조달청이 입찰자 정보를 분석해 불법전자입찰을 색출해내는 '불법전자입찰 징후분석시스템'을 본격 가동한다. 조달청(청장 권태균)은 지난 7월 22일 "아직도 일부 입찰자들이 전자입찰시스템을 악용, 담함 및 공인 인증서 대여 등의 불법입찰 행위를 하고 있다"고 지적하고 "이를 체계적이고 상시 감시하기 위한 불법전자 입찰 징후분석시스템(이하 '징후분석시스템')을 본격 가동해 불법입찰 혐의가 짙은 201개 업체를 공정거래 위원회에 조사요청 할 계획"이라고 밝혔다. 이번 '징후분석시스템'의 본격가동으로 인증서 대여를 통한 불법전자입찰 행위를 뿌리 뽑아, 국가예산의 낭비방지 및 공공공사와 조달물품의 품질 제고에 기여할 것으로 기대된다.

The previous researches of gambling have been rather focused on the legal gambling industry and gambling addiction and ignored the issue of illegal gambling. But, illegal gambling in Korea has been continuously growing in its volume and the numbers of the relevant mental and social problems such as gambling addiction, crimes, suicides, and etc. have been increasing rapidly. The present study investigated the psychological characteristics of illegal gamblers with comparing gamblers who never experienced illegal gambling (NE), who experienced illegal gambling but participate mainly in legal gambling (EIG), and who participate mainly in illegal gambling (MIG). 1317 NEs, 177 EIGs, and 37 MIGs were recruited and completed an online survey that measured individual dispositions (risk-taking tendency, regulatory focus, locus of control), attitudes towards gambling regulations, misconception of illegal gambling, motives (monetary, excitement, socialization), and emotions. First, EIGs and MIGs, compared to NEs, preferred risk-taking, and EIGs were more promotion focused than NEs. Also, EIGs perceived illegal gambling as less illegal and tended to hold more misconceptions about illegal gambling, compared to NEs. Furthermore, EIGs and MIGs had stronger monetary and excitement motivation than NEs. Finally, MIGs were more likely to feel anxious than other groups. Focusing on the illegality of gambling, the characteristics of illegal gamblers are discussed and political implication on illegal gambling is suggested.

인터넷 환경이 급속도로 발전함에 따라 멀티미디어의 범람과 사용자들의 유료 콘텐츠사용에 대한 인식 부족으로 디지털 콘텐츠의 지적재산권 침해가 빈번하게 발생하고 있으며, 이러한 불법콘텐츠들의 무분별한 공유는 디지털콘텐츠 산업 발전을 저해하는 심각한 문제로 대두되고 있다. 이에 따라 최근 디지털 콘텐츠의 저작권 보호를 위해서 저작권 단속활동을 강화하고 있으며 다양한 P2P/웹하드 환경에서도 불법콘텐츠를 검색및 다운로드하고 콘텐츠를 식별하고 불법배포자를 추적할 수 있는 기술을 필요로 하게되었다. 그러나 대부분의 불법콘텐츠들은 약 80%가 P2P, 웹하드, 동호회/카페를 통해서 전파되고 있으며 각 업체별 클라이언트 프로그램의 다양성 때문에 불법콘텐츠의 검색 및 불법복제자 추적이 매우 어려운 실정이다. 불법콘텐츠의 추적 및 차단을 위해 워터마킹/핑거프린팅, 네트워크 모니터링, 매크로 프로그램, 공개 P2P 프로토콜 조작, 페이크 파일 유포 등의 기술들이 사용되고 있다. 본 고에서는 불법콘텐츠 국내외 시장현황과 업체의 기술동향을 살펴보고 불법배포자 추적을 위해 필요한 핑거프린팅과 특징점 기반 콘텐츠 식별 기술에 대해 설명한다. 그리고 P2P와 웹하드에서 불법콘텐츠들을 자동으로 다운로드하고 불법배포자들을 추적할 수 있는 시스템 아키텍처에 대하여 설명한다.

매년 연말연시가 되면 불법소프트웨어와 관련한 단속으로 업계에 비상이 걸리곤 한다. 이는 불법소프트웨어를 사용하는 일부 업체를 겨냥한 것이지만, 정품소프트웨어 사용자들에게도 불안감을 안겨준다. 그 이유는 무엇보다도 업체관계자들이 소프트웨어 단속에 대해 무지하거나 오해하고있기 때문이다. 이번호에는 불법 소프트웨어 사용으로 나타날 수 있는 문제점과 올바른 소프트웨어 관리 방법, 그리고 불법소프트웨어 사용으로 인한 불미스러운 일을 겪게 되었을때, 현명하게 대처하는 방법 등에 대해서 알아봤다.

Due to Proliferation of Mobile Devices, the Global Mobile Application (App) Market is Set to Continue its Impressive Growth Trajectory. However, like other Digital Contents, Prevalent Piracy of Smartphone Apps has Become One of the Major Obstacles to the Growth of the Newborn App Industry. The Objective of this Study is to Examine and Better Understand the Effects of Factors Which has been Known to Influence PC Software Piracy. A Research Model Explaining the Impact of Various Factors to Smartphone App Piracy Attitude and Intention is Constructed Based on Theories of Ethical Behavior. A Survey of College Students was Conducted to Test the Research Model. Findings Show that PC Software Piracy Habit and Attitude have Significant Effects on Smartphone Piracy Attitude and Intention. Beliefs Concerning Judicial and Performance Risks Due to Piracy have Little Effects on Smartphone App Piracy Attitude.

본 연구는 정보윤리 의사결정에 관한 연구로 소프트웨어 불법복제의 요인을 규명하는 것을 목적으로 하고 있다. 인터넷 서베이를 통해 자료를 입수하였고, 분석한 결과 인터넷을 통한 불법복제물의 유통이 확대되고 있는 것으로 나타났다. 또한 나이가 많고, 고학력일수록 불법복제의도는 높은 것으로 나타났는데, 이러한 결과는 선행연구와는 다른 결과를 보여 주고 있어 이에 대한 연구가 필요하다고 할 수 있다. 마지막으로 불법복제에 미치는 요인이 무엇인지 밝히고자 실시한 요인분석과 회귀분석의 결과, 요인은 태도, 사회적 규범, 행동의 용이성, 상황적 변수로 나타났으며, 회귀분석결과 불법복제 의도에 태도가 가장 중요한 요인으로 선정되었으며, 상황적 요인이 유의적인 결과를 보였다.

디지털 컨텐cm의 지적 재산권 보호를 위한 디지털 워터마킹 기술 및 핑거프린팅의 연구가 활발히 진행되고 있다. DRM(Digital Rights Management)는 디지털 컨텐츠 지적 재산권 보호뿐만 아니라 컨텐츠 에 대한 출판, 유통 및 사용에 필요한 관리와 보호체계이다. 본 논문에서는 컨텐츠 보호 기술 중에서 컨텐츠에 대한 유통/서비스에 해당하는 기술을 만족하는 프로토콜을 제시한 것이다. 이를 위해 컨텐츠 불법복제 빛 불법사용을 방지할 수 있도륵 Agent를 이용한다. Agent는 특별한 설치가 필요 없이 컨텐츠 내에 내포되어 있게 된다. 내포된 Agent는 불법복제 및 불법사용에 대해 체크함으로써 불법복제의 사용을 차단할 수 있도록 한다.

스마트폰이 일반화되면서 앱 시장의 활성화와 함께 불법 앱 배포 및 사용으로 인한 많은 문제들이 발생하고 있다. 본 논문에서는 이러한 불법 앱의 배포를 막고 저작권을 강화하기 위한 하나의 방법으로써 네트워크에서 전송 중인 불법 앱을 탐지하고 신고하는 불법 앱 전송 탐지 시스템을 제안한다. HTTP와 FTP 같이 파일 전송에 많이 사용되는 통신 프로토콜을 대상으로 패킷 스니핑, 분석, 조합 과정을 통해 네트워크로 전송중인 앱 파일을 복원하며, 내부에 삽입된 워터마크를 추출하여 저작권 정보를 확인함으로써 불법 앱 전송 여부를 판단한다. 본 논문에서 제안하는 불법 복제 앱 전송 탐지 시스템은 네트워크 디바이스 수준에서 패킷 스니핑을 수행하여, 불법 앱엽 전송 탐지를 위한 시스템의 성능 저하를 최소화한다. 또한 스니핑한 패킷들을 효율적으로 조합하고 앱 파일 여부를 식별할 수 있는 기준을 제안하며, 중앙 신고 서버를 통한 탐지 결과 확인을 위한 서비스를 제공한다.

Proliferation of high performance internet infrastructures finally allows their users download a single copy of regular movie just within in a couple of seconds. Ease of accesses to the software for downloading consequently leads them insensitive to the ethics or legitimacy of their conduct. Thus, strong legal action is enforced for piracy over nationally through strengthen the copyright law. We in this paper conducted a survey to see whether netizens prefer to download just for the matter of their convenience. Whilst the level of awareness is addressed even in a far-fetched manner in the area of music piracy and computer software piracy, the case of movie is much different in that we even fail to find any survey that has been made for movie piracy. The survey has been made by devising questionnaires for netizens and it was posted web WorldSurvey, which is the most prominent online survey site in Korea. To our surprise, 9 out of 10 respondents expressed they actually resort to illegal downloading for the reason of convenience. We realized one more surprise. More than 95% of netizens conspicuously aware of their downloading behaviors are mischievous and illegal without reservation.

This study analyzes the characteristics of mobile live streaming service, the illegal and harmful information characteristics of mobile live streaming service for the purpose of eradicating illegal and harmful broadcasting, and shows illegal and harmful broadcast on the mobile live streaming service and eradication plan. First, we reviewed the mobile live streaming service, illegal and harmful broadcasts through literature review, and secondly surveyed illegal and harmful broadcasts of mobile live streaming services and their awareness and countermeasures. As a result, it is confirmed that the mobile live streaming service is illegal, harmful broadcasting exposure frequency is high, illegal, and harmful broadcasting exposure is caused by characteristics of real time broadcasting rather than user's. In order to eradicate the illegal and mobile information about the mobile live streaming service, it is necessary to fix the illegal service and harmful broadcasting reporting system, but the government has confirmed the requirements for regulatory measures. From a microscopic point of view, it will be necessary to investigate the illegal use of mobile live streaming services and the eradication of harmful information.
