1970년대 초 잇따라 발생한 대연각호텔 화재, 서울시민회관 화재 등 대형 화재사고는 전사회적으로 국가 차원의 화재 안전 정책이 시행될 필요가 있다는 공감대를 형성시켰다. 단순 화재사고로 끝났을 수도 있었던 사고가 소방시설 관련법 미비, 소방인력 부족 등으로 인해 대형 참사로 번졌기 때문이다. 이런 판단에 따라 화재로부터 국민의 생명과 재산을 보호하기 위한 활동을 전개해 나가는 단체가 필요하다는 목소리가 힘을 얻었다. 따라서 보험사가 방재전문기관을 설립해 운영하는 외국의 사례를 모델로 1973년에 한국화재보험협회가 만들어졌다. 이후 한국화재보험협회는 전국 주요 거점에 인프라를 구축해 나가면서 활동에 박차를 가했다. 그 가운데 하나가 바로 인천이다. 인천의 경우 관내 공단시설이 노후화돼 있고, 다중이용시설이 밀집해 있어 어느 지역보다 철저한 화재예방관리가 필요한 상황이었기 때문이다. 이런 악조건 속에서도 인천지부에서는 2010년 기준으로 관내 안전점검 대상 건물에서 단 한 건의 사망사고도 발생하지 않았다. 2009년에 6명 사망한 것에 비하면 괄목할 만한 성과를 낸 것이다. 이런 결실을 낼 수 있었던 것에는 인천지부의 수장인 이복영 지부장의 역할이 상당했다. 그가 어떤 활동을 전개해 나갔기에 빈틈없는 안전관리가 전개됐는지 살펴봤다.

한국건설품질협회가 지난 7월 18일 건설회관에서 CS9001품질경영시스템과 AQUA품질평가시스템 제도 도입을 위한 공청회를 개최하고 국제수준의 품질기준 마련에 들어갔다. 최근 들어 건설시장 개방에 따라 국제수준의 품질기준으로 국내 고객을 보호하고, 기능인력의 품질확보 능력을 배양 시켜 해외와 국내공사의 품질격차를 해소, 국가 경쟁력을 강화하고 하자보수 비용 감소로 건설업체의 질적 향상은 물론, 재무 건전성을 향상시키기 위한 시스템이 요구됨에 따라 한국건설품질협회가 CS9001 및 AQUA품질평가시스템 제도 도입에 들어간 것. 이 시스템이 도입될 경우 발주자는 품질의 공신력 확보, 품질확보 계약적 근거 유지가 가능하고 시공자는 실패비용의 최소화, 협력업체 기능품질 강화 등이 기대된다. CS9001, AQUA시스템의 적용범위는 중급품질관리 대상공사로 총공사비 100억원이상 건축 시설물로 초기에는 주거시설만 우선 적용하고 공공 및 민간공동주택 중 공사비 100억원이상에 적용할 예정이다.CS9001품질경영시스템, AQUA품질평가시스템에 대해 알아본다.

지구를 지키는 미국 슈퍼 히어로 영화 '어벤져스'가 있다면 대한민국 오리산업을 지키기 위해 '오벤져스'가 뭉쳤다. 지난 9월 14일 서울 서초동에 위치한 제2축산회관에서 한국오리협회와 오리자조금관리위원회 주최로 '착한소비증진 공동마케팅 상호협약식'이 열렸다. 오리고기 중량단위 판매정착 캠페인과 병행한 이번 행사는 오리고기 외식산업 판매확대와 외식업 프랜차이즈와의 동반성장을 견인하는 계기가 될 것으로 기대를 모으고 있다. 오리산업을 위해 뭉친 김만섭 오리협회장과 최문길 미트더석셰스 대표, 이재훈 셰프를 비롯해 소비자대표로 참석한 김연화 소비자공익네트워크 회장까지 한 자리에 모인 것. 이날 행사를 중심으로 오리중량단위 판매 등 오리고기 소비확대를 위한 미래 방향을 가늠해 본다.

The majority of fly ash pipes in thermal power stations use steel pipes. This makes frequent replacement inevitable due to severe abrasion near the hot and curved section of pipes. Recently, there have been efforts to prevent this abrasion with lining techniques using ceramic or basalt on the inner wall of the pipe. This study uses composite and anti-wear material to maximize the anti-abrasion effects on the hot section of the pipe. The thickness of the abrasion layer was determined by the abrasion ratio of material found through the experiment; the thickness of the reinforcement layer was determined by micromechanics. Experiments were conducted on epoxy resins to test for heat and abrasion. Anti-abrasion test using particle impingement was intended to recreate realistic conditions when abrasion occurs within the hot section of an actual pipe. This study analyzes the abrasion ratio obtained from both the specimen experiment and from on-site measurement and provides evidence that a combination of composites and anti-wear agent can be used to create a fly ash pipe that is lower in costs and higher in quality than what is used currently.

In this study, a fiber reinforced plastic (FRP) pipe with superior wear resistance was developed to replace the fly ash pipe of cast iron. Wear test was performed with various combinations of SiC filler and resin materials of unsaturated polyester, vinylester, epoxy, and phenol. Test results of ASTM D4060 showed the optimal combinations of resin, filler size, and resin/filler ratios. Test results of comparison between FRP and cast iron showed the possibility to replace cast iron pipe with the FRP pipe. Field test executed to compare the wear resistance between cast iron pipe and developed FRP pipe showed the superiority of the FRP pipe.

Transparent glass-ceramics containing fresnoite crystals have been prepared by controlled heat treatment in $K_2O-BaO-TiO_2-SiO_2$ and their nonlinear optical and luminescent properties were investigated using Maker fringe method and Spectrofluorometer. The second harmonic generation was observed in all samples and the values decreased with increasing $K_2O$ content. The luminescence of blue light at ${\sim}482nm$ could be observed and it was shown that the luminescent property was controlled by the $K_2O$ content.

A fresnoite glass-ceramics has been investigating considerably because of the second order nonlinearity as well as its permanent optical nonlinearity. However, the chemical compositions of transparent glass-ceramics examined in the previous studies have been limited to adjust the composition close to fresnoite stoichiometrically. In this study, to investigate the effect of strontium ions in glass-ceramics on second order nonlinearity, $K_2O-TiO_2-SiO_2$ (KTS) glasses soaked in molten $Sr(NO_3)_2$ were prepared. Crystalline phases of the soaked glasses were measured by X-ray diffraction (XRD) as soaking times and additional heat treatment. The exchange of strontium ions into the glass was verified by Field Emission Scanning Electron Microscope (FE-SEM). And the phenomena of second order harmonic generation (SHG) was observed using Nd-YAG laser.

This study examined the effects of taping therapy on knee pain and depression in older adult women. A nonequivalent control group pre-post design was used. A total of 63 older adult women in the senior welfare center were recruited and assigned to the experimental group (31) or control group (32). Taping therapy was provided to the experimental group three times a week for two weeks. Data were collected before and after the intervention program. The data were analyzed using frequency, percentage, Chi-square test, and t-test with SPSS Statistics Win 21.0 program. Knee pain (t= -9.91, p<0.001) and depression (t= -4.59, p<0.001) were decreased significantly in the experimental group. The results show that taping therapy is an effective nursing intervention for decreasing knee pain and depression in older adult women.

농촌 주민의 삶의 질 향상을 위한 범정부적 투자가 이루어져 왔지만 농촌지역의 사회서비스 기준을 도시와 비교해 보면 아직도 부족한 부분이 많이 있다. 농촌 인구가 감소되고 있는 상황에서 지속적인 하드웨어 중심적 투자에 대한 의문제기와 함께 농촌주민들이 최소한의 공적 서비스를 활용할 수 있는 기반이 되어야한다는 의견이 대립되고 있는 가운데 그 해결책을 찾기 위하여 '농촌 서비스 기준'을 설정하자는 논의가 추진되고 있다. 이에 본 연구에서는 도농복합권역으로 370가구 1,650명이 거주하고 있으며 농가는 약 70호, 비농가는 300호이었고 대부분 주민들이 상업에 종사하고 있는 경남 밀양시 하남읍 수산리를 대상으로 농촌 정주지원 서비스 현황 및 요구에 대한 사례분석을 실시하였다. 수산리는 낙동강 나루와 수산장의 역사로 이루어진 마을이다. 70~80년대에는 마을 전체가 시장일 정도로 장이 활성화 되었으나 현재는 전통시장이 붕괴한 상황이었다. 지난 3년간 이주한 가구는 40호, 이주해온 가구는 20호 정도로 매년 인구가 줄고 있는 상황이다. 도로/교통 현황은 밀양시와, 대구, 부산으로 나가는 버스가 시간마다 한 대씩 배차되어 있고, 종합병원, 보건소, 한의원, 약국 등의 의료시설이 갖춰져 있으며, 과거에는 낙동강 범람으로 인한 피해사례가 많았으나 현재는 제방을 쌓아 홍수 피해를 없앴으며, 공기와 식수가 좋고 치안 걱정은 없었으나 전화를 통한 사기가 극성이라고 하였다. 문화/여가생활면에서는 읍사무소에서 일부 프로그램을 진행하고 있으나 참여율이 저조한 것으로 나타났다. 유치원/초등학교/중고등학교 및 사설학원도 있어 교육환경은 비교적 좋은 편이라고 할 수 있었다. 수산리는 마을의 중심에 있는 대규모 장을 둘러싸고 상권이 형성되어 대부분 상업에 종사하고 있었으나 수산장이 쇠퇴하고 상권이 죽어 생활경제면에 어려움이 있다고 하였다. 향후 '4대강 살리기' 정책과 '신공항 입지' 선정에 따른 땅값 상승과 경제 재생 등에 대하여 마을 주민들의 관심이 높았고 복지회관이 생겨 다양한 복지프로그램과 서비스를 받고 싶다고 하였다.

The purpose of this study was to compare the vocal range between the older and young adults depending on the absence and presence of pitch cues. Participants were 44 older adults aged from 60 to 85 years and 59 college students aged from 19 to 25 years. Each participant was instructed to vocalize for examining the possible highest pitch to the lowest pitch in two conditions; with and without pitch cues. Without pitch cues, the maximum and minimum pitch of male participants was higher in the older adults than in the young adults group, while the minimum pitch of females was lower in the older adults group than in the young adults group. When presented with pitch cues, young adults could expand their vocal range, but the older adults showed no significant changes in produced vocal ranges. The results indicate that the range of voice in older adults may be affected by aging and these results can be beneficial when selecting the appropriate range of song for singing activities with older adults.
