  • 현재 위험물 운송 사고는 점차 감소하는 추세이지만 위험물 운송 사고는 특성상 한번의 사고로 인해 주변의 인명 및 환경에 막대한 피해를 입히게 된다. 이러한 위험물 운송 사고의 대응을 위해 각 기관들이 있지만 기관별로 메뉴얼 및 방침이 다르게 적용되어 있어 운송 사고에 대한 정확한 정보전달이 미비한 실정이다. 결과적으로 운송사고에 대한 정보가 부족하여 잘못된 대응계획으로 사고처리가 늦어질 수도 있다. 사고시 적절한 대응을 위해서는 위험물질의 종류와 양, 사고위치, 주변상황 등에 대한 정보가 전달되어야 사고대응에 대한 장비, 인력 편성 등 정확한 대응이 이루어질 수 있다. 현재 국내의 정부 유관기관별로 위험물질 사고대응메뉴얼을 구축하여 제공하고 있으나, 운송 및 수송 사고에 대한 사고대응메뉴얼의 부재로 2차적인 피해가 발생되고 있다. 따라서 본 논문에서는 위험물질의 표준화하고 이에 대한 사고대응매뉴얼을 개발하여 위험물 운송 사고시 사고에 대한 정보를 유관기관에게 신속 정확하게 전파하여 통합적인 초동대응이 이루어질 수 있도록 하였다.

The Effects of Horizontal Curves on Vehicle Speeds and Accidents (평면곡선부의 속도 및 교통사고 영향분석연구)

  • The Purpose of this Paper was to study the relationship between the change of operating speeds and the accidents on horizontal curves. For this purpose, we divided a horizontal curve section into two parts, a tangent section and a curve section, to estimate the operating speed for each vehicle. For studying relationship between the change of speed and geometric effect, the free-flow speed was used. The location and speed for the lowest speed were studied. Also, we analyzed the relationship between the change of operating speeds and the accidents. The followings are resulted in this study. First, drivers tend to reduce speeds significantly before they reach a curve. And the lowest speed was recorded at the downstream of the Point of curve (PC) due to the limited sight-distance of drivers on curve. Second, the larger the change of operating speeds become, the greater frequency of accident was recorded. These results can be used for developing the safety index on highways to check the design consistency.

Rescue Support Communication System in Case of Emergency of Large Passenger Ship (대형 여객선 긴급 재난 시 구조 지원 통신 시스템)

  • We propose an emergency rescue support communication system to quickly rescue passenger ships, such as large cruise ships, when a ship sinks or a disaster such as a fire occurs. A beacon is installed in the inside of the vessel, and the position and the status of the passenger are detected in real time through the Bluetooth communication in the mobile terminal carried by the passenger and transmitted to the server. When an emergency occurs, the server sends information on the passenger to the rescue agency, informs the passenger of the emergency, and guides evacuation. As a result of simulations using the designed system, it was confirmed that the server immediately notifies all terminals when an emergency occurred in more than half of the area. This system, which detects the accident in real time and notifies all terminals in the vessel, unlike the existing system that notifies the position of the accident vessel or simply the position of the passenger in the vessel, will be helpful for the rapid evacuation and rescue of the passenger.

  • 4차 산업혁명의 도래로 사회기반시설물의 계획 및 운영관리에 있어 데이터 분석을 통한 가치추출에 대한 관심은 매우 높은 상황이다. 데이터의 가용성과 접근성, 정부 지원 등을 평가하는 공공데이터 개방지수에서 한국은 1점 만점에 0.93점을 획득하여 경제협력개발기구 회원국 중 1위(2019년 기준)를 할 정도로 매우 높은 수준(평균 0.60점)이다. 그러나 공식적으로 발표 및 배포되는 사회기반시설물 관련 정보와 심도 있는 연구 분석이 필요한 정보는 접근이 여전히 제한적이라 할 수 있다. 특히 대표적인 사회기반시설물인 상수도시스템은 대부분 국가중요시설로 지정되어 있어 다양한 정보를 획득하고 분석하는데 제약이 존재하며, 관련 국가통계인 상수도통계에서는 누수사고 등과 같은 비정상적 상황에 대한 사고지점, 원인 등과 같은 세부정보는 제공하고 있지 않다. 본 연구에서는 웹크롤링 및 빅데이터 분석기술을 활용하여 과거 일정기간 발생한 지자체의 상수도 누수사고 관련 뉴스를 전수조사하고 도출된 사고건수를 국가 공인 정보인 상수도통계자료와 비교·분석하였다. 독립적인 누수사고 기사를 추출하기 위해서 중복기사의 제거, 누수 관련 키워드 정립, 상수도분야 이외의 관련기사 제거 등의 절차가 필요하며, 이와 같은 기법은 R프로그래밍을 통해 구현되었다. 추가적으로 뉴스기사의 자연어 처리기반 정보추출기법을 통해 누수사고 건수 뿐만 아니라 사고발생일, 위치, 원인, 피해정도, 그리고 대상 관로의 크기 등을 획득하여 상수도 통계에서 제시하고 있는 정보보다 많은 가치를 추출하여 연계할 수 있는 방안을 제시하였다. 제시된 방법론을 국내 A광역시에 적용하여 누수사고 건수를 비교한 결과 상수도통계에서 제시하고 있는 누수발생건수와 유사한 규모의 사고건수를 뉴스기사분석을 통해 도출할 수 있었다. 제안된 방법론은 추가적인 정보의 추출이 가능하다는 점에서 향후 활용성이 높을 것으로 기대된다.

  • The number of vehicle-to-barrier collisions has increased due to improved driving environments. In addition, it is reported that the number of accidents led to impact severity larger than current capacity of a median barrier has increased. It is required to develop a high performance median barrier in order to secure expressway safety. This paper aims at proposing impact loading model and locations for a high performance median barrier based on analysis of median-barrier-related accident history. The SB6 test level (Impact severity: 420 kJ, Mass: 25 ton, Impact speed: 80 km/h, Impact angle: $15^{\circ}$) was suggested for target impact severity based on statistical data analysis. The suitable locations also were proposed from investigation of driver behaviors for installation and rehabilitation of high performance median barrier.

  • The study aims at analyzing an underground station refuge model using EXODUS, one of the refuge simulation programs. The model for simulation is the Daegu Subway (Joongang-ro station). The details of the accident are referred to as the simulation condition the refuge time of traveling from the $3^{rd}$ basement platform to the $1^{st}$ basement is mainly calculated, with passengers numbering 1,000 including 329 at car 1079, 320 at car 1080, and 360 who are not on board. Reference data is used to set up the position of passengers. CFAST fire simulator is also used, and a fast curve among the $t^2$ growth curves, selected as fire growth scenario. The zone is divided into a total of 24 including 18 at the $3^{rd}$ basement platform and 6 at the $2^{nd}$ basement the $1^{st}$ basement is excluded in the fire simulation, however.

  • In recent years, construction worker safety in construction site is important. Especially, the frequent collapse accidents have happened in tunnels, utility tunnel and underground structure, so that the importance of worker safety is greatly emphasized. It is difficult to communicate with other workers in underground space, using the current cable or wireless communicator. When the accident is occurred, it can't rescue workers. This is the reason that it has a deficiency to find a location of survivor and communicate rescure crew and field workers. In this paper we extract the optimal technical factors of USFSS(Underground Structure Field Support System) based on integrated technique of wireless communication and location awareness. And USFSS developed in this study is suited for bad environment of underground structure construction and able to track 3D position of laborer and communicate mutually.

An Incident Detection Method for Using Speed-Density Relations (검지기간 속도-밀도의 관계를 활용한 돌발상황 감지기법)

  • This Paper Presents a novel incident detection method for using the speed-density difference between detectors. When a incident is happened the downstream traffic condition is mostly lower speed and higher density and the upstream is higher speed and lower density In respect of such characteristics, we can suggest a method for detecting an incident based on the speed-density information provided from detectors. The incident detection method is tested by using the accident data collected from the Cheonan-Nonsan Highway. The results show that suck an incident detection method can analyze the position of accident by comparing the speed-density difference between detectors. The work described in this paper is only at on early stage, in the sense that there are several areas to be further investigated in application of this method. such as setting a critical value for judging the incident. a level of accident wave, a varying Pattern between the incident locations and detectors, etc.

남동부해역의 통항량 및 사고사례 분석을 통한 관제 방안

  • 국제 해상물동량(해상화물 수송량은 10년 사이에 매년 평균 4.3%씩)의 증가에 따라 해양사고의 발생 빈도도 높아지고 있으며, 사고의 규모도 대형화 되고 있는 추세이다. 이에 따라 해상에서의 선박 위험도 저감을 위한 많은 시스템들이 개발/운영되고 있지만, 대부분 실시간 위치정보를 기반으로 충돌위험 등을 분석하고 있고, 선박간의 충돌 외의 선박의 주변 환경에 대한 고려는 미비한 실정이다. 실제 해상에서의 통항량 및 10년간 사고를 분석하여, 충돌등 사고가 많은 남동부 해역(여수/통영/진해)의 통항패턴, 교차구역 및 해양사고 특성을 분석해보고, 이에 따라 Sector별 특징적 집중 관제 방안을 마련하여, 선제적 안전 서비스 방안을 연구하고자 한다.

  • As the ubiquitous environment is created, the latest ports introduce U-Port services in managing ports generally and embody container's location identification system, port terminal management system, and advanced information exchange system etc. In particular, the location identification system for freight cars and containers provide in real time the information on the location and condition for them, and enables them to cope with an efficient vehicle operation management and its related problems immediately. However, such a system is insufficient in effectively handling with the troubles in a large-scale port including freight car's disorderly driving, parking, stop, theft, damage, accident, trespassing and controlling. In order to solve these problems, this study structures the vehicle positioning system and the image verification system unsing high resolution image compression and AVE/H.264 store and transmission technology, able to mark and identify the vehicle location on the digital map while a freight car has stayed in a port since the entry of an automatic gate, or able to identify the place of accident through image remotely.
