News data LDA on North Korean defector entrepreneurship: Focusing on the comparison of government policies from 2013 to 2021 (북한이탈주민 창업에 관한 뉴스 데이터 토픽 모델링 분석: 2013~2021년까지 정부 정책 비교를 중심으로)

  • North Korean defectors are experiencing economic hardship due to the prolonged COVID-19 outbreak. In order to solve this problem, interest in starting a business is increasing. This study targeted the current and previous government, and discovered major topics through text mining of news data on North Korean defector starting a business to examine the start-up support policies according to the keynote of the present regime. Additionally, key factors for successful start-ups were derived through interviews with North Korean defectors who have done them. As a result of the analysis, it is necessary to focus on women and the youth, and to actively expand specialized entrepreneurship education and financial support for North Korean defectors. In addition, it was confirmed that there is a need for a practical and continuous entrepreneurship education program.

A Study on the Vocational Culture Conflicts and Vocational Adaptation of North Korean Defectors (북한이탈주민의 직업문화충돌과 직업적응에 관한 연구)

  • This study analyzed how North Korean defectors recognized and overcame conflict in the South Korean job culture during the course of entering and settling into South Korea, and the association between their old career and adaptation within their new careers. The study selected 13 employed participants who entered South Korea more than five years ago and experienced working. Interviews were conducted over the course of five years. The topics were analyzed after performing interviews 60 to 120 minutes long by recording and transcribing the recordings and using semi-structured questionnaires for the 13 people. The results reflected the job environment in North Korea, their career background, factors for a successful new life, their constant efforts for employment, the difficult adaption to South Korean life, pursuing job stability, accepting South Korean culture, and career compromises. The results of this study are as follows. First, they undergo difficulty in the course of selecting jobs due to the converted environment from passivity to autonomy. Second, they cannot use their previous job history and they complained about prejudice and the lack of job information. Third, major problems included their lack of adaptability, stress, and loss of economic power. The study suggests that these North Korean defectors undergo an integrated course of cultural learning. Fourth, they were hardly able to adapt. Fifth, they tried to overcome conflicts of job culture according to their personal characteristics.

Habitual Fallacy or Intentional Propaganda: Understanding the Mechanism of Re-constructing North Korean Myth (관습적 오류 혹은 의도적 프로파간다: 북한관련 '의혹'의 실체적 진실과 담론 왜곡의 구조)

  • North Korea discourse is doubtful. A considerable portion is distorted under political objectives, group identity, and interests. Surely, there are facts based on North Korea's conducts. Apparent deceptions commonly exist as well though. Korean media does not endeavor to set the records straight and there are no revision towards mislead information. This is substantially dangerous as it can misjudge North Korean policies, beget national antipathy, and interferes with rational and constructive policy making. This study stems from such concerns and takes such cases as HEU(Highly Enriched Uranium) suspicion of 2002, dispute covering BDA(Banco Delta Asia)'s counterfeiting, and the abandonment of the Geneva Agreed Framework into consideration. The first part concentrates on fathoming the truth of the three cases. References from US government, academia, think tanks, media were inquired with an addition of secondary material from Korea and China. Secondly it examines whether domestic news properly reflects the precedent facts along the process of discovery. The cause and solution suggested by domestic media were organized and inductively reconstituted to frames. The last study questions the structural factors that reproduces suspicion analogs. Today's dangers facing Korean society are essentially not natural but artificial. This research hopes to foster peace by analyzing related discourses that are infamous to reinterpret reality.

The International Legality of the North Korean Missile Test (북한미사일 실험의 국제법상 위법성에 관한 연구)

  • North Korea conducted the launcher test, which, as North Korea claimed, belonged to the sovereign rights for the purpose of peaceful utilization and exploration of the outer space. The launching was allegedly done for the sole purpose of putting the satellite into earth orbit, while international community stressed the fact that the orbiting of satellite was not confirmed and that the technology used was not distinct from the purpose of building intercontinental ballistic missile. UN Security Council adopted the resolutions which took the effect that the launching was deemed as the missile launching, not the mere launcher test. North Korea declared the moratorium of suspending its test activity. Controversial issues have been raised regarding whether the launcher itself has the legal status of enjoying the freedom of space flight based upon the 1967 Outer Space Treaty. The resolutions, however, has put forward a binding instrument forbidding the launching. UN Security Council resolutions, however, should be read not as defining the missile test illegal, in that the language of resolutions, such as 'demand', should be considered as not formulating a sort of obligatory act or inact. On the other hand, the resolutions should be read as having binding force with respect to any activity relating to the weapons of mass destruction. The resolution 1718 is written in more specific language such as 'decides that the DPRK shall suspend all activities related to its ballistic missile programme and in this context re-establish its pre-existing commitments to a moratorium on missile launching'. Therefore, the lauching activity of the North Korea is banned by the UN Security Council resolution. It should be noted that the resolution does not include any specific provisions defining the space of activity of the North Korea as illegal. But, the legal effect of the moratorium is not denied as to its launching itself, which is corresponding to the missile test clearisibanned in accordance with the resolutions.

  • This study was performed to decide how to do research and resolve on mental health problems of the people after reunification, which is recognized as ultimately important issue. At first we analyzed the case of Germany. To do so, we reviewed the existing research, which included various issues such as reunification for the Germans, chronological research flow analysis, the issues of mental health, research methods for mental health problems, therapy for mental health problems and so on. And then we sought the ways to connect research for the North Korean defectors and unification era, and suggested the several research orientation and methods for mental health study of the unification period.

The Mediating Effect of Social Support in the Relationship between Self-Differentiation and Interpersonal Relationship (북한이탈청소년의 자아분화와 대인관계의 관계에서 사회적지지의 매개효과)

  • This study examined the influential relationship between self-differentiation, interpersonal relationships, and social support of adolescent North Korean defectors as well as the mediating effects of social support in the relationship between self-differentiation and interpersonal relationships. For this study, the participants were selected among student North Korean defectors aged between 9 and 24 years. With these participants, a survey was conducted from November 4 to December 14, 2019. Two hundred eighteen questionnaires were used in the analyses, which were conducted with SPSS 23.0 and AMOS 23.0. The analyses yielded the following findings. The self-differentiation of the adolescent North Korean defectors had a positive impact on interpersonal relationships. The self-differentiation of adolescent North Korean defectors had a positive impact on social support, and the social support of adolescent North Korean defectors had a positive impact on interpersonal relationships. In the relationship between self-differentiation of adolescent North Korean defectors and their interpersonal relationship, social support had a mediating effect. This study showed that by improving the level of social support and self-differentiation of adolescent North Korean defectors, it would be possible to improve their interpersonal relationship issues.

Energy Usage and Emissions of Air Pollutants in North Korea (북한 에너지 사용과 대기오염물질 배출 현황)

  • Data on the energy usage including biomass, emissions of air pollutants ($SO_x$, $NO_x$, CO), and the air quality in North Korea are analyzed. The energy usage in North Korea has decreased in the 1990s and thus, the emission amount of air pollutants. Coal and biomass constitute a major fraction of energy sources since the 1990s. It is identified that the emission amount of air pollutants per unit energy consumption in North Korea is much higher than South Korea for the period data are available (since 1990) implying that the air pollutant emission management system in North Korea is inadequate. In particular, the amount of biomass burning for household cooking and heating is significant with the huge emissions of air pollutants such as CO and organic species both in the gas and aerosol phase. Furthermore, it is found that the existing energy usage and air pollutant emission data are not consistent in biomass burning related data.

SOC Project Plans and Cultural Resource Management in the North Korean Region : Suggestions for Systematic Investigation and Management of North Korean Cultural Heritage (북한지역 SOC사업 구상과 문화유산 - 북한 문화유산의 효율적인 조사·관리를 위한 제언 -)

  • Despite continuous volatility in ideological leanings, South Korean governments, conservative or progressive, have published a series of plans for aiding the economic development of North Korea. The Moon administration's plan is the paragon of such efforts. In addition, recent detente between the North Korean regime and the US government evokes much hope in its success. There is, hidden behind the veil of hope, apprehension about the crisis of management of cultural heritage in the North Korean region. It is believed that development policies may overwhelm efforts at conservation of cultural heritage, in particular that the hurrying of development projects would provoke insufficient and inappropriate investigation of archaeological sites., If these problems arise, responsibility for their resolution would be carried by South Korean archaeologists and governmental institutes. This paper reviews what the South Korean government has suggested for North Korea's economic recovery and examines what capability the South Korean archaeology sector has for investigating North Korean cultural heritage. It then discusses the scale of investigation needed, and what should beused as precedent in planning substantial excavations when development projects are performed in the North Korean region. Constructing a digital map system for cultural heritage of North Korea is suggested as one of the most urgent tasks precedent to substantial excavations. It is of great importance because we do not currently have any substantial information about the locations and current condition of cultural heritage sites and artifacts in the North Korean region. The mapping of Bronze Age sites in North Korea, conducted as a sort of pilot test, revealed that archaeological sites are densely distributed in several regions, especially Hwanghae-do and Pyoyang Directly-Administrated City, and that there is high potential of discovering new sites.

An Analysis on Operational Conditions of Non-Profit Organizations for the North Korean Defector (북한이탈주민을 위한 비영리단체의 운영 실태분석)

  • Through the evolutionary process of the North Korean defector support policies, this research investigates the background behind the formation of non-profit organizations for the North Korean defectors and to identify and understand the problem through their characteristics and functions. Starting from 1990, with an increase in the North Korean Defectors' population as well as the introduction of multicultural society, various environmental factors, such as the domestic socio-environmental changes, resulted an increase in number of private organizations. However, not to mention the size and functions of the organizations, some do not even have required legal organizational structures in place. Their business activities, in some cases, are irrelevant to the original purpose and objectives. Moreover, the fact that 83% of the North Korean Defectors Organizations are based in Seoul while 25.5% of the North Korean Defector residing in Seoul, inevitably make the reputation of the organizations to be illegal and dishonest due to the excessive level of competitions among the similar types of organizations. In reality, the organizations show lack of growth in the areas such as securing necessary employments to the Defectors or providing educations to the youth, who will eventually become the future leaders, in building the awareness capacity toward the unification. These results show that, in conducting their activities, the organizations must be aware of the rights and responsibilities as the constituents of the society, plus the government's practical efforts in improving these issues are also necessary.

A Study on Building Cooperation Model for the Public Availability of Materials and Information on North Korea (북한자료의 이용확대를 위한 협력모형 구축 방안)

  • This study firstly considered the changing processes of the 'guideline on dealing with restricted materials and information' which had been theoretical background for understanding the dealing situations of materials and information on North Korea. Additionally, this study investigated material possessions which were located in restricted-materials-dealing institutions affiliated with Ministry of Unification and Ministry of Education, Science and Technology, and also researched using results of the materials. Through the investigation analysis and precedent studies, problems caused by poor material using conditions were found and institutional developing plans were sought. In particular, this study suggested that 'the Interchange Council for North Korean Information and Materials' be constructed as a general management organization which controls many problems caused by using and treating materials and information on North Korea and cooperative models that can lead organic connection among all institutions for dealing with restricted materials and information.
