A Study on the Power Interconnection in the Northeast Asian Region (동북아 에너지협력을 위한 전력계통 연구 : 러시아와의 전력계통 연계를 중심으로)

  • There are many successful cases in power interconnection among European and South American countries. However, that is not the case in Northeast Asian countries. Even though there will be a considerable benefit in power interconnection in Northeast Asian countries, there will be some difficulties due to various interest relationship and constraints among countries in Northeast Asia. GTMax(Generation and Transmission Maximization) Program is a very useful tool to analyze competitive electricity market and power interconnection developed by Argonne National Laboratory under the Department of Energy in the USA. This study tried to verify applicability and usefulness by GTMax model to domestic electric power system and power transfer from Russia Far East by power interconnection. When the power by importing from Russia is 2,000MW(around 2% of domestic installed capacity in 2017), there is no impact on domestic electricity market because of small power transfer. The power by importing should be large enough for achieving greater cost reduction by power interconnection. Besides, it would be better to supply power to Kyung-In region directly in reducing overall cost when the power by importing from Russia are sold at low price. In the case of interconnecting Young-Dong region, if it is not possible to upgrade transmission line with power transfer capabilities between Young-Dong and Kyung-In region, then the power by importing from Russia can replace the power produced in Jung-Bu region and the relative benefit of importing power can be reduced.

Implications of a Case Analysis of a Public Park Project at a Former Military Facility Site (군사시설 이전부지 공원화 사례분석을 통한 시사점 도출)

  • Because of their nature as public facilities, demands that former military facilities be utilized for the public welfare are increasing, thereby leading to an increase in cases in which these military facilities are reestablished as parks. Cases in which former military bases were reestablished as public parks were analyzed; as a result, several implications were derived. First, the objectives of public park projects should be examined from the perspective of the concept of urban regeneration and regional revitalization. Moreover, it is necessary that profits are yielded and that regional identity and history are reproduced through reusing existing facilities as much as possible rather than entirely remodeling former military sites. As parks become larger in size, bases should be reorganized into complexes rather than single facilities or programs. It is also necessary that parks be established in stages considering the enormous expenses required for building public parks. Consequently, because the special characteristics of military facilities can lead to insufficient on-site investigation in the process of establishing parks, thereby incurring a vast amount of costs for design adjustment and contamination disposal, this should be considered in advance. A method of delegating the development rights to partial sites to private businesses and supplementing the costs of park establishment and maintenance with development benefits should be examined. In addition, given that there are various interests and stakes in former military bases, a method of operating a public-private cooperative decision-making organization during project execution should be considered. Finally, policies related to urban parks need to be improved in order to raise funds, expand profitable businesses, facilitate social services and sponsorship, and encourage the participation of trusts and non-profit organizations in park operation and management.

An Efficient Technique for Processing Frequent Updates in the R-tree (R-트리에서 빈번한 변경 질의 처리를 위한 효율적인 기법)

  • Advances in information and communication technologies have been creating new classes of applications in the area of databases. For example, in moving object databases, which track positions of a lot of objects, or stream databases, which process data streams from a lot of sensors, data Processed in such database systems are usually changed very rapidly and continuously. However, traditional database systems have a problem in processing these rapidly and continuously changing data because they suppose that a data item stored in the database remains constant until It is explicitly modified. The problem becomes more serious in the R-tree, which is a typical index structure for multidimensional data, because modifying data in the R-tree can generate cascading node splits or merges. To process frequent updates more efficiently, we propose a novel update technique for the R-tree, which we call the leaf-update technique. If a new value of a data item lies within the leaf MBR that the data item belongs, the leaf-update technique changes the leaf node only, not whole of the tree. Using this leaf-update manner and the leaf-access hash table for direct access to leaf nodes, the proposed technique can reduce update cost greatly. In addition, the leaf-update technique can be adopted in diverse variants of the R-tree and various applications that use the R-tree since it is based on the R-tree and it guarantees the correctness of the R-tree. In this paper, we prove the effectiveness of the leaf-update techniques theoretically and present experimental results that show that our technique outperforms traditional one.

Evaluating Value of Information on Bus-Route Concerning on the User's Individual Value (이용자 개인의 버스 환승 노선정보의 이용가치 평가)

  • The purpose of this study is to evaluate the value of information on Bus-Route concerning on the User's Individual value. The value of information is estimated with the price of time saving by using the information. The price of unit time for each user is applied to convert the saving time to the cost. To estimate the user's expense from origin to destination the previous model is modified. Bus-travel cost is estimated with variables such as bus-travel time, bus-interval, bus-fare, and the price of walking distance. In this study, to estimate in-vehicle time the bus-travel time model is developed based on the spatial characteristics distinguished by three types of circular-road in the network of Daegu Metropolitan area. For the case study, a set of the origin and destination is selected as Dalsu-gu District Office and East Daegu Train Station respectively. There are several bus-routes which can be used as direct or transferable bus-routes selected. The study showed that when the value of time for individual users is \1,738/hr, there is no benefit to using information of transferable bus-routes. It also showed that the more discount rates of bus fare is increased, the benefit to using information of transferable bus-routes is increased, and that the lower value of time is, the benefit to using information of transferable bus-routes is increased.

This thesis tried to present a solution to use Freeware Software in production process by researching and analyzing international and domestic software market and global trend of Freeware Software and present Freeware Software software in each production steps. Cooperative Communication Scheme Based on channel Characteristic for Underwater Sensor Networks (수중 센서 네트워크를 위한 채널 특성기반의 협력 통신 기법)

  • This paper presents a cooperative transmission scheme for underwater acoustic sensor networks to improve packet transmission rate and reduce energy consumption. Source node transmits duplicated information relayed by distributed antennas called a virtual antenna array. Destination node combines that information to reduce packet error rate. The suggested cooperative scheme enhances the reliability by providing high diversity gains through intermediate relay nodes to overcome the distinct characteristics of the underwater channel, such as high transmission loss, propagation delay, and ambient noises. It is suggested that the algorithm select destinations and potential relays from a set of neighboring nodes that utilize distance cost, the residual energy of each node and local measurement of the channel conditions into calculation. Simulation results show that the proposed scheme reduces average energy consumption, response time, and increases packet delivery ratio compared with the SPF(Shortest Path First) and non-cooperative scheme using OPNET Moduler.

  • The Joint Exploration Model (JEM), which is a reference SW codec of the Joint Video Exploration Team (JVET) exploring the future video standard technology, provides a recursive Quadtree plus Binary Tree (QTBT) block structure. QTBT can achieve enhanced coding efficiency by adding new block structures at the expense of largely increased computational complexity. In this paper, we propose a fast decision algorithm of QTBT block partitioning depth that uses the rate-distortion (RD) cost of the upper and current depth to reduce the complexity of the JEM encoder. Experimental results showed that the computational complexity of JEM 5.0 can be reduced up to 21.6% and 11.0% with BD-rate increase of 0.7% and 1.2% in AI (All Intra) and RA (Random Access), respectively.

  • Full-search algorithm requires large amount of computation which causes time delay or very complex hardware architecture for real time implementation. In this paper, we propose a fast motion estimator based on bit-plane matching, which reduce the computational complexity and the hardware cost. In the proposed motion estimator, the conventional motion estimation algorithms are applied to the binary images directly extracted from the video sequence. Furthermore, in the proposed VLSI motion estimator, we employ a Pair of processing cores that calculate the motion vector continuously By controlling the data flow in a systolic fashion using the internal shift registers in the processing cores, we avoid using SRAM (local memory) so that we remove the time overhead for accessing the local memory and adopt lower-cost fabrication technology. We modeled and tested the proposed motion estimator in VHDL, and then synthesized the whole system which has been integrated in a 0.6-$\mu$m triple-metal CMOS chip of size 8.15 X 10.84$\textrm{mm}^2$.

  • An analog to digital converter(: ADC) has been designed to extract video signals of marine X-band radar and convert to digital signals in order to produce rainfall information. X-band weather radars are suitable for high temporal-spatial resolution observations of rainfall over local ranges but they are very expensive and require professional management. The marine radars with 10-2 cost facilitate data collection and management as well as economic benefits. To validate the usefulness of the developed ADC, comparative observations were made with weather radar for short term precipitation cases. The rainfall distribution of marine radar observations are consistent with that of weather radar within a radius of 15 km. This demonstrates the usability of marine radar for rainfall observations.

  • International construction contractors are often faced with the situation of working in an unfamiliar construction environment. Under FIDIC rules, the contractor has the right to make a claim requesting the consulting engineer for an adjustment to the contract price or the time for completion when a part or parts of the works have changed, or in the event of unforeseeable conditions. Contractors generally have more access to the costs and time implications of such a change or unforeseeable conditions than the consulting engineer or outside neutrals. Due to such an asymmetry of information, the contractor may be motivated to dispute frivolous claims of less merit, expecting erroneous judgments by the consulting engineer or the neutrals. In this paper, a claiming behavior model is presented by using game theory and experience data to study the manner in which frivolous claims develop into disputes. The model also analyzes the impacts of DAB/DRB upon the frivolous claims.
