A Study on the Assessment of the Marine Traffic Safety at the Pusan Approaching Waters (부산항 접근수역의 해상교통 안전성 평가에 관한 연구)

  • Marine traffic engineering is the technical field that observe flows of vessel traffic in accurate and describe the features of ships' movement statistically or analytically, then contribute to the improvement of the traffic flow and safety of traffic. Recently, marine traffic engineering has been developed until that possible to estimate a changes in traffic flow caused from some transformations of the traffic condition, and to assess the feasibility and validity of the changes by computer simulation. This paper aims to assess the present traffic safety at the sea area adjacent to Pusan harbour, and the validity of the suggested roundabouts traffic separation scheme at the Pusan approaching water(by Park in 1998) using environmental stress aggregation model There are couple of steps to describe the marine traffic situation and to assess it's safety by computer simulation. The first step is observe the movement of vessel traffic concerned waters and to obtain the relevant data for computer simulation. Second step is to carry out computer simulation to assess the simulated traffic flows by using suitable indexes of assessment model - environmental stress aggregation model. Eventually, this paper conclude that the environmental stress aggregation model is a useful technique to assess the traffic safety and the suggested roundabouts traffic separation scheme could make the concerned area safer than present traffic situation.

Elasticity Analyses between Water Temperature and Water Quality considering Climate Change in Nak-dong River Basin (기후변화를 고려한 낙동강 유역의 수온과 수질 탄성도 분석)

  • Climate change has been settled as pending issues to consider water resources and environment all over the world, however, scientific and quantitative assessment methods of climate change have never been standardized. When South Korea headed toward water deficiency nation, the study is not only required analysis of atmospheric or hydrologic factors, but also demanded analysis of correlation with water quality environment factors to gain management policies about climate change. Therefore, this study explored appropriate monthly rainfall elasticity in chosen 41 unit watersheds in Nak-dong river which is the biggest river in Korea and applied monitored discharge data in 2004 to 2009 with monthly rainfall using Thiessen method. Each unit watershed drew elasticity between water temperature and water quality factors such as BOD, COD, SS, T-N, and T-P. Moreover, this study performed non-linear correlation analysis with monitored discharge data. Based on results of analysis, this is first steps of climate change analysis using long-term monitoring to develop basic data by Nak-dong river Environmental Research Center (Ministry of Environment) and to draw quantitative results for reliable forecasting. Secondary, the results considered characteristic of air temperature and rainfall in each unit watershed so that the study has significance its various statistical applications. Finally, this study stands for developing comparable data through "The 4 major river restoration" project by Korea government before and after which cause water quality and water environment changes.

Analysis and Evaluation of CPT Cone Factor for Undrained Shear Strength Estimation of Pusan Clay (부산지역 점토의 비배수전단강도 평가를 위한 CPT 콘계수 해석 및 평가)

  • In order to estimate undrained shear strength and evaluate cone factors, various in-situ and laboratory test results at new harbor construction area near Pusan were analyzed. To evaluate Nk values and equation applicable in Korea, measured and theoretical cone factors were compared based on the test results. For comparison, various analytical solutions were adopted and used. Adopted methods include cavity expansion solutions of Baligh (1975) and Yu (1993) and steady state solutions of Teh and Houlsby (1991) and Yu et al. (2000). According to the result of comparison, cavity expansion solutions were found to be reasonable for the CPTu-based undrained shear strength evaluation.

  • For the assessment of the benthic community health of Jinhae Bay using the Benthic Pollution Index, macrobenthic fauna samples were seasonally collected from 23 different sites between February, 2011 and November, 2012. The macrobenthic community health status was classified as "Poor" or "Very Poor" except for the bay mouth part of Jinhae Bay at the northern part of Geoje Island. A large proportion of functional Group IV and even azoic conditions appeared due to summer hypoxia at sites in sheltered regions of Jinhae Bay. Some of the dominant species recruited after summer hypoxia were Paraprionospio patiens, Sigambra bassi, and Theora fragilis belong to typical opportunistic species. By comparing the BPI values of the macrobenthic communities from other special management areas of Korea, Jinhae Bay was considered to have the lowest condition that was heavily polluted among special management areas.

A Study on Evaluating the Possibility of Monitoring Ships of CAS500-1 Images Based on YOLO Algorithm: A Case Study of a Busan New Port and an Oakland Port in California (YOLO 알고리즘 기반 국토위성영상의 선박 모니터링 가능성 평가 연구: 부산 신항과 캘리포니아 오클랜드항을 대상으로)

  • Maritime transport accounts for 99.7% of the exports and imports of the Republic of Korea; therefore, developing a vessel monitoring system for efficient operation is of significant interest. Several studies have focused on tracking and monitoring vessel movements based on automatic identification system (AIS) data; however, ships without AIS have limited monitoring and tracking ability. High-resolution optical satellite images can provide the missing layer of information in AIS-based monitoring systems because they can identify non-AIS vessels and small ships over a wide range. Therefore, it is necessary to investigate vessel monitoring and small vessel classification systems using high-resolution optical satellite images. This study examined the possibility of developing ship monitoring systems using Compact Advanced Satellite 500-1 (CAS500-1) satellite images by first training a deep learning model using satellite image data and then performing detection in other images. To determine the effectiveness of the proposed method, the learning data was acquired from ships in the Yellow Sea and its major ports, and the detection model was established using the You Only Look Once (YOLO) algorithm. The ship detection performance was evaluated for a domestic and an international port. The results obtained using the detection model in ships in the anchorage and berth areas were compared with the ship classification information obtained using AIS, and an accuracy of 85.5% and 70% was achieved using domestic and international classification models, respectively. The results indicate that high-resolution satellite images can be used in mooring ships for vessel monitoring. The developed approach can potentially be used in vessel tracking and monitoring systems at major ports around the world if the accuracy of the detection model is improved through continuous learning data construction.

  • In order to strengthen the competitiveness of port against calling for the huge vessel and reducing the shipping service time, the productivity of container terminal must be improved. This productivity variously results according to the kinds of productivity evaluation model, input elements like yard, equipment, employee, facility, etc,. But, it is discussed that the productivity is measured by partial productivity evaluation model or general input elements. Therefore, we measured for the productivity of the container terminal using the Developed the data Envelopment Analysis (DEA), which is developed in order to evaluate the relative efficiency of decision making units - it's difficult to clear cause and effect between input and output. We measured the whole productivity of container terminal in Busan according to decision of the correct input elements. And we investigated the change of the productivity measurement result according to input elements, presents more accurate productivity evaluation model in container terminal.

  • Terminal operators have provided special services such as loading, discharging, stowage of cargo to the owner, and carriers of the sea, which contribute the domestic and international logistics. For smooth flow of logistics, container terminal should reserve spaces for inbound and outbound logistics. However, if it is unable to provide the spaces, which can be caused by labour strikes or terminal lockouts and so on, national logistic system and financial management of terminal operators can be seriously affected. In order to minimize these kinds of problems, terminal operators impose high rate of charges ("overstorage charge") to the accumulated cargoes and/or containers, which are stipulated in terminal service agreement. Nevertheless, if there is no terminal service agreement with an owner of cargo and/or container, any kind of charge can cause legal problems (conflict ??) between the cargo and terminal operator. In this regard, I would like to study on the definition of overstorage charge and the legal issue of it based on the Busan district court's judgment. In particular, I will propose a special right of commercial lien and public auction for terminal operators to settle accumulated cargoes in container terminal.

The Current State and Promotional Strategies for Ocean Cruise Tourism in Small and Medium-sized Ocean Cities, - Focused on Yeosu - (중소해양도시 크루즈관광 여건 및 활성화 방안: 여수시를 중심으로)

  • The recent rapid increase of international ocean cruises calling at Korea has prompted the interests of central and local governments in promotion of cruise ship tour. Korea's cruise tour policies and facility improvement plans tend to be focused only on main ports of cities with high calls at cruise port, such as Busan, Incheon, and Jeju. However, small and medium-sized ocean cities which represent the coastal areas are also seeking to activate cruise ship tour and attract investment, and therefore they merit governmental support as well. This study looks at the current conditions of cruise tourism in small and medium-sized ocean cities and searches for the means to activate cruise tours. It suggests improvement policies for port services, transport accessibility, urban facilities and tour activity support, as well as expected roles of public and private sector. As a case study of Yeosu in Jeollanam-do, it analyzes the present state and discusses possible future activation programs, comparing small and medium-sized cities with cities with main ports. In order to be a port of call, steady exertions for improvement are required in all areas regarding cruise tourism whether it's main or local. Especially, since local ports in small and medium-sized ocean cities are relatively unlikely to be developed into home ports, policies and tourism programs should be established to support them in being chosen as ports of call.

Development and Promotion of International Intermodal Transportation Route from Northeast 3 Provinces in China (중국 동북3성 기점 국제복합운송루트 개발과 발전 방안)

  • With rapid economic development in China, cargoes from and to China are growing significantly. The 3 Northeast Provinces of China(named Liaoniang, Jilin, Heilongjiang provinces), bordering the Korean Peninsular, is not exception in development of international trade. However long distance from the 3 Northeast Provinces to seaports generates huge transit time and costs because Dalian port is far away almost 1,000km from Jilin and Heiloongjiang Provinces. The new intermodal transport route through the port of Jarubino located in the Russian Far East is under way to reduce the costs incurred from inland transport. This paper investigates the competitiveness of the new international intermodal transport route from the 3 Northeast Provinces in terms of transit time and transport costs. According to the results of this research, The establishment of the new international intermodal transport with development of Jarubino port is expected to increase the competitiveness of trade cargoes from the 3 Northeast Provinces while Korea has a good opportunity to join the port development in the Russian Far East. Futhermore the port of Busan is also benefited the growing transit cargoes from the new intermodal transport route.

A Brief Clustering Measurement for the Korean Container Terminals Using Neural Network based Self Organizing Maps (자기조직화지도 신경망을 이용한 국내 컨테이너터미널의 클러스터링 측정소고)

  • The purpose of this paper is to show the clustering measurement way for Korean container terminals by using neural network based SOM(Self Organizing Map). Inputs[Number of Employee, Quay Length, Container Terminal Area, Number of Gantry Crane], and output[TEU] are used for 3 years(2002,2003, and 2004) for 8 Korean container terminals by applying both DEA and SOM models. Empirical main results are as follows: First, the result of DEA analysis shows the possibility for clustering among the terminals and reference terminals except Gamcheon and Gwangyang terminals because of the locational closeness. Second, the result of neural network based SOM clustering analysis shows the positive clustering in clustering positions 1, 2, 3, 4, and 5. Third, the results between SOM clustering and DEA clustering show the matching ratio about 67%. The main policy implication based on the findings of this study is that the port policy planner of Ministry of Land, Transport and Maritime Affairs in Korea should introduce the clustering measurement way for the Korean container terminals using neural network based SOM with DEA models for clustering Korean ports and terminals.
