It can be said that indicator of national competitiveness in 21C knowledge-based society is a ability to create various values of knowledge. Investment of R&D in Korea is located at very high position in the world, and RAND Corporation classified Korea as a industrialized country in science & technology fields because of having potentiality to future technology with major industrialized countries. But globalization status of science and technology is badly lower position among OECD nations. To disseminate Korea's scientific and technical information in the world, this paper's purpose is to examine efforts of non-english speaking countries. And it introduces KoreaScience, gateway to scientific and technical information in korea.

컴퓨터 보급률의 증가로 소프트웨어에 관한 관심이 높아지게 되었고, 이는 초중등학생에게 프로그래밍을 가르치는 계기가 되었다. 하지만 대부분의 프로그래밍 언어는 영어로 구성되어 있어 영어 능력이 부족한 초중등학생이 사용하기에 부담되는 것이 사실이다. 그래서 비영어권 국가에서는 모국어로 된 프로그래밍 언어를 개발해왔다. 한국에서는 몇몇 한글 프로그래밍 언어가 개발되었지만, 현재까지 사용되고 있는 언어가 거의 없다. 또한, 객체 지향을 지원하는 한글 프로그래밍 언어가 거의 없다. 우리는 프로그래밍을 처음 배우는 초보자들이 영어를 모르더라도 객체 지향 개념을 쉽게 사용할 수 있도록 도와주는 한글 프로그래밍 언어 새싹을 개발하였다. 새싹을 통해 객체 지향 개념을 쉽게 습득함으로써 나중에 영어로 된 프로그래밍 언어를 배워야 할 때에서 더 쉽게 배울 수 있을 것이다.

저자동시인용분석 기법은 인용을 통해서 특정 주제분야의 지적 구조를 파악하는 수단으로 널리 사용되고 있다. 그러나 저명한 연구자 위주의 분석이 되기 쉬우므로 은퇴자나 고인을 비롯한 비현역 연구자가 포함되는 경우도 흔하다. 또한 비영어권 국가의 국내 연구동향을 분석할 경우에는 분석결과에 국내 연구자가 상당수 배제되는 상황도 발생한다. 이 연구에서는 국내 현역 연구자 위주로 최근 동향을 분석할 수 있는 새로운 지적 구조 분석법인 서지적 저자결합분석을 제안하고 실제 자료를 대상으로 분석하여 효용성을 검증하였다

The purpose of this study was to delve into the academic databases of overseas nonprofit organizations, to assess their qualify and to discuss whether or not it's possible to introduce them in the nation and in which way that could be done. And it's also attempted to provide information on the academic databases of nonprofit organizations in nonEnglish-speaking countries in a bid to prepare a wide variety of academic materials about broader fields that would be distinguished from those offered by existing academic databases, since it's not currently possible to take advantage of academic materials possessed by such nations. The efforts by this study was expected to gather international information at a lower cost and in a more efficient way and eventually to contribute to improving the productivity of academic research.

블로그는 검색 서비스에 노출되는 주요 사용자 생성 콘텐트 중 하나이며 스팸과 SEO를 위한 주요 대상이 되어왔다. 최근에는 인터넷 보급의 보편화로 비영어권 국가에서의 블로그 사용자가 증가하면서 블로그 검색에서도 여러 언어로 작성된 블로그와 스팸이 노출되고 있다. 일반적인 블로그 검색엔진에서의 스팸 필터의 경우 특정 국가나 언어를 위한 스팸 필터 시스템을 각기 구성하여 이를 별도로 사용하지만이는 자원 소모의 문제와 함께 크롤을 통해 유입되는 다양한 언어로 작성된 블로그 스팸을 미리 감지하기 어렵다. 본 논문에서는 블로그를 크롤하여 서비스하는 국제화를 지원하는 블로그 검색엔진에서 스플로그를 탐지하기 위해 속성 및 단어 기반 자질들을 이용한 다국어 공용 스플로그 감지 모델을 생성 하는 방법과 효과를 확인하기 위해 실험을 수행하였으며 가능성이 있음을 확인하였다.

기술의 발달로 인해 수많은 용어들이 생성되고 있다. 이들은 대부분 전문용어이며 이는 비영어권 국가인 우리나라에 도입될 때, 외래어나 원어형태로 도입된다. 그런데 외래어나 원어형태의 전문용어는 형태소 분석기, 색인기 등의 시스템에서 오류의 원인이 되어, 이를 전처리기로 사용하는 자연언어처리 시스템의 성능을 저하 시킨다. 따라서 본 논문에서는 외래어나 원어로 된 전문용어를 처리하기 위한 전단계로서 문서에서 자동적으로 외래어를 인식하고 추출하는 방법을 제시한다. 본 논문에서 제시하는 방법은 외래어 추출 문제를 태깅문제로 변환하여, 태깅 문제를 해결하는 기법 중의 하나인 은닉마르코프 모델 (Hidden Markov Model)을 이용하여 외래어 추출을 하였다. 그 결과 94.90%의 재현률과 95.41%의 정확도를 나타내었다.

Today, many learned societies are very interested in publishing international journal, especially for titles from non-English speaking countries. In Korea, there is not many studies on publishing international journals except for some cases trying to internationalize domestic journals. This study analyzed international factors of domestic 143 titles offering DOI by KoreaScience. The analysis showed that many of these journals have low impact factors and editorial board without a lot of foreign scholars. Some titles don't have online submission platform or English websites. It is recommended that domestic journals should reinforce international factors including global distribution with visibility to be considered as reputable international journals.
