It was grown Cubic $ZrO_2(10 mol% Y_2O_3)$ single crystals doped with 1 wt% rare earth metal oxides (RE=Ce, Pr, Nd, Eu, Er) by Skull method. It was investigated electrical properties on (111) plane of grown single crystals by Impedance Spectroscopy. It was potted relation between temperature and electrical conductivities and observed the transition at $약300-400^{\circ}$ It was obtained activation energy on the migration of oxygen vacancy between low temperature (before the transition) and high temperature (after the transition till ${\11}500^{\circ}$) and its difference can be seen the activation energy of the formation of oxygen vacancies by break up defect complexes. It was obtained the activation energy according as add yttria and rare earth metal oxides and discussed ionic conduction mechanism. Grown single crystals showed Ce: orange - red, Pr: golden - yellow, Nd: lilac, Eu: light pink, Er: pink due to dopant effect from the light absorption data in the visible range.

In the SP series of glasses, the formation of droplet is well done with increasing PbO. But in the case SP-1, droplet could not be observed in low concentration PbO. These results are considered that PbO does the role of a network modifier, so the crosslinking break down by $SiO_2$. But, in the glasses contained PbO above 50 mol%, glasses are formeddue to $Pb^{4+}$ ion does the role of a network former. As a result of electrical conductivity analysis for SP series of glasses, the electrical conduction is due to bipolaron at high temperature, and it is due to single polaron hopping at low temperature. In the SP series of glasses, electrical conduction mechanism coincide with the correlated-barrier hopping(CBH) model.

This study was performed to investigate the formation process of calcium sulfate ${\alpha}$-hemihydrate from FGD gypsum produced at thermal power plant burning bituminous coal. The experimental results showed that calcium sulfate $\alpha$-hemihydrate with a large aspect ratio was produced in the temperature range of $120^{\circ}C$ and $140^{\circ}C$ in the absence of additives through dissolution-recrystallization mechanism. It was also observed that addition of Na-succinate as a catalyst changed crystal shape from acicular to prismatic, resulting in decreased water/powder ratio down to 33%. Optimum concentration of Na-succinate was 20mM. It was confirmed that the optimum moulding pressure and moisture content of moulded body from FGD gypsum were $30kg_f/cm^2$ and between 10% and 15% respectively, which prevent moulded body from collapsing and maximize the capillary effect by given pore volume while autoclaving.

What are the international aviation regimes? It is said that they are sets of principles, norms, rules, and decision-making procedures of international aviation around which aviation actors' (states-actors, intergovernmental aviation organization, international aviation conventions, airlines and their organizations etc.) expectations converge in a given aviation issue-area for the purposes of the human welfare and the operations of the stable civil aviation. In this regards, the purposes of this study are focused on the aviation actors' shifts. Chronologically, international aviation regimes have been developed by some stages as followings; The 1st stage is the period from 1944 Chicago Convention to 1978 US Deregulation Act, when the aviation regulations and rules within the international aviation relations were implemented by Chicago-Bermuda regimes as Christer Jonsson pointed out. In this first stage, the sovereignty for the airspace over their countries is absolute. The second stage is the period from 1978 to '1992 Open Skies Agreement' between US and Netherlands. In this regime, airlines' activities as well as state-actors' have been actuated. The third stage is the period from 1992 to the contemporary. In this stage, airlines' activities for the consumers such as 'Open Skies Agreements', 'e-commerce business', 'airspace open policy within EU area', 'service open policy of WTO', and 'airlines' strategic alliance' are the central focal points in the world aviation relationship. In the conclusion, this phenomenon of the core actors in the international aviation rules has been shifted from the states-actors to the non-states actors especially, operating airlines, or consuming customers. Finally, I' d like to suggest that international aviation regimes should be developed to promote and facilitate the globalized level for the people's movements among the global aviation society. That is the way to proceed to the welfare and peace for all human beings of the World.

The general programming channels, newly introduced around the beginning of the 2010s, have grown into powerful journalistic agencies, the far-reaching social influences of which are not confined by the economic effects within the South Korean media industry. They are now rendered to become part of major socio-political institutions that try to secure their privileges based on broadcast journalism, and to widen their business opportunities through those special kind of social practices. This research has taken a path of theoretical endeavour to devise a conceptual framework that will effectively lead to a series of academic investigation into the socio-political characteristics of general programming channels. To this end, specific attention is paid to such theoretical and conceptual resources as the instrumentalization of media by the politics, the political sociology of media power, media-political parallelism, and the structural coupling between the political and the media systems. This paper suggests that general programming channels have emerged as a new interface that accommodates and actualizes the structural coupling between the two societal subsystems, and in the course of that, they undercut the vulnerable basis of media public sphere, effectively replacing it with entertaining media-political sphere constructed and managed by themselves. This sphere is where the media system's logic and the poltical system's logic are intertwined, simutaneously accelerating not only the mediatization of the politics but also the politicization of the media.

Since 1990s, some events - detection of a dirty bomb in a Russian nation park in 1995, 9/11 terrorist attack to WTC in 2001, discovery of Al-Qaeda's experimentation to build a dirty bomb in 2003 etc - have showed that nuclear or radiological terrorism relating to radioactive materials (hereinafter "radioactive materials" is referred to as "nuclear material, nuclear spent fuel and radioactive source") is not incredible but serious and credible threat. Thus, to respond to the new threat, the international community has not only strengthened security and physical protection of radioactive materials but also established prevention of and response to illicit trafficking of radioactive materials. In this regard, our government has enacted or revised the national regulatory framework with a view to improving security of radioactive materials and joined the international convention or agreement to meet this international trend. For the purpose of prevention of nuclear/radiological terrorism, this paper reviews physical characteristics of nuclear material and existing detection instruments used for prevention of illicit trafficking. Finally, national detection regime against nuclear/radiological terrorism based on paths of the smuggled radioactive materials to terrorist's target building/area, national topography and road networks, and defence-in-depth concept is suggested in this paper. This study should contribute to protect people's health, safety and environment from nuclear/radiological terrorism.

연안침수지도는 태풍이나 해일에 의한 연안침수 발생 시 방조제의 월류 및 붕괴로 인한 예상 침수구역을 강우빈도(200년)별로 나타내고, 침수면적과 깊이를 표현한 지도로서 국외 선진국에서 방재형 국토관리 정책결정과 침수피해에 대한 대민 홍보의 수단으로 활용되고 있다. 국내에서도 연안침수에 의한 피해가 나날이 커지고 국토의 개발에 따른 자연 재해가 많아짐에 따라 보다 방재형 국토개발로 국민의 안전과 복리를 증진하고, 연안침수에 의한 피해를 최소화하기 위한 노력의 일환으로 연안침수지도의 제작 필요성이 증대되고 있다. 본 연구의 시범지역인 대부도 남부지역의 GIS 데이터베이스 구축은 문헌조사 및 기구축 데이터 확보, 지역의 특성에 맞는 신규 GIS 데이터베이스 구축 방법을 제시하였다. 침수구역을 예측하기 위한 모델링을 지원하기 위한 정확도와 경제성, 객관성, 현실성이 높은 지형공간자료의 효율적인 구축이 강조되었다. 구축한 데이터베이스의 세부 유형은 침수위험구역, 침수경계구역, 침수량 화살표이며, 기존에 구축된 데이터를 활용한 레이어는 해안선, 도로, 건물, 등고선, 등심선, 연안 표고점 측량데이터이다. 연안침수지도는 효율적인 재난관리를 위하여 다양하게 활용될 수 있을 것으로 사료되며 나아가 주민의 침수에 대한 경각심 고취와 사전 교육, 지방자치단체의 침수위험 관리업무의 활용이 가능할 것으로 사료된다. 본 연구에서 제작된 연안침수지도는 지자체 주민들을 위해 보기 쉽고 다양한 정보를 얻을 수 있도록 제작되었으며, 이를 위해 사진과 삽화를 추가하여 주민들에게 침수피해에 대한 경각심과 이해를 높이는데 중점을 두었다. 유지관리 후 활용체계 정비의 중요성’을 점검하고, ‘변동자료 발생원인의 분석’, ‘명확한 변동자료 입력 근거의 확보’, ‘갱신주체별 역할의 정의 및 유지관리 기준의 설정’, ‘분야별업무 특성을 고려한 관련 기준의 마련 및 타 시스템과 연계되는 항목을 고려한 절차 정의’ 등에 대한 다양한 접근을 시도하였다. 본 연구에서 제시하는 유지관리 모델을 기반으로 각 지자체별로 적절한 컨설팅이 진행되고 이에 따라 담당자의 실천이 이루어진다면 지자체 GIS의 투자대비 효과에 대한 기대는 이상이 아닌 현실로 다가오게 될 것이다.가오게 될 것이다. 동일하게 25%의 소유권을 가지고 있다. ？스굴 시추사업은 2008년까지 수행될 계획이며, 시추작업은 2005년까지 완료될 계획이다. 연구 진행과 관련하여, 공동연구의 명분을 높이고 분석의 효율성을 높이기 위해서 시료채취 및 기초자료 획득은 4개국의 연구원이 모여 공동으로 수행한 후의 결과물을 서로 공유하고, 자세한 전문분야 연구는 각 국의 대표기관이 독립적으로 수행하는 방식을 택하였다 ？스굴에 대한 제1차 시추작업은 2004년 3월 말에 실시하였다. 시추작업 결과, 약 80m의 시추 코아가 성공적으로 회수되어 현재 러시아 이르쿠츠크 지구화학연구소에 보관중이다. 이 시추코아는 2004년 8월 중순경에 4개국 연구팀원들에 의해 공동으로 기재된 후에 분할될 계획이다. 분할된 시료는 국내로 운반되어 다양한 전문분야별 연구에 이용될 것이다. 한편, 제2차 시추작업은 2004년 12월에서 2005년 2월 사이에 실시될 계획이다. 수백만년에 이르는 장기간에 걸쳐 지구환경변화 기록이 보존되어 있는

For the prevention of marine casualties, international bodies have mainly focused on strengthening ship's stability and design, maritime education and training, and improving maritime traffic environment. Statistics analysis on marine casualties showed that most of casualties occurred in coastal waters, especially by human elements. In order to review the conformity of existing prevention measures with the result of the statistics analysis, the IMO's SHELL model was applied to the established measures. As a result, ergonomic approaches were needed for the prevention of human errors in coastal waters, so that the priority should be given to the interface between ship's operator and navigational environment. For this study, Rasmussen's SRK pyramid, which showed decision making mechanism of human, and the US Coast Guard's investigation manual on marine casualties concerning the collapse of safe maritime transportation system were reviewed, and the merits and demerits within the risk assessment tools such as IWRAP, PAWSA, ES model, PARK model, and NURI model were also studied. Although the effectiveness of the existing risk assessment models was proved in ports and approaching channels, it is concluded that the need of new models for converting Korean seafarers' qualitative risk to quantitative risk was proposed so as to print hazard maps which make seafarers instinctively recognize comparative hazard levels of coastal waters.

In the twenty-first century, one of the most controversial issues concerns neoliberal policies and its results. In particular, since the mid-1980s, the United States and international financial institutions have imposed their programs on Latin American countries. The result is a deepening social inequality in Latin America that puts an emphasis on financial stability instead of social security. Consequently, social inequality is worsened and an imbalance in income distribution took place. Because of the flexibility of labor, the middle class is destroyed. For the poor person deprived of the opportunity to rise, violence is a common occurrence in daily life. Thus, in this context, Eduardo Galeano raises the necessity of a critique concerning the values that neoliberalism regards as important. Furthermore, Galeano is also wary of the "militarization of neoliberalism." This is because the neoliberal multinationals motivate a war without borders under the guise of peace. Neo-liberal policies also contribute to environmental pollution. However, environmental vandalism, which happens in partnership with large and international organizations, is not readily apparent to the public because those perpetrators wore a "green mask." Hence, Galeano assiduously endeavors to undercover the false consciousness hiding behind the green mask. Thus, in brief summary, Galeano represents in his works a depiction about Latin America where violence often happens in daily life.
