Comparisons of Empirical Braking Models for Freight Trains Using P4a Distribution Valve (P4a 분배밸브를 사용하는 화물열차의 경험적 제동모델들의 비교)

  • This study examined the braking characteristics of a heavy haul freight train with P4a distribution valves applied to domestic high-speed freight trains. A freight train was composed of 50 cars, which is twice the normal operation. A braking test was performed to confirm the characteristics of the braking of a heavy haul. The brake cylinder pressures were measured for emergency and service braking on the 1st, 10th, 20th, 30th, and 50th cars. Because the brake signal is transmitted to the pressure through the braking tube connected to the end of the train, the rear vehicle is braking later than the vehicle ahead. Therefore, it is necessary to predict the brake pressures in all cars in a train to supplement the results of the limited tests and calculate the braking distance. The pressure in each car was determined using empirical models of linear interpolation, stepwise, and exponential models, which provided reliable information. The predictive results of the empirical models were compared with the measured results, and the exponential model was predicted relatively accurately. These results are expected to contribute to the safe operation of heavy haul freight trains and can be used to predict the braking distance and calculate the level of impact between vehicles during braking.

A Study on Inundation Analysis Considering Inland and River Flood (내수 및 외수영향을 고려한 침수해석에 관한 연구)

  • The objective of this study is to present countermeasures for mitigation of flood damage with inundation analysis considering the effect of inland and river flood and prediction of flood inundation area, depth and time against emergencies caused by abnormal flood and local torrential rainfall. In this study, 2-D inundation analysis was fulfilled on the basis of river flood analysis applying to HEC-HMS and FLDWAV model and inundation analysis applying to SWMM model for the area of Shineum-dong, Gimcheon-si. Also expected inundation depth and area about probable rainfall of 100 and 200 years frequency were suggested. If expected inundation depth and flooding area is presented on the basis of this inundation analysis considering the effect of inland and river flood, it would be an important preliminary data to establish structural and nonstructural countermeasures for flood prevention. Also if flood risk map is prepared based on the result of inundation analysis, it would be useful to evacuate residents in high-risk area and regulate road and vehicle.

  • Recently due to the typhoon and extreme rainfall induced by abnormal weather and climate change, the probability of severe damage to human life and property is rapidly increasing. Thus it is necessary to create adequate and reliable flood risk map in preparation for those natural disasters. The study area is Seo-gu in Daegu which is located near Geumho river, one of the tributaries of Nakdong river. Inundation depth and velocity at each time were calculated by applying FLUMEN model to the target area of interest, Seo-gu in Daegu. And the research of creating flood risk map was conducted according to the Downstream Hazard Classification Guidelines of USBR. The 2-dimensional inundation analysis for channels and protected lowland with FLUMEN model was carried out with the basic assumption that there's no levee failure against 100 year precipatation and inflow comes only through the overflowing to the protected lowland. The occurrence of overflowing was identified at the levee of Bisan-dong located in Geumho watershed. The level of risk was displayed for house/building residents, drivers and pedestrians using information about depth and velocity of each node computed from the inundation analysis. Once inundation depth map and flood risk map for each region is created with this research method, emergency action guidelines for residents can be systemized and it would be very useful in establishing specified emergency evacuation plans in case of levee failure and overflowing resulting from a flood.

A Study on the Community Facility Design Convertible to Refuge in case of Emergency (비상시 대피시설로 전환가능한 주민시설 디자인에 관한 연구)

  • This study chiefly aims to find out the efficient ways of designing community facility convertible to refuge in case of emergency. In order to reach this goal, this study analyzed (1) definition of terminologies regarding disaster and refuge space, (2)present situation of regarding acts and standards, (3)function and spatial specialties of existing community facilities. Besides, in order to clarify the efficient design methods of 'function-convertible-type' community facility, this study executes archival research on (1)spatial requirements, (2)methods of designing futuristic community facility. When making design directives of community facilities, it is important to consider (1)vertical integration of rescue related function, (2)spatial division and architectural installation concerning privacy, (3)proper layout of locker room, shower room, toilet, etc. (4)appropriate size of unit space. It is desirable to execute the refuge function with minimum psychological anxiety in case of disaster through design guideline for 'function-convertible-type' community facility.

학술자료 III: 국내에서 한(생)약제의 현황과 그 적용을 통한 가축질병방지체제 연구동향

  • 과거 한국의 식품 오염원 중 법적인 규제 등을 통해 구체적인 통제가 이루어지지 못하고 있는 것이 축산물의 항생제로 알려져 항생제 오 남용으로 인한 내성균의 출현으로 비상이 걸렸던 적이 있었다. 요즘은 항생제를 지나치게 많이 사용해 가축이나 인체 내의 병원성 미생물들이 내성이 생겨 문제가 되고 있어 2011년 7월부터 가축용 사료에 항생제 첨가가 금지하게 된다. 한국은 항생제 내성률 1위로, 2000년 세계보건기구(WHO)에 따르면 대표적 항생제인 페니실린에 대한 폐렴구균의 내성률이 70%로 세계 1위이다. 어느 보고서에 따르면, 축산물 1톤을 생산하는 데 사용되는 항생제가 스웨덴이나 뉴질랜드, 덴마크 등 축산 선진국이 31~44g에 불과한데 비해 한국은 911g에 이른다. 투여 경로는 배합사료에 포함된 양이 54%, 농가의 임의 치료가 40%, 수의사 처방은 겨우 6% 순으로 나타났다. 그러나 OECD 회원국 중 수의사 처방 없이 항생제의 임의 투여를 허용하고 있는 나라는 한국뿐이다. 세계보건기구(WHO)에서는 가축사료에 항생제를 첨가하지 말 것을 권장하고 있으며, 유럽연합(EU)도 항생제는 반드시 수의사의 처방에 의해서만 사용토록 제한하고 있다. 최근 국립수의과학검역원에 의하면, 축산용 항생제 사용량이 2008년에 비해 18%, 2001년에 l해 무려 38%가 감소되었으며, 이중 닭은 20%, 소의 항생제 사용량은 36%가 감소하였다고 밝혔다. 사육 가축들의 항생제 오남용을 줄이기 위해서는 사료에 첨가하는 항생제나 성장호르몬, 비소 투여 등의 투여 대신에 미생물 생균사료나 녹차사료, 한약재사료 등의 천연면역물질을 함유한 사료를 먹여 스트레스를 덜 받고 면역력 증강에 좋은 사료를 먹여 키운 건강한 가축으로 생산한 육류는 맛도 특별히 좋다. 본 자료의 대부분은 금년부터 3년간 농촌진흥청 국립축산과학원과 중국청도농업대학과 "고품질 축산물생산을 위한 중약제를 이용한 질병방지체제 연구"라는 과제로 공동협력연구를 수행하게 됨에 따라 지난 11월 4일부터 10일까지 필자가 중국 청도농업대학을 방문하여 세미나시 발표한 자료임을 밝혀두며, 국내 수의학 연구에도 도움이 되고 저 소개한다.

Development of the remote management and control system for wireless CATV network (무선 CATV망의 원격 관리 및 제어 시스템의 개발)

  • Remote management and control system for LMDS wireless CATV network which is being developed at SK Telecom is developed. This system is composed of central control division located at head center and remote units for remote transceivers equipped in base stations and repeaters. It monitors the state of the remote transceivers and controls the operations using PSTN for iterface. Remote transceivers whould be equipped in pairs, and the operations are exchanged automatically in case of emergency situations. the remote units are designed not only to perform commands form central control division, bet to inform emergency situations such as disorder and power failure. This system works well, which is established at Central research center in SK Telecom with remote units such as BTX, PPTX, and PPRX. This system could be utilized in other applications requiring remote control through sligh modifications.

  • 최근 우리나라는 수자원부존량 대비 수자원이용률이 16%에 불과하며 평상시 하천의 많은 가용수량이 이용되지 못하고 있는 실정이다. 현재 하천수 사용은 갈수와 가뭄시를 기준으로 허가 및 관리하고 있으며, 평상시 가용수량을 모니터링하여 하천유지유량, 하천수 사용, 환경대응 등 다양한 수요에 맞게 수량을 합리적으로 배분할 수 있는 수자원관리 체계 구축이 필요한 실정이다. 이에 본 연구에서는 대상지역인 금강유역의 하천수 사용 및 공급 상황을 파악하고 혼합(유역·하도) 물수지를 이용하여 실시간 가용수량 평가체계를 구축하였다. 실시간 가용수량 평가체계를 구축하기 위해서 유역의 수문상황과 기상전망(기온, 강우) 자료를 이용하여 장래기간의 강우조건(무강우, Ensemble Streamflow Prediction; ESP), 하천수 사용 및 공급계획(댐, 저수지 방류량 등) 시나리오 조건에 따른 예측기반 가용수량을 평가하였다. 대상 하천의 지류 유입량을 산정하기 위해서는 유역 물수지를 수행하고 하도 물수지를 통해 주요 지점별 하천관리유량과 가용수량을 산정한다. 또한, 유역(수계)간 물이동 및 하천수 사용 시설별 용·배수 체계를 고려하여 물수지 분석을 수행하였다. 이를 통해 산정된 각 취수시설별 유입량, 사용량, 회귀수량, 하천유지유량, 하천관리유량, 유량, 가용수량 등을 사용자가 쉽게 확인할 수 있도록 GIS와 테이블 기반으로 표출하였다. 본 평가체계를 활용하여 홍수통제소에서 수원(저수, 유수)별 가용수량을 다양한 수요에 맞게 적절하게 배분하고 조정할 수 있고 추후 가뭄 등 비상상황 발생 시 용수공급조정 및 연계운영계획에 반영될 수 있을 것으로 판단된다.

A Study of Detainees' Perceptions of the Detention Facilities of the Police Station and their Operation (경찰서 유치장 시설 및 운영에 관한 유치인의 인식연구)

  • This research is to investigate the detention facilities of police stations and their real operations through the perceptions of detainees at police station cells and to present the policy suggestions for them. To fulfill the research, a questionnaire was made out on the basis of 'the Regulation on Detention and Escort for Suspects'. 'the Regulation on a Standard Plan for Detention Facilities' and 'the Regulation on the Lowest Standard to Treat Detainees' ; and detainees at 23 police station cells under the jurisdiction of Kyungbuk Local Police Agency were asked to answer it. Policy suggestions following from the result of the investigation of detainees' perceptions of the detention facilities of the police stations are as follows; Firstly, the structure of police station cells should be arranged in straight lines in order to take their human rights into consideration and more detention facilities are needed to be built in order to separate male, female, handicapped and juvenile inmates. Secondly, shower rooms and washrooms outside the cells should always be open to detainees whenever they need to be used. Thirdly, any detention facilities deficient in fire fighting equipment should have exit doors installed as soon as possible in case of an emergency and provide sufficient fire extinguishers considering the number of detainees and the size of the facilities. Fourthly, the detention facilities should have sufficient windows for ventilation and take necessary measures to obtain natural lighting instead of electric lighting. Fifthly, air conditioners should be equipped properly taking account of the number of detainees and the dimensions of the facilities. Policy suggestions according to the result of the investigation of detainees' perceptions of the operation of detention facilities of police stations are as follows; Firstly, the problem of operating the detention facilities must deal with worn-out facilities and measures to secure the budget should be taken as soon as possible. Secondly, considering that most detained suspects have difficulties in livelihood, daily necessaries must be issued to them. Thirdly, personal belongings deposited by inmates must be properly managed with the same documentation throughout the police station detention facilities. The number of female guards to take exclusive charge of the physical checkups and processing of female detainees should be increased. Also the facilities for handicapped detainees must be expanded, improved and managed properly. Fourthly, except for handcuffs and ropes to bind detainees in the detention facilities, helmets to prevent self-harm must be withdrawn. The budget to improve the quality of meal issued by the government must be urgently secured and the price of private food sent to detainees must be readjusted to be in line with the consumer price. Health and medical care and sanitation for detainees must be substantial, and also sunbathing and outdoor exercises should be allowed to detainees.

A Study on Standardization of Supervision Cost by Investigating Supervision Workload in Cultural Heritage Repair Works (문화재수리공사의 감리업무량 조사를 통한 감리대가 기준 마련 연구)

  • The Korean Government introduced a cultural heritage supervision system in January 2010 to control quality and to prevent poor construction. However, cultural heritage related constructions that require supervision, a scope of supervision, supervision cost and placement of supervisors have not been standardized yet. For this reason, standards of supervision for repair works of cultural heritage that reflect the characteristics of small-scale repair works and restoration of cultural heritage are required. Accordingly, this study has suggested standards of supervision works and cost by analyzing the average construction period that is suitable for the characteristics of cultural heritage repair works. In other words, this study has suggested standards of full-time supervision costs by applying the fixed amount-added method (adding direct labor cost, direct expenses, overhead expenses, engineering fee, charges for additional works and VAT) which is the same as the method of calculating supervision costs for public construction projects because a supervisor has to work full time at a construction site to perform supervision if the project is a mid/large-scale cultural heritage repair work. Also, this study has suggested standards of part-time supervision costs for a small-scale cultural heritage repair work and the ways of supervising the construction projects by visiting the project site on important occasions. According to the result of the analysis by applying the forgoing standards of supervision costs for cultural heritage, a full-time supervision cost for cultural heritage repair works is approximately 98% compared to the construction supervision of a public construction project, and a part-time supervision is approximately 158% compared to architectural construction supervision. It is expected that the valuable cultural heritage of Korea will be preserved by controlling quality of cultural heritage repair works through the application of this study result - the standards of supervision costs for cultural heritage repair works - to an actual project.

  • Airport GIS is a comprehensive information system to improve security and efficiency of airport. At the initial stage to make it real, the current status of domestic and international regulations along with relevant standardization bas been reviewed. Gimpo Airport becomes a test-bed to get some ideas about how to bring the airport GIS into workflow by building service model and basic design based on current status and demand analysis of the airport. The 6 service models primarily brought into the project are as follows: (1) Local vehicles safety management in airside, (2) Intelligent traffic control between flights and vehicles at main cross points, (3) Dynamic safety management against FOD in airside and breakage on pavement, (4) Special support vehicle management such as deicing remotely controlled, (5) Response and support for fire vehicles and ambulances of signatory institutions in emergency. The upcoming research topic aims at drawing a specific design and building integrated system in the future.
