본 논문에서는 블록체인과 기록관리의 상호적용을 위해 ISO/TC 46/SC 11 문서·기록관리 위원회와 ISO/TC 307 블록체인 및 분산원장기술 위원회가 공동으로 진행 중인 국제표준화 프로젝트인 ISO/WD TR 24332 "Blockchain and DLT in relation to authoritative records, records systems, and records management"에 대해서 소개한다.

The purpose of this study is to examine the influence of the distributed leadership upon kindergarten teachers' commitment of teachers. As a result of the analysis, first, the teachers' recognition on the distributed leadership at a kindergarten was confirmed to have a significant difference depending on the teaching career and the academic background. And the commitment of teachers perceived by the kindergarten teachers was identified to have a statistically significant difference according to the teaching career, academic background, and scale. Second, the kindergarten situation and the teacher leadership among sub-factors of the distributed leadership were indicated to have a positive effect on the commitment of teachers. Especially, the teacher leadership was confirmed to have a positive impact on the whole of professional consciousness, educational love, and passion, which are sub-factors in the commitment of teachers. What the distributed leadership has a positive influence upon the commitment of teachers at a kindergarten can be known to be ultimately the time when a teacher oneself fully recognizes responsibility, influence, and authority with thinking that a teacher oneself is a leader, rather than a director's leadership. Accordingly, a director's many responsibilities and authorities need to be properly entrusted so that the kindergarten teachers can display much more leadership.

The National Housing Bond Information Relay System is a representative financial information relay system in which institutions are connected with center system. A centralized structure is expensive to construct and operate center, and there is a problem that all networks are disconnected when a failure occurs in the center system. In this paper, we propose the national housing bond information relay system model based on Blockchain technology that can process information safely and efficiently. The proposed model constructs a Blockchain network so that each institution that processes the national housing bond information can transmit information safely, and each institution manages the same distributed ledge by a smart contract. The proposed model can reduce the cost because it can process complicated national housing bond transaction information without a relay center, and a network usage and disk usage decreased by 1.7% and 8.53%.

DLT(Distributed Ledger Technology) 기술의 빠른 발전과 광범위한 채택으로 인해 단일 DLT 시스템만으로는 다양한 분산 응용 프로그램(DApp)의 요구를 충족하기 어렵습니다. 이에 따라 DLT 시스템 상호운용성 솔루션에 대한 수요가 증가하고 있습니다. 이러한 상황에서 DLT 게이트웨이는 표준 프로토콜을 준수하여 다양한 분산 응용 프로그램 및 DLT 시스템 간의 원활한 상호작용을 가능하게 합니다. 본 논문에서는 이러한 DLT 게이트웨이 기반 상호운용성 제공 시에 처리할 내부 처리 방안을 제시합니다. 또한 발생가능한 보안 위협을 분석하고, 안전하고 신뢰할 수 있는 운영을 보장하기 위한 보안 요구사항을 제시합니다.

The purpose of this study was to investigate the perception and need for the revised child care practicum (January, 2017) in Korea. The participants were in three groups: 32 directors, 143 child care teachers and 130 pre-service teachers. Questionnaire were used ot collect the data and t-test, x-test and ANOVA were done for analysis. All three groups responded positively for the revised edition (extending the period of practicum from 4 weeks to 6 weeks). And perceived the extending the period is necessary for the quality of child care centers. Directors with the higher level of education perceived the revision clearly than others. Most of teachers perceived the change through teacher retraining program. All groups pointed out for the implementing the revised edition successfully, supporting and cooperative system is in need for three groups.

Recently, studies have been conducted to improve the m-commerce process in the NFC-based mobile environment and the increase of the number of smart phones built in NFC. Since authentication is important in mobile electronic payment, FIDO(Fast IDentity Online) and 2 Factor electronic payment system are applied. In addition, block-chains using distributed raw materials have emerged as a representative technology of the fourth industry. In this study, for the mobile gallery auction of the traders using NFC embedded terminal (smartphone) in a small gallery auction in which an unspecified minority participates, password-based authentication and biometric authentication technology (fingerprint) were applied to record transaction details and ownership transfer of the auction participants in electronic payment. And, for the cost reduction and data integrity related to gallery auction, the private distributed director block chain was constructed and used. In addition, domestic and foreign cases applying block chain in the auction field were investigated and compared. In the future, the study will also study the implementation of block chain networks and smart contract and the integration of block chain and artificial intelligence to apply the proposed method.

After the 4th industrial revolution, the healthcare industry is striving to find new business models through new technologies. Among them, blockchain technology is one of the technologies that have great interest in the healthcare industry. Most providers of personal health record systems have difficulty in securing marketability due to various problems. Therefore, they try to integrate blockchain technology to develop new systems and gain marketability. However, blockchain has limitations in solving the problems of the personal health record system. In this study, we have designed a personalized health data management framework that enables information subjects to acquire full ownership rights of individual's health data, based on distributed ledger technology. For the framework design, we refer to the structure of R3 Corda. It was designed with a different network structure than the existing blockchain systems so that the node can be operated on the personal user's mobile device. This allows information subjects to directly store and manage their own data and share data with authorized network members. Through the proposed system, the information utilization of the healthcare industry can be improved and the public health promotion and medical technology development can be realized.

Distributed Ledger Technology (DLT) refers to a process and related technologies that enable a person to safely suggest, verify, and record state changes (usually updates) to synchronize ledgers distributed across network nodes. DLTs are becoming increasingly important as data management requirements evolve. Therefore, they need to understand the current state of standards (such as distributed storage and access technologies) to address future requirements. This paper provides ITU-T FG-DLT standard activities, such as standardization ization trends, use cases, reference architectures, platform evaluation criteria and future prospects.

ISO/TC 307(블록체인/분산원장) 기술위원회는 영국, 미국, 프랑스, 독일등 서방국가들이 적극적으로 표준화 활동을 하고 있으며, 기업은 IBM, MS사의 활동이 두각을 나타내고 있다. 위원회의 구조와 표준화가 초기 단계를 지나 표준화 인프라를 구축하였다고 볼 수 있으며, 블록체인 기술을 기반으로 활용사례 표준 개발을 병행하여, 표준의 효용성을 높이려는 시도가 진행되고 있다. 인도 하이데라바드 (2019.11) 회의와 COVID-19로 인하여 온라인으로 개최한 2020년 6월 회의를 중심으로 ISO/TC 307 기술위원회의 표준화 동향을 살펴본다.

코비드19에 따른 비대면 경제가 촉진되면서 지난 4차산업혁명위원회에서는 초연결·비대면 신뢰사회를 위한 인프라로서 '블록체인 기술 확산 전략'을 발표하였다. 개별적으로 구현되는 블록체인이 글로벌 인프라로 연결되기 위해서는 상호연동을 위한 표준화가 필수적이다. ISO TC 307 블록체인 및 분산원장기술 WG 1 기반기술 작업반에서는 2017년 시작된 TC 307의 첫 국제표준(IS)인 용어 표준을 발간하였다. 또한 두 번째 국제표준인 참조구조 표준에 대한 DIS 투표가 곧 시작될 예정이다. 이 논문에서는 ISO TC 307 기반기술 작업반에서 이루어지고 있는 표준화 작업을 소개한다.
