  • 인공어초 시설사업은 수산자원을 조성하고, 조성된 자원을 효율적으로 이용하는데 있다. 지금까지 어업인들은 어초의 구조적 특성과 어구 운용의 편리성 때문에 삼중자망으로 인공어초 어장에서 조업이 이루어지고 있다. 삼중자망어구는 미성숙어를 비롯한 다양한 어류가 어획되기 때문에 수산자원보호 측면에서 한국의 일부해역을 제외하고는 수산업법상 불법어구로 규정하고 있다. (중략)

A Study on the Illegal Fishery at the Korean Central and Southern Coast of the Yellow Sea (우리나라 서해 중남부의 불법어업에 대한 연구)

  • Realities of illegal fisheries in the central and southern coastal areas of the Yellow Sea were investigated. The study was based on the data released by the Ministry of Maritime Affairs and Fisheries (MOMAF) and Korea Coast Guard (KCG) during 1992-2002 and on questionnaire responses. Analyses of KCG data showed that the number of enforcements by the agency gradually decreased during 1998-2001 but rose in 2002. Analyses of the MOMAF data, however, revealed that illegal fisheries gradually increased during 1992-1996, but sharply increased after 1997, and that such illegal activities became more common in the East Sea beginning in 2001. MOMAF data also showed that although illegal fisheries began to increase in the Yellow Sea after 1997 they tended to decrease in the southern sea after 1998, with a high rate of small-bull trawlers (40.9%) that were non-sanction fisheries (38.1%). Questionnaire responses showed that illegal fisheries were mainly motivated by poverty (27.4%) and largely occurred in coastal fisheries (78.0%). Analyses of questionnaire responses also suggested that illegal fishing activities can be reduced through tougher laws regulating fisheries.

  • 우리나라는 얼마 전까지만 해도 어업허가제도에 의하여 어업자원을 관리하여 왔다. 그러나 어업기술의 발달로 상대적으로 과거에 비해 어획노력의 증대와 더불어 대부분의 수산자원이 남획상태에 이르게 되었다. 허가제도하에서는 과잉노력량에 대한 조정이 곤란하고 현실적으로 불법ㆍ남획어업이 자행되어 어업자원 고갈현상이 가속화되고 해양오염 증가와 매립ㆍ간척으로 인한 어장축소 등으로 어업생산성 저하됨으로서 새로운 어업관리제도의 필요성 대두되어 간접적 자원관리방식의 전통적 방법에서 어획량을 직접 관리하는 TAC제도로의 전환 필요성 증대되었다.   • The sea traffic volume in Southwest sea including Wando area have increased every year. However the improvement of the facilities for convenience and safety in port and sea was not enough to meet the increasing demand of traffic and passengers' need. This study dealt with the situations and status of passenger ship traffic system in Wando area. In addition to, questionnaire survey of passenger ship user in Wando area was carried out in order to research the improvement of marine traffic system. On the basis of the result, navigation risks in the area was analysed. The institutional system such as passenger ship fare, enhanced traffic system that can improve marine traffic environment in the area were suggested and examined. The urgent issue was the scattered fishing ground near fairway which makes narrow passage and can cause risky passeger ship's navigation. In the side of passeger ship's operation, the wage of cargo handling was relatively expensive that needed to be improved.

  • 지구온난화에 따른 우리나라 주변 환경의 변화와 최근 중국 불법 어선의 연근해 어업 자원의 고갈 등으로 인해 우리나라 연근해 어족자원을 보호할 필요성이 증대되고 있으며, 지속 가능한 어업을 위해서는 어획물의 종류와 양을 정확히 파악하고 불법 어업에 대한 철저한 감시 및 관리가 필요하다. 이러한 시공간적으로 다양하게 변하는 생태 및 어장 환경 정보와 선박에 대한 정보를 통해 해양관측과 위성 원격탐사를 동시에 이용함으로써 근해와 원양 생물자원 실태를 관측하는 것이 가능하다. 본 연구에서는 NOAA-20 위성의 VIIRS (Visible Infrared Imaging Radiometer Suite) DNB (Day & Night Band) 영상을 기반으로 추정한 야간 불빛 자료를 활용하고자 한다. DNB 불빛 영상은 낮은 조도의 불빛을 감지하여 그 정보를 보여 준다. 야간 불빛 자료에 포함된 구름 부분을 마스킹하기 위해 NASA의 신규알고리즘이 적용된JPSS-JRR-CloudMask 기술을 이용하였다. 이번 연구에서는 구름의 영향이 없는 날짜를 선별한 후 AIS 정보에서 어선의 정보를 추출하여 검증 자료로 사용하였다. 실제 선박의 정보를 이용한 위성 불빛 자료의 검증을 통해 위성자료의 신뢰성을 확보하고 향후 불빛과 선단 규모의 상관관계 분석 및 어선의 분포 경향 분석을 통하여 우리나라의 어장환경 분석에 활용 가능할 것으로 기대한다.

A Study on Extracting Boundary Data of Marine Fish Farms Based on Satellite Images (위성영상 기반 해양수산 양식장의 경계 데이터 추출)

  • For safe operation of ships and management of marine fisheries farms, the data set that extracts the boundaries of marine fisheries farms can provide information on obstacles in the vessel's navigation path in advance by examining whether it matches the fishing ground permit area. In addition, it can be used to determine whether fish farms are operating to compensate for damage caused by marine accidents, and the relevant local government can use it to manage fishing grounds. It is also highly utilized as basic data to identify obstacles for safe navigation of ships. In this study, Sentinel-2 satellite image data from the European Space Agency (ESA) was used to extract the boundaries of fish farms. From the video image, the fish farm's status data by cycle was divided into five zones: Busan-Ulsan area, Geoje-Changwon area, Goseong-Tongyeong area, and Namhae-Sacheon area. Through the image highlighting process, the farm boundary data and meta data were processed and extracted.

Actual Results on the Control of Illegal Fishing in Adjacent Sea Area of Korea (한국 연근해 불법어업의 지도 단속 실태)

  • This thesis includes a study on the legal regulation, the system and formalities on the control of illegal fishing. And the author analyzed the details of the lists of illegal fishing controlled by fishing patrol vessels of Ministry of Maritime Affairs and Fisheries from 1994 to 1996 in adjacent sea area of Korea. The results are summarized as follows ; 1. The fishing patrol vessels controlled total 826 cases in 2,726 days of 292 voyages by 17 vessels in 1994, total 1,086 cases in 3,060 days of 333 voyages by 18 vessels in 1995 and total 933 cases in 3,126 days of 330 voyages by 19 vessels in 1996. 2. The fishing period of illegal fishing was generally concentrated from April to September. But year after year, illegal fishing was scattered throughout the year. 3. The most controlled sea area of illegal fishing was the south central sea area in the sea near Port of Tongyeong. The sea area occupied about 36~51% of totality and the controlled cases were gradually increased every year. The second was the south western sea area in the sea near Port of Yosu. The sea area occupied about 18-27% and the controlled cases were a little bit increased every year. The third was the south eastern sea area in the sea near Pusan. The sea area occupied about 13~23% and the controlled cases were gradually decreased year by year. 4. The most controlled kind of illegal fishing was the small size bottom trawl. This occupied about 81-95% of totality and the controlled cases were gradually increased year by year. The second was the medium size bottom trawl. This occupied about 4-7% and the controlled cases were gradually decreased year by year. The third was the trawl of the coastal sea, this occupied about 2~4% and the controlled cases were a little bit decreased every year. 5. The most controlled address of illegal fishing manager was Pusan city which occupied about 33-51% of totality. The second was Cheonnam which occupied about 24-29%. The third was Kyungnam which occupied about 16~35%. 6. The most controlled violation of regulations was Article 57 of the Fisheries Act which occupied about 56-64% of totality. The second was Article 23 of Protectorate for Fisheries Resources which occupied about 21-36%. And the controlled cases by it were gradually increased every year.

  • This research reviews the change of fishery environment, the change of fishery production affected by agreement execution and the situation of agreement violation after the execution cf fisheries agreements between Korea and China and between Korea and Japan to understand the achievement of fishery management of EEZ after the fishery agreements. It will focus on EEZ fishing banks between Korea and China and between Korea and Japan.

Detection, Identification and Surveillance System Development of Illegal Fishing Vessels in Inshore Fishing Ground (연안 어장에서의 불법 조업 어선의 탐지, 식별 및 감시 시스템 개발)

  • A real-time surveillance system of the inshore fishing ground was constructed to identify and detect discrete targets, such as illegal fishing vessels. This paper describes measurements made with a combination of sensors, such as radar, CCTV camera, and GPS receivers, for monitoring the fishing activity of small vessels within the fishing limit zones of the inshore waters. The CCTV camera system was used to confirm detection and to classify the type of target. The location of legal vessels distributed in coastal waters was acquired from each GPS system of ships connected to commercial satellite communication network. The surveillance system was networked via LAN to one host PC with the use of electronic navigational charts (ENC) and a radar link. Radar Target Extractor (RTX) for radar signal processing can be remotely accessed and controlled on existing PC via the internet, from anywhere, at any time. Results are presented that demonstrate the effectiveness of the newly constructed fisheries monitoring system for conducting continuous surveillance of illegal fishing vessels in the inshore fishing ground. The identification of illegal fishing vessels was achieved by comparing radar positions of illegal fishing vessels exceeding the warning limits in the surveillance area with GPS position reports transmitted from legal fishing vessels, and the illegal fishing vessels were marked with red symbols on the ENC screen of a PC. The methods to track the activities of all vessels intruding or leaving the fishing limit zones also were discussed.
