year), respectively. Major oil spills from oil tankers increased massively annual amounts of oils spilt worldwide to about 159,000 kL (or 140,000 tonnes) in 1993, about 147,600 kL (or 130,000 tonnes) in 1994, about 90,900 kL (80,000 tonnes) in 1996, about 81,800 kL (72,000 tonnes) in 1997 and about 76,100 kL (or 67,000 tonnes) in 2002. Obvious correlation between annual number of oil spills and annual amount of oil spilt was not found in both Korea and the world, while both annual number and annual volume tended to decrease with the lapse of year in both Korea and the world, though there were wide fluctuations from year to year in both annual number of oil spills and annual amount of oils spilt worldwide and in Korea for 20 years. From 2008 to 2012 worldwide, there were sharp decreases in both annual number and annual amount of oil spills. In particular, no oil spill of 800 kL (or 700 tonnes) and above occurred in the year of 2012.

  • The purpose of this study is to prevent school safety accidents by conducting an analytic investigation on safety accidents that occur in elementary, middle and high school during 2010-2014 in Chung-Nam. We used the status of safety accidents in school based on the Chung-nam School Safety and Insurance Association database. Data was analyzed by descriptive Statistics. It was found that the incidence of safety accidents in school has increased, and in the case of elementary schools it was higher than in middle school or high school. Safety accidents occurred most during break time, and in schoolyard, and due to student's carelessness. Safety is one of the most basic human needs. To decrease the incidence of safety accidents, we need to set up with comprehensive safety system including human, physical and environmental factors. Based on the this study, it needs more wide study on various countermeasures and to determine effects.

Traffic Accidents Analysis on Expressway using Spatial Autoregressive Model (공간자기회귀모형을 이용한 고속도로 교통사고 분석)

  • 공간통계분석은 공간적으로 연계된 변수들간의 관계를 분석하는 통계분야이다. 일 반적으로 공간적으로 연계된 변수들간의 관계는 각 변수간의 공간적 분포정도에 따라서 영 향을 받는다. 전통적인 통계 분석의 방법은 동질의 자료발생과정에 의하여 확률적으로 축출 된 표본자료를 가정하고 있으나, 공간적인 자료는 이와 같은 동질의 자료발생과정의 가정을 부정한다. 교통류 및 교통사고 등과 같은 교통분야의 자료는 대부분 공간적인 상관관계에 의하여 축출된 이질적인 표본자료이며 따라서 공간상관관계를 동질적으로 가정한 전통적인 통계적 분석 방법은 오류를 범할 수 있다. 본 논문은 공간적인 관계를 고려한 공간자기상관 분석기법을 이용하여 고속도로상의 교통사고에 관하여 분석하였다. 분석의 결과에 의하면 4 개 고속도로 중 경인고속도로를 제외한 3개의 고속도로상의 교통사고건수는 통계적으로 현 저한 양의 공간적 상관관계가 있음을 알 수 있었다. 이에 따라 공간적 상관관계를 고려한 교통사고분석을 위하여 종속변수로 단위구간별 교통사고건수를 그리고 설명변수로서는 단위 구간별 교통량, I.C. 유무 및 화물차량비율을 이용하여 공간 자기회귀분석을 시도하였다. 분 석의 분석에서는 구간별 교통량과 화물차량의 비율이 호남/남해 고속도로의 경우에는 구간 별 교통량과 I.C. 유무가 통계적으로 유의한 것으로 분석되었다.

Fitting Distribution of Accident Frequency of Freeway Horizontal Curve Sections & Development of Negative Binomial Regression Models (고속도로 평면선형상 사고빈도분포 추정을 통한 음이항회귀모형 개발 (기하구조요인을 중심으로))

  • 교통사고예측 및 예방을 위해서는 실제적으로 도로설계과정에서 제어가 가능한 도로 기하구조요소에 대한 사고관계를 파악함이 타당하다. 즉, 도로의 설계자는 도로건설에 앞서 기하구조요소와 사고와의 관계를 현장자료를 통해 정확히 밝혀 도로설계에 반영해야 한다. 이를 위해, 교통사고의 빈도분포를 박히는 것은 가장 기본이 되는 일이며, 교통사고 예측모형개발에 선행되어야 한다. 일반적으로 교통사고건수의 경우 분산이 평균보다 큰 과분산(overdispersion)의 특징을 가지고 있어 음이항 분포를 따른다고 알려져 있다. 따라서 본 논문은 사고모형의 개발에 앞서, 사고발생지점에 대한 도로설계요소와 기타 잠재적인 사고발생 관련요인이 비교적 잘 파악되어있는 호남고속도로를 중심으로 평면 선형상 곡선부에 대하여 교통사고의 분포를 적합도 검정을 통해 알아보고자 하였다. 사고자료는 한국도로송사의 호남고속도로 5년(1996∼2000)간 자료를 분석에 맞게 정리하였으며, 강민욱과 송봉수(2002)에서 제시한 평면선형에 있어서의 구간분할법을 이용하여 배향곡선구간과 단일곡선구간에 대한 사고분석을 하였다. 적합도 분석결과, 예상대로 음이항분포가 사고건수를 설명하기에 가장 적합한 확률분포로 제시되었으며, 이를 통해 최우추정법을 이용한 음이항회귀모형을 개발하였다. 구간분할법을 적용한 음이항회귀모형의 경우, 기존의 확률회귀토형에 비하여 높은 결정계수를 갖았으며, 모형에서 적용된 기하구조요소로는 차량 노출계수, 곡선반경, 단위거리 당 편경사변화값 등이다.

Traffic Accident Reduction Effects of the All-Red Clearance Interval (ARCI) Operation (전적색신호시간 운영에 따른 교통사고 감소효과)

  • This study deals with the relationships between signal operation and traffic accident of signalized intersections. The objective of this study is to analyze the traffic accident reduction effects on the operation of all-red clearance interval (ARCI). This study gives particular attentions to evaluating the traffic accident reduction effects of ARCI at 37 signalized intersections in Cheongju using before-after evaluation with comparison group. The main results are as follows. First, the number of traffic accidents, fatalities and injuries has changed before operating ARCI and thereafter. Second, the result of before-and-after evaluation with comparison group showed that the number of accidents was reduced by 20.0% and that the number of fatalities and injuries was reduced by 28.0%. Finally, reduction effects from operating ARCI were evaluated to be 6.0~35.0% in the number of accidents and 18.0~37.0% in the number of fatalities and injuries.

  • 산업의 발전과 경제성장을 바탕으로 대한민국의 자동차 등록수는 매년 꾸준한 증가세를 보이고 있다. 이와 더불어 자동차 사고 또한 급격히 증가하고 있다. 대한민국은 OECD회원국중 교통사고 발생건수가 높은 편이고 사망자수 또한 상위에 랭크되어 있다. 이러한 사망자 수는 각 나라별 교통사고 발생건수 대비 사망자수와 비교시 높은 사망률을 보이고 있다. 또한 자동차 충돌 사고에서 빈번히 발생되는 운전자의 의식불명에 따른 초기 응급조치의 미흡, 뺑소니 또는 사고 후 방치되는 상황을 방지하기 위해 차량용 블랙박스와 사고발생 통보 시스템이 필요하다. 본 논문에서는 가속도센서를 이용하여 사고 발생시 충격 임계점을 계산한 후 사고 발생을 블루투스를 이용하여 스마트폰으로 전송한다, 또한, 교통사고 발생 후 환자의 응급 후송 및 2차 교통사고를 방지하기 위한 시스템의 필요성에 따라 블랙박스를 접목한 차량용 응급상황 감지 및 통보 시스템을 설계 및 구현하였다.

Analysis of Domestic Fishing Vessel Stability Regulations and Research on their Criteria Amendment for Improvement (국내 어선 복원성 규정 분석 및 개선 기준안 연구)

  • According to an investigation performed on shipping accidents, the number of domestic shipping accidents has been increasing despite the decrease in global shipping accidents. Therefore, to reduce domestic shipping accidents, the present study investigated the criteria for the stability of fishing vessels. The IMO, foreign, and domestic regulations regarding fishing vessel stability were investigated, and a comparative study was conducted. The results showed that domestic regulations were the most relaxed regarding vessel stability. Finally, we proposed five items for the KOREA FISHING VESSELS STABILITY CRITERIA AMENDMENTS on the basis of the comparative study.
